Careful, Pendar. Diplomatic talks have already been initiated with Lennier, and he agreed to our logic on certain points. If we get mixed signals from Trollsbane, it will be harder to deal with them.

Of course, I would expect no less from a man with mixed morals.

Jibes aside then,
My friendship to the north has been proven in both action and my relationship to the people who stand under that banner. Which is the exact reason I as many have been offended by the news we should pay Tariff to walk the land to be in the company of such friends.
Before you reappeared Moskher my hand was extended to the north in both friendship and aid. That has yet to change despite the apparent land grab and obviouse attempt to alienate the people of the isle from the north.
As to negotians with Lennier this is of course grand news how ever be aware as our political set up stands now. You cannot go above my head any more than Lennier or I can go above the citizens.
You would be well advised to remember that decisions lie in the hands of the people, people who you have sent a very clear message. I am as Lennier but a small part of the whole.

Semantics aside there is a certain way to act during diplomatic negotiations. You should know these things as a representative of government. Act like an adult, Pendar. Just because I broke the heart of your wee woman does not mean that my duties are to communicate a message to you.

Die Zusammenfassung zur letzten Ratssitzung


In Bezug zu Varshikar

Die Stadt Troll`s Bane hat sich zum Ziel gesetzt, dass der Handel zwischen den Städten frei sein muß, und dass die Rohstoffe an der Oberfläche grundsätzlich jedem friedlebenden Bewohner der Insel frei zugänglich sein müssen. Varshikars letzte Handlungen Steuern auf Nichtbürger erheben zu wollen, die Wüste annektieren zu wollen und den Abbau der dortigen Ressourcen durch Nichtbürger unter Strafe zu stellen, diese stehen alle unserem Ideal entgegen.

Darum wird der Stadtrat seine Bemühungen intensivieren, auf diplomatischen Weg eine Lösung zu erzielen, die unserer Bürger zufrieden stellen kann.

Der Stadtrat heißt es gut, dass Varshikar von der Annektierung von Großteilen der Wüste wieder absehen möchte, so dass die dortigen Rohstoffe wieder frei abbaubar sind. Einem neuen Grenzverlauf Varshikars durch den Nordteil der Wüste bis zur Oase wurde auf der Ratssitzung zugestimmt.

Noch immer aber besteht das Problem der erhobenen Steuern gegenüber von Nichtbürgern Varshikars - also auch gegenüber den Bürgern von Troll`s Bane. In Bezug auf diesen Punkt stellt die Stadt Troll`s Bane ein Ultimatum von einer Woche. Sollten die Bestrebungen Steuern auf unsere Bürger zu erheben nicht beigelegt sein, so nimmt sich Troll`s Bane das Recht heraus, jeden Einwohner Varshikars, der in Trolls Bane Handel treibt oder arbeitet (diplomatische Missionen und Durchreisen sind hier ausgenommen) ebenso zu besteuern (~200 - 300 Münzen für eine allgemeine Genehmigung). Das Geld würde der Ausrüstung der Stadtwache zu gute kommen.



Das Territorium von Troll`s Bane

Lang ist es überfällig gewesen. Doch nun ist es soweit. Wir haben uns auf die Grenzen unserer Stadt, auf die Einflußsphäre unserer Institutionen geeinigt. Außerhalb der Stadtmauern gehören auch die Ebenen zur Stadt, die nach Norden und nach Süden hin durch die Flüße, nach Osten hin durch das Gebirge und nach Westen durch das Meer begrenzt sind. Regeln über das Nutzen von Ressourcen in diesem Gebiet durch Nichtbürger Troll`s Banes sind nicht geplant.

The summary to the last Town Council Meeting

To Varshikar

Troll`s Bane has the aim, that the trade between all towns is free and that all peacefull people of our isle have the right for access to all resources which can be found on the ground. Varshikars try to collect taxes from all non-inhabitants, to annex the whole desert and to prohibit the search for all raw materials, which can be found there, is against the aims of Troll`s Bane.

Thus we decided, that we have to raise the efforts to please our citizens in use of diplomatic options.

The Town Council of Troll`s Bane agrees with the newest notions of Varshikar to remove the annexion of the biggest parts of the desert. Thus the rescoures of these parts of the desert are free again for all people. Troll`s Bane also agrees with a new borderline of Varshikar, which includes the northern parts of the desert to the oasis.

But the tax problem still exist. In matter of this point Troll`s Bane sets up an ultimatum of one week. If Varshikar does not remove his taxes against non-inhabitants of Varshikar, Troll`s Bane would take his right to collect taxes from citizens of Varshikar who trade or work in Troll`s Bane (~200 - 300 coins for a general permission)(Journeys and diplomatic missions are excluded). All collected coins would be invested in equipment for the Town Guard.

The Territory of Troll`s Bane

This point is very overdue. But now we decided about the territory of Troll`s Bane. The border of acting of our institutions includes the plains around our town. The territory is limited by the rivers in the north and south, by the mountains in the east and the coast in the west. Laws about the use of all rescources inside this area by non-citizens of Troll`s Bane are not planned.
