Is there a list of the # commands somewhere. Specifically, I'd like to set the language I'm speaking but really I'd like to know all the commands we have access to.

The most convenient way to change your characters language on the fly, is to right click on the talk button at the right side of the text console.

Options there cover most of your everyday roleplaying needs.
