Flails

Have flails been implemented in the game yet? I know most of farming works. Grain can be planted and the tool to cut it is there but I have not yet found a place that sells a flail for the wheat (although the halfling merchant with no name SAYS he sells it if you ask 'what tools'). Does it exist and if so is it only craftable or can it be bought in a shop?
