People of Varshikar,

I feel as though a lot of the infighting within the leadership of Varshikar has been rectified, in between several personal meetings.

Most of the worries of Trollsbane have also passed us by, although our diplomatic talks are sadly not complete; however, I spoke with Lennier, setting the issues in their proper place, in order to make the job of our diplomats easier in these trying times.

What remains as the dust settles is our duty to rebuild the city. The houses and stores are complete, but not altogether pleasing to the eye, being little more than shacks. The castle is in a serious state of disrepair, and worries about what lies below haunts us all. Our infrastucture is lacking on a level beyond comparison. We have scarce food and resources, our roads only function to make travel easier between the small shacks that dot the valley which is only a small part of our home.

It is time for us to forego our differences and make Varshikar what the fates foresee it as. I need five hardy workers to help me with this, most of all. More would be helpful, but those five will do to begin the reconstruction.

All merchants should also be aware that we will be needing their services; hard work is one thing, but without tools and resources that hard work will be in vain. Authorized traders will be favored and will be given higher coin for their services, since the others will not be able to trade with us within our territory, by law.

Yes. This is the time for traders to speak with our Lord and Lady about becoming an authorized trader of our City-state. The rewards will be well worth the trouble of writing a letter.

There will also be rewards for those who help with the work. As such, it is a boon for those who are allowed to pass upon our land, as well as the citizens, to join the ranks of the builders.

Citizens will be favored in rewards. Yes. This is the time for those who were thinking of becoming a citizen before to write our Lord and Lady about becoming a citizen of Varshikar.

Furthermore, those within the Varshikar Magery Academy will be favored more than any other, as they have proven themselves not only in their time as citizens, but also in their dedication.

Do not assume that by the giving of my blessing in finding the right men and women for the job means you can do whatever you want. The houses are not shacks. Many of us have worked hard in your absence, as Fooser stated. Let me know when you have found your five, send me their names and I will let you know when to begin.

People of the north, things move times change and although I am unknowen to yourselves. I have spent time studying the walls and reading what I may done what I am able to educate myself about your town, its laws and prominant figures.
I am available as I may be useful the air he smells of promise and surely the spirit I read on these walls has not gone out entirely through a wet winter.

Worry not Maeve, you are after all family to me and of course you are allowed within the north, though Quinasa and Arist may be to preoccupied to answer it is not because you are unwanted. you may come see your friends and family in the north when you please and stay however long you like, you were originally allowed safe passage and the freedom to stay or go, i don't see why that would change.

I have spoken to Lord Aristeaus, who, sadly, has been very busy of late. He has asked me to announce the following items in his name:

Maliss and Maeve are now citizens of the City-State of Varshikar. Please welcome them in as brother and sister.

Aagoth has been given passing rights for his volunteering to help with the reconstruction of Varshikar. Our Lord Aristeaus still wishes to meet with you, Aagoth, but, as I have said, he remains quite busy. Please consider citizenship in the city of Varshikar, and you will be welcomed as a brother.

Aside from the announcements of Lord Aristeaus, I would like to announce that four able-bodied men (or a man, an elf, a lizard, and a halfling) have thus far volunteered for the reconstruction effort. These include:
  • Jeremy Willowbrook
  • Maliss Melchore
  • Aagoth
  • Fooser
I need yet one more volunteer and the acceptance of Quinasa and we can begin. Even more would be better.

Thus far no merchants have volunteered to provide us with tools and resources. Does our copper not make the same noise in your pockets as any other?

Georgius Egillrek kinda refused to pay the tax as he came up to Varshikar today. To quote him: "ya can beat it outa me".

Maybe someone should fulfill his wish? It's not my job to collect the tax anyway.

no worries dear sister, he walks the land only to sell his wears and doens't cause trouble. i will vouch for him this time. most he goes about looking to sell thread and what not. besides it's a bit hard to enforce thag no one collects.

I agree with your vouching for his travel, Athian, but I fear that his attempts to trade upon our land is not something to be vouched for. Traders become authorized for a reason--because they don't need to worry about competition from rogue traders.

This man broke two laws and when questioned about it dismissed someone who has followed the laws by registering herself and that you consider unto yourself as family. If he had any respect for our laws or even for you, he could have simply wrote a letter.

I am not saying that we should hunt him down and tax him, but this one incident should stand as a warning to him to respect our laws and citizenry. He has gotten away once, but twice?

At the very least, if it is your wish, have him granted passing rights. I would question ever making him an authorized trader, however.

The borders stand as they were and the tax remains the same apart from the following change.

A pact has been met with the elfs of Vanima, Any elf upon the isle may travel our lands tax free, apart from the castle and any area deemed off limits in future events. In response for this generosity the elven council agreed the elfs shall aid in the construction of the land.

The dwarfs and myself are to speak on a separate occasion to come to an agreement.

Quinasa of Varshikar has stepped down from he position of responsibility within the land, and so no queries regarding the land shall in future be bought to her, im sure you all are saddened by this, as I am.

I am sure I speak for us all when I say the loss of Quinasa is a great blow to our land. She will be greatly missed.

It might be useful to include the confirmed borders on the main page of this board so everyone is clear about the extent of our lands.

News of the pact with Tol Vanima is most welcome. Their aid will be greatly appreciated. Could we also have confirmation whether the right to pass is reciprocated for our citizens on Tol Vanima. I personally have received mixed signals on this point. I think it bears clarifying.

I will send details of the Academy membership shortly. Anyone wishing to take up membership of the Academy should contact myself as soon as possible.

With the help of the elves of Vanima and the others, I have now enough workers to begin the reconstruction work, and thus I begin my planning.

I will be meeting with our merchants shortly to buy some of the necessary tools and resources.

As a sidenote, how far does this agreement extend? Are the elves allowed to use Varshikari resources or trade upon Varshikari land? We must know these things, as for now there is no organized guard, and thus only the citizens are left to defend their home.

Mit dem morgigen Tag geht das Varshikar gestellte Ultimatum, mit Troll`s Bane Verhandlungen zu führen, um eine Einigung über die Annektierung der gesamten Wüste und Erhebung von Steuern in eurem Land zu finden, zu Ende.

Trotz mehrfachen Bemühens ist es uns nicht gelungen überhaupt Gespräche in Gang zu bringen.

So werden ab dem übermorgigen Tag die Sanktionen gegen Varshikar in Kraft treten und vollstreckt werden, sollange bis wir wieder in Gespräche kommen und eine Lösung finden.

Ich bitte darum folgendes genaustens zu lesen und zu beachten:

Einwohner von Varshikar, die im Gebiet von Troll`s Bane arbeiten und Handel treiben haben Steuern zu begleichen. Es wird eine einmalige Steuer pro Person in Höhe von 250 Kupfermünzen erhoben. Nach Zahlung der Steuer an die Stadtwachen (Und nur die Stadtwachen werden die Steuer einsammeln) ist das Arbeiten und Handeltreiben in Troll`s Bane für bisher unbestimmte Zeit gestattet. Von der Steuer ausgenommen sind alle Bewohner Varshikars, die nicht in Troll`s Bane arbeiten oder Handel treiben, die auf der Durchreise sind oder auf diplomatischer Mission (Und nein, Handeltreiben ist keine diplomatische Tätigkeit!). Alle Personen die nicht Varshikar angehören sind natürlich auch nicht betroffen.

Tomorrow is the last day of the ultimatum of Troll`s Bane to keep the discussion to find a solution about the annexion of the "whole" desert and the collecting of taxes in your land.

Until yet and in face of our efforts we got no real chance to debate with Varshikar.

Thus and with the day after tomorrow our sanction becomes reality up to we get new meetings and a common solution.

I plead to read exactly (I excuse me for my own translation of the original text. He is the only right one): Varshikaries who work or trade inside the area of Troll`s Bane have to pay a tax. A tax of 250 copper coins has to be payed for the permission to work or trade in Troll`s Bane for a undefined time. The Town Guards and only the Town Guards collect the tax.

Excluded are: Varshikaries who do not work or trade inside the area of Troll`s Bane, who only are at journey or with a diplomatic mission (No, trading is no diplomatic mission!). Excluded are also all people, who are not inhabitants of Varshikar.

To add something: Buying in Troll`s Bane is also exclued from our tax. Until now it was not clearified. But we do not want to destroy the trade of our own citizens.


Ein kleiner Nachtrag: Der Einkauf von Waren ist in Troll´s Bane ebenso von den Steuern befreit. Bisher haben wir dies nicht deutlich gemacht. Aber wir wollen sicherlich nicht unseren eigenen Stadtbewohnern ihren Handel schädigen.
