There are two messages seemingly posted together here the first reads:

This message was found in a bottle on the northern coast of the island of Tol Vanima. With it was found the insignia of a Trollsbane Town Guard, therefore we leave its contents in your hands.

Here hangs the small medallion, it seems to be a Town Guard insignia, although it is not a recent one, perhaps from the time of the Lich war.

Below hangs the drying remains of a badly damaged letter

Although his situation doesn't seem to be best it may not be too late yet.

There's an underground grotto with a dock down there, aye. A black cult operates near the dock in an underground temple. I was just through there yesterday. Better hope I didn't mistake him for one of the cultists.

It's a long trip. Make sure to carry portal books. I don't particularly like being down there, so I'd guide someone for 5 silver.

The only name i knwo of ending in mos is Balamos and he did server the guards, so its him. And surely by saying "cript""water""underground" he meant the underground of the crypt, near the underground castle, though i dont think someone could survive for long in there. I would suggest not to go there uselessly, but if some peoples really want to go in, i would offer guiding and protection here for 4 silvers.

From what I can gather, it be saying this

I really hope that my letter is guided and those tha rest with a noble cause seek me. becuase of my great misfortune I ave been trapped alone without food in tha crypt. Before i was injured howlings came from tha structure of a great underground castle while i was at the subterranean sea please form a group to mount arescue, Make quick haste as i am injured and left by mysel. Balamos was rescued by Adigar Lombard, Athian Corulas, Belgram and myself. He sleeps in a bed of the sea horse and we need now a priest of Zhambra or Malachin.
