Town of Troll's Bane

Much of this parchment is unfinished at first as there are uncertainties over certain land claims, while other things will be finalized with the council.

The town recognizes Skull'fed as the rightful owner to the workshop. He has prior history of owning it so his rights to ownership are being renewed. He has been given the key.

Skull'fed has agreed to leave the doors unlocked at least for a short period so those who had possessions in the depot may retrieve them.

As this is a renewal of ownership no initial fee was collected and no further tax will be collected at this time.

Regarding the South House:

-The Town of Troll's Bane has handed over two sets of keys to Mr. Shalpert.
-The money owed will not be paid until this contract is finalized by at least two councilors.
-The owner has all the rights and limitations found within the land rules in the town charter.
-The owner may not remove the property from Troll's Bane jurisdiction or else this contract is void.

Regarding the South House:

The Town of Troll's Bane accepts the purchase of a share of ownership by Altrix Wulfgar.

An original fee of 5 gold coins was paid for this privilege.

Whenever the occupant is done using the house as a residence they will be paid back a certain amount based on how long they stayed in the house. Their return will diminish 0.5 silver every 6 dwarven months.

Regarding the smithy east of the town wall:

The town of Troll's Bane recognized Leon and Oxiana as the winners of the bidding process for the structure, formerly known as Garon's smithy, and they may rename it and modify it as they please.

The winners will hand over 8 gold coins for initial purchase of the structure. In return the town will give the winners two keys. (done)

Owners of this structure are responsible for a 20 silver per dwarven month tax.

Refusal to pay this tax or prolonged inactivity of all owners, lasting one dwarven month or longer, puts the structure in danger of being repossessed. The owners may hand official ownership to other individuals if they desire.

The structure and surrounding land are part of Troll's Bane and the town laws are in effect. Any attempt to remove the structure from Troll's Bane jurisdiction voids this contract.

Regarding the lands of "Eastmark":

The town accepts Skull'fed as the owner of Eastmark. There is historic basis for this claim as he has owned the keep at Kallahorn. Even though this could be considered a renewal it will be brought to vote due to the lack of good records on this claim.

Since Skull'fed has a historic basis for this claim no initial property fee will be collected.

Skull'fed has agreed to let the town take a small fee out of his monthly guard earnings to continue ownership of this territory.

Eastmark is not permitted to leave the jurisdiction of Troll's Bane, and if so, this contract is void and will return to town ownership. All applicable regulations apply to Eastmark.

Contract of Athen

The following contract constitutes a lease of the estate known as West Strand to Anon D'Athen and Taiah Daekash, should they agree and follow the terms of the contract below. The estate known as West Strand shall remain a territory of Trolls Bane and any attempt to cede from Trolls Bane will automatically make this contract void. The leaser is permitted to use the property as he wishes as long as he accepts and follows the laws and rule of Trolls bane. The land will only be re-seized by Troll's Bane should the user become inactive or commit a crime of extremely high proportions.

Regarding the land of Oakwood Shire

The Town of Troll's Bane recognizes Miss Shandra as the owner and manager of the land called Oakwood Shire. This land includes the area south and west of Lake Adron and it goes westward to the peninsula adjacent to the Three Finger bay.

A sum of 50 silver coins was paid to transfer the deed of ownership. No further taxation will occur in the future. The land of "Adron" is expected to remain under Troll's Bane jurisdiction.

The Council of Troll's Bane has also requested that the owner of this land have plans and intent to improve the land into the future.

Model of Government

The Commonwealth of Trolls Bane

The Commonwealth of Trolls Bane includes the town proper and its accompanying boroughs. These burroughs include Midlands, Eastmark, Southfields, Riverside, Northbridge, Oakwood Shire, and Athen (West Strand). These boroughs are not permitted to remove themselves from the town's jurisdiction. All Citizens and Residents of the Commonwealth have the right to own land. All boroughs are subject to the laws of the land as well as taxes.

The Commonwealth of Trolls Bane is to be made up of a government of citizens, one equal in worth to another.

All elected officials are required to be active, being absent and nonresponsive for more than one Dwarven week without any prior warning may lead to being ousted and replaced by another democratically elected official.

Citizens

All Citizens have the right and power to vote in every town wide election as well as lobby their elected officials at regularly scheduled town meetings. Town meetings held by at least one government official must be held at least once every two Dwarven weeks.

The Citizens have the power to recall any elected official at any time during the term. To recall an elected official due to displeasure with their job quality then an official grievance must be made publicly including the specific grievances. Once this document has been written and known publicly, the council needs to vote at least 2-1 in support of the recall petition. If this too is passed then a public vote is taken where support for the recall must also reach a 2:1 ratio at the end of the voting. During this vote citizens will also name their preferred successor (1 name only) and if the recall passes the highest preferred successor will take their place. A complaint may also be filed for inactivity. An inactive representative will be on notice for 1 dwarven week -- if they do not respond then a replacement will be chosen by citizens.

Governor

The power and purpose of the Governor is to nominate Captains of the Town Guard and the Judge of Trolls Bane, enforce town laws, head the town during wars or states of Emergencies, write treaties with other settlements, finalize land contracts with citizens and residents, propose tax increase or tax decreases and request town money for various projects.

The Governor is to be elected for a term of six dwarven months as decided by the first town vote under the new system.

Council

The Trolls Bane council will be made up of 3 members.

The power and purpose of the Council is to collect taxes, write and pass laws, confirm nominated Captains of the Town Guard and the Judge, sign treaties with other settlements and allocate town money to the Governor for various projects.

Council members are elected to a term of six dwarven months each.

Judge of Trolls Bane

The power and purpose of the Judge of Trolls Bane is to understand the Contract between the Government of Trolls Bane and its citizens to ensure that all laws, treaties and projects made by either the Council or Governor are legal under that Contract. The Judge is also the judge in all criminal trials and is to keep an eye on any possible corruption of the Governor, Council or Guard Captain.

The Judge may be recalled if a town meeting of at least a third of the town people show up and demand the Council vote on a recall, then it is up to the Council to unanimously vote to recall the Judge. Doing so will result in the banishment of the Judge.

Town Guard Captain

The power and purpose of the Town Guard Captain is to protect the people from all enemies, enforce the laws of Trolls Bane, maintain the town guard and request funds from the Council. The conduct of lesser ranking guards will reflect upon the Captain himself.

Any misconduct or ethical complaints involving the guard captain or lesser ranking guards may be written and sent to either the Judge or the Governor, or both. If the individual making the complaint feels the Governor and/or Judge are biased and unable to judge the situation fairly they may request an independent citizen be added to the group that looks over the complaint, and this request HAS to be accepted by the governor and judge.

Election Reforms

Terms for both the Governor and the Council are both 6 dwarven months, and the date of the next set of elections must be posted soon after the last election has finished.

The citizen list will remain open during regular time and must be closed immediately after all nominees have been announced to avoid any possible abuses. Citizens thought to be inactive will have a mark placed next to their name one dwarven week prior to the citizen list closing .. during that time they may appeal their inactive designation.

Once the nominees are known the election must begin no longer than five dwarven days later. The election must last at least two dwarven days and the time the election ends must be firmly set by whoever is presiding over the election (usually the governor, unless they are absent due to inactivity recall).

Due to suspicions during the previous election, all future elections will be done via a secret non-changeable ballot.

Amendment #1: Land Rights and Rules

Both citizens and residents can own property with the bounds of the town and its districts. If multiple parties desire the same area of land then the citizen(s) will be preferred over residents.

Whenever there is a change in government all current land owners have the right to retain their land and be safe from confiscation. New governors may renew the old contracts -- renewals do not require a council vote. An owner is eligible for renewal if they are the long-standing owner or have been viewed as the owner or manager at some time. No purchase fee should be paid for renewals.

The governor may renew contracts of previous owners to continue their ownership. This does not require a council vote. New land claims and single building sales must pass a council majority.

Buildings important as town resources can not be sold to private owners. These include the library, the jail, and the shop near the east gate.

A land owner has the right to pass ownership on to a successor that is a citizen or resident and they must be in good standing with Troll's Bane. One loses good standing if they have an unresolved crime in the categories of robbery, assault, murder, or kidnap or have been convicted of such in their recent past. Crimes in the distant past may be overlooked if good behavior followed.

A district may be confiscated under the following conditions:
1) The owner attempted to remove the district from Troll's Bane's jurisdiction.
2) The owner committed a heinous crime or declared war on Troll's Bane.
3) The owner has gone inactive for more than a dwarven month.
4) The owner voluntarily gives up their right to ownership.

Districts may be sold for an initial purchase fee decided by the governor. Taxation rates may also be negotiated. Unlike renewals, new land claims (new owner for a confiscated district) must be voted on by the town council by a majority of 2-1 or better.

The governor or council cannot edit a contract without first consulting the owner(s).

Land owners have the right to manage as they wish as long as their actions do not break town laws and do not break the terms of their contracts.

Amendment 2: Temporary Bans by Officials

Any town official that isn't a guard (judge, governor, councilors) may invoke a short and temporary ban on any individual after personally witnessing some crime or disturbance. Allowing for such bans will help cut short tense conflicts and will help keep the town safe before the criminal complaint is officially filed. If no charges come from the complaint the ban must end immediately. The ban cannot last longer than 2 dwarven days.

Treaties
Regarding the Temple

This policy will effect the following individuals who are/were actively part of the Temple:

*Temple members will officially be able to walk freely again within the lands of Troll's Bane.

*Temple members will be permanently banned from residence and citizenship. They may not own land, they may not be guards, and they may not vote.

*Members of the Temple cannot directly receive any money from the town for services such as when the town purchases weapons and armor, or when the town makes any other purchase.

*Any of the individuals above will continue to be allowed to walk freely in Troll's Bane unless they are found guilty of a medium crime or worse (see the town laws on the guard parchment for clarification). If found guilty of one of these crimes their permanent ban will be reinstated with no hope of it being lifted again.

*If any individual listed above commits a crime or wages war on another settlement or town their permanent ban will be reinstated.
Treaty of the Fluffy Sheep Tavern

I. Subject of the treaty
1. Subject of this treaty is the Fluffy Sheep Tavern defined in the east by the walls of the tavern building, in the west by the river, in the north and the south by the walls of the tavern building and the hedges in the following only called “Tavern”.

II. Ownership
1. The Tavern is property of the Kingdom of Silverbrand.
2. The Tavern is to be treated as a part of the Kingdom of Silverbrand.
3. The only law coming in effect on the Tavern’s ground is the law of the Kingdom of Silverbrands.

III. Rights and Regulations
1. The Kingdom of Silverbrand has the right to enforce the law with all necessary means.
2. The Kingdom of Silverbrand has the right to ban people from the ground of the Tavern.
3. The Kingdom of Silverbrand may not do anything on the ground of the Tavern that endangers the Town of Troll’s Bane
4. The Town of Troll’s Bane may prevent immediate danger by using it’s armed forces.
5. The Town of Troll’s Bane may capture any criminal that is taking refuge in the Subject of the treaty, as long as he is no citizen of Silverbrand or subject to the King.

IV. Validity of this treaty
1. This treaty is binding for all following goverments.
2. Violation or termination of this treaty may be interpreted as an act of war.
3. This treaty comes into effect with the signature of both partys,

There are some folks who like to latch onto the ankles of the town and continue with their petty and unfounded annoyances. I have decided that those individuals are worthy of their own section on the town wall. I will of course have to keep updating as is needed. This is mostly for convenience so I do not have to repeat my arguments and reasoning with these thick individuals over and over again.

Goes on an anti-Temple crusade, can't name any significant infiltration, refuses to talk about his past while highlighting others, and runs away from arguments. He has yet to answer my questions.

Comes back after getting banned from Troll's Bane and living in another town, expects to be let in as a citizen to vote, and does everything imaginable to put his judgment into question.

Top reasons Hew is not allowed to vote:
1) New citizens are not allowed in during the election period. This limits the ability of opportunists to switch over to Troll's Bane and influence the results. This includes unwanted foreign influences.
2) Hew has told me via a written note that he can be bought and sold:

Greetings all, I will be at the Seahorse inn for about the next hour or so if anyone has business to discuss, or insults to throw, perhaps even in that order.


Also I will be keeping the town's business transparent so citizens know what is going on.


Northbridge contract renewed:

The following contract constitutes a lease of the estate known as West Strand to Anon D'Athen and Taiah Daekash, should they agree and follow the terms of the contract below. The estate known as West Strand shall remain a territory of Trolls Bane and any attempt to cede from Trolls Bane will automatically make this contract void. The leaser is permitted to use the property as he wishes as long as he accepts and follows the laws and rule of Trolls bane. The land will only be re-seized by Troll's Bane should the user become inactive or commit a crime of extremely high proportions.

Tax shall be issued at the flat rate of ten silvers for the first dwarven month and be subjected to change after that, at the discretion of the government of Trollsbane. The leaser shall be informed and permitted to appeal should the tax rate be changed. In order to combat inactivity, should the owner go three dwarven months without paying taxes, the land will be returned to Trollsbane, and the lease will be canceled.

Both parties agree to these terms and are bound by their signatures below.

(Reasoning for wanting to remove: Let's be honest here, we all saw how hectic a town wide vote is, and doing so for taxes, which I'm not even collecting for the most part, seems to be more hassle than it is worth.)

To be a voting citizen one must be active within Trolls Bane. The conditions for what is considered “active” and what is considered “inactive” is still up for debate and will be determined through a town wide vote proposed by the Governor shortly after the Governor is elected. (PROBLEMATIC: I've always found the issue of trying to designate who is active and who isn't to be very complex, subjective, and a major headache. Often times someone is considered inactive and they show up to complain about it. I think my voting reforms below will make this clause unnecessary.)

Governor

The power and purpose of the Governor is to nominate Captains of the Town Guard and the Judge of Trolls Bane, enforce town laws, head the town during wars or states of Emergencies, write treaties with other settlements, finalize land contracts with citizens and residents, propose tax increase or tax decreases and request town money for various projects.

(Updated to put in term length decided by vote) The Governor is to be elected for a term of six dwarven months as decided by the first town vote under the new system.

Council

The Trolls Bane council will be made up of 3 members. (Altrix has brought up the possibility of having specialized council members. As of right now I believe the other two council members do not favor this method and I am skeptical of it myself, as it would make the elections even more confusing and complex. I believe right now the best thing to do is leave it at a regular 3 man council that oversees the governor and judge.)

The power and purpose of the Council is to collect taxes, write and pass laws, confirm nominated Captains of the Town Guard and the Judge, sign treaties with other settlements and allocate town money to the Governor for various projects.

(Updated with term length) Council members are elected to a term of six dwarven months each.

Judge of Trolls Bane

The power and purpose of the Judge of Trolls Bane is to understand the Contract between the Government of Trolls Bane and its citizens to ensure that all laws, treaties and projects made by either the Council or Governor are legal under that Contract. The Judge is also the judge in all criminal trials and is to keep an eye on any possible corruption of the Governor, Council or Guard Captain.

The Judge may be recalled if a town meeting of at least a third of the town people show up and demand the Council vote on a recall, then it is up to the Council to unanimously vote to recall the Judge. Doing so will result in the banishment of the Judge.

Town Guard Captain

The power and purpose of the Town Guard Captain is to protect the people from all enemies, enforce the laws of Trolls Bane, maintain the town guard and request funds from the Council. The Captain is responsible for the conduct of the guards beneath him, if a town guard is guilty of corruption, the Captain will also be held accountable, punishment to be determined by the Judge. (PROBLEMATIC: I heard some of you arguing this point. I believe we should keep the first statement but remove the second. The captain should be held responsible in a sense that it reflects on his job quality. But charging him over something another individual did seems unacceptable to me.)

(ADDED:) Any misconduct or ethical complaints involving the guard captain or lesser ranking guards may be written and sent to either the Judge or the Governor, or both. If the individual making the complaint feels the Governor and/or Judge are biased and unable to judge the situation fairly they may request an independent citizen be added to the group that looks over the complaint, and this request HAS to be accepted by the governor and judge.

Election Reforms (ADDED ENTIRE SECTION)

Terms for both the Governor and the Council are both 6 dwarven months, and the date of the next set of elections must be posted soon after the last election has finished.

The citizen list will remain open during regular time and must be closed immediately after all nominees have been announced to avoid any possible abuses. Citizens thought to be inactive will have a mark placed next to their name one dwarven week prior to the citizen list closing .. during that time they may appeal their inactive designation.

Once the nominees are known the election must begin no longer than five dwarven days later. The election must last at least two dwarven days and the time the election ends must be firmly set by whoever is presiding over the election (usually the governor, unless they are absent due to inactivity recall).

Due to suspicions during the previous election, all future elections will be done via a secret non-changeable ballot.

The Commonwealth of Trolls Bane

The Commonwealth of Trolls Bane includes the town proper and its accompanying boroughs. These burroughs include Midlands, Eastmark, Southfields, Riverside, Northbridge, Oakwood Shire, and Athen (West Strand). These boroughs are not permitted to remove themselves from the town's jurisdiction. All Citizens and Residents of the Commonwealth have the right to own land. All boroughs are subject to the laws of the land as well as taxes.

The Commonwealth of Trolls Bane is to be made up of a government of citizens, one equal in worth to another.

All elected officials are required to be active, being absent and nonresponsive for more than one Dwarven week without any prior warning may lead to being ousted and replaced by another democratically elected official.

Citizens

All Citizens have the right and power to vote in every town wide election as well as lobby their elected officials at regularly scheduled town meetings. Town meetings held by at least one government official must be held at least once every two Dwarven weeks.

The Citizens have the power to recall any elected official at any time during the term. To recall an elected official due to displeasure with their job quality then an official grievance must be made publicly including the specific grievances. Once this document has been written and known publicly, the council needs to vote at least 2-1 in support of the recall petition. If this too is passed then a public vote is taken where support for the recall must also reach a 2:1 ratio at the end of the voting. During this vote citizens will also name their preferred successor (1 name only) and if the recall passes the highest preferred successor will take their place. A complaint may also be filed for inactivity. An inactive representative will be on notice for 1 dwarven week -- if they do not respond then a replacement will be chosen by citizens.

Governor

The Town of Troll's Bane recognizes Miss Shandra as the owner and manager of the land called Oakwood Shire. This land includes the area south and west of Lake Adron and it goes westward to the peninsula adjacent to the Three Finger bay.

A sum of 50 silver coins was paid to transfer the deed of ownership. No further taxation will occur in the future. The land of "Adron" is expected to remain under Troll's Bane jurisdiction.

The Council of Troll's Bane has also requested that the owner of this land have plans and intent to improve the land into the future.

I wish to report a crime.
The eve before last a young boy who went by the name 'Mist' came into The fluffy sheep and drank mwith myself, Tialdin and Irania. Though he seemed strange we took him into our conversation.
Upon returning from the bar with a fresh round of drinks I saw in his hand an amulet of an elvan ear and heard him bragging about how he has cut down two madness mummies and an elf to get it and also he was told to do so by an Orc.
Sickened by this I threw the boy into the streets.
Moments later a metal goblet was struck against the window on the western side and has shattered it. I then chased the boy again, finally forcing him to submit and return to Varshikar.

He seemed to be around sixteen in age, wearing a magical elvan armour (Maybe from the elf he had killed) with a blue robe over the top. His hair is as black as the night I saw him and it comes past his eyes. He has bandages across atleast one of his wrists.

Regarding the Arena:

The Town of Troll's Bane recognizes Drathe Blue as the official owner of the arena east of town. All laws and regulations of the town apply to this property.

Mr Drathe has paid a sum of 2 gold coins to the town for this right.

The owner of the arena is expected to utilize the property in an active and constructive manner.

Troll's Bane Town Meeting

The list of items to be discussed is listed below.


-But first there is town news to discuss briefly. There is an issue with the teleporter taxes which will make funding things a bit more tricky. Currently we will be able to fund guard pay and other small things for at least two dwarven months. This means that some things will get delayed and we may not be able to do everything we hoped for. Building new structures will also probably be limited for the foreseeable future as well. These realities may prove frustrating eventually, but I would suggest that land and building owners continue to work toward their goals.

-I have received a key for the workshop north of Eliza's and have renewed Skull'feds ownership of it. He agreed to keep it open for now for those who have possessions in the depot:

The town recognizes Skull'fed as the rightful owner to the workshop. He has prior history of owning it so his rights to ownership are being renewed. He has been given the key.

Skull'fed has agreed to leave the doors unlocked at least for a short period so those who had possessions in the depot may retrieve them.

As this is a renewal of ownership no initial fee was collected and no further tax will be collected at this time.

Town Meeting Issues

To keep everyone well informed I will be posting everything to occur in the meeting prior to it happening so everyone has an idea of what to expect, and can better bring up praises or criticisms. I hope to have at least two council members present to pass things that they agree upon, but we shall see who attends.

1. Town Guard Captain Nomination
After some absence I will continue with my nomination choice of Skull'fed. He has reappeared and recommitted himself to the job. Very few are so skilled in both fighting and crafting. Skull has a fine record with Troll's Bane and he is also experienced in helping new fighters. I feel right now he is a superb choice and hope that the council will agree.
Support and criticism of this nomination will be accepted by council members and then the rest of the gathering. At the end I will ask the council present to vote on it. If two councilors vote yes the nomination will be accepted.

2. Judge Nomination
I will stick with my original Judge nominee, Darian Estiel. He is a fair minded man and I assume he will look at issues with a critical eye. The process will be the same as with the guard captain nomination. If one or both of the nominees are not able to make the meeting I will defend them in their place.
Support and criticism of this nomination will be accepted by council members and then the rest of the gathering. At the end I will ask the council present to vote on it. If two councilors vote yes the nomination will be accepted.

3. Town Guard Compensation
As promised, town guards will be compensated for their work relative to what the town is able to bring in with revenue. The rank and wage list below is one revised slightly of an original created by Mr Altrix:
Per Dwarven month ...

Captain: 30 silver
Officer: 25 silver
Lieutenant: 23 silver
Guard: 20 silver
Recruit: 10 silver

Land/housing:
The captain, each of his officers will be given a plot of land to do with as they please
Anyone will be able to express support or concern over these rates and at the end the council will vote on it. For this issue and any others, if councilors are absent and their vote will decide the issue, they will be contacted via letter at a later time to decide the outcome.

4. Land Procedures

Currently under the government model document approved by myself and the council the governor alone deals with issues of contracts with land. Land arrangements aren't discussed in any specificity. I wish to both 1) include a role for the council and 2) lay out the procedures so everyone knows how it works. This would essentially be an amendment onto the government model description:
Land Ownership: Responsibilities, Rights, and Procedure

*Both citizens and residents can own property with the bounds of the town and its districts. If multiple parties desire the same area of land then the citizen(s) will be preferred over residents.

*Whenever there is a change in government all current land owners have the right to retain their land and be safe from confiscation. New governors may renew the old contracts -- renewals do not require a council vote. An owner is eligible for renewal if they are the long-standing owner or have been viewed as the owner or manager at some time. No purchase fee should be paid for renewals.

*The governor may renew and make new building claims for individual buildings under the town's ownership. This does not require a council vote.

*Buildings important as town resources can not be sold to private owners. These include the library, the jail, and the shop near the east gate.

*A land owner has the right to pass ownership on to a successor that is a citizen or resident and they must be in good standing with Troll's Bane. One loses good standing if they have an unresolved crime in the categories of robbery, assault, murder, or kidnap or have been convicted of such in their recent past. Crimes in the distant past may be overlooked if good behavior followed.

*A district may be confiscated under the following conditions:
1) The owner attempted to remove the district from Troll's Bane's jurisdiction.
2) The owner committed a heinous crime or declared war on Troll's Bane.
3) The owner has gone inactive for more than a dwarven month.
4) The owner voluntarily gives up their right to ownership.

*Districts may be sold for an initial purchase fee decided by the governor. Taxation rates may also be negotiated. Unlike renewals, new land claims (new owner for a confiscated district) must be voted on by the town council by a majority of 2-1 or better.

*The governor or council cannot edit a contract without first consulting the owner(s).

*Land owners have the right to manage as they wish as long as their actions do not break town laws and do not break the terms of their contracts.
This addition will be discussed if needed and voted on by the council members present.

5. Owner for Eastmark

If the council agrees to the procedures above then they will have a say on new land claims. Skull'fed has a historic claim to Eastmark but due to mix-ups it wasn't documented very well. This is in the gray area between a renewal and a new land claim so I will have the council vote for safe measure.
Regarding the lands of "Eastmark":

The town accepts Skull'fed as the owner of Eastmark. There is historic basis for this claim as he has owned the keep at Kallahorn. Even though this could be considered a renewal it will be brought to vote due to the lack of good records on this claim.

Since Skull'fed has a historic basis for this claim no initial property fee will be collected.

Skull'fed has agreed to let the town take a small fee out of his monthly guard earnings to continue ownership of this territory.

Eastmark is not permitted to leave the jurisdiction of Troll's Bane, and if so, this contract is void and will return to town ownership. All applicable regulations apply to Eastmark.

I hereby declare the contract between the Town of Bane and the citizen Alexander Knight, illegal, beit, any deal brokered without the seal of an official judge is hereby illegal by the standards of Banes Government. As stated before, no council votes, contracts or deals can be brokered whilst there isn't a judge in place. Therefore, it's simply a matter of laws.

As stated before:
A reminder for the Governor, until at some later date which we have a stationed judge which can put his seal of approval to everything that's voted for, there can be no more votes. I suggest the good Governor gets busy in this area immediately.

Power grabs? Seriously? Without a silver to my name, I'm moving in the middle of a power grab? Don't hurt yourself. As for controversies, if I wanted to cause such thing's, I'd be a lot louder than this.

The truth of the matter is that issues of property ownership were never put into the council's jurisdiction in either the documents prior to the election or the one after that you all voted in favor of. Meanwhile the governor has the ability to finalize contracts with citizens ... finalize means to end something, to conclude it, to finish it. I do agree that the council should play a role in these matters and I have already proposed a middle ground within the property rules in the meeting agenda list. The governor would deal with the more mundane contracts such as renewals and single structures while the council would vote on new land claims involving the boroughs. You bring up the workshop renewal contract as if it is something scandalous. Skull'fed owned it, everyone knows it, nothing to date suggests such mundane renewals are within the councils realm, so there actually isn't a problem. The Bearer's changed the locks and jumbled things up and we had to try to fix it as soon as possible. As to the new land claims I have stated numerous times that they aren't final yet and will be voted upon at the meeting. But instead of admitting you misread you dig in and continue to make bizarre accusations at me. I have been fair with land issues to date and I dare anyone to prove otherwise. Meanwhile some close to you, sir, have been harassing other citizens including certain land owners. I cannot say for sure but it seems right now that you want the authority to bully citizens you do not like by stopping land contracts from going through. I certainly hope this is not the case.

If money has already been taken for said properties then its as good as a promise being made that the land will be given to said individual who paid for it. Finalizing in no way, shape or form means that the governor simply does what he will with the lands. Finalizing is merely the end phase of a process

First the contract is proposed.

Once proposed; the contract is reviewed under group negotiation (in this case council, governor and the bidder). The contract is voted on by the committee or council. After the Council approves the contract, it is then submitted for a ratification and head of judicial affairs, then finalized by the governor's seal.

After being ratified then finalized the contract is considered valid and in action.

At no time should any party pay for a contract that has not been reviewed by the acting council, ratified by the judicial body and finalized by the governor in the last. The truth of the matter is that issues of property ownership were never put into the council's jurisdiction in either the documents prior to the election or the one after that you all voted in favor of.
May I point out, considering that you seem to be less aware than a donkey with a stick up it's arse, that anything voted on without a judge to show his sign of approval, is illegal. Therefore, by this mere factor, you cannot, nor the council pass Anything. Be it contract renewals to government model changes. One might have taken this as a hint to bring forth a judge quickly, but you're inability to do such a thing is so laughable, yet embarrassing for the people Bane, I feel rather sorry for those who expected a quick acting government.

You bring up the workshop renewal contract as if it is something scandalous. Skull'fed owned it, everyone knows it, nothing to date suggests such mundane renewals are within the councils realm, so there actually isn't a problem.

This isn't just in regards to land deals, though, I guess we cannot expect one with such little knowledge to truly understand this can we?
Meanwhile some close to you, sir, have been harassing other citizens including certain land owners. I cannot say for sure but it seems right now that you want the authority to bully citizens you do not like by stopping land contracts from going through. I certainly hope this is not the case.

Face the facts Fooser, the governments been acting illegally ever since the first meeting, before even that if there's been even the slightest piece of official work. Kyre reads the posts lately and nods chuckling adding a parchment at the bottom though it can easily be removed. Then speaking some ancient words, she disappears again.

This is how a town should be run, officials questioning, getting consensus of all parties, making sure actions are all approved.

Indeed, personal insults and yelling is much preferred to a single person dictating authoritatively to all. Very few systems like this have lasted at all, it is quite new, and growing pains will happen. All the wording as of now is vague so it comes down to opinion in many cases. I still disagree with Seredoc but his concerns will be adopted into the approach going forward. I will try to speed up the judge nomination and that individual will retroactively go through each thing done so far to weed out any issues, if any exist. But the practical honesty here is that they are legal until the judge comes along and says otherwise ... many land owners had pressing concerns and they had to be dealt with in opposition to a nomination process that has proven slower than desired.

And all men are guilty until proven innocent. Take care not to work backwards in policy simply for convenience sake of not having to amend your words. None of these contracts would be valid in the least if you cannot get your council members to agree to this fact. The governor should not be enacting sovereign powers that go unchecked at any time, that will lead to calls of Tyranny. Let your adjoined council back your contracts and then call them 'temporarily' acceptable but even that is a stretch, your mistake is not getting your government together before you started slicing and selling off huge plots of land. Everything has a proper order, something to remember Governor.

The council has been consulted already on a number of them.

Furthermore, most of that "slicing and selling" was actually just reaffirming ownership to people who owned them all along. Perhaps you should take some time and implement this system in Kumdah, you all may benefit from less stale leadership.

"MOST OF", Is not all of...doing just a little bad doesn't make it lesser. I did not know that Alexander knight originally owned property nor that Drathe was the owner of the Arena..I had not seen those old contracts on the former wall, as they were not there. Perhaps next it will be "most of the money I've acquired was done fairly" or "most of the judgments I've passed were done fairly". when does the portion that was done wrong come under judgment? Keep in mind that appearances matter even more then intentions in politic's. You must show you are honest rather then merely assuming people will understand. Nothing but some friendly advice the full way through, no hostility intended. As to your system, i may suggest it if i actually see it working correctly and not just in theory dear Fooser.

As discussed by myself and leadership of Trolls Bane (Including two out of three councilers) I here by give any claim or right I may have to land in Troll's Bane back to the town.
I would also prefer if you would leave me out of your squabbles Athian. If you wish to seek Fooser in a meeting, there is one on 19 Bras.

Yes, and my point, through this whole thing, is that judge shall be needed if you wish to 'renew' land deals, sell land off or just generally do any act which you plan on doing whilst being Governor. Same goes for the council, without a scarecrow to scare the birds, the Crows grow bold. As it were, any deal, change or slight act committed with full knowledge that we don't have a judge is illegal.

Doves will find me if you have any problem with this, but don't expect a change on stance from my part.

I was attacked by Kaidan Firestone on Bane soil and I am deeply upset.

I would like to press charges on him as soon as possible as he clearly has no respect for the laws of Trollsbane!
