That happens when a dev does not want to wait hours for a program to compile and allows it to use more hardware resources.

are they down the game froze and when i try to log back in the detailed map is just black.. is anyone else having this problem?

I am pretty sure that means the server's down, you'll be able to get back in once it's up again, which isn't normally that long.
