Im completely new here and i just wanted to create a new character but every time i click on "Create" nothing happen. I waited 20min in front of my computer to whether it perhaps just takes a long time but i think 20 min are long enough! So may anybody say whats my problem? (YES I have DX7!)

Create really just creates the character, to log in you have to press the "OK" button. There should be a message about this in the status bar.

I never come to clicking the OK Button because the window doesnt react anymore

Do you have any races to select from in the menu? If not, you have no connection to the server (possible solutions: Windows 95, usage of a proxy or firewall (some providers do) )
