thats why we need council secretairs. they can do a few of that jobs.
example:
a guild called "the evil bloody Asassins" with XX members wants to take their seats. since most of their guild activities and members are "secret" they cant just prove how many members they have and since when they do exist. therefor we then would have our trustworthy secretairs. the leader would give the names and e-mail adresses of his followers to a secretair and he/she would check if the given number is right.
if everything is checked the secretair would ask bror wether the members are played by different people or not

Anyone can come and watch as long as they obey the guidlines. I think that 1 or 2 people to represent the town are necessary because often a guilds "ideas" are somewhat influenced by the other members, and not everyone in Illaion is a member of a guild. Even if the Town Rep. had to sit in the back row, we still need someone to give unaffected opinions. This person would have to be very active and "old", but that brings back an old problem of who fits the requirements. I know that all the students of the academy are not the same on issues, so maybe Dyluck is good enough to "represent the independent".

Those "secretairs" still can't verify how active a member is or how long the guild has really existed so they won't be much help anyways. Also the "secretair" we trust might not neccesarily be trusted by the guild trying to apply and if the guild wants to apply he should have to let the public be able to see his qualifications (ie. enough memeber names) instead of only having to tell one person.
About the public, the representitive might be a person with good opinions and good judgement but he still doesn't represent the rest of the town. If we want input from the non-guild people, anyone can voice their opionions and if they are good ideas we would consider their opinions anyways.

((Link on the official site is not a viald reason since quite a few guild or parties have not got their links submitted but had been fully functional. Me and gurdman's "party" is active and still collecting silvers, however, we've yet to submit our link reason being that school works dispermit us to do a full blown website for it with the member registration etc. Maybe you'd need better ideas Dy.))

If the guild does not have a link, then it is not wishing to be found, so therefore not a good candidate. If you have special concerns, maybe email Damien or someone, perhaps if you have met the requirements and just do not have a link as of yet.

You say your guild has been active but how would everyone else know if it is true? How would everyone else know how long it existed? There's no way we know except from some people might say and we wouldn't know if its the truth. The links is a way that every guild can officially let the public see that it is officially "started" (I know sean probably won't like this either), or else how do we know when a guild starts? Just because someone says they have a guild and tells people about it then it means they start?
I could just make up guilds and get friends or pay people to say they were in my guild for a long time and get seats for:

Besides if the members of your guild is actually "active", then having someone pulling a bit of your time in illarion to make a webiste and list the members is not unreasonable.

notice it's used and refered to as "party" since it's not a guild, but anyways, it's not necessary to have a link. As I mentioned above, I'm too busy, gurdman's tied up with teachers and etc. there's just too much work for him and he's in a mode beyond "busy", and Jhereg, well last news I heard about em, he's back in the army. That doesn't help all that much. But once everything get back on schedul, we'll post our site and heavly collect members and so forth. However, as of now, it's in an active rest mode and basically we collect silver when we log on and try to keep it in mind not to go out on full scale shopping sprees unless it could be profital to the group. Either ways, not like I need to get a seat for the party, I can get it with or wtihout a guild, so why should I worry? The point I was trying to make is that there are people like us who are too tied up to make a good website for it, and then there's the sad cases of those who have not an idea the first thing on how to make a webpage... so you'll just have to put the "have a link" section on the back counter for now.
((Psst, DY, guess what, I just realized something. Using terms such as "dude" and so forth is allowed for my char if I really want to RP big time. except, all my terms have to stay in the year 1999. Did you even bother to read my story? If you read it, I'm pretty sure you'll have to agree with that also. But oh well, I'm too lazy to argue with you... It's pointless and you're not all that good on putting comebacks... :P ))

@sean, better cut your cocky attitude before I kill you over and over... wait, you've already got no skills to waste.. oh well, I'll do it for the fun of it. I was not complaining nor crying like you, I don't suppose I have to mention the spamming part. However, if you want to, I'll find your email and spam there, would that make you feel alot better? I didn't thought so. So shut up and mind your onw business. As for leaving guild members, well, two things, one, they're not leaving, and two, it's refered to as a party, not a guild since our objective is not to provide protection and babysitting our members, nor just liking to have "titles" and go around to boast of it. Learn the proper technical terms before you talk. It's a shame to make lame remarks that are not correct while failing miserably trying to be.

one should be accepted if a guild has a long and influencial part in illarion...
like grey rose,ironhammers ++
they are old and important... i think there should only be allowed in guilds wich have a positive influence...
negative influence, in the name of chaos and such would completely destroy the whole reson the guilds cooperate...
thats my personal opinion, though...

If you have enough time to play Illarion and make your posts then you can take that time instead to make a webpage for your guild if it was dedicated enough to be an official guild.
You've still only criticized my idea but you haven't come up with a better one that can more accurately verify when a guild starts, so what do YOU suggest then?
This is a medeival roleplaying game, playing as a character from modern day who goes back intime or another world is just a lousy excuse for not being able to roleplay a medieval character. Lets not kid ourselves here, what kind of medeival roleplay have you ever done besides acting like a cross between xena , a horse, and a ninja turtle?

we all know yer a strong broad in hand to hand but i am sure a few strong mages would kill you in seconds maybe even one
also i have already killed with magic in town this weak for non roleplayers adding you to the list would be a prime prize for all!

you might underestimate me... i suck...
hehe...
well at magic that is...
im good at fighting... and i always have loads of potions (even if im a mage)
and im one of the leaders in the biggest or at least one of the most influential guilds in illarion... that might help a bit...
so dont underestimate crappy mages either
