Do I need a gm to announce my quest in that "Quest-Announcer-thing" or is there a way to do that yourself?

There used to be a way to do it yourself, but n00bs raped the system and nitram was all lyk; "Psh, fook you nublets." and took it down.

Bug me. Or any other gamemaster. Best option is to "bug" Lianis or Thorvald, the quest-GMs, in case you need any support.
