Ideas for npcs and buildings

Just something that occured to me.
Several buildings, even in town, have no npc, while the case shows one is needed. Two examples: the inn and the tavern. The players, of course, always find a way to rp that there is a bartender behind the counter or a innkeeper sitting on that chair. However, I think it would more interesting to actually have these npcs.
The npc bartender could be like any other trade npc, selling tavern stuff, like: wine, beer, food. He could answer something like "Can you tell me the current rumours?" with the local gossip or some rumours about what's going on out of town.
The innkeeper npc would be more difficult, I think. How would he rent a room? I can't think of other way than making him a trader npc that sells keys with different prices, according to the rooms, that can close and open the door. And the key could have a time to disappear, preventing the players to stay forever on the rooms. It would be simple until here, all needed would be some more items and changing the dialog of the npc to fit someone renting a room. However, I can imagine many people getting locked inside of rooms because the key disappeared while they were inside with the door locked. And to, actually, make this real IG, the doors of the inn would have to stay closed until someone buys a key. Also, I have no idea of how the character could regain HP by resting inside the inn and, actually, losing time inside the place while sleeping.
Another idea was of a healer npc, inside temples. For a small donation to the temple, he could heal the character a bit. Of course, this would have to be limited to the healer mana, like the money on the trade npcs.
The idea for buildings, is that we have few over the world. I don't know if buildings take long to be made, but I think that an inn or tavern or a temple near some roads would be a good idea. A place where the characters can meet away from town or rest during journeys.
Another thing I thought was about npcs walking through town or wandering through the world, talking about trivialities. A wandering merchant would be awesome! (But this, I think isn't possible now)
Of course these are just ideas. From them, I hope to have given some inspiration, at least, to create something positive and that others, maybe, could enjoy and have fun.
