Athian is not correct on these matters .. owning property in and around Troll's Bane is a privilege and one is expected to upkeep their property and be an active participant in town matters. Anyone claiming to be a previous owner is in the wrong if they try to change the locks. But if someone somehow convinced both the builder and the locksmith, and therefore beyond anyone's control as the structure is left to crumble, then the money would be returned.
