If you do not want to buy Armour or Weapons, can you get it repaired by a smith? If you can't, that should be a suggestion. :D

They can't, and there is a reason why they can't. True, for you as the player it would be nice to have your favourite sword longer then just a few fights.
But think about it this way: Every repaired item is one item less sold.
There was a time when weapons and armor did not break, and in the result everybody had one and did never need another. Now you have a constant need for weapons and armor, giving smith's the chance to actually sell something.

Exactly, I don't see why we can't lower the quality to up the condition, a excellent scratched armor should have a far greater life expanse than a brand new bad one assuming how many times they get hit is the same. Obviously repairing something crappy is out of the question, it would simply break. Theres a justifiable explaining to the lessening of quality too, the armor and weapons would loose their temper apon repairation. The reason is totally wrong, simply make it firstly failable, then make it use resources. I mean, the most plates something takes is 7, so have that armor need 3 to be repaired, or chainmail which takes 2, take 1. Really, it would be a big waste of money to have any bad items repaired because of the cost of the repairs would be nearing the production of the item.
