Directx 9.0c problem

Hey, I have yet to have my character approved but i have tried to start the illarion client up and have noticed a black screen with just the cursor after i enter my character info in. After a few seconds it says no character name exists. But thats not the point. The point is the black screen that ive read so much about. I think it may have something to do with my Directx 9. So when i run the diagnostic i get an error that says "The procedure entry point OpenVxDHandle could not be located in the dynamic link library KERNEL32.dll.". Then after i click ok the directx diagnostic pops up and i get another error that says "The procedure entry point GetAliasedVidMem could not be located in the dynamic link library DDRAW.dll." So after i click ok i get a message from the diagnostic that says "DxDiag has detected that there may have been a problem accessing DirectImput the last time this program was used. Would you like to bypass DirectImput this time?" If i click yes i can continue in the diagnostic but if i click no the program closes. Then when i go into the Display tab i look down towards the bottom i see that DirectDraw Acceleration is the only one of the three DirectX Features that is enabled or can possibly be enabled. The other two say that theyre not available.
Any advice on how to fix this would be greatly appreciated. I have yet to try and uninstall it cause i cant find an uninstall icon. I did reinstall it though(without uninstalling it). But i will just remove the program completely then redownload it and try again, but ive fiddled with it for some time. Someone in a chat room told me to try and install a new driver for my video card but i have yet to find a driver for my video card. well i guess ill just give you my specs and hope someone could help.
