How to create a city?

What do I need to found a keep like the dwerven city or the castle of gray rose?

Let me ask you first why? .....
all this citys and guildbuldings are not own by one person, they all are community projects. Groups of peopel who has collect many many ressources, most gold.

First, you need an entire group of people working together.
Second, the staff needs to see that you are not doing this just because you think it's a "cool idea", but that you really know what you're doing and plan on putting all required effort into building and upkeeping this project. Because they won't build something they tear down a month later because the player has lost interest.
Seriously, you shouldn't think about something like that just yet. Become accustomed with the game and ingame community first, and then think about what you want to do with your ingame life.

Before you plan to build new towns try to populate the old ones. we have not enough players to build more towns.

I want to do it cuz it's a good idea

. I want my own keep. But if talk seriously, I need a group of people who are interested in making of a guild or something like that? But if I want my own keep? And how much money or gold I or people who wants to found their city need?

There is a thread in Guilds> the elven city which might interest you...
"Houses" are not yet implemented... and the projects built are usually cities for races...
You speak to a gm. he will tell you what items you must bring [it was that way... i think they changed it]... and good luck...

It is very difficult to found a new group, which hast to survive for a longer time. Only the fewest are sucessfull. It would be easier to join an etablished group, to help there and to implement your own views and goals in this group.
To the buildings:
In general there are no buildings for single players. You need a group.
At first the staff wants to be sure, that this buildings are used for a longer times by some players and do not becomes ghost towns..
At second buildings are very expensive. To take the example of the Castle of the Greys, two groups worked for it - the Grey Light and the Grey Rose. More than 30 chars were part of this project in a timescale of nearly 3 years (It as the first buildung which was built in a moderate time scale of ~12 ingame years

- lots of problems). The most other projects were faster.
At third, in future the owners have to pay to keep their buildings - too much for a single player.
At the old server the owners payed a lot for their castle (5.000-6.000 golden ignots and more than 40.000 items - raw materials, tools and food). But I do not really know, what happens in future in this case. Propably we need more raw materials and tools to pay a building. I hope so, because many people would get a job, if anyone tries to collect goods for his building (In the last 2-3 months of the old server lots of people were part of the Grey Rose Project without to know.

I really like economic quests).

It should to be interesting for me or they are interested in my ingots? I do not want to offend you but this is different things. I would better become a sponsor of the dwarven city if they would like to let me there.

So much? I think I don't want my own keep now. I would better join some group of people which already have based their castle or keep.

An elfen city will have just elven citizens, same with a dwarven city

That is not entirely true. They could become an honorary member for example. Only on very rare occasions, but this statement you made, is not entirely true.

If you read the list of citiziens you will see that sir giandor is not listened there.....

Actually, a lot of this information is old, because things have changed in the way buildings are built. Allow me to point you all to the thread where this is mentioned:

Now everything is, as Lennier mentioned, economic quests. Rather than looking at the thread on the elven city (the old way), take a look at the thread on Varshikar, especially the last few pages, where the player characters of Varshikar are in a bit of infighting over a character's attempts to motivate them to build.
Don't expect this much infighting should you ever be in a situation with building, however, as Varshikar is more prone to it than anywhere else. (also more prone to stabbings and banditry, they say, but that's another topic entirely)

Another question then, would you now need much lesser resources for such a thing? The case I am asking for, is, what Lennier already mentioned I think, that there are huge amounts of resources involved. That is, for some hardcore RPers, not to do, while they do their best to do these quests.

I concur. I really do think a lot of elves will be willing to do economic quests. Maybe even more than a dozen of them. But grinding resources nonstop is not in the elvish ways.
