The Deanna Report

Volume I

Report on the Investigation into the harm to & fall of diplomatic relations of Runewick during the reign of Deanna as Academic Councillor.

As released by the oath-sworn Rangers of Runewick
22. Chos 64

====================================================

INTRODUCTION

This report describes actions and events that the Ranger’s Office found to be supported by the evidence collected in our investigation. In all instances, credible evidence enabled the Ranger's Office to reach a conclusion with confidence. The report states that the investigation established that certain actions or events occurred.

====================================================

FOREWORD

The recent erosion of the social fabrics of Runewick have performed incalculable damage upon the realm and its diplomatic status. Runewick was built upon wisdom, strength and the rule of law and what our investigation will highlight is that the Deanna administration did in fact not enforce said rule of law and often took action that opposed wisdom, thus beckoning significant harm, in a disgraceful example of weakness.

The first thing that happens on such a path is that criminal elements, that are allowed to slip through these cracks, know that they are violating the rule of law and will erode Runewick, together with its spiraling political and diplomatic standing. In order to create an atmosphere of isolation and solidify a safe haven for criminality.

Any further attempts to place Deanna on the Academic Council once again or indeed the ideology that it brought must be approached with extreme caution. Make no mistake, the current 'learning period' of Runewick is a battle for the soul of the realm. Are we going to be a nation that follows wisdom and the written rule of law? Are we going to be a nation that instead prefers a blasé, anarchistic approach that relies on often emotionally-tethered, absent or ad-lib leadership that Runewick has become so accustomed to? We've observed the latter agenda displayed habitually by former Councillor Deanna, throughout her reign, and have assessed it to set an unhealthy precedent, until this day. Runewick must gather to rebuild from the roots that made Runewick a great and powerful realm. It has been by the strict use of Runewick's written rule of law that has ensured the security and high diplomatic standing of our realm, over the decades. It's wisdom that strengthened alliances. Not the destructive tenure of those who disregard them and drove said security and diplomatic standing into the ground.

Below we describe the evidentiary considerations underpinning statements about the results of our investigation. We will then provide an overview of our report and the Ranger’s charging suggestions.

====================================================

A SAFE HAVEN FOR CRIMINALITY

Former Academic Councillor Deanna's tenure saw the arrival of several new citizens. Many of which were considered criminal elements in other realms. Others merely inevitable criminal elements that recognized this trend and sought a safe haven. Ahead, we name such examples and detail our findings. Let it be noted that, whilst we consider the following facts to be relevant in the context of an overall critical observation of leadership, the following citizens who are considered as not accused of anything outstanding that rests outside of this report are used solely for explanatory purposes:

--------------------------------------------------------------------------

[*]Ruaari - Our investigation will highlight that this alleged cultist has been living with impunity within Runewick for many, many years. It's impossible at this point to declare how many infractions Ruaari has allegedly committed. Furthermore, whilst most of these infractions have taken place outside of the national territory, outside of Ranger jurisdiction, Ruaari is also an alleged cultist and this brings immense concern to national security. The accused is said to have participated in acts of violence and murder upon innocent civilians of neighboring realms and our own alike, in the name and service of demons, their servants and or the Uncalled. Heinous acts of the most severe proportions. Upon being given warnings of this cultist, our investigation has found that former Academic Councillor Deanna failed to act in an appropriate fashion. In fact, there never was a reaction recorded by the former Academic Councillor at all.

13. Elos 53
Unfortunately, Sir Krukk was recently attacked in his own flat in Cadomyr by two elves, Nostarion and Ruaari (more details to be found in the post made by Galmair's Guard Lieutenant Cedric Demelii), whilst praises and omens were voiced by one of the elves related to the late criminal Jefferson Gray. These elves are now wanted by this Noble for interrogation and punishment due to their interest in supporting the legacy of the foul murderer Jefferson Gray, and the cowardly and foolish act of attacking a House member inside his own living quarters.

House Desert Fox will gladly cooperate with the Guard of Galmair in order to capture and/or kill these offenders.

~~ Baron S'rrt K'shire, Noble of House Desert Fox
20. Ushos 53
The elfess Ruaari of Runewick is wanted by this Noble for questioning due to the allegations of her having helped Nostarion and Jefferson mercilessly attack innocents.
Her characteristics are stone gray skin, black hair and the use of a bow as weapon.

~~ Baron S'rrt K'shire, Noble of House Desert Fox
11. Zhas 53
Also, why is Ruaari still a citizen despite her current association with Jefferson Grey?

Amira
Eldas 60
I promised the countess that I would look into the matter of Jefferson Gray and some of his associates, one that was told to me to be a citizen of Runewick.

As said by Eli of Runewick
The year 64 (current)
I am tired of raising the matter 'Ruaari' over and over and over again. The result is always the same.

As said by Countess Katharina of Cadomyr
As you may surmise, the same result that the countess was talking about was: nothing. Time and again, former Academic Councillor Deanna failed to act. Why? We simply do not know. It is clear that Runewick has known about this issue for over a decade, allowing further damage of Runewick's diplomatic relations with both Cadomyr and Galmair to take place. It is only now that we Rangers are properly addressing this disgraceful situation.

--------------------------------------------------------------------------

[*]Aswe - In a staggering show of incompetence, this individual (whom you shall see was accused of severely grotesque crimes) has been allowed not only passage and citizenship but encouraged and elevated to the position of administrator of the Medical facility of Runewick, as it stands. Currently awaiting trial for 8 violations of our constitution (including inciting a mob to violence and conspiring to murder an oath-sworn protector of the realm), our investigation will highlight that the crimes of Aswe extend beyond Runewick and were in fact seemingly ignored by the previous administration in Runewick after being publicly announced by Cadomyr.

21. Olos 57
Aswe, formerly known as medico to the realm, has been banned from the realm of Cadomyr.

To just name some of her dishonorable actions and crimes in her time as a Cadomyrian: she raped, harressed people to satisfy her sexual desires, offended and disrespected me as a noble and offended knights. Same goes for officials from other realms.

She will be banned indefinitely. If she dares to sneak into the town and refuses to leave, she may be removed by force. Obviously she is removed from her position as medico in Cadomyr, as well.

Katharina Brightrim
Baroness of House Desert Fox
--------------------------------------------------------------------------

[*]Valherian - this now proven and infamous cultist that once held citizenship within our realm may act as perhaps one of the more striking examples of former Academic Councillor Deanna apathetic leadership displays. Valherian is confirmed to have participated in acts of violence and murder upon innocent civilians of neighboring realms and our own alike, in the name and service of demons, their servants and or the Uncalled. Heinous acts of the most severe proportions. Whilst it is true that his guilt had yet to be proven in Runewick and a trial is obligatory by our laws, what our investigation has uncovered is that a failure to meet those obligations had taken place. Upon being given warnings of this cultist, our investigation has found that former Academic Councillor Deanna failed to act in an appropriate fashion.

The following quotes from documents found within archives shall serve as evidence:

16. Chos 61
Let it be known that the man, who introduces himself as Valherian, Vartan Zol and Aiden is to be slain on sight and is named an enemy of the realm of Cadomyr.
He attacked Amelia Rotholz, a Galmarian tailor on Cadomyrian ground.
He threatened to kill Reyor Rocksword at the Hemp Necktie Inn
He opened the gates that separate Cadomyr from the threats of the desert and Letma in special
He is suspected to cooperate with Jefferson Grey.
At this point I will not even list the threat to "deal with me later" or the insults.

When confronted with these suspicions, the man fled by opening several different portals, an old trick that Jefferson and his comrades used in the past.

Let is also be known that the citizenship in a realm will not save those who decide to side with Jefferson or Letma in particular.

This is Runewick's chance to prove that they stand with Cadomyr and Galmair and against culprits from Letma. I ask everybody to not believe in the lies of one of these criminals.

Katharina Brightrim
Countess of House Desert Fox
Following these allegations brought to light by the Countess, former Academic Councillor Deanna rightly chose to arrange a trial for the accused. However, upon the request of the now known cultist, Valherian, former Academic Councillor Deanna chose instead to postpone the trial until after Mas. A disgraceful error which led to inevitable loss of life during the days of Blood. To allow one accused of heresy freedom on the days of blood, after being accused by one of our most powerful alleged allies, can perhaps best be summarized as a failure at best to ensure the safety of citizens. It remains unclear how much damage the fallout of such a decision caused to diplomatic relations.

19. Chos 61
The hearing is postponed at request of Valherian and Galmair. Place and Date will be announced by a representative of Runewick. I urge Valherian not to leave the Runewick area in the meantime.

~Deanna
--------------------------------------------------------------------------

[*]Sammy Goldlieb - formerly of Cadomyr and Galmair. Notable crimes, whilst biding in the other realms, can be summarized by the following quotations from documents found within the archives:

11. Ronas 59
The dwarf Sammy Goldlieb stands accused of the following acts:

Association with, and thus presumed support of, enemies of the realms of Illarion, namely the group under the leadership of Jefferson Gray.

Threatening to destroy Villa Annabeth in Cadomyr by use of explosives, thereby causing injury or death to all inhabitants, namely Baroness Katharina Brightrim and Knight Amanda Brightrim.

Provision of food to the elf Nostarion for the sustenance of enemies to the realms of Illarion.

Provision of arms and explosives to enemies of the realms of Illarion.

Sammy Goldlieb will be publicly tried in the name of any realm who wishes to stand united against a common enemy.

He will be entitled to defend himself or ask another to represent him.

The time and date of the trial will be announced in due course.

Deanna
The Academic Council
Runewick
To those reading this report - you may notice that Former Academic Councillor Deanna's signature is present, within the quoted document. Yet it would take until 8.Olos of the year 62 for the trial to commence. During which time Former Academic Councillor Deanna, being surely aware of these allegations (as can be testified by her own signature), allowed him entry to citizenship without any official period of probation - in order to both research the claims of our neighboring realms and allow a period of learning and reflection whilst collaborating with our diplomatic partners. Yet one more example of an act that assisted in the fall of diplomatic relationships with Cadomyr and Galmair. Furthermore, even though the written laws of Runewick are quite clear and even suggest a suitable punishment that matches the weight of Sammy's actions of heresy, the following punishment was chosen:

8.Olos 62
Sammy accepts this punishment and delivers the following in return:
To Cadomyr, 2000 logs of any kind and 2000 wooden boards of any kind.
To Galmair, 2000 shovels of coal and 2000 pieces of agricultural seeds.
To Runewick, 2000 hewn stones and 2000 pieces of agricultural seeds.
With the delivery of these in-kind contributions, his charges are disposed of in accordance with the indictment as read.
In addition, Sammy agrees to follow the recommendations of Yridia or Lennier or Deanna in questionable situations.
An incredibly meager punishment for the crimes committed, a logical mind may likely assume. Further troubling evidence may even indicate that the decision was a premeditated act from a former Academic Councillor who acted more upon emotional reasoning than the contrary. As the following quoted document seems to indicate:

Results from the town meeting on 23.Bras 62
Trial against Sammy
This topic was skipped due to lack of time. Here is the written version announced at the meeting:
A trial against our fellow citizen Sammy is planned in the foreseeable future.
In addition to some regional charges that lie in the leadership of Cadomyr, there is also a so-called legacy from Sammy's past in Galmair. He is said to have supported Jefferson Gray, at least materially. With Gray's support he acted against the interest of all three cities.
It has to be clarified how far Sammy's support contributed to Gray's career and if he can be blamed for premeditation. Since Sammy is now a fellow citizen of Runewick, and since he has not done anything wrong in Runewick, at least during this time, I would like him to get a fair trial, where I am especially curious about the evidence, because this will allow for the application of the law in similar suspected cases concerning the support of Gray as a settlement case. Therefore, the trial will be held in Runewick.
Believing in his sincerity I allowed Sammy to travel to his seriously ill mother a few weeks ago. The trial will be prepared as soon as Sammy returns. Runewick will provide one of the three judges. Sammy will be free to choose a defense attorney. If Sammy does not turn himself in at an appropriate time, Runewick will declare him outlawed.

~Deanna
Let the record show that the above quote appears to indicate that former Academic Councillor Deanna was very aware of the severe accusations yet chose to skip the topic of Sammy's trial, signifying a lack of importance, as well as indicating that she was lured into sympathy toward Sammy at the news of his allegedly ill mother. Even going so far as to allow this alleged criminal of the realms permission to travel.

For right or wrong, in the case of Sammy, our investigation can say with confidence that allowing Sammy citizenship within Runewick, without courteous diplomatic dialogue with our alleged allies, and him elevating to teacher of herb lore at Runewick's Faculty of Nature and Alchemy (even after Sammy was alleged to have given false information that resulted in the poisoning of a Galmairian citizen) further damaged Runewick's diplomatic relations with Cadomyr and Galmair.

--------------------------------------------------------------------------

[*]Kyre - formerly of Galmair. Former chancellor. Accused of stealing 600 gold from the Galmair treasury. Whilst there is no physical evidence of this accusation, there exists reliable witness testimony (although currently preferred anonymous) together with the fact that this seems to be common knowledge. For right or wrong, in the case of Kyre, our investigation can say with confidence that allowing Kyre citizenship within Runewick, without courteous diplomatic dialogue with our alleged allies, brought inevitable further damage to Runewick's diplomatic relations with Galmair.

--------------------------------------------------------------------------

[*]Fooser - formerly of Cadomyr and Galmair. Notable crimes, whilst biding in the other realms, include raising arms toward a Cadomyr and Runewick alliance during his time with the Free Men and even his attempt at ending the life of Cadomyr's Queen. Whilst former Academic Councillor Deanna was surely aware of these allegations, she chose to lift the ban on Fooser from Runewick, after his now denounced status of the former Free Men, and allowed him entry to citizenship without any official period of probation - in order to allow a period of learning and reflection whilst collaborating with our diplomatic partners. Yet another example of an act that assisted in the fall of diplomatic relationships with Cadomyr.

The following quotes from documents found within archives shall serve as evidence:

16. Elos 47
While the fighting of the last of these insidious attacks still raged, former Baron Fooser dared to raise arms against Her Majesty, the Chosen One Herself, who had until this moment remained a passive observant. Only then did She draw her sword and judged the last one remaining of the Free Men with the sharpness of Her blade.

Her Majesty, Chosen of the Goddess, embarked on a visit to the settlement of Galmair, resulting in the Don requesting a list of those who had participated in the unlawful and unauthorized attacks after the field battle. They shall be dealt with respective harshness by the Galmarian authority. Said list will be provided by Diplomat K'shire.

Her Majesty, Chosen of the Goddess, wishes it to be known that former Baron Fooser is named enemy of the Royal House Edwards in agreement with the Don. He is to be slain on sight and his head presented to the Chosen One if he is found anywhere within the borders of the Realm of Cadomyr.

In the name of Her Majesty Rosaline Edwards, Queen of the Cadomyrian Realm, Chosen of the Goddess,

20. Elos 47
The Academic Council of Runewick has hereby prompted for the protection of the citizens and guests of Runewick, that the following individuals, which are regarded as central members of the group known as „The free men“ are not allowed to enter the city of Runewick. Also they are not under the protection of the law of Runewick in its sovereign territory:
The human known as Ulquiorra „Bob“ Dreadhart from Galmair
The human known as Jefferson Gray from Galmair
The lizard known as Fooser from Galmair
The orc known as Juumajin from Galmair

We advice all citizens not to maintain any dealings with them. The academic council reserves the right to expand this list on the other members of this group or on those who ar relevant close to them.

The academic council precludes negotiations with said persons or with declared supporters of them. As long as the banned individuals are citizens of Galmair, negotiations on their status will only be done with official representatives of Galmair.

~Djironnyma,
for the Academic Council.
13. Ronas 62
Announcement

On behalf of Runewick, I hereby declare the ban on Fooser lifted.
Fooser has stated that he distances himself from the allegiance and sentiments of the "Free Men" for which the ban was once declared.

~Deanna
For right or wrong, in the case of Fooser, our investigation can say with confidence that allowing Fooser citizenship within Runewick, without courteous diplomatic dialogue with our alleged allies, and elevating him to former leader of the Rangers further damaged Runewick's diplomatic relations with Cadomyr.

--------------------------------------------------------------------------

[*]Jefferson Gray - Whilst this beast was not permitted entry nor citizenship to Runewick, the former Academic Councillor gave permission to a band of our mages to work with this blasphemous creature, under the false sense that they could change him. This requires no evidence as it is common knowledge to both the Academic Council, the Archmage and leading members of neighboring realms. One has to seriously ask themselves why this creature came to Runewick, of all places? Let us put this into perspective, for a moment. Instead of tricking this creature and capturing it, they humored his lies and ventured down a rabbit hole of deceit with him. Had the sole Academic Councillor at the time had any the wherewithal and desire to put an end to the chaos of this servant to demons, a plot may have been hatched resulting in his end. Not only could many lives have been spared yet our goal of destroying Letma may have even been further along at this point.

====================================================

NEGLECT TO RUNEWICK LANDSCAPE

In this section, we refer to the overgrowth of the carnivorous plants that plagued the gates and surrounding area of Runewick for several years. The realm of Runewick, once deemed a majestic and beautiful site had been allowed to fall to into a state of horrific disrepair. Whilst numerous citizens chose to raise their voices in a bid to be heard by the Deanna administration, the latter, shockingly, chose to view this matter as one of very little importance. This topic, we are sure, is quite known to the citizens of Runewick, being it so they had to put up with it for so long. Therefore, we shall allow the following pieces of evidence (quotations from documents available in their respective archives) to illustrate the matter themselves:

15. Elos 55
To those of you willing to do something about the dangers outside of our town and those allies of Runewick who also wish to help...It is high time that we took care of this. We cannot let the workers and the children among us be trapped inside the town while flesh eating plants grow rampant, targeting halflings and elves, of which Runewick 'had' a healthy population of. The coagulation of dark magic is also unacceptable. For Bearers of light and justice, they seem to have a real interest in the progression of the evil magic outside of our town! To what end? We must root this out quickly as it has been a danger for far too long, now it is complacency. Let the Council be, let them make their decisions and the citizens can make theirs. We will not endanger the town nor strike at it, but we can show the Council that we care about each other, our citizens, and our town's well being.

Leave your letter with Borgate to learn more.
18. Elos 55
There is no proven evidence to see the occurrence of the plants in direct connection with the columns. The plants may be a nuisance to some, but they do not pose a real threat. We don't fear forests. These plants can even be an opportunity. Without haste, we will investigate this possibility. I don't want to be pushed into rash actions, and carefully examine the things and opportunities that they present. As far as the columns are concerned, in Runewick we are agree that the situation should not be exacerbated by ill-considered actions until we have sound knowledge.

~Deanna
04. Elos 61
To Runewick,

In my time here in Runewick I have met many friendly people. Many have helped me learn lots and I thank you all for that. However I see now how little you care about Runewick's first (and for me a lasting) impression. Before crossing the bridge into town you can find yourself at the farming fields. A beautiful sight if you don't look down. After months of living here I have watched remains of my kind being stepped on and ignored. These skeletons, lay next to a deadly plant, feet away from the street like trash. Today I witnessed an individual attempt at kicking said remains to "clear" the mess after being mentioned. I, Redric have taken a vow in life. To value each and every living thing and to appreciate everything from the smallest of insects to the biggest of mountains. So for me, this is the worst action that could have been taken. It was disrespectful, inhumane and disgusting. I will not say the name. They know, and that's is enough.

I don't intend to stay in a town where remains are merely disregarded and ignored. I don't not intend to stay in a town that begs me to stay all the while bones and skeletons of my kind are used as a decorative piece. I suggest the deadly plants to be relocated to a safer more isolated place and the bones given an appropriate burial. Instead you leave them there to get pushed into the ground and forgotten. For this I say shame. Shame on each and every one of you. Perhaps Runewick is not for me. The idea of having a Queen is inviting, surely no Queen would allow such terror.

Best regrards,
Redric 'Ricric' Merrywick
07. Elos 61
Usually Runewick's citizens prefer a community that functions without orders or permissions, as long as they do not conflict with the laws of the city.
Each citizen is therefore free in their choices and actions, which serve the community and its cultural rules.

No one should demand from another what he himself does not wish to provide.
For example, if there are calls for the protection of the city, I ask you to take up a task with the guard or the rangers.
If there is a need for improvement in the city, I ask for willingness to take on this task.
If there are things that bother someone personally or others, then I ask you to take on the task to stop the problem and ask others to help.

As for the remains of the unknown mortals at the plants, there have always been complaints for their own safety, but there has never been any movement on the part of the citizens to eliminate the problem, nor to bury the remains.
The Runewick Council, however, does not issue feudal decrees, the citizens themselves are called upon to face the tasks of the community.
The City Council provides advice and support to any citizen who is committed to the aims of the community.
In this case, I recommend that a funeral be arranged for the remains. Initiatives are welcomed.

~Deanna
To this date, whilst the killer plants that rested outside of the front gates are gone by the affects of destructive explosion, other killer plants still remain on Runewick soil. Now, the Rangers are in the planning stages of their removal.

====================================================

POISONING AND DESTRUCTION TO RUNEWICK LANDSCAPE

Next, we take a look at perhaps the most severe failure of Former Academic Councillor Deanna's tenure. Former Councillor Deanna chose to use an untried and untested weapon to destroy yet to be understood demonic material from the close proximity site in front of Runewick's gates. This following evidence in this report shall show that the former Councillor's destructive actions were not met in equal weight with an answer. What would follow would be the most destructive affront the gods in recent memory. The possible fallout scenarios never truly considered. Can this be considered as an act of wisdom? Or are we to observe it as it was - merely an act of desperation that resulted in absolute devastation.

The following quotes from documents found within archives shall serve as evidence:

Before the incident:

22. Adras 61
Dear inhabitants of Illarion

As all of us know, the fields in front of Runewick have been occupied for several years by columns and portals of a dark power. There have been many theories and also attempts to explain, investigate and also remove the existence of these columns. Nothing has really brought us further.
Thanks to the legacies of Aldyros Benvolte, as well as an initially strange appearance of nature around Runewick, a picture emerged after numerous investigations and the resulting findings, which shows us the possibility of separating the roots of these columns and portals and hopefully destroy them forever.

This project involves many risks, which are the smaller and more controllable the better prepared we are, the better we stand together and the more powerful we are. Even if our weapon is a success, or just then, we must expect strong resistance.

I would like to call upon all citizens and friends of Runewick, and all inhabitants of Illarion, to join in a common fight against this pillar and the portals, and against everything that stands in our way.
Prepare yourselves, each and every one is needed, every kind of warrior and weaponry, mages, summoners and medicos, and also supplies for the fight against the hostile dark force.

The time of this endeavor begins at the 20th hour on the 7th of Nara 61.

May this date go down in history as our victory over the dark forces.

~Deanna
After the incident:

09. Naras 61
The people of Illarion have risen up to fight the army of the unnamed.
With the destruction of the columns and portals off Runewick, we have obviously dealt Letma a hurting blow. The separation of the underground roots to the columns and portals before Runewick has Letma disturbed. The resistance expected at Runewick seems to have been frozen in several rocks. However, an uprising occurred off Letma, which was countered under leading of Srrr't.
We do not yet have any reliable information about the rocks, poisonous clouds and the hole that has formed off Runewick. If we do not receive any information to the contrary in the foreseeable future, we will fill this hole with stones and clay.
Katharina, Oxiana and I had only a short time to coordinate during the following fighting. We agreed, however, that we had disturbed Letma with this action and had weakened them, at least for a certain period of time, and therefore we did not want to allow Letma's occupiers any rest.
Even though we are only at the beginning of this joint venture, I would like to thank everyone on behalf of Runewick for their active support, both in the preparation and in the implementation. If we continue to act together with the same determination, we have a chance to prevail over the forces of darkness.
May the gods continue to stand by us.

~Deanna
Some more days after the incident, once former Academic Councillor Deanna came to see the grave consequences of her actions, as a result of scathing backlash from the citizenship:

16. Naras 61
Citizen of Runewick, people of Illarion

The destruction of the Pillars of Runewick, which I ordered, has unfortunately had a very different effect than expected. The column was destroyed, but the expected resistance did not materialise. However, the effect of the reaction brew seems to have altered the mana stream, but also lava flows and even upsetting elementals.
I am aware that I bear the responsibility for this situation and must draw the consequences. First of all I would like to focus exclusively on countermeasures to free Runewick from this situation and to protect Illarion from further damage.

Currently known state of affairs:
At the place of the reaction there is a deep hole from which sulphurous vapours are escaping. Staying near this hole can have deadly consequences. We are currently unsure of the composition of the vapours, which is why no fencing work has yet been commissioned. Nevertheless, this work has been carried out voluntarily by two people who are obviously tired of life. We are of course grateful for this, but we expressly warn against carrying out any further independent work.
The planned activities and the possibility to help will be reported on below.
In and around Runewick poisonous gases escape and form local clouds, mostly in combination with rock spikes that have emerged from the ground.
The water in and around Runewick also appears to be polluted, we must assume that it is poisonous.
The situation is particularly bad at Yewdale, where large amounts of gas appear to be present and the sea near the coast is bubbling with this gas.
In summary, the natural environment around Runewick is dramatically destabilised.
The only non-negative finding is that no demonic activity has been detected since the column was removed.

Emergency measures:
Yewdale must be evacuated until further notice. I especially ask the Mage Guild not to put themselves in danger, not least because we need their help.
All persons staying in Runewick should always carry at least one portal book to one of the other towns or the hemptie with them.
No more water from Runewick should be used. Water is to be brought in from remote locations.
A supply of water from distant sources should be provided.
No more agricultural produce will be grown or used in Runewick until further notice.
Do not eat freshly picked fruit from the Runewick area.
Avoid the area around the hole.

Further procedure:
Eli will compile the existing knowledge of the situation. He is working on a plan to restore the mana lines and mana knots by means of a ritual. We also ask the druids to help us to calm down the elemental beings. The connection to the druids is led by Sammy.

For these plans we ask for the following cooperation which can be carried out by everyone.
We need the number of poisonous gas clouds and the rocky peaks that have been created since the intervention. The more people these objects count, the more accurate we will get.

Furthermore, the damage radius should be investigated, and any observation should be reported if these effects continue to spread.
Are there any signs that the destroyed column will reappear elsewhere?

Any other indication that might lead to findings for countermeasures or damage limitation, please inform Eli or me.

I ask all those affected not to lose courage and to work together to free us from this difficult situation.

My biggest request is to maintain a certain urgency in this matter, because we should try to implement our countermeasures before the coming measure.

~Deanna
Former Councillor Deanna's acts resulted in the murder of several hundred if not thousands of wildlife and the destruction and poisoning of the nature surrounding Runewick. Based on the baffling words of a questionable dwarven alchemist and loosely based on research from Aldyros Benvolte, Deanna's actions that day cannot be considered as the actions of a wise mind. Rather a desperate one. Furthermore, even in the face of a so-called urgency, former Councillor Deanna failed to lead or gain the support of the citizenship to pursue this to its conclusion.

In the end, the onus fell upon a knight of Cadomyr and Yridia of the druids, to entice people toward the temple of the Five and beg for forgiveness in former Academic Councillor Deanna's stead. That much is common knowledge. However, the waters surrounding Runewick remain still yet poisoned and there is no answer to be found from our former leadership.

We end this section with a section taken from a previously utilized quote:

18. Elos 55
As far as the columns are concerned, in Runewick we are agree that the situation should not be exacerbated by ill-considered actions until we have sound knowledge.

~Deanna
It would appear Deanna failed to act upon her own advice.

====================================================

TOOL TAX

The tool tax debacle was conceived when it was alleged that certain citizen(s) abused Cadomyr's resources and tools. Rightly or wrongly, the decision was made. One may even come to assume that this decision was made due to a period of poor diplomatic relations between our realms. They could assume that, of course, yet there is no direct evidence to draw that conclusion with confidence. There is, however, evidence that would suggest that instead of dealing with the situation in a calm, official way, former Academic Councillor Deanna chose instead to aggravate these claims with public postings of her disappointment and protest. Let the record show that the following conversation proves these statements and strengthens the argument of diplomatic damage and isolation.

The following evidence was taken from documents spanning the period between 03. Eldas 61 & 04.Eldas 61
I regret Katharina's decision, which according to her statement is not to be a punitive action against Runewick. However, this measure affects all and only citizens of Runewick and is therefore difficult to understand as anything else.

Irrespective of this background, unilateral cost investigations rarely lead to economic success, and if so, then only in the short term. However, in the long term they do put a strain on economic cooperation, and thus on mutual success, as well as on relations and the willingness to support each other in every way.

As a member of Runewicks Council, I find it very difficult under these circumstances to continue to persuade our citizens to engage in joint ventures with the other towns.
I have so far kept silent about the tool hire of Galmair in the hope that Galmair, as a sign of goodwill, will eventually follow the example of Cadomyr and Runewick.
Although there have already been discussions about this, Cadomyr has now followed Galmair's example, both charging rents exclusively to Runewick's citizens.

I would like to express my disappointment to both, Katharina and Oxiana.

Nevertheless Runewick remains free to use the facilities and resources of the Runewick.
In the event of violations of the Archmage's rules, such as waste of natural materials, we will only contact the person in question.
Runewick's citizens are also free to charge for services rendered to other empires.
We understand free trade as promoting and self-regulating.

I ask Katharina and Oxiana to reconsider and reject the measures against Runewick.

~Deanna
Deanna,

one dwarven month ago, I gave a first warning to not abuse our good will and was ignored. Certain citizen remained daily guests in our mines and our workshop, barely talking to the Cadomyrian community and actively avoiding social contacts to increase their own profit.

Now, you point out that only Runewickian citizen are 'targeted' with these measurements. Think about why that is. No Galmairian abuses our resources and tools as some certain other Runewickian citizen do. No Galmairian actively avoids other people in accord to max their own profit by working faster and less interrupted.

Please also keep in mind that Cadomyr's fee is limited to eight months, so far there aren't plans to prolong this. However, I would like to also point out that behavior and false accusations like the one received from Fooser are not helpful at all. Also keep in mind that I offered people refunds if they need the licences to work for more than their own private profit. If I work on my tailoring and my needle breaks, I pay for its repair as well. So why should people not pay for repairing an anvil, which they do not even own? Cadomyrians pay those repairs with their taxes, but people from outside who overuse our tools, need to pay in another way to come up for those repairs. Easy as that.

Other than this fee, everything stays the same. Runewickian guests are as welcome as always, crafters who use our tools in a reasonable extend are able to get the fees paid back, and whenever Runewick needs our help, we will be there.

You say, that you are disappointed. I am disappointed about the way you address these things now, I thought we could talk about things in private before making public accusations. I talked to you before setting up this fee as well and explained why I thought it fitting. I explained that this is not a hostile punishment and rather a self-protection of our own economy.

I would prefer to discuss these things in person, rather than washing dirty clothes in public, you are - as always - invited to sit together and talk about things. I want to cooperate with both realms as always.

Dear Katharina

Talks have already been held on this subject, you knew my position on it.
Even though I rarely use the path of public statements, a public response from me is not immediately a novelty.
It is particularly important to me that the citizens of Runewick also know my position and reaction to this.

My letter does not contain any embarrassment but deals with the officially known treatment of Runewick's citizens. The so-called dirty laundry I cannot recognize in my letter.
At the same time my letter is also a request to Cadomyr and Galmair, I ask them to consider it as such.
I am ready for personal talks, I am open for solutions, especially if I can make a positive announcement to our citizens.
Until then, my statement will be considered an official protest.

FAILURE TO SUPPORT THE SECURITY OF RUNEWICK

*The Rangers conducted interviews with former Ranger members (who shall remain anonymous to ensure their position) and found that they were never given financial aid during their tenures. For clarity, due to the lack of evidence in this section we shall leave it to the interpretation and discretion of the reader to estimate the damage caused by such actions.

====================================================

OVERVIEW

In the completion of their investigation and by referral to the evidence recorded within this document, the Rangers of Runewick have hereby concluded the following: By allowing criminal elements to thrive in the realm of Runewick and by undertaking decisions that repeatedly placed the citizens of Runewick, the nature of Runewick, the diplomacy and security of Runewick in peril, Deanna not only failed in her position to ensure the safety of the populace but subsequently violated the Constitutional regulations of Runewick as a matter of routine.

Article violations most routinely broken: 1, 5, 6, 7, 9.

Recommendations:

The Rangers of Runewick implore a collective evaluation of the facts included in this document by probationary Council members and the Archmage. In the knowledge that Deanna's high-ranking position and advisory role to the Archmage may ensure that she does not see a trial, the Rangers of Runewick have not decided to include charges based on these several violations but would advise against any inherent bias that may stem from personal relationships going forward. It is the belief of the Rangers that should Deanna ever be given a position of power within Runewick again, it would be incredibly ill-advised and reckless. Runewick deserves better. In order for Runewick to succeed, it requires better.

You seem to have forgotten a person in this report, in the safe haven for criminality section.

Namely your very own rangers spokesperson, Bidukan. A man who was banned from both Cadomyr and Galmair, and still is banned from Galmair, due to how much of a threat he is to the wellbeing of the commonfolk. A man who sought a safe haven here in Runewick, known for harbouring criminals. No, not just that. Also for a chance to usurp power, even, as is clearly shown by this thinly veiled attempt of the rangers to become the judge, jury and executioners of Runewick. Rangers sworn to protect Runewick, but who instead overstep the boundaries of their authority and twist and bend the wording of laws to their favour while ignoring any protest, while claiming to have the support of a populace that seem to only exist in their imagination, as any non-ranger out there has had nothing but protest to this attempted dictatorship.

So stop spinning these lies and falsehoods. Stop trying to usurp the power that the archmage has granted to his councillors; not you.
Deanna may have had her flaws as anyone will, but she was a damn better leader than any other we've had and was also left to clean up the mess of the dictators that were the bearers, people who wrote these damned laws you are trying to distort. We've already had our suffering through a regime of dictators, and I'll be damned if we suffer through the same again under a new name; especially not in a way that would tarnish the honor of what the rangers once used to be before it was taken over by scum like you.

Don't think that we as citizen are all blind lambs you can lead to the slaughter and can not see what kind of shite you all are spewing.

Just be a decent being for once and do your damn jobs now that Mas is upon us, without trying to use these trying times to impose some demented dictatorship under our noses, with all this propaganda and ego-trips of yours.

As usual,
A concerned citizen who will opt not to leave their name, as they as previously stated and now with even further proof believe this ranger Bidukan is one who wishes to dictate by force and not one for the free open discussion that Runewick is all about, and thus is afraid they will be silenced should they reveal their name. Especially now that the rangers are attempting to enforce some ridiculous authority to allow them to kill on a whim during Mas: Who knows what kind of bogus they could concoct as an excuse to kill someone they dislike?

Dear Avaroth

I have already explained to you that I had no intention of rejoining the Council of Runewick.
The disrespect and lies I have been subjected to since my return have been hard to bear.
Now you have put a point on stabbing in the back as I have never experienced even from the meanest creeps in this land.
Writing and words out of context brought in headlines, not paying attention in which situations these events have arisen, many things are even twisted again given. The reference to witnesses who do not want to be called, shows how much cowardice is hidden behind these statements. Because I could tell these shirkers in the face how much they have abandoned me and thus the city. I myself am not satisfied with many events and I do not claim to be infallible. However, I would like to point out that others must first get over these challenges before they judge others that I alone had to represent in the council. From you I know only words instead of deeds. And with this summary of the destruction of a predecessor in the city leadership, you put not only yourself on very thin ice, you have also destroyed the respect that you actually want for yourself.
In view of the malice emanating from you, I fear for my safety, I no longer see any allies in Runewick and therefore go into exile.

Indictement against Avaroth Teladon

Hereby the following is made public:

The citizen Tarias Faelivrin has handed an indictment because of violation of Runewicks Constitution points 5, 6 and 9 against Avaroth Teladon to me. In my duty as Professor of Runewick I hereby follow the third regulation of Runewicks consitution - especially article IV. Both, prosecutor and the indictet are given two dwarfen weeks time to hand in their point of view and proofs. If this time seems too short, it has to be handed in with an reason. I will decide about this then. Also Mr. Teladon is asked to name his advocate or the statement to defend himself. If no advocate is named, no one is willing to defend him and Mr. Teladon denies to defend himself the city of Runewick will provide an advocate.

A date for the court will be announced as soon as possible.

Signed,

Alrik Grimler

Professor of Theology
Case of Drathe Blue
The House of the Sea Serpent took over the matter of of Drathe Blues pending trial for attempted murder of the former Diplomat to Galmair and setting the royal tavern on fire. Once Blue returns to the lands of the three realms the Third House will bring him before the Chosen One, with or without foreign assistance.

Sentence against Bidukan

Since Bidukan showed no interest, neither by writing a letter, nor in person, when he passed me some days ago, in discussing the incident between him and Inara with me, I will base the sentence against him upon the reports of the other witnesses:

Bidukan will stay banned from Cadomyr for one more dwarven day. After that time, he may enter the town again with the following conditions:
  • Bidukan is no longer allowed to carry a weapon within the town. To prevent misunderstandings, this also applies to the area between the two gates in front of Horatio.
This is obviously to ensure the safety of the Cadomyrian citizens. Should he be seen carrying a weapon against this condition, he will be banned for another dwarven day. For each violation of this condition afterwards, the period of the ban will double up.
  • Bidukan will not threaten the life of a Cadomyrian citizen or guests within Cadomyr ever again.
Even though, this should be obvious, it apparently is not.
  • Needless to say, but any violence against a Cadomyrian citizen or guests within Cadomyr will be met with an appropriate reaction.
  • Bidukan has to apologize to Inara within Naras 62, privately (in person or via letter) or in public.
Should he not meet these conditions, the ban will be put onto him until he does.

Countess of House Desert Fox
On 1 Findos 63 at 7:46am Bidukan teleported to Galmair and saw me just outside the gates, I was going to pick apples and collect eggs when he decided to follow and attack me, unprovoked. It's not enough for him to betray Galmair nor was it enough to post a desire to purchase slaves at the Hemptie. No, he has now decided to attack Galmairian citizens. Thankfully he is slow and dimwitted, so I was able to escape, although he did try to trap me at the chicken coup.

Sincereley,
Fergro
To Oxiana and who it may concern:

Today I was reported by my pupil Horowitz that the galmairian citizen Clairette was nearly killed, in a kind of duel at the Necktie, by the lizard from Runewick Zelphyra. When I found Clairette she was being healed by Yridia but seemed pretty bad. The poor elfess didn't even wear an armor when she faced the warrior of Tanora. That's quite a crime by power abusing. I request an investigation against Zelphyra. The lizard was kicked from Galmair to prevent more troubles.

Yours,
Bidukan
Warrior of Malachín
Sardon from Runewick is accused of the attack on the Cadomyrian citizen Riniao. For this, he is summoned to show up for a trial at the noble court of Cadomyr at the 20th Chos in the 6th hour after noon.

The accused will get the chance to defend himself or bring somebody to defend him in his stead. Should he decide to stay away from the trial, he will be found guilty and thus become an enemy of the realm.
In the realm of spectacle I like to consider myself something of an artist, and nothing is more painful than watching a political ploy be done so poorly and disingenuously. The author has decided to stay silent on a few fundamental truths that should be stated explicitly:
  • If one looks hard enough, dirt can be found on any individual, and such dirt can be crafted to create any message via what the author decides to present, or not present. I encourage any readers to look at what was presented originally, and what I presented above, to draw conclusions about the authors decisions on including or omitting various information;
  • The folks I have called out above do not deserve to be treated this way, and neither do the individuals mentioned in the authors. The only relevant information is what amends were made and how the individuals have behaved since being welcomed into Runewick; and
  • More time should be spent defending those that are within Runewick, rather than providing eachother up as meager offerings to foreign kingdoms.
The fact that effort was put into this in the days leading up to Mas makes this ploy seem rather silly in hindsight, does it not? I will forgive this embarrassing attempt under the assumption that the one responsible is a novice in this area and severely undereducated. I will provide a starting lesson for you free of charge: directly insulting and alienating numerous individuals who may be neutral or supportive of your cause(s), and indirectly insulting your comrades until someone like me points out your omissions, for the sake of landing a political attack on a single target is extremely stupid.

I am pleased to see that this document has gained so much interest. It is always a pleasure of mine to further the pursuit of knowledge, understanding and wisdom, as is implied to be our duty in Article #5 of our constitution. However, it would appear my hand has been somewhat forced to explain some rather simple points to a demographic of readers: This document is a report on the Investigation into the harm to & fall of diplomatic relations of Runewick during the reign of Deanna as Academic Councillor. Nothing more.

To assume that this is a political ploy en route to Mas is amusing. This matter has been investigated for some time and several interviews have taken place. Not only witness testimony but legitimate official paperwork has been utilized to ensure the validity of these claims.

Any matters beyond that pertaining to having little to no effect on that period of time are exempt from this paper. The citizens outlined as examples in section #1 of this report are merely the most extreme cases available. There are more. You may wish to believe that others were omitted from this paper yet I suspect the examples given illustrate the point of said section quite clearly. Though, it is true that whilst the Deanna administration may be over, the ideology that it installed within Runewick still lingers. Hence the further examples given by the latest unsigned reply. I believe such examples would serve the paper well within context and when given correctly. However, that appears not to be the case. As I will dissect below:

* Regarding charges against myself, should you have taken the time to further investigate this matter you would have come to the conclusion that such was merely a misunderstanding - hence why the case never went to trial. Due diligence is key. It should be noted that this charge came from my theories surrounding the Bearers of Fire - the same order that has been shamed into obscurity due to their transgressions.

* Drathe was installed into the probationary council upon appointment of Deanna, on her departure. His active duties began when her administration came to its end. Though, I should say, his past transgressions remain a point of interest. However, even the casual observer could assume that Drathe is a reformed individual. Housing the homeless and enacting good deeds in the name of the realm. The Countess of Cadomyr specifically witnessed his assignment to the council and no objections were given.

* The ban placed upon Bidukan in Cadomyr has since been relieved. Any further allegations have yet even to be brought to a court or officially charged at this moment in time. Again, his recent swearing of oath and tenure in the Rangers of Runewick began after the Deanna administration. Such was approved by the probationary council and this decision must be respected in accordance to Article #9. The Countess of Cadomyr specifically witnessed his assignment by the council/oath and no objections were outstanding. Bidukan's case is quite interesting, I will admit. However, I suspect it would be a bold statement to claim that there has been any other citizen of Runewick whom faced more scrutiny than Bidukan.

* The matter of Zelphyra is indeed interesting. However, I do not believe formal charges have been brought or even if the alleged victim reported the instance. Any further information on this matter is welcome.

* The matter of Sardon can be explained rather simply: His acts were just. To attack Riniao, the same criminal who would murder and attempt to murder citizens of our realm is nothing more than an act of patriotism and self defense. Sardon's actions, though vigilante in style, were undertaken in the pursuit that it was highly probable that Riniao's weak mind was in possession of the greater demonic presence, at the time. It was soon agreed and personally witnessed by a high druid that the mind of Riniao was afflicted after all. A poor example and nothing at all relevant to the report.

If you truly wish to display the extent of the powers of your logic and deduction to the public, a friendly piece of advice would of course be to recommend, again, doing your due diligence and thinking upon what it is you are going to say before putting quill to ink. Otherwise you will likely reveal yourself as a fool.

Avaroth and whoever else it may concern,

I thought about whether or not I should say anything to the matter on hand, but as it is open to the public and it uses my name and announcements made by me, I feel entitled to express my opinion about this. Especially regarding the diplomatic relationship between Cadomyr and Runewick.

Before I start with my actual reply to the report, I would like to use this opportunity to thank Deanna publicly for the respectful way our diplomatic talks have been in the past. Despite often disagreeing, we were never opposing each other. Good relations have to endure different opinions and we always managed to get together in order to work for the good of both realms. Of course, it would be wrong to claim that she never made mistakes during her time as councilor, but so did I. Everybody makes mistakes at some point. Especially when you take on big responsibility, are you more likely to make mistakes on a bigger scale.

Publishing this "report" to defame a woman who single-handedly cared for Runewick over many years is such a big mistake and I will explain you why, in the following:

This report of yours is unbeatable in its hypocrisy. As other people already and rightfully pointed out, it leaves out not only your very own name, but also the name of the chosen spokesman of the rangers. A man you are cooperating with, who was banned from Cadomyr for a death-threat as a reaction to an insult. A man, who is still banned from Galmair for alleged attempted murder of somebody who used to be his friend and student. You surround yourself with criminals and yet have the audacity to accuse Deanna of havening them. Shame on you.

You also defame Deanna for not dealing with Ruaari. Allow me to quote your very own word regarding Ruaari:
Avaroth Teladon wrote: Mon Jul 26, 2021 6:56 pm Two members of the Rangers have spoken to the accused and she denies all wrongdoing. Our understanding is that citizen Ruaari plans to dispute these charges. The accused has also agreed to appear at trial, in order to do so.

In a separate yet linked accusation, citizen Ruaari claims that the countess of Cadomyr assaulted her in an unprovoked attack. Investigations are ongoing.

~ Avaroth Teladon

Your "dealing" with a confirmed and infamous cultist is to ask her? And if she denies, you let her go free and instead you open investigations against somebody who is actively fighting said confirmed cultist? Hypocrite! You lay all these accusations out against Deanna, yet fail to deliver any solutions yourself. You are failing on the case of Ruaari just as much as you blame Deanna. Nothing has happened since Ronas, when you announced a trial against her. No, actually, your group scheduled a trial. Against Aswe! Because she allegedly plotted the murder of Bidukan. Is this where your priorities lay? If somebody allegedly attacks you and your friends, you act, but if the crimes are directed against the community as a whole, you look away and instead stir the investigation into those who actively fight these criminals? On the word of said criminal even? And you have the guts to accuse Deanna of her wrongdoings? Hypocrite!

But this is not the end of your hypocrisy. It is known that rangers have bought potions from the dwarf Sammy Goldlieb. Yet, you put him up on the spot as a criminal (which he is, as confirmed by a trial held with judges of all three realms) to slash at somebody who always worked with the goal of making Runewick a better place for everybody, even those who needed to start fresh as a second chance. Why is her treatment of Sammy wrong and yours right? Now, don't get me wrong, Sammy has served his sentence and has not been standing out negatively ever since, so anybody who trusts in his alchemical abilities is free to purchase potions from him again. But you cannot use him as a negative example of Deanna's policy and at the same time buy potions from him, it is, again, hypocrisy.

You say that Deanna's hesitance with Valherian has caused the loss of life. Name me one person who died inside the town of Runewick, one life that could have been saved by an earlier reaction of Deanna. She postponed the trial, as you rightfully claim, on Valherian's request. But you seem to ignore the fact, that Galmair also agreed with that. Isn't it in the interest of diplomatic relationships to value the request of the other realms?

As for Aswe, it is true that she was banned from Cadomyr for what you quoted me on here and while this is not forgotten, she has done a lot in the past to redeem herself without ever standing out negatively again. Deanna and I had a long talk back in the days, when Aswe moved to Runewick and we came to an agreement, that Aswe was not to be punished in Runewick for what she did in Cadomyr, in an attempt to offer her a second chance and a way to redeem herself. She has come to the conclusion that what she did was gravely unjust, apologized and worked in the hospital of Runewick for many years now. Why is Deanna's decision to pardon her worse than the decision of the current council to allow a man who has a history of violence and death threats against people of other realms, to be not just a member of the rangers but their spokesperson? How does Deanna's decision cause more damage to the diplomatic relationship than the acceptance of Bidukan as a ranger? Especially since the pardoning of Aswe in Runewick was agreed on in diplomatic talks between the realms, while his was not? It is pure hypocrisy.

Sadly, you were not there to witness any of these private diplomatic meetings between Cadomyr and Runewick (and Galmair, of course), so what you released here is a mix of half-knowledge intended to defame, and quotes that were ripped out of context, that will just backfire on you and your rangers.

Deanna has made mistakes during her time in a position of huge responsibility. But at least, she has never resorted to violence against those weaker than her or threatened to kill anybody over an insult. This report of yours was clearly meant to defame her and make sure she'll never have a seat in the council again. It also goes to show that you have no place being in any position of authority, either. Let it be known that Cadomyr will not stand aside and silently watch as a bunch of vigilantes overthrows the hierarchic structures of Runewick. Let it further be known, that Cadomyr will not step into diplomatic negotiations with somebody who threatened the life of one of our citizen. Nor would it be the place of a ranger, with the exception of the ranger and probationary councilor Drathe Blue, who was given the actual authority of foreign relations, to do so.

Nonetheless, I hereby offer to sit down with the parties involved in this struggle after Mas and talk things through. If the chaotic state the recent power moves in Runewick have caused remain, Cadomyr will react with putting appropriate sanctions in place. We will not cooperate with an unstable realm, especially one with such doubtful interpretations of the laws; favouring those meant to protect it.

Dear Mrs Brightim,

It is clear to the people of Runewick that our diplomatic relations suffered greatly under Deanna's leadership and any amount of rose-tinted hindsight (a useful tool but the outcomes of it are often superficial and disingenuous) won't change that.

It is regrettable that you have chosen to go this route, involving yourself scorchingly into this political situation. Even so much as to use a threatening tone and proposing sanctions for the release of a paper that abides by Article #2 and Article #5 of the Runewick Constituion. I suspect we shall have to have a talk about all this but, in the meantime, I fear I must again fact-check your added document:

Before apprehension, Ruaari was sent to the cross - in order for questioning. Upon her departure, I conducted a spell that would ensure I know the location of the accused. As any Ranger would know, the Council of Runewick have never supplied a place with which to imprison criminals to the Rangers. I have since taken steps to change that. Regarding the circumstances, I would suggest that Ruaari didn't get off too easy. Easier than I would have liked, however. We must still follow the rule of law. I know that may sound foreign to some but the majority in Runewick would rather not allow chaos to reign. It should also be noted that this occurred at a time when the Archmage and probationary Councillors were unavailable.

As for the trial of Ruaari - whilst I did indeed try to fast-track this trial, expressing it with utmost urgency to the probationary Councillors, it would appear that the probationary council has either refused or been unable (for whatever reason) to do their sworn duty and uphold the order of Runewick in this instance (and others). Such should be over and done with already and the heretic, if found guilty, would have faced Brágons Judgement - commonly known as incineration. A fitting punishment possible in severe cases of heresy, such as Sammy Goldlieb's case. Heresy being a violation of the sixth article of the constitution.

I have never bought any potions from Sammy Goldlieb.

It would be perhaps better if you would refrain from making excuses for the dire situation Runewick finds itself in as a result of the previous administration. It would also be preferable, in your position as representative of another nation, if you would refrain against any inherit bias that may stem from personal relationships going forward. Your tone here indicates a distinct lack of respect for the sovereignty of Runewick.

A young woman, accompanied by a dwarven guard, whose shield bears the colours of Galmair reads through all the parchments. After letting out a deep sigh, she takes the time to write a parchment and adds it underneath, shaking her head in resignation.

To the author and investigator of this so-called report,

it saddens me to read all this. Do you really wish to destroy your realm so badly? Your timing to publish this could not be worse, this close to Mas. Stirring and showing inner conflict, like this? It’s like inviting the dark forces to hit on your realm, showing off the instability like this! You could at least have waited for the dark days to be over, before publishing this.

I will pray for you and for the whole realm of Runewick, that this act of mindlessness won’t make you a target within the dark days.

Further you publish this in public, instead of keeping it to your realm, until this is solved or at least discussed internally. I doubt, you were unaware of the reactions this would eventually bring up. You seem too intelligent for that. Instead, you preferred to do this in public, while still saying it is internal affairs.

Representatives of Galmair and Cadomyr worked with Deanna for years now. Despite of disagreements within that process, it is just disrespectful, to accuse Lady Brightrim of acting out of personal relationship, by raising her voice here. And you underline your disrespectful manner by not addressing her correctly, in public.

No one is without flaws, and no one is safe of taking wrong decisions. So is Deanna. But what you do here does harm the diplomatic status of Runewick even more.

If my impressions are wrong, it might be a good idea to step back and rethink what you are about to start with this, before it is too late.

With great concern and sorrow,

~ Amelia Rotholz

Whilst there is no physical evidence of this accusation, there exists reliable witness testimony (although currently preferred anonymous) together with the fact that this seems to be common knowledge. For right or wrong, in the case of Kyre, our investigation can say with confidence that allowing Kyre citizenship within Runewick, without courteous diplomatic dialogue with our alleged allies, brought inevitable further damage to Runewick's diplomatic relations with Galmair.
It should be noted that no official trial has been requested against Kyre, a circumstance you use to excuse other examples provided, and a squabble over coin hardly seems like the "most extreme cases available." It seems you singled out fellow townsfolk for this report who you felt were easy targets (i.e., not your friends) more so than the actual circumstances of their cases.

Avaroth Teladon wrote: Sun Oct 10, 2021 12:31 pmAgain, his recent swearing of oath and tenure in the Rangers of Runewick began after the Deanna administration.
Above you demanded probationary citizenship for certain individuals. Bidukan and Drathe joined Runewick during Deanna's time without probationary citizenship. Do you need me to break this down any further for you? Or would you like to play games with the timeline you're using? Not that I'm even saying they should have been subjected to that, Drathe is rather delightful, I am merely applying your idiotic standard fairly.
And what courteous diplomatic dialogue with our alleged allies has been done, during Deanna's time or after, regarding Bidukan? You note that the leader of Cadomyr did not object during his oath, where was the leader(s) of Galmair? And what were their thoughts on this?

The matter above was not Deanna's responsibility as an agreement was already arranged prior to his arrival in Runewick:
Desert Fox wrote: Fri Jun 05, 2020 7:38 pm Decision about Fooser

After extended discussions, all four witnesses of Fooser's grievance agreed to propose the lift of the death sentence on Fooser to her Majesty Queen Rosaline Edwards. However, taking the death sentence and the ban from Cadomyr off Fooser goes with some conditions:
  • Fooser pays 100 gold coins to Cadomyr as compensation for his actions in the past
  • Fooser apologizes in public for the attack on her Majesty and also for his words about the late Countess Annabeth
  • No cooperation of any form between Fooser and an enemy (or enemies) of the realm of Cadomyr
  • This should go without saying, but obviously, Fooser is not allowed to lift his weapon against a Cadomyrian citizen, unless being attacked first
If at least one of these conditions is not fulfilled, the death sentence will be put on Fooser again, as will the ban. As long as all conditions are met however, Fooser will not longer be considered an enemy and will be free to enter and leave the realm again.

This "report" is about how the presence of certain individuals in Runewick may have hurt our standing with Cadomyr. Please leave your personal opinions out of it.

Runewick was a pleasant place to live even with these alleged "criminal elements." It was a town free from the .. excesses .. of the other realms. Now those excesses have been brought here through seditious individuals and petty power struggles. Now we have a front row seat to this jester show where you write a report about the "eroision of social fabrics of Runewick" and "damage upon diplomatic status," both of which you have been guilty of in front of everyone to see. Even the highest standing member of Cadomyr besides the Queen has rebutted this laughable political ploy. But I shouldn't be so harsh on you, you're simply carrying water for someone else, albeit badly, I just suggest you keep our names out of your mouth.

My darling Bidukan,

Don't worry, I won't fault someone of your limited capacity for not thinking of this, but I'm sure whoever you send will be able to think of it.

You see, the solution is simple really. They can just post a notice here. Ingenious, right?

The only worry is, other people might be in such a hurry to dispose of your corpse that I might not get there in time! Now that is troublesome!

It matters not, though. I am sure plenty of people out there would love to dispose of you, it doesn't have to be me. Surely most people are capable of taking out the trash, these days.

Sincerely and with the utmost hope that they will get to be the one to do it regardless,

Fellow citizens,

In the interest of order, the Deanna Report shall hereby be removed from public viewing. Henceforth, the documents contained in said report shall only be accessible to the Archmage, council and other relevant authorities.

The evidence provided in said report was compiled and processed during a time of called upon reflection. A time when lessons from the past must be learned and mistakes should not be repeated. That alone served as the purpose for its release. Nothing more. Any accusation that would contradict this fact is patently false.

Let it be publicly known that despite a minority of purveyors of hysteria spreading their ill-conceived untruths to the contrary, former Councillor Deanna can of course reliably consider herself able to live a peaceful and prosperous life within Runewick. Just as any other citizen who respects the laws put into place under our Constitution should expect to.

It has become no secret that the former Councillor has expressed her desire to leave our realm and claimed what amounts to accusations of a military take over. Such strong words left without chance of retort are left to hang in the air to dry. Therefore, I would implore former Councillor Deanna to consider bringing this matter as a point of debate to Elara's Hall, should she accept the invitation.

Katharina Brightrim wrote: Sun Oct 10, 2021 1:16 pm Avaroth and whoever else it may concern,

I thought about whether or not I should say anything to the matter on hand, but as it is open to the public and it uses my name and announcements made by me, I feel entitled to express my opinion about this. Especially regarding the diplomatic relationship between Cadomyr and Runewick.

Actually, this is an internal matter. A basic knowledge about diplomacy would lead to stay away from Runewick internal matters.

If it's good for you, it's not good for Runewick.

As I privately told you, the reaction wasn't just for insults, but for attacks and thievery too. You can ask Inara if she didn't ask for an apology, just like I did. About your so 'fair' banishment, it was settled without hearing my version, of course. Regarding Galmair's banishment, I'm not banned for being a criminal, as I have not been ever accused of something. Calling me a criminal will meet the proper consequences.

Hypocrite!

You could pay a quick read to our laws and you will figure raising charges is all Avaroth could do by himself. The trial against Ruaari is in the Council's hands, and they are still doing the best they can, considering a member is missing and has not been replaced yet and there are many trials to be done. Ruaari is not an actual threat, as the charges are for old acts. The trial against Aswe wasn't scheduled by the Rangers but by the Council. Insulting Avaroth by calling him hypocrite is for sure not the proper and diplomatic way of someone who speaks in the name of the Crown of Cadomyr.

I don't know where you get your info, but it's impressively wrong. You don't have a clue where our potions come from. There is quite stuff you don't have a clue about.

Incase you didn't understand what Avaroth meant, I can explain. If that criminal would've been jailed before that Mas, he woudn't have been able to cause havoc to the realms. The list of injured people by him is quite long. Our councillor Drathe got tortured and nearly killed by him.

How can one redeem from such a heavy crime as a rape? Very interesting moral there.

Tell us what is Cadomyr going to do against the Rangers. Is not your business at all what happens here in Runewick. Again you are talking without having a clue of what goes on in Runewick. You know nothing about us. And there is quite obvious you don't know much about diplomacy, otherwise you wouldn't be spreading such bold and insulting words here in our town.

No thank you, we will not sit down with you. Again, you don't have to give your thoughts about interpretation of laws in Runewick, your opinion here means nothing. Better take care of your internal issues in Cadomyr. There's a rumor about you blocking the founding a new noble house, because you are too afraid of it having much more members than your own house. Maybe you can work on raising your popularity in the desert.

You should find yourself in your realm who spreads such rumors. And I'm not seeking to divide, it's not even necessary. I don't see how that is an insult to the Queen, but if you want to restore Cadomyr's honor, you can ask for a duel anytime.

Dear Avaroth

After a period of consideration, I have decided to respond once again to your publication in the same context.

I have already written that many events in your report have been taken out of context by phrases. In order to give the impression that I am responsible, you have added or presented many things in such a way that they should be understood as my responsibility and my failure. Your report is supposed to be impressive and convincing with its enormous volume.
To some things I certainly take the responsibility, but I must add that a decision was and is always a weighing of consequences, and mistakes are also a lesson.
Some of the incidents you listed have already been contradicted by people who witnessed them, and other incidents in your report would not stand up to scrutiny. When writing the report, didn't you wonder why, for example, citizens of Runewick are again allowed to use tools without rent in Cadomyr and Galmair? From your pen comes only the negative what happened before, not what we have achieved. But I must be lenient, how would you know? The knowledge about it you have not experienced to a large extent at all, and comes from letters gathered together and at most oral transmissions which can withstand an examination just as little as your whole report.
The removal of the report from the public board is therefore not to be understood as a mild gesture, but as a measure to hide the dirt that you have collected and published here about a fellow citizen from a closer examination.

In the summary of your report you suggested that in the future I should not be entrusted with any leading functions, so that no mistakes are repeated.
It is presumptuous to claim that I would repeat my mistakes. But here are also your intentions that you pursue with this report.
In any case, these are big words for an elf who has not been noticed by his own contribution over the years, and thus has not made any mistakes. As an example I would like to mention the teleporter in front of Runewick, which was out of order due to demonic activity not too long ago. After several unsuccessful appeals to our own mages and thus also to you, we finally had to resort to support from Galmair. You did not mention such things in your report.

I can't say that you ever supported me either. Your work began only after you were sure of the support of the Rangers, which is to be understood as an indication of military power. Since then you have been acting as an advocate for the city. To demonstrate the generosity in this self-appointed function, you offer me to stay in Runewick as long as I respect the laws like others. This is an incredible presumption, I do not see you in a position to make such offers.
To attain this position in Runewick requires a longer term period of probation, which neither you nor the probationary council have gone through.
As far as you are concerned, by your public report, and thus destroying the reputation of a citizen, you very narrowly graze Article 9 of Runewick law, and you disregard Article 10. What remains, however, is your moral responsibility for it, which likewise passes to the probationary council, which silently condones this action.

Runewick has been my home since the flight from Gobaith, because here a liberal life was possible, which in a way resembled that on Tol Vanima. I no longer have that perception. Even though I have acquaintances who are well-disposed toward the other cities, these places are not an environment in which I want to live permanently. In your zeal you obviously did not consider that you can also drive away citizens. Finally, I ask you to make your report public again, so that future generations in Runewick can decide for themselves what was the stain in the history of the city, my time in the council, or the report that came from your pen.
