the scouts woudl have to well SCOUT, and find a reliable and suitable invasion point
thais the whoel idea of their beign scouts inthe first place
make the players act like theyare collecting intelligence before anythign militraily can be done

An lot of players like their ideas to be "completely unknown". If they all did them, the island would possibly by now swarm with different undead armies, vampires, werewolves, wereXes, etc.
Why not using the still unused ressources of the already existing background ? Nobody is reading the actual amount of background anyway, not to mention that only a part of the descriptions have been translated into english yet, so why adding even more to it ? That's pretty sense-free.

Oh! You all can be the woman only group from the background. I forgot their name, but I saw it while reading from the public library, (of Illa).
I will look it up, but they seem like they would be willing to invade an island. I think they prefer to be cut off from other societies so it would make sense.
