If you got that from the main website's game manual, don't heed the manual's words too much. It's outdated, the game has seen quite a few changes and deviations from it.

No problem.
If you get that message, it means you have reached the maximum possible amount of skill you can learn within a certain allotted time. It's a cap so player characters don't constantly gain in skill.
