HELP!! - I cant play

Everytime i try to play it says "WSAECONNREFUSED" and some messages about me not coonected when i am, what can i do?

The server has been offline for a while.

so now all of us just sit at our computers posting on every single topic until the server comes back online, then go and somehow become involved in a war
