Offer and demand perhaps ? There are a few mechanics.
Perhaps the NPC even likes some races more than others. Or it was just some change in something... who knows.

but why, just because the server froze, would he raise it by 110 coppers? and I have never seen a price change in it. And, how is a new player supposed to be able to afford that and any of the other tools they need? Its honestly, too muhc in my eyes.

Yes. Book prices range from 15-60 coins each now. I like the change, you just have to be the early bird. When I'm awake (around 12Am - 6AM) I can buy about 5 teleporters to Trollsbane for 15 each... It is simply supply and demand as they said.

Maybe he dislikes drows not elves? Drows can speak elvish, I know I saw one do it.
