The council of seven thing was hardly close to becoming a government. They were just a bunch of "wise" people in the eyes of, and selected by, one person, who hadn't been around that long to observe quite enough.
@Talith: Because there isn't anyone that "everybody" likes, and because there is a lot more people out there that you don't even know than there are the "many people you know who respect those you do" and because there's even more people who don't even know those people and do mind, unlike "you"
If you don't believe me and think the idea is so simple and makes sense, then just go try and see what happens. What's stopping you from running an election? Maybe I'm wrong, go ahead and name the people you like and run a poll on the rpg board and see if it really works.
