Government
§ 1 Offices
§ 1.1 Mayor
The Mayor is part of the town council and the executer of its will. He has the power to take any and all steps necessary to defend New Haven and its citizens, enforce laws, officiate in Hearings, appoint a designee, decide tie votes, negotiate treaties and other duties as required. His powers are limited and may be amended by the Council.
§ 1.2 Councilmen
There are up to four Councilmen which are also a part of the Town Council. The serve 2 year terms each. They may create, amend and delete laws, be designated to officiate a hearing, may judge as part of a hearing, enforce laws, discuss and vote on town policy and limit or amend the Mayor’s duties.
§ 1.25 Initial Councilmen
There will be two designated Initial Councilmen to provide adequate representation to all parties involved. Both will be 'appointed' by the "Chamber of Commerce" for a term of three years, and two other councilmen will be elected by citizens for two year terms. All future councilmen will be elected.
§ 1.3 Treasurer
A trustworthy individual may be appointed by the Town Council to serve as guardian and administrator of the treasury of New Haven. The treasurer also serves as auctioneer of public auctions, collector of revenues and conveyor of licenses. He must report regularly to the Council.
§ 1.4 Forester and other officers as needed
The Town Council may appoint any and all officer required to perform tasks for the Village of New Haven and its citizenry. Their duties shall be given verbally and overseen by the Mayor.
§ 2 Elections
Elections for the Mayor and Councilmen shall be conducted every two years on the 1st of Romas. Only registered citizens may vote. Installation of office is conducted that evening during festivities.
Elections are to be administered and counted by three volunteer citizens or dual citizens appointed to the task.
§ 3 Veto Powers
The Chairman of the “Chamber of Commerce” and the Governor of Trollsbane have the power of Veto over the wishes of the town council and/or the Mayor. This power is permanent and may not be removed without their own consent.
§ 4 Government Holdings
The Government of New Haven cannot ‘own’ or seize property in the Midlands, only ‘rent’ it from the true Owners, the Government of Trollsbane via the “Chamber of Commerce”, the current leaser. Rent may vary from nothing to many silvers depending on the “Chamber of Commerce”. The Government promises to pay ‘market value’ for any property acquired from the “Chamber of Commerce” and/or the City of Trollsbane for public use.
Police
§ 5 Police shall created to enforce the laws, apprehend criminals and maintain the peace.
§ 5.1 Police shall be commanded by a Sheriff of the Midlands, an appointed position and answerable to the Mayor. This is a paid position of 10 Silvers per month.
§ 5.2 The Sherriff shall be assisted by no more than three Deputies, appointed by the Sheriff to assist in his duties. These are also paid positions of 7.5 Silvers per month.

Laws
The Village of New Haven is and will remain both open and welcoming to all races and nations without prejudice. The safety of each individual in the Midlands is of equal priority regardless of allegiance. By that token, anyone crossing into the Midlands agrees by their mere presence to honor and be subject to the below-written stipulations without exception:
The present and future Laws of the City of Trollsbane are to be followed. New Haven is a suburb of Trollsbane and therefore all Laws of Trollsbane supercede any Laws written below.
In addition, local Laws are as follows:
§1. Laws of Trollsbane
The Laws of Trollsbane, current and future will always take precedence over any of the Laws written below.
Crimes
§2. Murder of any citizen of New Haven
Murder is not tolerated and is punished in the Midlands.
Murder of a citizen of New Haven anywhere in the City of Trollsbane or it’s surrounding terrritories calls for serious action. If a murderer attacks in the Midlands, a bounty will be posted for his capture.
Once the murderer is captured, then a trial is to be called. The Town Council will convene for the alleged attacker to be given a fair hearing to plead his/her case. The determination of the Town Council is final. The penalty of Guilt is Hanging until the murderer is dead.
§3. Theft
Theft is not tolerated and is punished in the Midlands.
If two people witness the crime personally, a thief—if caught red handed—may be banned from the Midlands.
If a thief feels he is falsely accused, he may request a hearing from the Town Council, who’s determination is final.
§4. Fights, Intimidation and other misconducts
These behaviors are not tolerated and will be punished in the Midlands.
If two people witness this crime personally, the offending party may be asked to leave the Midlands for the day. If they do not, the Town Council may apply further consequences as deemed necessary.
Repeated occurrences will receive harsher punishment as determined by the Town Council.
§5. Offensive magic
Offensive Magic is not tolerated and will be punished in the Midlands.
Unless the Offender has direct permission from the Town Council, any magic user practicing offensive magic in the Midlands and in New Haven in particular, shall be deemed guilty and banned from the Midlands, preceding crimes taking precedence.
Defensive Magic such as shield, healing, etc. are allowed as long as it does not interfere with other’s freedoms.
§ 6 Sedition
§ 6.1 Threats, violence, abduction, and murder committed with the purpose of inhibiting the function of the government of New Haven, or changing government policy will be considered acts of Sedition.
§ 6.2 Punishments will be determined solely by the Town Council members based on the graveness of the offense.
§ 7 Treason
§ 7.1 Violence, abduction, murder or conspiracy committed with the purpose of aiding or abetting the enemies of New Haven with the intent of harming its land, property or citizenry, will be consider acts of Treason.
§ 7.2 The Town Council will convene for the alleged traitor to be given a fair hearing to plead his/her case. The determination of the Town Council is final. The penalty of Guilt is Hanging until the traitor is dead.
Legal Process
§ 8 Hearings
Hearings will begin when Town Council members, victim and suspect is present. The mayor or his designee will officiate and one at a time, the statements will be made. Hearings may be requested by anyone involved in an incident. Hearings may be conducted on site at the discretion of the Town Council members present.
§ 9 Due Process
The Town Council consists of a Mayor – Officiator, and 4 Councilmen as available. The Town reserves the right to convene a hearing with whatever members are available at the time. If the Mayor is not available, an Councilman may serve as a designee to officiate the hearing.
§ 9.1 Suspect & Victim Rights
Both parties are entitled to a speedy hearing. Whichever Town Council members are present may immediately conduct a hearing or post a time in the near future to hold one.
Upon request, both parties may postpone the time of the hearing to gather witnesses, solicitors and evidence.
Both parties are entitled to one solicitor each to represent and assist them in the hearing.
Both parties are entitled to gather and present any witnesses the require prior to the time of the hearing.
No additional evidence, testimony or witnesses may be presented once the hearing concludes.
§ 9.2 Non-appearance
If suspect fails to show up to the agreed date, a bounty shall be posted for their capture. Additional punishments may be added to the determination of the hearing.
§ 9.3 Determination
The Available Town Council members will judge, discuss amongst themselves and vote on a determination which consists of Innocence or Guilt, as well as the punishment. The determination of the Town Council members is final. No appeal is allowed.
Resources
§ 10 Lumberjacking
Lumberjacking in the Midlands and within New Haven is permitted with the following restriction.
If a tree dies, it must either be immediately replanted, or the Town Forester must be notified. A donation of a tree seed (fir seedling, apple or cherry) is expected.
Abuse of this simple request will result in a ban from the Midlands.
§ 11 Farming
Farming is permitted anywhere in the public fields of New Haven. New Haven operates under communal farming. The farmlands in the town ‘green’ are for public use.
§ 12 Glassblowing
Harvesting Ash is only allowed in a designated area. The Village of New Haven will set aside some land called the "Ash Pit" to be used for this purpose of safely collecting ashes.
§ 13 Other Craftsmen
All other crafts are permitted and encouraged in the midlands. Ownership of private tools must be respected, but public tools will be available for use without limitation.
Citizenship
§ 14 Citizenship
To become a citizen of New Haven you will need to inform the Town Council of your request by Dove, and make regular appearances in New Haven. Members of the "Chamber of Commerce" are automatically made initial citizens.
As a citizen you get the following benefits
*Right to vote in New Haven
*Right to hold position on the Town Council
*Right to rent property in the Midlands
*Right to participate as a member of the Government of New Haven
*Protection of the Village of New Haven
*Citizenship of the City of Trollsbane
§ 15 Taxes
Taxes are only levied against property owners and sub-leasers. Village funds are raised through economic enterprises by the Town, by taxes upon merchants or through private donations. The Mayor and the town council may levy, raise or lower taxes depending upon appeal and situation.
§ 16 Property Ownership
Citizens may not own property in New Haven and in the Midlands. All property belongs to the City of Trollsbane, and is all leased to the “Chamber of Commerce” for development. The Chamber of Commerce may, in turn, ‘rent’ the Property to the Village of New Haven.
The “Chamber of Commerce” may rent to ‘tenants’ who rent the right to live on the property. Exception: Troll’s Vein Estate is ‘sub-leased’ to Orteg and Skull’fed with consent of Trollsbane.
In the case of absentee owners or abandoned buildings, the Town Council will administrate them on behalf of the Village of New Haven until new owners or tenants are acquired through public auction in conjunction with the wishes of the Government of Trollsbane and/or the “Chamber of Commerce”.
Lord Cromwell as Mayor - He seems to have the most governing experience and has agreed to accept the position.
Skull'fed for councilman - He has a large investment in the New Haven Project and as such should either hold a seat or be able to appoint someone.
The Chamber of Commerce also should receive an appointed councilman to represent its shareholders. I have been nominated for this and would accept.
Two other seats remain. These are to be decided by popular election by the citizens of New Haven. Looking over the past guild boards, only four of the listed citizens have showed any interest in the New Haven project. Of these I choose the two who seemed to pay the most attention to the project.

Are you sure you want to resign as a Deputy Sheriff? The contract you and Skull'Fed signed states your service as a condition of the purchase. This would violate the contract.
Do not let "Chamber" matters conflict with the "Village". They are two different things.
