In the decision room

The two leaders of Trolls Bane sat atop the library's second floor in Trolls Bane over looking the cities growingly busy streets. This was their first official meeting and there was a young and very attentive scribe taking down notes on all subjects discussed.
"So Fooser, what shall our first order of business be ?" Stephen asked his scale covered friend whom he had grown to respect lately.

"Stephen, I have protested governments just like this almost my entire time on this island. For many things, like no voting, guards, and the such. If I didn't do that here, I believe that would make me a hypocrite, and quite a pathetic one, so I will make the same suggestion for you."
The lizard looks very tired and worn lately. He blows lightly on a pipe, though it doesn't seem to be sibanac leaves.
"And your move on the tavern is a bit aggressive. So why not fix two things at once?"

"I need to ensure that property in Trolls Bane is kept by citizens of Trolls Bane. You would want me to bring to vote, wether the tavern should be auctioned off or not ?" Stephen says and takes a sip of wine from a gold crafted goblet.

"Perhaps that is one thing. But just property laws in general, that will address citizens owning land, and also to make sure the issues with the inn do not happen ever again, to avoid messes and keep things written."

Stephen nodded to the young scribe to make sure he was writting all of this.
"Well currently the tax laws we hold currently do encourage that owners of property must pay their taxes every month or fear their property taken away from them. We could hold a vote or town meeting and discuss this with the citizens and see what they think of this. I certainly would like to see how many turn out."

"A vote would be more effective, instead of trying to get everyone into one spot. Perhaps multiple votes, one for taxing, one for the tavern, and one for new property laws..."

Stephen siped from the goblet as he mulled over the decisions. What did he have to lose to let the citizens vote ? He was certain the majority would agree that active owners of property in Trolls Bane were needed. Sure, they would likely agree with him on the issues anyways.
"Alright then, we will hold voting for only citizens. Ill have a guard member and squire of the Knighthood stand by the voting booth to make sure no one tampers with the votes.
We will do that now."
Stephen nods to the scribe whom runs off.
