Where do I buy Axeheads? I am a carpenter and want to try my luck at making axes. Where doI buy only axeheads?

You have to buy them from blacksmiths who can make them.

Do any NPC's have them?

Implied no. However no, none do.

I thought only smiths could make axes.

It's strange because Carpenter's make the Axe's themselves yet cannot make the handles? Whatever. I want to try and try my hand on making axes because I am a lumberjack.

You can make a halberd, but you cannot make things like double axes. That is smithing, Carpenters do make handles, but they don't make axes. Make sure you have carving tools or a plane in your hand instead of a hammer.
