With the assistance of Whisper, Nalcaryos, Luca and Shrike, the man was captured and jailed. He refused to give a name and tried to kill himself.

actually, he was the lieutenant, so it is his responsibility to assume authority at least temporarily. Otherwise he'd be the lieutenant but the leader none-the-less because there would be no higher authority within the guard. It just makes life simpler to have him temporary captain until the elections decides a new leader to choose a new captain.
