Message to a Halfling

Fooser stands on the opposite side of the river, staring at the empty town during the night. The sun was setting, things were quiet. Out of the corner of his eye he see's a halfling near the store, then the halfling dissapears. He shrugs and continues to look around aimlessly. Then he noticed the halfling again, moving toward the tavern, the halfling stops and goes back toward the store, out of sight again. Fooser continues to look that way, and noticed the halfling hinding behind the hedges in the middle of town.
"Come here."
The halfling refuses, and continues to stay where he is.
"Hmm?"
Fooser quickly walks along the river, and runs through the gate, making sure no one is watching him. He walks up toward the hedges and spots the halfling. He runs quickly toward the direction of the library, and drops a fishing pole as he is running. Fooser stops at the pole, watching the halfling continue to run, farther away. He picks up the pole and raises an eyebrow. He shakes it, swings it, and tests it in the river nearby.
"A normal halfling possession, perhaps?"
He shouts that the halfling had dropped something, but there is no sign of him anywhere. Fooser runs into the western forest, wondering if the halfling had gone to Greenbriar. Fooser stops at the bridge and looks around oddly. Then he slowly walks into the small Greenbriar area, and looks around, it is also quiet there. There were some halflings about, they all gave him dirty looks as they moved by.
"I can't go around all night looking for him. I'm not suppose to be here anyways."
He writes the exact same message on two peices of paper, and posts one in Trollsbane, and one in Greenbriar.
To the unknown halfling,
You ran away when I came near you, and you dropped your pole. I could not find you anywhere, so come find me again to get your pole back. I'm sure you need it for something, it has not been damaged.

"Come here."
