I entered the game, decided to become a fighter, but at my great disapointment, my movements and actions are EXTREMELY slow.. is it because of my connection (Cable) or is there a way to lower the graphics in order to make the game run more smoothly? Thanks

You move slower depending on the land type. You move faster on roads and grass than mud/forest land or mountain.
Everyone moves the same speed on the same land types, i do believe.

It also depends on how much you are carrying. Carry too much and you will not be able to move at all.

Another reason could be that you have to much programs running in the background.

Do you think it might be because I play in cybercafes? (Which are places where there's like 14-15 computers, and you pay to use one of them and connect to the internet?) The connection is cable 100MBPS but there's like 10 PCs sharing the same connection.. maybe that's what's slowing it down?

No. 10/100= 10. I played on dial-up with 6 and it ran fine. But I had to close EVERYTHING but AOL. (thankfully I dumped AOL. that shit SUCKED)

It depends on the graphics driver you use. With some NVidia Drivers i have the same problem. Very slow movement. Connection problems and so on. Don't know why, but after i changed the drivers everything worked well.
