Laws and Regulations of the Town of Trolls Bane and surrounding estates

Nobles rights - The rights and duties of the Noble Lords regarding their respective Borough
  • I. Be the Lord of the Land, only subject to the Archduke and the Council of Nobles. This includes immunity of prosecution from all crimes which have happened within the Borough, with the exception of crimes against other nobles, treason and murder.
    II. Act as the High Judge within the borders of the Borough with crimes involving commoners (Nobles are tried by the Archduke and the council of Nobles)
    III. Right to grant building permits for citizens
    IV. Right to tax foreigners with buildings or estates within the Borough
    V. Right to train, maintain and equip his own militia or guard to keep order within the land. The noble lord may act as the captain of the group, but the authority of him and his group only exists within the borders of the borough. Furthermore, the troops shall be subjected to the command of the Archduke when so requested.

    VI. Duty of overseeing that the laws of Trolls bane and the Edicts of the Archduke are obeyed
    VII. Responsibility for the development of the Borough
    VIII. Follow the foreign policy set by the Archduke. This means that the noble lord may not make contracts with the representatives of any foreign third party without the consent of the Archduke.

    The nobles must allow access to their land for the citizens of Trolls bane. However, they do not have to grant it to anyone who is not a citizen (or above) of Trolls bane. The must respect the owners and ownership of buildings and land, but may deny the use of tools and buildings from anyone else they see fit. The nobles may ban or allow serfdom or slavery if they see fit, however capturing slaves within the territory of Trollsbane is strictly forbidden.

Laws upheld by the Town Guard


I. Minor Offenses

Punishment guidelines for the Guard:
  • Fines: up to 15 silvers or returning of the stolen item. Further repercussions for repeat offenders.
    Jail Time: 1 - 4 days.
    Banishment from the Town Borders and surrounding estates: 1-10 days, repeat offenders could see more time.
A. Thievery
Everyone who takes property of someone else while acting against the owners wish or without the owner’s knowledge commits crime in terms of the Law. If the stolen products or materials have become a part of larger entity, have been used for the manufacture/repair of a thing or cannot be reliably or without risking damage to the victim be separated from the possessions of the thief, then the victim may be entitled to be given complete possession of that for which the stolen materials were used for. It should be noted, that only the property of Citizens and Residents will be protected against thievery.

B. Break in/Trespassing (Private building)
Whoever breaks into a house of an individual against the will or knowledge of the owner, or refuses to leave when asked to commits a crime against the law.

C. Disturbance
Everyone who disturbs the calmness and peace in Troll’s Bane by any excessively repeated verbal or physical actions and continues to do so even after official warning, commits crime in terms of the Law. Guards should note that Citizens should not be implicated for this, barring an extremely strong disturbance to others.

D. Assault
Assault is a crime which involves attacking someone with one’s fists or wounding him to the limbs in non-lethal way (and without cutting off the victim’s limbs). Guards should note that only residents and citizens are protected against an assault.

E. Defamation
Everyone who purposely designs and spreads wrong claims to harm someone else or to have own benefit from doing so commits crime in terms of the law. The crime is especially grave if it involves unfounded accusing someone in the government or guard without proper representation for committing a crime. Only citizens, guards and others in position of authority are protected against this type of crime.

F. Conspiracy to commit a Crime
Conspiring to commit a crime is now a crime in itself under the law. Should a person be caught in the act of planning, attempting or inciting others to break the laws and regulations alone or in a group, he is subject to the exactly same punishment as he would get for doing the crime. (Treat as category III.I-III.III crime depending on the crimes)

G. Concealment of identity
Anyone claiming to be another, wearing a suspicious article of clothing (hoods, long cloaks, visored helms), or refusing to remove these articles upon demand from a Governmental official or guard will be at the mercy of the law.

H. Provocation
Anyone who constantly and vigorously importunes, provokes or insults someone else by verbal or physical actions commits crime. To unsheathe a weapon and to try to inveigle someone to do illegal actions can be a form of Provocation too.

II. Medium Offenses

Punishment guidelines for the Guard:

  • Fines: 10-25+ silvers, or up to the worth of the stolen item if it cannot be returned.
    Banishment from the Town borders and surrounding estates: 10+ days
    Jail time: 7+ days


A. Claiming false status to Authorities
Claiming to be a Resident/Citizen when you in fact are not is now a crime under the law. When this false claim is done by person who is accused of a crime, he/she can get double the maximum punishment under the law for the crime.

B. Giving false information to Authorities
Lying to the authorities is a crime under the law. When the authorities ask you a question, you should answer truthfully. The punishment varies depending on the magnitude of deception.

C. Obstruction of Justice
Anyone perverting or distorting the course of justice, interfering with law-enforcement or preventing the law enforcement from fulfilling their tasks commits a crime under the law.

D. Resisting Arrest
Resisting arrest through physical or verbal means is a crime under the law. Trying to prevent the arrest of someone, or sheltering him/her else by the same means is an equal crime under the law.

E. Disobedience
Everyone who refuses to follow official orders of the Town Guard or the Government, especially refuses imprisonments, bans or other official punishments commits crime in terms of the Law.

F. Robbery
In cases of thievery where the victim is threatened to be harmed by violence the crime has to be considered as Robbery in terms of the Law. When violence is used the crime has to considered as assault or attempted murder and robbery. It should be noted, that only citizens and residents will be protected against Robbery.

G. Threat and duress
Threatening a citizen or a resident with violence, or trying to force them into doing something against his will is crime against the law. Guards or other representatives of authority can never be charged for this without the approval of the High Judge. Residents are protected against threats or duress only within the walls of Trolls bane.

H. Kidnapping
Capturing or holding someone against his will is a crime against the laws. This does not apply to criminals and a guard or other representative of government is never committing a kidnapping. It should be noted, that only Citizens and Residents will be protected against kidnapping. (Kidnapping of a citizen should be treated as III.III crime)

I. Attempted Murder
Attempted murder is a crime where it can be seen that the perpetrator attempted to murder the individual, or that the victim was sufficiently severely wounded to justify that. Guards should note that Outsiders are protected against attempted murder within the walls of the city.

III. Serious Offenses

Punishment guidelines for the Guard:
  • Fines: 25-50+ Silvers
    Banishment from the borders of Trolls Bane and surrounding estates: Unlimited
    Jail time: 20+ days
A. Spying
Spying for the benefit of other town or organization is a crime under the law. The magnitude of punishment depends on the graveness of the leaks, to which organization/town the spying has been conducted for and the duration of the spying. Always treat the case as category III.III crime until proven otherwise.

B. Murder
When a person is irreversibly killed by someone else, and it cannot be determined that this was in self-defence, it is seen as Murder in front of the law. ((OOC: Only Perma-deaths can be murder))
Anyone accused of Murder who doesn’t turn him/herself in immediately becomes an outlaw.

C. Arson and Damaging of property
Anyone who through fire or any other means, intentionally or unintentionally, damages the property of the town, an individual or a group commits a crime under the law. To encourage caution with fire, even unintentional cases of property damaging will be punished with fines. The minimum fine is 25 silvers but there is no upper limit.

D. High Treason
An individual, who alone or in a group, commits any or all of the following acts may be found guilty of treason:
  • Inciting a rebellion.
  • Belonging to, associating with, assisting or supporting a group which plans to overthrow the government of Trolls bane or assassinating a person belonging to or working for the government (or planning to do those individually).
  • Anyone convicted of spying may also be punished for treason, and vice versa.
Revocation of citizenship, branding as outlaw, confiscation of property, extreme fines, a long period of hard labour or death by hanging may be given as punishments for treason, depending on the seriousness of the person’s guilt. All punishments for treason are handed personally by the Governor, or by the captain of the guard, should the governor be absent.

The Administration

The administration takes care of the City, and is made up of the highest civilian and military functionaries. They are responsible for the day to day operations of the city, as well as the strategic decisions involving law, foreign policy, economy and military. The Administration is lead by the Archduke of Trollsbane.


Archduke

The Archduke is the head of the city. He oversees all other lower functionaries and is the highest decision-maker within the realm. He is the primus inter pares within the council of nobles, and the Captain of the Guard and the Chancellor are directly responsible to him. This makes him the supreme authority in civilian, legal, foreign and military matters.

-The sovereign of the town (assumes the duties of the governor)
-Heads the noble council (who decide upon the noble matters)
-Elected by the Nobles and other people with voting rights, from amongst the title-holding nobles for a set period of time.
-Supreme legal authority within all lands of Trollsbane, surpassing the authority of the noblemen even on their own lands in legal matters.
-Settles legal disputes between nobles.
-Handles complaints, requests and appeals from nobles directly.
-Term of the archduke is two dwarven months long


Chancellor

The Chancellor acts as the right hand of the Archduke. As the Captain manages the military aspects, the chancellor is responsible for the civilian administration. The chancellor is the head of the Trollsbane Procurement Office (TPO), which is the city monopoly purchasing authority, handling the entire volume of purchases from the citizens . He also acts as stand-in for the governor, and functions as a link between him and the citizens.

Duties:
- The chancellor can give orders to the town guard, and if it is something extraordinary it should be agreed upon with the guard captain and/or the Archduke. The chancellor assumes the powers of the Archduke over the Guard, if the Archduke is unable to command.
- The chancellor can take command of the town guard in case of an emergency if the captain of the guard is absent, if agreed upon with the Archduke.
- The chancellor can issue a warrant on any commoner that has committed a crime according to the town laws.
- The chancellor heads the Trollsbane Procurement Office, responsible for the purchases of the town. The purchase decisions are made in conjunction with the Archduke, but the chancellor takes care of the physical transactions and announcements.
-The chancellor may be authorized by the Archduke to act as his replacement.
- The chancellor is allowed to make trade agreements for the town of Trollsbane, if agreed upon by the Archduke.
- The chancellor may act as a diplomatic representative of Trollsbane, if agreed upon by the Archduke.


Captain of the Guard

The captain is the man responsible for the recruitment, training, organization and leading of the town guard and military aspects of the city, excluding the procurement of equipment. He leads the guardsmen by his example and is responsible to the Archduke, and if so decided, to the Chancellor.

-Is responsible for the safety of the town
-Commands, trains, organizes and heads the recruitment of the guard


High Judge

The high judge oversees the punishment of criminals within the Trollsbane territory, and he is the second most senior interpreter of law and judicial matters after the Archduke of Trollsbane

-Sentences criminals captured by the guard according to the law of Trollsbane
-Handles appeals and complaints from the citizens
-May act as a diplomatic envoy under the authority of the Archduke

Social Order

The most drastic change shall be restructuring of the social hierarchy. The politics of Trollsbane shall finally take a giant leap away from the “sign your name here” political participation and the power of nobodies, which favors masses of new citizens over the old ones. From this moment on, political influence requires becoming a stakeholder in the Arch-duchy itself. Those citizens who are raised above others shall take care of the lands and provide a long-term approach to the decision making of the town, all in the sake of common good. This does not diminish the rights of a normal citizen in any other regard than with the right to vote, and enables him to focus solely on the improvement of his own life and prosperity, under an administration which is keen to support that.


Citizens

Citizens form the backbone of the society, and benefit from the protection of Trollsbane laws, the right to sell goods to the Trollsbane Procurement Office, the right to own land and buildings without paying taxes. They have right to complain to the high judge if they feel mistreated by the guard. They are free and encouraged to work and prosper within the land of Trollsbane, free of any administrative burden.


Nobles (Title-holding Lords)

The title-holding nobles are lords of the land, who provide long-term leadership and continuous governance for the town. They are the lords of their respective boroughs, elect the Archduke, act as high judges within their own borough and have only authority second to the Archduke and his representatives within their domain. They always enjoy elevated legal protection and the presumption of innocence. Nobles do not have to complain to the High Judge, but may take their appeals and complaints directly to the Archduke.


Nobles (Spouses, Children* and Relatives* of Lords)

The nobles are the immediate family members of the title-holding lord, including their legal spouse, legitimate children with the spouse, who do not have any voting rights. The spouses are allowed to use the corresponding feminine title, matching their husbands rank (such as Baroness, Countess or Duchess). Their rights, legal protection and power within the spouse/parent’s domain are regulated by the spouse/parent. They do not have to complain to the high judge, but may take their complaints straight to the Archduke.


Nobles without title

The spouse, the children with the spouse, and two other direct relatives are eligible to the status of Noble. This may give the persons additional benefits along with those enjoyed by citizens of Trollsbane.

Archbishop

The Archbishop is the administrator of the Archbishopric, selected by the priests of his flock. He is in charge of the daily matters within the archbishopric and wields the highest authority on that land, with the right to sanction and ban criminals and blasphemers from the Archbishopric. He has the same powers within the Archbishopric as a nobleman within his borough. If he is a citizen of Trollsbane, then he has a single vote in the elections of the Archduke (though, he is barred from being a candidate), as the representative of Divine affairs. However, the amount of his votes cannot be increased, nor does he bear any connection to the council of Nobles or have any influence there. His vote is thus never counted as one of the total votes in the Council of Nobles votes, nor is he considered a nobleman in this context. However, the position of the Archbishop should be considered as prestigious as the position of Noble.

Titles and Peerage

The Land-holders are also granted a title along with the land. The tile costs 50 silvers. In order to discourage stagnation and make the titles more influential, the land-holders are given the opportunity to increase their titles and thus influence. This however, necessitates the creation of the Peerage of Trollsbane.

Titles

I.) Baron - 1 vote – Barons are chosen and appointed by the Archduke. The Title costs 50 silvers. No Prerequisites

Ia.) Archbishop – 1 vote in the Archduke elections, chosen by the monks and priests of the Archduchy. He may cast a vote only if he is a citizen of Trollsbane. Cannot become, or be candidate for the position of Archduke.

II.) Count - 2 votes – To become a count, one must have been a citizen for three months (1 dwarven month) and Baron for three months (1 dwarven month). The title costs 50 silvers.

III.) Duke - 3 votes – Duke must have been a citizen for six months (2 dwarven months), count for three months (1 dwarven month) and must have a residence within his borough. The title costs 50 silvers.


Benefits of titles:

Each level of title gives the title-holder an additional vote. This means that a duke has three times the votes
of a baron in the election of the Archduke. In addition, in all meetings of the Noble council, the holders of
the most prestigious titles shall be given the right to speak first. Those with the most junior titles will voice
their opinions last.


Gaining a title

The new titles, as well as vacant old ones are filled by the best suited applicant under the consideration and judgement of the Archduke of Trollsbane. He alone makes the decision and determines the necessary qualifications of the applicant. The applicant however must be a citizen of Trollsbane. Any dual citizens are explicitly banned from becoming nobles. The titles cannot be combined nor can the territories be merged.


Losing the Title

Upon bestowing a title of Baron on an individual, the Archduke may use his judgement to revoke the title for any reason during the first thirty dwarven days. This is known as the trial period, and it is used to determine the suitability of the candidate, his actions and behavior. The candidate is entitled to no refund if the title is revoked because of his misbehaviour. Secessionist actions enable the Archduke to revoke the noble of his title, but an accusation of treason requires the consent of the Noble Council before the title can be revoked (the accused nobleman cannot vote). The title holder may also voluntarily give up the title entirely, or give it up for the benefit of his spouse or legitimate, biological child. The title-holder may not give the title to anyone else, and in the case where the title-holder relinquishes the title entirely, the vacant title will be filled by the Archduke. A noble who takes dual citizenship will lose the title if he does not relinquish the citizenship of any non-Trollsbane town, tribe, clan or city when requested to do so by the Archduke. Archduke who violates his duties towards the council of nobles


Inactivity

The noble may temporarily make his spouse the Steward of the Borough, which shields the noble against title revocation for inactivity. However, each dwarven month under a steward requires an administrative fee of 15 silvers and the stewardship must be announced beforehand to the Archduke. Unannounced absence of over two dwarven months gives the governor a unilateral right to revoke the nobleman’s title without any compensation. An absence of one month allows the governor to bring the case of inactivity before the council of Nobles, which may then choose to revoke the title.


Succession

Should a title-holder pass away, the title shall pass on to his [1] legal spouse, or [2] eldest legitimate child or grandchild. The Council of Nobles may hold vote regarding the acceptance of the claim made by an illegitimate child, provided that the claim is backed by sufficient proof of relation. The legality of marriages, and children and relatives must be properly marked down to the Trollsbane census book for determination of the next legal heir on the line. Stewards may inherit the land if the Archduke agrees to it (and the current title-holder gives up his claim on the title), and should be treated as preferred applicants. All other forms of succession are banned, though other relatives may be accepted as the new title-holders through the normal process of filling vacant positions.


New title-holders

When the ruler of a borough changes, either through succession or revocation of title, there are certain matters which take place depending on the situation. The widow or widower of the deceased title-holder inherits the title with the full rank the previous holder enjoyed within the peerage of Trollsbane. The descendants of the previous title-holder will experience demotion of one rank. Other new title-holders will experience demotion to the rank of Baron. The title-holders however have the normal right to increase their rank as usual.


Council of Nobles

All the title-holding nobles become members of the Trollsbane Council of Nobles immediately upon granted the land and title. The council elects the Archduke from amongst its members, handles the revocation of titles from inactive nobles, the acceptance of relatives into the nobility and may also assist the governor in solving disputes between noblemen.

The council of nobles constraints the Archdukes executive power in following ways:
The Archduke may not, under the pain of losing his position, change the internal borders of the countries or give up of any Trollsbane territory without the consent of the nobles involved and the consent of the council of nobles.The consent will come through a vote, which requires the support of more than half of the votes to succeed.

If the Archduke accuses a nobleman of Treason, then the council of Nobles (except during the first thirty days, during which the Archduke has the right to revoke the title for any reason) shall hold a vote to remove the Nobleman's title after the Archduke has presented evidence to the council. This vote requires four three quarters of the votes to be successful, with the accused nobleman being forbidden from taking part in the proceedings. If the vote fails, the Archduke must retract his accusation and apologise for tarnishing the Nobleman's honour.

If the Archduke violates his duties towards the council, or makes decisions which are not within his power, the council may vote to remove the Archduke from power. This vote requires four fifths of all votes and two thirds of all noblemen to succeed, with the Archduke not having the right to vote. In the event of a no-confidence vote, the refusal by the Archduke to step down is considered a treason against the Archduchy and all nobles.

Economy

Since the benevolent administration has every intention to make its citizens prosper, the city has decided upon a policy where it makes purchases from the citizens in order to allow the tax money to be in the direct benefit of the citizens. The equipments will be then either used for the projects of the city, or sold to other citizens or nobles at subsided prices. The transactions will be handled by the Trollsbane Procurement Office, headed by the Chancellor.

Lands of Trollsbane

The lands surrounding Trollsbane shall be divided into two districts and seven boroughs, each borough headed by its own Noble-title holder. Trollsbane itself shall remain as neutral ground, under the direct administration of his highness, the Archduke of Trollsbane and the Chancellor of Trollsbane. The archduke cannot give up territories or change the borders of the boroughs without the consent of the council of nobles.

The nobles may ban or allow serfdom or slavery if they see fit, however capturing slaves within the territory of Trollsbane is strictly forbidden.

Archbishopric

1.) The Monastery remains under the Authority of Trollsbane law and a part of Trollsbane. It will be handed over to the Credii and the Church of Gobaith, who form the backbone of the new administration of the area.

2.) The Monastery shall be turned into an administrative area known as the "Archbishopric", while the names of the individual buildings can remain as they are. Following the name-change, the leader of the Archbishopric is known as the Archbishop.
a.) Father Thyme shall be named as the first Archbishop, and he pledges loyalty to the laws and social order of the Archduchy.
b.) Father Thyme, as all the future archbishops, must give a pledge of loyalty to the Archduchy of Trollsbane before he can ascend to the position. This pledge must be made in the manner specified in 2-d.
c.) The Archbishopric shall have peace to conduct it's business as they wish, as long as the pledge is respected and the pious and shall be allowed to pray on the land.
d.) The exact wording of the pledge: "I, -name- hereby swear in the name of -name-, to diligently and without desire for personal gain to perform my duties as the Archbishop. I shall shepherd the flock fairly, to be pious and respect the laws of Trollsbane. I thank the Almighty gods who have blessed me, and pray that I shall serve them well, for they are the beginning and the end, and I am a mere mortal."
e.) The Archbishop manages his own organization, and should have elections amongst the priests of the Archbishopric on set intervals. Citizenship of another town or area does not prevent a priest from becoming the Archbishop. However, only the priests and monks of the Archbishopric shall be given the right to vote or run for becoming an archbishop.
f.) The priests of the archbishopric are allowed to have their own congregations or churches, and are not forced to cooperate with each other beyond adhering to the commands of the Archbishop, and the election of the Archbishop.
g.) The archbishop has the right to sanction monks and priests for misbehavior, and to ban individuals for committing crimes or blasphemy within the Archbishopric territory.

3.) The archbishop and the archbishopric shall enjoy a status comparable to a borough with a single vote, with the exception that only those Archbishops who are citizens of Trollsbane shall be able to exercise their right to vote. Furthermore, this vote is only available in the election for the governor, and the Archbishop does not have any connection with the council of Nobles.

Dear reader,

please recognize, that the Borough of Oakwood shire and the District of Crossroads have the same number. This causes some irritation and makes me think if our lords and other nobles might not be so educated to see that after eight (VIII) comes nine (IX) not four (IV) again. In case both regions are the same, which the map does not indicate nor support, i will apologize for my ranting.

One may notice upon stepping to the boards and reading over the two amendments in question, that some fairly evident changes have been made to the make up of the citizen list and the territorial map.

In the list, and starting from the top, read anti clockwise, it describes the following

1 2 3 9 5 6 7 8 4

This is very confusing to anyone trying to understand it.

I believe the Archduke has a generous plan for that borough, so it won't be an issue anymore whether it's called IV or IX. He didn't design that map anyway.

Would be nice if you could put up the laws of Trolls bane soon, since I believe we all want to know what laws to follow. As it is now it seems like Trolls bane is lawless and I am sure that is not what you or any other honest citizen wants.

Because of our need to improve relations with the Knighthood, we saw it fit to sign a contract with them and officially return them full ownership of their land. Terms of this contract can be found on the main announcement board.

Also, because of his good intentions and actions to save Lady Furnir from her situation earlier this eve, Wolf has been given amnesty of past crimes. If he fails to exercise this privilege and continues any involvement in a life of crime, we'll just as easily take these rights back.

Liam Heneghan has forfeited his rights as a citizen and so therefore, his name is taken from our list. Ayanko, a young merchant has decided to join our town.

Greetings,

The cemetery has been officially incorporated into our Town, as well as the land south of it. With this new chapel, citizens of the town will be given special benefits from the church. The land north of the Sea horse has also been given to the Church to build a communal house of worship for prayer. In other land news, the old Lands of Kallahorn have been incorporated as part of Eastmark.

Also, I shall speak with the builder when he is around to make repairs to the damaged Jail. Captain Yusuf, please meet with me in person for guard pay.

As for the citizens of the town, I believe the next noble meeting will be time to discuss some major improvements to our town. Some of the topics that will be discussed at the upcoming meeting are the following:
  • Status with Silverbrand, hopefully fixing any problems with the border disputes.
  • Draft new laws for the Town Guard.
  • Have a vote on who the Nobles think is worthy of the Guard Captain position.
  • Discuss the building of bridges and a guard house to the north-west of town to give nobles and citizens of these boroughs easy access to their homes.
  • Discuss the possibility of placing a impeachment bill into our governmental system.
  • Changes to the voting system.
  • Discuss how Noble's charters should be enforced.
  • Ways to improve the defense of the town.
Though it's a noble only meeting, any person in the government who does not hold a noble position is asked to make an appearance. Though you will not be able to hold a vote, I can guarantee you that your words will not fall on deaf ears. This meeting will .. as shown above cover many topics.. so I will try to waste as little time as possible in between decisions. The meeting is mandatory, so .. it's strongly urged that you attend.*

The amount of land Troll's Bane is currently claiming is ridiculous considering the actual size of the city, and so is the number of nobles. Perhaps you should focus your resources on the actual town, and the areas reasonably close to it?

I please you to abdicate the claim of every district of Troll's Bane which includes parts of the Troll Woods. (VIII. , X. , XI. )

It is my task to speak to you in this case, because Trolls do not choose conversations to solve their problems.
Your behaviour towards the troll woods is disrespectful and therefore disrespectful towards the trolls, too. I can not tell you what the trolls are going to do, if you do not put your claim down. They may do nothing, because they do not care if Lord XY claims land or the may even start to attack. But they will protect their forest for sure.

This is a warning and appeal. Be wise and abdicate your claim.

I can assure you that by The Five, the Trolls shall be respected. Borough X. shall not claim nor build any part of their woods. The map is slightly in error. I renounce any claim to the actual 'woods'. The Trolls shall be left in peace.

Bourough Ten is only concerned with the Cemetary and the plains around it to the south, which has always been "Trollsbane's" cemetary.

For our part, I hope this satisfies the Trolls. I shall discuss this further with Lord Rothman, concerning his part of the woods.

I appreciate the concern, but I find it rather funny how I get stormed with so much concern over a map that I neither made, or land I claimed after I became Archduke. The Kallahorn land has incorporated that small edge of the woods since it was first claimed by Kallahorn some years back. For those years, the Trolls have actually been rather peaceful towards our settlement. However, if it makes you sleep any better at night, the land claim that has sit for years which you never debated shall be moved back.

The cemetery claim will be moved back as well, as requested by Father Thyme. As for my land marked VIII which was claimed by Edward some months back and no one heard a word about your displeasure of it until I was elected.. the very tiny edge of the woods claimed will continue to belong to those lands.

I would like to remind you of this paragraph found in the Council's Rights,
The Archduke may not, under the pain of losing his position, change the internal borders of the countries or give up of any Trollsbane territory without the consent of the nobles involved and the consent of the council of nobles.The consent will come through a vote, which requires the support of more than half of the votes to succeed.
I have much to say about the forest you are about to give up, I ask that the final decision wait until today's meeting.

A young boy walks from Troll's Bane up to the north, passing the bridge to the grey refuge. As he comes closer to the northern forest he stops. He herad that it would be too dangerous to go into the forest.

"You did for what I asked you?"
The boy looks around and smiles slightly as he sees Merung walking out of the forest. "Yes, Mister, I did.", he answers and tells what Julius Rohtman wrote about the Troll Woods. Merung nods a bit and turns back to the forest. The boy bites on his lower lip and asks then: "You want me to pin an answer to Julius on the board?" Merung looks over his shoulder to the boy and smiles faintly in his characteristic sad way, saying "No, no. I do not see a reason to argue with Julius." The boy looks pretty confused at these words and says shyly: "I...I do not understand." "I am just not interested in Julius or Troll's Bane. My concern are just the trolls and their home.", answers Merung and turns with this words back disappearing in the deepness of the forest.

On one of her rare visits to Trolls Bane being busy in the forests lately, Achae stops to read the latest posts then looks quite awhile in her heavy bag finally pulling out a pen dropping a few leaves on the floor in the process and having no parchment, writes on the back of a thin piece of bark yet the words are still clear.

The Druids are sworn to protect the Trolls, the forest is their land.
