When a message pops up saying "You aren't able to concentrate on learning right now", how do you know when you are able to start learning again?

I'm sure this question was asked and answered before, but I cannot find where.

Just have a break and try to work again in a while.

I believe the lowest time is a 9 min 30 sec wait, but I believe the longer you wait the longer of a chance you have to learn, up to a certain time

Makes enough sense...I usually wait a day when I get this message.
