Wir müssen die Liste ein wenig aktualisieren. Ich bitte bei Gelegeheit darum, verstorbene und verschollene Bürger zu melden. Auch sollen sich nochmal alle hier melden, die offizielle Bürger der Stadt Troll`s Banes sein wollen.

The summary to the last Town Council Meeting
In matter of this point Troll`s Bane sets up an ultimatum of one week. If Varshikar does not remove his taxes against non-inhabitants of Varshikar, Troll`s Bane would take his right to collect taxes from citizens of Varshikar who trade or work in Troll`s Bane (~200 - 300 coins for a general permission)(Journeys and diplomatic missions are excluded). All collected coins would be invested in equipment for the Town Guard.
To be clear as per my earlier words journeys are excluded as such you will not have to pay me 200 coins for the next bottle of wine we drink.
If a citizen of the north is consistantly slaughtering our pigs or wishes to constantly use our anvil. I see no harm in them paying something for the right. A general permission of course means the terms can be negotiated and are not set in stone.
I also do not in truth see why if we are no longer operateing under a treaty we should let northern merchants sell in town affectively takeing business from towns folk with out taxation. Perhaps in time we will both have registered merchants peddeling goods between the two citys.
So as you can see my friend the taxes are not as harsh as seems to be opinion. Let us speak further from here, seems letters of passage are not really required now. You are free to pass just not trade in the walls so that is what we can begin work on next perhaps.

Why has a Varshikari been accosted by Lennier himself and asked to pay tax for merely being in the town of Trollsbane?
Lennier, you go against your own words. How can Varshikar negotiate with Trollsbane when you keep changing what we are negotiating on? You need to decide about your tax and how it will work and who it applies to. Then we might have a chance to negotiate and settle this matter.

Yes, until now i collected taxes myself for 2 times. Faladron Furnir and Marie Tolong got a permission for trading and working inside of Troll`s Bane after they payed me the tax. I asked in public, if there are Varshikaries, who would want to pay their tax. Both came to me theirself and payed - The act was very simple.
I see no problem. But i have to say too, yes, I do not really understand your point.

Is Lennier now a guardsman?
Your account varies greatly from that which I have heard. I also suspect that these citizens paid the tax because they were unsure of their rights and how the tax works and did not want to cause an incident. And possibly because they were worried about being 'chased down' for the money.
I shall leave this matter to those in authority to investigate.

There is just one problem with your "tax", a person may enter Trollsbane, deal with a person, and yet trade the goods themselves outside of the town...
Is trading goods for goods considered buying?
And is this the start of a war between the two factions?

Faker of a died faker, i can not find the letter you copied. But in general, like i wrote here some months ago, i am happy about informations about citizens who are missed - but not about informations of a faker.

I do not often place ink on this parchment not because it is not important to me but simply because Lennier does a more than admirable job of keeping people informed.
How ever Jeremy both Marie and Faladron do trade in town I would hazard to guess they paid because they both know they do good buisness in our walls and wished to continue to trade honestly.
Lennier informed me of the tax collected and there coin is being kept safely until finality is reached with our discussions surrounding the tax. It is my understanding some discussion may continue.
My words here are not an attempt to fan more debate merely the possible implication Lennier had behaved dishonestly can not be allowed to linger.
Eliron it is my sincer hope that neither north or south are standing around looking for ways to cheat the other. Will I actively hunt down any northern citizen who might do a single trade quietly unlightly. Are northern citizens coming up with such plans to attempt to dodge the tax I hope not. It is akin to me saying people of trollsbane dont pay varshikars tax kill ogers by night. An act I would certainly not support

Major changes in the government of Trollsbane have lead us to have no choice but to cancel all contracts with the village of Trollsbane and it's related government
It was the north who withdrew there friendship to our humble "village" yet all of this is some how forgotten as the wicked town victimises vashikari ?Furthermore, we would like to announce that we are unhappy with Trollsbane's decisions to exile their criminals onto our lands and the lands of their other neighbors. For the time being, we offer aid to all exiles of Trollsbane and a place to stay. However, Varshikar is losing patience with this arrangement.

Pendar, Silverbrand has torn up their contracts with Trollsbane twice in recent history. Do you also feel that they're being unfriendly? Please clarify.
Also, Silverbrand does not allow citizens of Trollsbane or otherwise past their gates, and the price of getting caught there would be more than a tax, I assure you.

And, yes, we do offer a place to stay for those that you send out. If they become a nuisance to us, then their permission to stay is no longer valid. This is a matter of humanity, not scorn. We have no idea by which standards you have banned them. They are your criminals, not ours, and if you haven't the resolve to punish them, we won't do it for you.
Also keep in mind that Trollsbane never accomplished their part of the bargain with our contracts. We never did recieve the support that was asked for, and we solved the conflict on our own. You wouldn't be aware of this, Pendar, for you had nothing to do with that contract signing, but lack of knowledge wouldn't stop one from arguing to uphold a grudge, would it?
