The Rangers hereby invoke sections two and five of the Third regulation, in order to bring about criminal charges against outsider Norayil for the following violations:
*Two counts of violating article one of the Runewick constitution.
*One count of violating article five of the Runewick constitution.
*One count of violating article six of the Runewick constitution.
*One count of violating section three of the Second regulation of the Runewick constitution.
Norayil not only stands accused to have taken it upon himself to seek a path of vigilante violence within our realm - in the form of the carrying of weapons in town and threatening an oath-sworn defender of the realm with physical violence - but also to have willingly committed perjury in a court of law - under sworn oath to the Five.
Norayil the elf, according to the testimony given to the Rangers by Sardon of the Atarka and corroborated by Cilivren Itiireae, also stands accused to have acted as an accomplice to former citizen Aswe in her conspiring to and actively hiring a mercenary to commit murder on her behalf.
Witness testimony has been assured for the prosecution. It is now in the hands of the probationary council to lead the process to trial, in the pursuit of justice.
