I beleive priest magic should be divided into 3 sections. (lets call them A B and C)
A would be the easiest and most simple, while C would be amazing...
Spells A would be available to all which would fall under the god's lyne of work. For example, a brewer might pray to Adron, and every now and then Adron might decide to bless his wine bottles, filling them up... or making them taste better.
Spells A would be utility spells

In order to gain acess to spells B, the person would need to prove himself loyal in front of his god... a Gm designed quest, in order to retreive somethign important or so, would be designed , which s/he'd have to complete alone (or in Zhambra's case, with friends).
Spells B would be strong and useful spells, healing, or enhancement spells, things which'd turn the tide of battle.. yet make the person have to fight himself for example
A good example of a person with acess to these spells, would be a Paladin

For spells C, the person must show total dedication to his god, a (harder) GM quest is designed, and then the spells become castable.
These spells would be devistatingly powerful, and very few would ever reach this path (or want to). From then on the god (GM
Spells would include, resurrection, summonings, full healing and the lyke.
