Sorry, it wouldn't work for the same reason Silverbrand doesn't have depot's near the mine......those two places are for dwarves and their 'friends'. Goldburg is just an 'english' version of Silverbrand. Why would we pay 100 Silvers for the public to use a depot to mine easier? That's why 'Guilds' and Towns require membership, for the benefits to the players and the 'comraderie'. Goldburg was located where it was BECAUSE of the mine. I had three other locations picked out, but the access to the mine won out. Simple economics (I'm no dummy!

Also, as for the 'miner's Guild'....Goldburg stole an 'empty' shell of an 'inactive' guild. In cooperation with Lennier, we emptied their 'cave', then collapsed it. Some argue there are too many buildings, well, we just did our part to reduce one, thats all.

There is no settlement near the north mine. Why doesn't someone just make one? Seems it would be ideal for a 'Gnome' or Goblin community to start in.
