Main point of his program is to create the open senate, the platform of making decisions by those who would be voted by the free citizens. For details please speak with Whisper himself or with Titus Marcelius.

Everyone who has problems to understand the constitution of Runewick may ask at the citizens meeting or direct by a council member for explanation. Every person who is interested in joining the academic council have to prove himself as a value member of our academy and town. That means the person need:

• the rang of a Docent
• have a academic area in which it study and teach and hold regular lessons
• respect the decent gods
• have no criminal record nor can be associated with criminals or cults of demons, undeads or the uncalled one
• had proven to support Runewick in the past

Every individual meeting the requirements can hand their application to me.

A dark-haired woman in a red robe approaches the wall. Her cold brown eyes read over the parchments and a sardonic grin widens as she reads. She cackles and states rather loudly, “If only there were those outside of the Good Ol’ Boys Club who are allowed to teach. At least Whisper has one thing dangling for him. Or should I say three?” She cackles again before turning and heading off towards the library.
