Yes it has experience, but it does not have levels. Your skills get better, your stats when you create your character do not. This prevents "uber characters" from going around the island killing everthing.
It stops PKing, yes. Also It's more realistic in my view. I dislike games where you have to be a certail level to purchase a weapon, it makes no sense to me.
