Are my capes not good enough for Sam?

I made all these pretty grey capes and tried selling them to Sam (who told me that he buys them) and he keeps telling me to come back when I have it.

I've tried all sorts of wordings to sell them, and have come to the conclusion that Sam has something against me

Sorry if this should be in the Newbies section, I wasn't too sure

I think he only buys one color of clothing. It's either blue or green, I think.
