I gladly accept this job. As my mercenary company's code prohibits its members from holding public offices, I shall consider my function as Runewick's executioner as a contract. We mercenaries are not above putting condemned criminals to the sword, and the executioner's work does not contradict our neutrality. Call upon me when the Archmage or the Academic Council condemns someone to death and I'll lop their head off. I'll keep my axe sharp.

As Runewick’s librarian, I have verified the above statements made by Caswir and Nalcaryos. Neither the new nor the old constitution of Runewick provides for the position of an executioner of Runewick. Nor is it mentioned in any of the specific provisions of the ordinances.
Runewick’s third ordinance, which deals with security and law enforcement, merely regulates the activities of an Inquisition; however, this is linked to an order that no longer exists in Runewick.
This ordinance also stipulates that corporal punishment may only be applied in cases of particularly serious violent crimes. The execution of a death sentence by burning can only be carried out by the Inquisition, which, as already mentioned, has been dissolved.
As regards appointments by the Academic Council, the third ordinance only regulates the appointment of the Captain by the Council, as well as the requirement that the Rangers must take an oath before the Council. The benefits and material support for the Captain and the Rangers are also regulated, though no remuneration is provided for other roles.

Though I'm no scholar of the law, but just a commoner abiding by the Academic Council's wish, I understand that the 3rd regulation of Runewick authorises the town guard and rangers to maintain security and order inside and outside of Runewick respectively. The inquisition is tasked with dealing with demons, undead, and those who serve them. Brágon's Judgement, immolation, is reserved for heretics only. Punishing ordinary criminals falls outside the inquisition's responsibility.
However, the regulation makes no mention of either of these three institutions being responsible for administering the corporal punishment which the Academic Council is authorised to sentence violent criminals to by § IV. A and F. Yet where there is a sentence there also must be someone to execute it.
For lack of the town guard and rangers, and knowing that such grim work ill befits the refined scholars of the Academic Council themselves, it is sensible to appoint someone to mete out punishment on behalf of and as decreed by the Council, someone whose hands and heart are firm and fit for the task.
Though Caswir Drakull may just be a probationary member of the Academic Council, he nevertheless is currently its sole member, and the Council's authority rests on him until additional councillors are appointed.
