Although I don´t like such questions as well, here are your answers:

The building skill comes on the 25th of March 2007, at 12:32 CET. Maybe there will be a major delay if the GMs need to answer too many questions on the board...

Who said that no one is able to own houses and shops?! Have you ever asked ingame who owns a building? No, you haven´t.

And, what exactly are you proposing?
