Do quality of gathering tools matter?

While the quality of crafting tools have the quality of the end-product as a factor as to why you want high quality tools, what about tools like sickles and pickaxes? Or tongs and crucible-pincers for that matter? Does quality matter at all then?

Confirmed, the gathering time is scaled by the tool quality in the range 80-120 %. This holds for gathering actions such as mining or digging sand. The intermediate product (casting ingots) is at this moment not affected by tool quality.
