That is not correct. To be an official citizen or resident you must be accepted as such by the central authority of Troll's Bane. Northbridge is a good example of this. Temple members are also listed, which is fine as Orioli can do as she pleases, but they are banned from being citizens or residents of Troll's Bane.
This has nothing to do with you being an orc as I answered your question with a halfling earlier:
