Voted by the council.

Though we have not been to Silverbrand since we placed our announcement, we have seen the increased support of Commander Darik Axtschwinger, Commander of the armed forces of Silverbrand, to police the embassy in Trolls Bane known as the Fluffy Sheep tavern and will again validate the treaty as set forth. We hope for continuing positive relations with our neighbors in the future.

Those names written in red ink have still not made contact with the new Government and are at risk of being considered inactive if they fail to confirm their continued interest in their property

Troll's Bane Law

The Council has voted to ratify the following article detailing the laws of Troll's Bane and authorised punishments of criminals.

Troll's Bane Law

In all instances where possible, criminal complaints will be accepted from the districts as well as within the Town walls.

Where guilt is immediately admitted by an individual for a minor offence, the Captain of the Guard or another Officer may issue a fine to ensure expedient execution of proceedings.

Where the suspect denies guilt for a minor offence the case must be referred to the Judge.

The Judge will decide all cases of criminal complaints for all medium and serious offences, as well as disputed minor offences, following thorough review of the case including interviewing of all complainants, witnesses, and suspects.

For the most severe offences and controversial cases the Judge may employ a jury of 3-5 of the suspects peers to make recommendations, although (s)he will preside and retain the overall judgement.


Offences

I. Minor Offences

A. Thievery
Anyone who takes property against the will and/or knowledge of the owner is committing thievery. If convicted the criminal must give back the items (or something of equal value) to the original owner plus an added fine to be paid to the Town treasury or also to the original owner.

B. Break in/Trespassing (Private building)
Whoever breaks into a house of an individual against the will or knowledge of the owner, or refuses to leave when asked to is engaging in trespass.

C. Disturbance
Anyone who interrupts the peace of the Town with hostile, destructive, or disturbing acts should cease immediately upon request. If they continue despite warning from a proper authority then they are subject to a criminal charge.

D. Assault
Assault occurs when one person attacks another with their own body, with metal weapons, or with objects, but does not actually kill the person (murder). Voluntary violence between two individuals (duelling) is permitted outside the Town walls.

E. Defamation
Everyone who purposely designs and spreads false claims to harm someone else or to benefit themselves commits a crime in terms of the law.

F. Conspiracy to commit a Crime
Should a person be caught in the act of planning, attempting or inciting others to break the laws and regulations alone or in a group, he or she is subject to the exact same punishment as he would get for doing the crime.


II Medium Offences

A. Claiming false status to Authorities
Claiming to be a Government Official or Guard for some kind of benefit when one actually is not is a crime under the law and will be dealt with accordingly.

B. Obstruction of Justice
Anyone perverting or distorting the course of justice, interfering with law enforcement or preventing the law enforcement from fulfilling their tasks commits a crime under the law.

C. Resisting Arrest
Resisting arrest through physical or verbal means is a crime under the law. Trying to prevent the arrest of someone, or sheltering him/her else by the same means is an equal crime under the law.

D. Disobedience
Everyone who refuses to follow official orders of the Town Guard or the Government, especially refuses imprisonments, bans or other official punishments commits crime in terms of the law.

E. Robbery
In cases of thievery where the victim is threatened to be harmed by violence the crime has to be raised in seriousness to Robbery. When violence is actually used and not just threatened the crime has to considered as assault or attempted murder along with robbery.

F. Threat and duress
Threatening a Citizen or a Resident with violence, or trying to force them into doing something against his will is crime against the law.

G. Kidnapping
Capturing or holding someone against his or her will is a crime against the laws. Included in this are acts of coercion where one purposely draws an individual to a specific location for nefarious purposes.

H. Attempted Murder
Attempted murder is a crime where it can be seen that the perpetrator attempted to murder the individual, or that the victim was sufficiently and severely wounded to justify that.

I. Prostitution
Selling one's body in an explicit manner inside the town walls is against the law and will be dealt with accordingly. Punishments can include a warning or fine in initial cases and a ban or loss of Citizenship in repeated cases.


III. Serious Offences

A. Spying
Spying for the benefit of other town or organization is a crime under the law. The magnitude of punishment depends on the graveness of the leaks, to which organization/town the spying has been conducted for and the duration of the spying. Always treat the case as category III crime until proven otherwise.

B. Murder
When a person is irreversibly killed by someone else, and it cannot be determined that this was in self-defense, it is seen as murder in front of the law ((OOC: Only Perma-deaths can be murder)).
Anyone accused of murder who doesn’t turn him/herself in immediately becomes an outlaw.

C. Arson and damaging of property
Anyone who through fire or any other means, intentionally damages the property of the Town, an individual, or a group commits a crime under the law. One who causes unintentional fire damage should seek to pay the owner for repairs.

D. Treason
An individual, who alone or in a group, commits any or all of the following acts may be found guilty of treason: Inciting a rebellion; belonging to, associating with, assisting or supporting a group which plans to overthrow the government of Troll's Bane; assassinating a person belonging to or working for the government (or planning to do those individually). Anyone convicted of spying may also be punished for treason, and vice versa.


Punishments

If the suspect is found guilty of an offence there are a number of punishments that may be recommended either individually or in combination:


Fine:
Payment of money by the criminal may be ordered to compensate victims and/or reimburse costs to the Town. Typically the fine will be split proportionally between victims and the Town. If the crime was committed against one person then the victim would receive half the value of the fine and the Town itself would get half; in the event of there being two victims the fine would be split three ways, and so forth.

Time in the Pillory:
Petty criminals committing minor infractions of the laws may be sentenced to time in the pillory where Citizens and visitors are encouraged to demonstrate their disapproval through the throwing of mouldy fruit and bad fish. A criminal can be ordered to spend a maximum of two Dwarven hours in the pillory.

Temporary Banishment:
A convicted criminal may be banned temporarily from the Town limits for a maximum of one Dwarven week by the Judge.

Temporary bans may also be employed prior to conviction to keep the peace and allow the Guard to fulfil their duty. A ban of one Dwarven day can be applied by the Guard to quash minor disturbances and to allow proper investigation of a crime; where necessary this may be extended to one Dwarven week by the Captain of the Guard or another Officer.

Breaking of any temporary ban may lead to further charges being levelled against the perpetrator.

Resource Collection:
Often used in conjunction with a temporary ban, the criminal can be directed to gather resources for the Town; completion of the task they are assigned should draw their punishment to a conclusion so they can be readmitted to the Town as a reformed character.

Resources ordered may include lumber, ore, coal, stone, leather, fur, ash, meats, fruit, crops, herbs, and wool. Manufactured products may also be ordered, particularly if the criminal has a known trade. Time allowed and quantities ordered are at the discretion of the Judge; they type of resource should where possible be discussed with a Council member to ensure the most urgent Town needs are met. At the conclusion of the punishment the resources must be handed to a town official and transferred to the treasury within one Dwarven week.

Labour Contract:
Labour contracts are most suitable for persistent offenders or criminals who have committed more serious crimes. Again this form of punishment is likely to be used in conjunction with a ban. A labour contract will be sold to the highest bidder for a period of not less than two Dwarven weeks, nor more than two Dwarven months. The profits of this contract will go direct to the treasury.


It is hoped that most crimes will be reasonably dealt with in this way although in extreme circumstances where the lives of Citizen's continue to be put at risk, or a Criminal refuses to pay their fine or accept any other form of punishment, the Judge may recommend the following more severe actions:


Permanent banishment:
The criminal is permanently excluded from the Town limits and may be attacked if they fail to adhere to this order. This punishment is only to be used in futile cases concerning the most severe of crimes, namely murder, as it offers no opportunity for rehabilitation of the criminal or provision of compensation to their victims.

Removal of Citizenship:
If the criminal is currently a Citizen of Troll's Bane they may lose status as a Citizen and any benefits that may come from that.

Kill order:
In serious cases the Judge may issue a kill order for the most heartless offenders who commit murder and other serious crimes. Such criminals may be attacked at will by any individual with the means to do so without fear of prosecution as they are acting against an unrepentant felon of the worst kind.


Further punishments may be suggested by the Judge on an individual basis where deemed appropriate but will require Council approval (majority vote).

Delikte

I. Mindere Delikte

A. Diebstahl
Jeder, der sich das Eigentum eines anderen gegen dessen Willen oder ohne dessen Wissen aneignet begeht Diebstahl. Bei Verurteilung muss der Täter dem Geschädigten das Diebesgut (oder etwas von gleichem Wert) zurückgeben und zusätzlich eine Strafe an den Stadtschatz oder den Geschädigten zahlen..

B. Einbruch (Privates Gebäude)
Jeder, der eines anderen Haus gegen den Willen des Eigentümers oder ohne sein Wissen betritt oder das Haus trotz Aufforderung nicht verlässt macht sich des Einbruchs strafbar.

C. Aufruhr
Jeder, der den Frieden der Stadt mit feindlichen, destruktiven oder störenden Akten gefährdet hat dies nach Aufforderung sofort zu unterlassen. Sollte er trotzdem fortfahren macht er sich des Aufruhrs strafbar.

D. Körperverletzung
Wenn eine Person eine andere mit dem eigenen Köper, mentalen Waffen oder Gegenständen angreift, sie aber nicht tötet (Mord) ist dies Körperverletzung. Gewalt mit gegenseitigem Einverständnis (Duell) ist ausserhalb der Stadtmauern erlaubt.

E. Verleumdung
Jeder, der mit Absicht falsche Behauptungen aufstellt oder verbreitet um einem anderen zu schaden oder selbst zu profitieren macht sich der Verleumdung schuldig.

F. Verschwörung
Sollte eine Person gefasst werden während sie zu einem Gesetzesbruch aufruft, diesen plant oder versucht allein oder in einer Gruppe, ist sie der Verschwörung schuldig,

II Mittelschwere Delikte

A. Amtsanmaßung
Zu behaupten ein Mitglied der Stadtverwaltung oder der Stadtwache zu sein um davon zu profitieren obwohl man kein Mitglied der genannten Organisation ist, ist ein Verbrechen.

B. Justizbehinderung
Jeder, der die Strafverfolgungs-Organisationen bei ihrer Arbeit behindert ist der Justizbehinderung schuldig.

C. Widerstand gegen die Stadtgewalt
Sich einer Inhaftierung durch körperliche oder verbale Mittel zu wiedersetzen ist ein Verbrechen. Die Inhaftierung eines anderen zu verhindern oder ihn zu verstecken verstößt gegen das gleiche Gesetz.

D. Ungehorsam
Jeder, der sich weigert offiziellen Anordnungen der Stadtwache oder der Stadtverwaltung folge zu leisten macht sich des Ungehorsams strafbar.

E. Raub
Raub ist Diebstahl bei dem dem Geschädigten Gewalt angedroht wird. Sollte Gewalt angewendet werden handelt es sich um Köperverletzung/Mord/versuchtem Mord in Tateinheit mit Raub.

F. Bedrohung
Einen Bürger oder Bewohner mit Gewaltdrohung zu etwas zu zwingen ist ein Verbrechen.

G. Entführung
Jemanden gegen seinen Willen ferstzuhalten ist ein Verbrechen. Dies beinhaltet ebenfalls jemanden vorsätzlich gegen seinen Willen aus niederen Beweggründen an einen bestimmten Ort zu bringen.

H. Versuchter Mord
Versuchter Mord bezeichnet eine Tat, bei der versucht wurde den Geschädigten zu töten oder der Geschädigte äußerst schwere Verletzungen von einem Angriff davongetragen hat.

I. Prostitution
Seinen Körper innerhalb der Stadtmauern zu verkaufen ist gegen das Gesetz.


III. Schwere Delikte

A. Spionage
Spionage um einer anderen Stadt oder Organisation einen Vorteil zu verschaffen ist ein Verbrechen. Die Schwere der Schuld richtet sich nach der Wichtigkeit der auspionierten Information sowie der Dauer der Spionagetätigkeit.

B. Murder
Wenn eine Person dauerhaft ermordet wurde und es sich nicht um Selbstverteidigung handelte, ist die Mord ((OOC: Nur Perma-Tod kann Mord sein)). Jeder der des Mordes angeklagt wird und sich nicht sofort stellt wird zum Gesetzlosen.

C. Brandstiftung oder Gebäudebeschädigung
Jeder, der durch Feuer oder andere Mittel absichtlich das Eigentum der Stadt, einer anderen Person oder Gruppe beschädigt macht sich der Brandstiftung beziehungsweise der Gebäudebeschädigung strafbar. Wer unabsichtlich Schaden durch Feuer verusacht hat diesen zu ersetzen.

D. Verrat
Jeder, der, allein oder in einer Gruppe, eine der folgenden Tat verübt begeht Verrat: Anstiftung einer Rebellion, Mitgliedschaft oder Unterstützung einer Gruppierung die die Stadtregierung stürzen will, Angriff (oder Planung eines Angriffs) auf ein Regierungsmitglied .


Diese Übersetzung soll nur einer grundsätzlichen Orientierung dienen. Gültig ist allein das neusprachige Gesetzbuch der Stadt.

There will be a dance held at the Trolls Bane Arena on 24th Siros beginning in the late afternoon and ending in the late evening.
All are welcome to attend and there will be no charge to enter.

I write this with a heavy heart, having just come from the cross as town folk and a council member stood and watched me being sent there, this is my official resignation. I cannot work for a town that will not work for itself, nor a council that has the wrong priorities that is admittedly unable and/or unwilling to work with me.

I wish Troll's Bane a prosperous and fruitful future if such is possible,

Ladies and Gentlemen.

The Siros Masquerade Dance is close and I would like to take this time to post a few reminders and notices:

If you require accomodation either before or after the event please speak to the mage elf known as Whisper before all spaces in his wonderful inn are filled.

Craftsmen are welcome to set up stalls just outside the arena to sell their wares. Several tables are being supplied for that purpose.

Please keep any personal disputes away from the event as i'm sure most attending would appreciate a nice relaxing day and would rather not have to deal with the aftermath of a fight.

Couples are welcome to bring children so please act responsibly around them should any arrive.

Participation in any of the individual events held on the night are not compulsory however it is encouraged in the interest of fun.

Lastly. Should the unthinkable happen and an incident occur despite the planning that has been taking place recently please follow the instructions of the town guards and council. This is for your safety and the safety of others.

Other than this please have a great night and make it one for you to remember.

Be careful not to break the lights located around town for the coming masquerade dance. Mindful of those with sensitive ears, it may be best to practice with the musical instruments at another place unless you are experienced.

The East Gate has now been repaired and the lock will be replaced shortly. The Building Master has once again delivered excellent craftmanship and hopefullt Citizens will again feel more secure.

Acting Guard Captain

In light of the Captain of the Guard recently undergoing treatment for his condition the Council has installed an emergency replacement to act as Guard Captain until further notice. The acting Captain will command the Guard temporarily until it becomes clear a permanent replacement is required or S'rrt is able to return to duty.

The Council welcomes Irania Bel'Arus Beothach as Captain of the Guard and is confident of her continued loyalty and dedication to the Town.

I suggest all existing members of the Guard and any who are interested in joining become acquainted with their new Captain without delay.

Citizen and Visitor Advice

Following a recent threat made against Bane, the Council and Guard offer the following advice to Citizens and visitors to the Town:

Avoid walking in Town alone, especially at night and through poorly lit areas; the company of another will always offer greater security in case the Guards are temporarily indisposed.

Lock doors and only answer any knocks when you are expecting a visitor or recognise their voice; only leave the door open long enough for friends to enter.

Distribute valuables in an array of depots around Town and perhaps out of Bane if you are able; use of additional storage in the smithies, drinking establishments and hospital is encouraged.

Weapons should not be held or left on open display in Town but Citizens and visitors to Bane are welcome to carry arms secured in a sheath or bag for use in an emergency.

If you are alarmed by anything, notice something suspicious, or are in need of any assistance please do not hesitate to call for a member of the Guard or Council immediately.

Amendmended Laws of Troll's Bane

The list of recognised offences has been amended to further clarify certain crimes and to assist the Guard in their work.

Offences

I. Minor Offences

A. Theft
Anyone who takes property against the will and/or knowledge of the owner is committing theft. If convicted the criminal must give back the items (or something of equal value) to the original owner plus an added fine or service to be paid to the Town treasury and/or victim.

B. Break in and Trespass
Breaking into a house or other establishment against the will or knowledge of the owner, or refusing to leave when asked to do so, is an act of trespass.

C. Disturbance
Anyone who disturbs the peace of the Town with hostile, destructive, or disturbing acts that interfere with the usual business of Citizens and Visitors alike should cease immediately upon request.

Acts of disturbance may include but are not limited to:
- Use of explicit language in a lewd or aggressive manner.
- Persistent pressuring of individuals to buy products or services.
- Discarding of waste and other items over pathways.
- Leaving mules unattended for excessive periods of time.
- Prolonged and excessively loud arguments.
- Formation of excessive magical constructs in a manner that may interfere with others.
- Lighting of fires in pathways and in other busy public spaces.

If the disturbance continues despite warning from a proper authority the individual will be subject to a criminal charge and may be removed from Town to protect the interests of others. Any further punishment will be subject to review by the Judge on request.

D. Assault
Assault occurs when one person attacks, but does not kill, another with their own body, designed weapons, other objects, or magic. Voluntary violence between two individuals(duelling) is permitted outside the Town walls or in designated sparring areas.

E. Defamation of Character
Anyone who purposely designs and spreads false claims, either written or spoken, to harm another individual’s reputation, either out of malice or to benefit themselves, is committing defamation.

Prosecution of an individual will require clear evidence of harm to a person’s reputation whereby the respect, regard, or confidence in which they are held is damaged and disparaging opinions or hostilities are induced. This must be accompanied by proof of overt malice or likely personal gain. All cases of defamation must be scrutinised by the Judge or another nominated official.

F. Conspiracy to Commit a Crime
Planning, attempting, or inciting others to break laws is a criminal offence in itself even if the intended action never occurs.

Conspirators acting directly against the Government of Troll’s Bane will be judged under the more serious offence of treason.

G. Prostitution and Lewd Behaviour
Isolated offences will normally be dealt with as a disturbance but where an individual persistently sells their body in an explicit manner or engages in any other form of overtly lewd behaviour within the Town walls they can expect to be charged to appear before the Judge. Punishments may include a warning or fine in initial cases and a ban or loss of Citizenship in repeated cases.

H. Threat and Duress
Threatening a Citizen or Visitor with violence, or trying to force them into doing something against his/her will is crime against the law.

I. Claiming False Status to Authorities
Impersonation of a Government Official or Guard, or claiming false status to such authorities, to acquire some form of benefit, are both considered to be criminal acts.


II Medium Offences

A. Endangering the Public
Although minor incidents may be dealt with as a disturbance if no individual is hurt or unduly alarmed, hostile, destructive, or disturbing acts that pose a threat to Citizens and Visitors within the Town will generally be considered a more serious offence.

Such acts may include but are not limited to:
- Creation of explosions.
- Lighting, or leaving unattended, dangerously situated or excessively large fires.
- Formation of magical constructs that have the ability to harm others.
- Repeated killing Mummies of Madness to allow them to multiply.
- Drawing of dangerous creatures into the Town.
- Fishing without the means to contain and remove any undead that may be disturbed.
- Digging for treasure without the means to contain and remove any guardians aroused.

B. Obstruction of Justice
Anyone perverting or distorting the course of justice, interfering with law enforcement or preventing the law enforcement from fulfilling their tasks commits a crime under the law.

C. Resisting Arrest
Resisting arrest through physical or verbal means is a crime, as is trying to prevent the arrest of someone else and/or sheltering them.

D. Disobedience
Anyone who refuses to follow official orders of the Town Guard or the Government, especially those who refuse imprisonments, bans or other official punishments, is committing a crime. If an individual feels the official order is unfair they should follow it regardless and raise their concerns with an appropriate official to allow proper review of events.

E. Robbery
In cases of thievery where the victim is threatened to be harmed by violence the crime is considered to be of greater severity and should be punished accordingly. When violence is actually used and not just threatened the crime of assault or attempted murder will be considered along with robbery.

F. Kidnapping
Capturing or holding someone against his or her will is a criminal act. Included in this are incidents of coercion where an individual is purposely drawn to a specific location for nefarious purposes.

G. Attempted Murder
Attempted murder is a crime where it can be seen that the perpetrator attempted to murder the individual, or that the victim was sufficiently and severely wounded to justify that.

H. Criminal Damage
Intentional destruction or damage to the property of another, including that of the Town, will be regarded as criminal damage. Where unintentional damage occurs to property the owner should be sought to offer compensation.


III. Serious Offences

A. Spying
Spying for the benefit of another organization is a criminal act that may severely endanger the people and stability of Troll’s Bane. The magnitude of punishment is dependent on the sensitivity of information passed, the organization for which the spying has been conducted for, and the duration of the betrayal. Spying must always be considered as Category III crime until proven otherwise.

B. Murder
When a person is irreversibly killed by another and there is sufficient evidence to prove the act was not in self-defense, it is considered murder ((OOC: Only Perma-deaths can be murder)). Anyone accused of murder who does not immediately turn themselves in will be regarded as an outlaw and can be killed on sight.

C. Arson
Intentional destruction or damage to the property of another, including that of the Town, through the use of fire will be regarded as the more serious crime of arson as life may be endangered. Where unintentional damage to property is caused by fire the owner should be sought to offer compensation.

D. Treason
Any individual, who alone or in a group, commits an act against the interests of Troll’s Bane is guilty of treason.

Such acts may include but are not limited to:
- Inciting rebellion.
- Belonging to, associating with, assisting, or supporting a group which plans to overthrow the Government.
- Assassination or attempted assassination of a Town official or any other individual working for the Government.
- Spying.

12 - Arena

The board lists this property as ours... and so does our purchase contract.. yet all correspondence of late keeps referring to the arena as Public property. This post has nothing to do with the king and his mess, my question is who owns this property> I have a bill of sale saying its mine and Uhuru's that has been passed thru several people and signed by Fooser the mayor of record at that time. How is this Public property if it was sold by the town? The only clause in the contract is that it be used in a constructive manner.. it does not even say for the towns purpose. This is my confusion. Time and time again i am told what i have bought is not mine.. can you clarify?

They call it that because it is land that all are allowed to use unless there is a reason otherwise. It does not say what the land is for because it simply has always been there. Some things do not need to be said. If you go through the history of Trollsbane you will find that your property has always been in use for either great events of the use of all.
