I've been noticing that Goblin Hunters(And any other ranged creature, at that) walk right up to you before they shoot arrows at you. Is this supposed to be like that or an error, and will it be changed come the VBU(or later)?

Its a bug.

Its been fixed many many times.

But it always finds its way to the cross.

Well, you know a feature is just a bug with seniority. Good luck squishing that one.
