*Once again a space of the wall has been cleared of all old and unneccessary parchments. One lone note hangs in the middle of the cleared area*

My first order of business is to lift the ban on walking around in town with weapons in hand. With the insect infestation and ogres living so close to town it seems that readiness to defend ones self is a good idea.
There is one exception to this. Taylor Windslasher still cannot enter within the walls of Trolls Bane with his demon axe.

The Trolls Bane Shop

Is the first building on the right when entering town at the east gate.
Maris with his wares can be found in the very far back of the shop.
He sells some clothing, and tailoring supplies.
He will also purchase some of these items from you.

Mugush is found more in the middle of the shop.
He sells some ores and tools.
He will also purchase some of these items from you.

Almost directly across from Mugush near the back door the coin exchaner can be found.
He will trade you silvers for your coppers and golds for your silvers.

Eliza is found with her wares in the corner of the first half of the shop.
She sells and buys a variety of weapons and armors.
She is the owner of the Trolls Bane Shop and also responsible for maintaing it.

CRAFTING HOUSE

Beyond Elizas on the same side of the street to the north a crafting house is located.
There are 2 anvils for smiths, a carpentry table and a gem cutter.
This is for public use at this time.

Just beyond the crafting house the stable can be found.
Here you can rent a pack mule for those heavy loads for a small fee plus a deposit that is returned when the mule is brought back.

To the right as you exit the stable you can find the north gate.
This leads to the way to go to the Grey Rose castle, the onion feilds, the light house,North mine, and the distant Nordmark.
But just outside of the North gate is a small housing neighborhood. Sometimes one or two may be available for rent.

Following the road west there is a very large 2 story building, the library.
There is a meeting room upstairs for town meetings and other groups that opperate out of Trolls Bane may meet here also.

Directly across the road as you exit the library is the tavern.
Here Borgate will be happy to serve you a refreshing drink of ale, mead, wine, cider and water by the glass or bottle for a small fee.
Tavern is owned and supposed to be maintained by the Kingdom of Silverbrand.

Just west of the tavern and library the road T's going west and north. If you go north it leads to the Trolls Bane Jail.
Jail is non opperational right now and a decision will be made as to what should be done with it in the very near future.

Here is the place to bring the sick or wounded. Usually a dove can be found nearby to send for a druid or medico.
Tony Baggins can be found outside the door with his wares.
He sells dyes and some herbs and a smoking pipe. He will also purchase some of these items from you.

Just to the north of the hospital is another crafting house
A tailoring room canbe found here as well as a complete smithy with a carpenters table. outside, a cook fire, and a well with dye tub is nearby.
Sorgan Stonemate can be found in the smithy. He sells some ores, smithing tools, and some weapons and armors. He also purchases some of these items.
Also this area is where the resurection cross is located.

Just west of the hospital hedge a merchant lizard sells his wares.

SEA HORSE INN

Almost directly across the road from Zathrot is the Sea Horse Inn.
Unfortunately there are stabilty and safety issues with this building so it not open for business at this time.
The Seahorse Inn is owned by the township of Trolls Bane but opperated by the elf Whisper. Maintaining it is shared by both.
A decision about this building will be made in the very near future.

LAKE ADRON ISLAND

This island is a good place to relax and fish. It is accessable to the public.

TRAVEL

At the far west side of Trolls Bane inside the west gatehouse one can find a man selling travel books to some popular destinations of Gobaith if you need to get somewhere in a hurry.
The road going south from the west gate leads to Farmers Union, the harbor, and eventually Greenbriar, Calum, the monestary, and the druid house.
Just outside the west gate are some feilds available for planting.
You can find a halfling named Feliam Wardstock here selling fish and farming tools. He will also purchase some of these items.

Maris mit seinen Waren steht ganz hinten im Gebäude.

Einige dieser Waren kauft er ebenfalls an.

Mugush befindet sich in weiter in der Mitte.
Er verkauft Erze und Werkzeuge.

Nahezu direkt gegenüber, nahe der Hintertür ist der Geldwechsler.
Er tauscht Kupfer in Silber, und Silber in Gold um, zu einem Verhältnis 100:1

Eliza hat ihren Stand in der Ecke des ersten Ladenraumes.

Die Taverne gehört dem Königreich Silberbrand, und sollte eigentlich auch von diesem geleitet werden.

Unglücklicherweise gibt es einige Stabilitäts- und Sicherheitsprobleme mit diesem Gebäude, wodurch es im Moment geschlossen bleibt.
Der Gasthof 'Sea Horse' gehört der Stadtverwaltung Banes, wird aber vom Elfen Whisper geleitet. Die Verwaltung obliegt beiden.

Direkt ausserhalb des Tores befinden sich Fehler zum Ackerbau.

The Rights of Citizens and Individuals

These are basic rights that all citizens of Troll's Bane have rightfully pledged to them.

1) All citizens of Troll's Bane may operate land at the discretion of the Troll's Bane government. Individual persons with no affiliation with the town are exempt from this rule, though some extreme cases are presence and permitted.
2) All citizens of Troll's Bane are permitted to utilize any and all resources and tools within or around Troll's Bane.
-Tools within Troll's Bane include, but are limited to: workbenches, ovens, anvils, furnaces, and grinders.
-Resources of Troll's Bane include, but are not limited to: water, trees, fields, fruit, animals, and minerals.
- All trees within the walls of the Troll's Bane township are excluded from this rule. It is forbidden for anyone other than a town official to cut them down.
- Any individual may have their right to utilize the tools and resources within Troll's Bane temporarily withdrawn by a member of the Town Guard in a case of repeated misuse.
- The owner of any privately owned resource or tool within the territories of Troll's Bane may use their property in any reasonable manner, which may include the exclusion of others.
- The act of littering will be punished with a fine proportional to the crime.
3)The integrity of the person, character, and freedom of a citizen within the territories of Troll's Bane are rights which may not be interfered with.
- Unnecessary violence of any form against another's person is forbidden within the territories of Troll's Bane.
- Combats of any form, including non-lethal duels, are forbidden within the walls of the Troll's Bane township. The only people exempt from this rule are the Town Guard and anyone with specific permission from the government of Troll's Bane.
- Any individual in possession of a weapon within the territories of Troll's Bane must keep the weapon sheathed and in plain sight.
- Any individual may have their right to possess a weapon within the territories of Troll's Bane withdrawn by a member of the Town Guard.
- No individual may threaten another, whether expressly or otherwise.
- No individual may cause harm to another's reputation by publicly spreading false statements.
- No individual may hold another against their will and without lawful reason to do so.
- Offensive magic may not be cast within town
4)All citizens within the territories of Troll's Bane are to be treated with respect and civility.
- No individual may be discriminated against on the basis of race.
- No individual may be discriminated against on the basis of gender.
- No individual may be subject to unreasonable insult.
5)A citizen's property belongs to the citizen alone. Property rights are granted to all registered citizens within the territories of Troll's Bane.
- No individual may knowingly deprive an owner, against their will, of a possession.
- No individual may enter or remain within a building, when it is against the owner's will for them to do so, and the owner's will is known to the individual.
- No individual may cause harm to another's property.
6) A citizen of Troll's Bane has the right to a fair trial and a legal representative in the court of law. A individual who has no affiliation to the Town of Troll's Bane has the right to a fair trial and a legal representative in smaller cases. Individuals accused of treason or attempting to topple or overthrow the Government of Troll's Bane will be automatically put to death.
7) All citizens of Troll's Bane have the right and the privilege to serve in a Governmental role in some capacity if they pass several screening tests.
8 ) Individuals from outside settlements captured for crimes committed in Troll's Bane may be exported back to their respective settlements IF the settlement agrees to their own punishment or trial upon the return of the captive. Individuals accused of treason or serious offenses are exempt from this rule.
9) A citizen who manages land within Troll's Bane may not secede from Troll's Bane in any manner, making the land an independent junction. He may not sell the land without the permission of the Government.

The Role of Government

These are the obligations, restrictions, and rules that accompany the title of Archduchess/Archduke.

*All stipulations against the position of Archduchess and other positions are instituted upon this day.

The Archduchess is the head of the city. She oversees all other lower functionaries and is the highest decision-maker within the realm. She is the primus inter pares within the council of nobles, and the Captain of the Guard and the Chancellor are directly responsible to her. This makes her the supreme authority in civilian, legal, foreign and military matters.
-The sovereign of the town (assumes the duties of the governor)
-Heads the noble council (who decide upon the noble matters)
-Supreme legal authority within all lands of Trolls Bane, surpassing the authority of the noblemen even on their own lands in legal matters.
-Settles legal disputes between nobles.
-Handles complaints, requests and appeals from nobles directly.

1)All citizens of Troll's Bane are eligible to to govern if they fit the following credentials:
- They must have served in the role of a council member, and been actively a part of the decision making before they rise to govern. If the Archduchess, Chancellor and the Magistrate all resigned, are killed, or suddenly disappear the Captain of the Troll's Bane Guard will take over the town until such a time as one of the remaining council is deemed suitable by the rest of the council.
- They have have had an extensive background test that removes any doubt of their affiliations with outside forces, or groups that pose as direct threats to the inhabitants of the town and abroad.
- They must have no affiliations or partnership with any outside civilian groups not created by or pertaining to the governing role.
- They must be a citizen of Troll's Bane for three dwarven months before becoming a Baron/ess.
2) Troll's Bane is required to hold two citizenry meetings a dwarven month.
3)Archduchess of Troll's Bane will keep the Town Treasury within her possession. The Archduchess of Troll's Bane will receive no set salary. However, they may use the treasury as they wish, with strict documentation on what they use it for. This usage is restricted to simple necessities, such as shelter, food, and clothing. Travel expenses are also include.
4)The Archduchess of Troll's Bane is the Supreme Commander of all Troll's Bane armed forces. Archduchess may declare war in times of dishevel and may command his/her troops into battle as they deem fit.
5) The Archduchess and more importantly, the Government of Troll's Bane may not be overturned by an aggressive campaign. It is the right of the citizens to try to come to a compromise with the Archduchess on certain issues. However, an aggressive campaign to kill, murder, and overthrow the Government will be met with a staunch resistance on the Government's part.
- It is the duty of the Government to retake the Town of Troll's Bane should it be overthrown by outsider forces.
- It is the duty of the Government to refuse to allow bandits, or an outsider force from the Mainland to continue to hold dominion over the Town.
- If these harsh times ever pass, the Government of Troll's Bane has the right to annex land near to Troll's Bane or a suburb in itself to act as a stepping block to retaking the town.
6)The Government of Troll's Bane may not accept bribes or any financial agreements to gain position within town.
7)The Government of Troll's Bane cannot accept bribes of outsider forces on a personal level. Archduchess may not use the Troll's Bane treasury to pay for the ransom of a sibling or family member. Archduchess may not sign coerced documents that give certain individuals leadership of the town or accept randoms that state such, even if it means the death of a loved one.
8 )The Archduchess of Troll's Bane may pay outsider forces for protection and is the supreme voice in external affairs. She cannot, however, annex land without the consent of the council.
9)The Archduchess of Troll's Bane must act as the public voice of the people of Troll's Bane and make sure that the base is happy, for a divided house cannot stand.
10)The Archduchess of Troll's Bane is the sole head of the Government of Troll's Bane. Any other Government member who is found to be undermining her rule is subject to be tried for treason and stripped of their respective title/s.

The Chancellor acts as the right hand of the Archduchess. As the Captain manages the military aspects, the chancellor is responsible for the civilian administration. The chancellor is the head of the Trolls Bane Procurement Office (TPO), which is the city monopoly purchasing authority, handling the entire volume of purchases from the citizens . He also acts as stand-in for the governor, and functions as a link between him and the citizens.
Duties:
- The chancellor can give orders to the town guard, and if it is something extraordinary it should be agreed upon with the guard captain and/or the Archduchess. The chancellor assumes the powers of the Archduchess over the Magistrate, if the Archduchess is unable to command.
- The chancellor can take command of the town guard in case of an emergency if the captain of the guard is absent, if agreed upon with the Archduchess.
- The chancellor can issue a warrant on any commoner that has committed a crime according to the town laws.
- The chancellor heads the Trolls Bane Procurement Office, responsible for the purchases of the town. The purchase decisions are made in conjunction with the Archduchess, but the chancellor can take care of the physical transactions and announcements.
-The chancellor may be authorized by the Archduchess to act as her replacement.
- The chancellor is allowed to make trade agreements for the town of Trolls Bane, if agreed upon by the Archduchess.
- The chancellor may act as a diplomatic representative of Trolls Bane, if agreed upon by the Archduchess.

These are the obligations, restrictions, and rules that accompany the title of Magistrate.

The Magistrate oversees the punishment of criminals within the Trolls Bane territory, and he is the second most senior interpreter of law and judicial matters after the Archduchess of Trolls Bane. (though the guard is able hand down punishments which the Guard captain has outlined for them)

1) The Magistrate is the superior voice in the Legislative branch in Troll's Bane. The Archduchess is the only person in the Government who may overturn any of their decrees or decisions upon the legal system.
2) Both the Magistrate and the Archduchess are the only two who may appear as judges in the court of Troll's Bane. They are also the only two entities that may pardon a criminal of crimes.
3) The Magistrate may declare new laws with the discretion and supervision of the Archduchess and hand out sentences to the fullest extent of the law.
4) The Magistrate is required to be neutral in all civil and foreign legal affairs.
5) They may banish and jail criminals for as long as the please, as long as the sentences are appropriate for the crimes committed
6) They may carry out executions on criminals who have been declared worthy of such. They may also torture and parade criminals for information pertaining to their crimes or co-conspirators.
7) The Magistrate must be of sound mind.
8 ) The Magistrate may give orders to the town guard, and if it is something extraordinary it should be agreed upon with the guard captain and/or the Archduchess.

Captain of the Guard

The captain is the man responsible for the recruitment, training, organization and leading of the town guard and military aspects of the city, excluding the procurement of equipment. He leads the guardsmen by his example and is responsible to the Archduchess, and if so decided, to the Chancellor.

TRIAL PROCEDURE
The person on trial is presumed guilty. It is their sole purpose to prove innocence. Anyone who wishes to speak on behalf of or against the prisoner may do so.

Nobles rights - The rights and duties of the Noble Lords regarding their respective Borough

All nobles upon recieving the title must swear loyalty to Trolls Bane, its people, and its government.

I. Be the Lord of the Land, only subject to the Archduchess and the Council of Nobles. This includes immunity of prosecution from all crimes which have happened within the Borough, with the exception of crimes against other nobles, treason and murder.
2. Act as the High Judge within the borders of the Borough with crimes involving commoners (Nobles are tried by the Archduke and the council of Nobles)
3. Right to grant building permits for citizens
4. Right to tax foreigners with buildings or estates within the Borough
5. Right to train, maintain and equip his own militia or guard to keep order within the land. The noble lord may act as the captain of the group, but the authority of him and his group only exists within the borders of the borough. Furthermore, the troops shall be subjected to the command of the Archduchess when so requested.
6. Duty of overseeing that the laws of Trolls bane and the Edicts of the Archduchess are obeyed
7. Responsibility for the development of the Borough
8. Follow the foreign policy set by the Archduke. This means that the noble lord may not make contracts with the representatives of any foreign third party without the consent of the Archduchess.

The nobles must allow access to their land for the citizens of Trolls bane. However, they do not have to grant it to anyone who is not a citizen (or above) of Trolls bane. The must respect the owners and ownership of buildings and land, but may deny the use of tools and buildings from anyone else they see fit. The nobles may ban or allow serfdom or slavery if they see fit, however capturing slaves within the territory of Trolls Bane is strictly forbidden.

All nobles hold a seat on the Council of Trolls Bane where they are expected to share the concerns of the citizens and help to agree on suitable solutions.
Nobles have votes according to rank of nobility and can use this vote when an issue cant be agreed upon in a meeting setting or when the Archduchess asks them to vote.
All nobles will pay an agreed upon tax or submit products and/or materials equivilant to the tax.
If a noble is unable to attend a meeting they may send a Steward to speak for them. (the steward can be a spouse or family member but doesnt have to be)
If a noble fails to pay the tax on their land or is not heard from over a period of 3 months the title and property revert back to the Archduchess to be reassigned.

The Council
The council takes care of the City. They are responsible for the day to day operations of the city, as well as the strategic decisions involving law, foreign policy, economy and military. The council is lead by the Archduchess of Trolls Bane.

Social Order
From this moment on, political influence requires becoming a stakeholder in the Arch-duchy itself. Those citizens who are raised above others shall take care of the lands and provide a long-term approach to the decision making of the town, all in the sake of common good. This does not diminish the rights of a normal citizen in any other regard than with the right to vote, and enables him to focus solely on the improvement of his own life and prosperity, under an administration which is keen to support that.

Citizens
Citizens form the backbone of the society, and benefit from the protection of Trolls Bane laws, the right to sell goods to the Trolls Bane Procurement Office, the right to own land and buildings without paying taxes. They have right to complain to the high judge if they feel mistreated by the guard. They are free and encouraged to work and prosper within the land of Trolls Bane, free of any administrative burden.

Nobles (Title-holding Lords)
The title-holding nobles are lords of the land, who provide long-term leadership and continuous governance for the town. They are the lords of their respective boroughs, elect the Archduchess, act as high judges within their own borough and have only authority second to the Archduchess and his representatives within their domain. They always enjoy elevated legal protection and the presumption of innocence. Nobles do not have to complain to the High Judge, but may take their appeals and complaints directly to the Archduchess.

Nobles (Spouses, Children* and Relatives* of Lords)
The nobles are the immediate family members of the title-holding lord, including their legal spouse, legitimate children with the spouse, who do not have any voting rights. The spouses are allowed to use the corresponding feminine title, matching their husbands rank (such as Baroness, Countess or Duchess). Their rights, legal protection and power within the spouse/parent’s domain are regulated by the spouse/parent. They do not have to complain to the Magistrate, but may take their complaints straight to the Archduchess.

Nobles without title
The spouse, the children with the spouse, and two other direct relatives are eligible to the status of Noble. This may give the persons additional benefits along with those enjoyed by citizens of Trolls Bane.

Archbishop
The Archbishop is the administrator of the Archbishopric, selected by the priests of his flock. He is in charge of the daily matters within the archbishopric and wields the highest authority on that land, with the right to sanction and ban criminals and blasphemers from the Archbishopric. He has the same powers within the Archbishopric as a nobleman within his borough. If he is a citizen of Trolls Bane, then he has a single vote in the elections of the Archduchess , as the representative of Divine affairs. However, the amount of his votes cannot be increased, nor does he bear any connection to the council of Nobles or have any influence there. His vote is thus never counted as one of the total votes in the Council of Nobles votes, nor is he considered a nobleman in this context. However, the position of the Archbishop should be considered as prestigious as the position of Noble.

Titles and Peerage
The Land-holders are also granted a title along with the land. The tile costs 50 silvers. In order to discourage stagnation and make the titles more influential, the land-holders are given the opportunity to increase their titles and thus influence. This however, necessitates the creation of the Peerage of Trolls Bane.

Titles
I.) Baron - 1 vote – Barons are chosen and appointed by the Archduke. The Title costs 50 silvers. Must be a citizen of Trolls Bane for at least one year or 3 dwarven months.
Ia.) Archbishop – 1 vote in the Archduke elections, chosen by the monks and priests of the Archduchy. He may cast a vote only if he is a citizen of Trolls Bane. Cannot become, or be candidate for the position of Archduke.
II.) Count - 2 votes – To become a count, one must have been a citizen for two years (6 dwarven months) and Baron for six months (2 dwarven months). The title costs 75 silvers.
III.) Duke - 3 votes – Duke must have been a citizen for 3 years(9 dwarven months), count for six months (2 dwarven months) and must have a residence within his borough. The title costs one gold.

Benefits of titles:
Each level of title gives the title-holder an additional vote. This means that a duke has three times the votes
of a baron in the election of the Archduke. In addition, in all meetings of the Noble council, the holders of
the most prestigious titles shall be given the right to speak first. Those with the most junior titles will voice
their opinions last.

Gaining a title
The new titles, as well as vacant old ones are filled by the best suited applicant under the consideration and judgement of the Archduke of Trolls Bane. He alone makes the decision and determines the necessary qualifications of the applicant. The applicant however must be a citizen of Trolls Bane. . The titles cannot be combined nor can the territories be merged.

Losing the Title
Upon bestowing a title of Baron on an individual, the Archduchess may use her judgement to revoke the title for any reason during the first thirty dwarven days. This is known as the trial period, and it is used to determine the suitability of the candidate, his actions and behavior. The candidate is entitled to no refund if the title is revoked because of his misbehaviour. Secessionist actions enable the Archduchess to revoke the noble of his title, but an accusation of treason requires the consent of the Noble Council before the title can be revoked (the accused nobleman cannot vote). The title holder may also voluntarily give up the title entirely, or give it up for the benefit of his spouse or legitimate, biological child. The title-holder may not give the title to anyone else, and in the case where the title-holder relinquishes the title entirely, the vacant title will be filled by the Archduchess. A noble who takes dual citizenship will lose the title if he does not relinquish the citizenship of any non-Trolls Bane town, tribe, clan or city when requested to do so by the Archduchess.

Inactivity
The noble may temporarily make his spouse the Steward of the Borough, which shields the noble against title revocation for inactivity. However, each dwarven month under a steward requires an administrative fee of 15 silvers and the stewardship must be announced beforehand to the Archduchess. Unannounced absence of over three dwarven months gives the Archduchess a unilateral right to revoke the nobleman’s title without any compensation. An unannounced absence of one month allows the Archduchess to bring the case of inactivity before the council of Nobles, which may then choose to revoke the title.

Succession
Should a title-holder pass away, the title shall pass on to his [1] legal spouse, or [2] eldest legitimate child or grandchild. The Council of Nobles may hold vote regarding the acceptance of the claim made by an illegitimate child, provided that the claim is backed by sufficient proof of relation. The legality of marriages, and children and relatives must be properly marked down to the Trolls Bane census book for determination of the next legal heir on the line. Stewards may inherit the land if the Archduke agrees to it (and the current title-holder gives up his claim on the title), and should be treated as preferred applicants. All other forms of succession are banned, though other relatives may be accepted as the new title-holders through the normal process of filling vacant positions.

New title-holders
When the ruler of a borough changes, either through succession or revocation of title, there are certain matters which take place depending on the situation. The widow or widower of the deceased title-holder inherits the title with the full rank the previous holder enjoyed within the peerage of Trolls Bane. The descendants of the previous title-holder will experience demotion of one rank. Other new title-holders will experience demotion to the rank of Baron. The title-holders however have the normal right to increase their rank as usual.

Council of Nobles
All the title-holding nobles become members of the Trolls Bane Council of Nobles immediately upon granted the land and title. The council handles the revocation of titles from inactive nobles, the acceptance of relatives into the nobility and may also assist the Archduchess in solving disputes between noblemen.
The council of nobles constraints the Archduchess' executive power in following ways:
The Archduchess may not, under the pain of losing his position, change the internal borders of the countries or give up of any Trolls Bane territory without the consent of the nobles involved and the consent of the council of nobles.The consent will come through a vote, which requires the support of more than half of the votes to succeed.
If the Archduchess accuses a nobleman of Treason, then the council of Nobles (except during the first thirty days, during which the Archduke has the right to revoke the title for any reason) shall hold a vote to remove the Nobleman's title after the Archduke has presented evidence to the council. This vote requires four three quarters of the votes to be successful, with the accused nobleman being forbidden from taking part in the proceedings. If the vote fails, the Archduke must retract his accusation and apologize for tarnishing the Nobleman's honour.
If the Archduke violates his duties towards the town or council, or makes decisions which are not for the greater good, the council may vote to remove the Archduchess from power. This vote requires four fifths of all votes and two thirds of all noblemen to succeed, with the Archduchess not having the right to vote. In the event of a no-confidence vote, the refusal by the Archduchess to step down is considered a treason against the Archducchess and all nobles.

Economy
Since the benevolent administration has every intention to make its citizens prosper, the city has decided upon a policy where it makes purchases from the citizens in order to allow the tax money to be in the direct benefit of the citizens. The equipments will be then either used for the projects of the city, or sold to other citizens or nobles at subsided prices. The transactions will be handled by the Trollsbane Procurement Office, headed by the Chancellor.

Citizens that are apart of Boroughs may vote.
Votes are tallied by the leader of the Borough and made public, a neutral member of the Town will be assigned to either Borough to ensure the correct total of votes from each Borough.
At the end of the voting period, the votes will be tallied together and the member of the nobles who garners the most citizenry votes will gain 3 electoral votes in the elections. These votes count just the same as any noble's votes.

Forestry Law
~ Rules concerning the cutting and planting of trees ~

1) Within the town walls of Troll’s Bane the planting and cutting of trees is forbidden.
2) Outside the town walls, on the territory of Troll’s Bane, it is not allowed to cut or plant trees in distance of ten feet from the town walls. Planting trees close to paths is not allowed as well. Cutting trees close to paths is forbidden due to the safety reasons.
3) Regarding the previous two paragraphs, everyone is allowed to make forestry on the Territory of Troll’s Bane.
4) The official forester of Troll’s Bane is not limited by the Paragraphes 1 and 2. He – and only the forester – is allowed to plant and cut trees within the town walls. The forester’s main responsibility is to keep the paths of the town free from too many trees close to the paths.

Citizen Law
~ List of Rights and Duties of citizens ~
1) Citizenship
a) Every upright person who is not member/citizen of another town and who is not wanted due to any criminal actions is able to become citizen of Troll’s Bane. Age, race and denomination (except heresy) of the person are irrelevant for gaining citizenship.
b) The person has to ask the Archduchess for citizenship; by absence one of his/her deputies. The person has to swear the following Citizen Oath before becoming citizen of Troll’s Bane:

Upon the Five, I swear I will give my loyalty
to the Town of Troll’s Bane, its Citizens and its Government;
I promise to serve for the good of the town and its citizens,
to dignify the laws and to meet my civic duty.

c) It can be applied for citizenship by writing a message to the Archduchess of Troll's Bane, too. You have to state in your message that you are not be citizen/member of another town and that you are not wanted for any crime in any part of Gobaith. Furthermore, you have to quote the Citizen Oath. Finally, you need to sign your message with your full name and title to apply for citizenship.
d) A person looses citizenship by repeated criminal actions or by betraying the town Troll’s Bane, especially by any try of putsch. Furthermore the Archduchess or his/her deputy always is allowed to withdraw citizenship of any citizen. Citizens always are allowed to resign their citizenship and thus relieved from the Citizen Oath by informing the Governor or his/her deputy.
e) There is no fee for citizenship at all.
2) Civic Duties
a) Every citizen pledges oneself to regard and stick to the Town Laws. Every citizen pledges oneself to respect the government and its deputies and to follow its decisions, within the framework of the Town Laws.
b) Every citizen pledges oneself to act for the good of the town Troll’s Bane and to support the town with advice and action in times when needed, as far as it is wanted by the government and its deputies.
c) Every citizen pledges oneself to respect the other citizens of the town Troll’s Bane and to aspire to good of the citizens of Troll’s Bane in all conscience.
3) Civil Rights
a) Citizenship allows every citizen to rent property in terms of land and/or buildings within the borders of the territory of Troll’s Bane tax-free; non-citizens have to pay a tax for that, the amount depending on the size of the property.
c) Citizenship allows every citizen the right for adequate aid, welfare and protection by the town, by the government, its deputies and by the citizens of Troll’s Bane.
d) Citizenship allows every citizens the right to aspire to trials in the framework of the Town Laws and to use make use of jurisdiction for clarifying private disagreements and conflicts with citizens and non-citizens.

Contract between the Town of Troll's Bane and the Riverside Grovestriders

In order to bolster the town's defense forces, the Town has taken the initiative and agreed to hire the Riverside Grovestriders as a mercenary force solely for defense of the town. Pay will mirror that of the Town Guard, depending on rank corresponding to the two ranks of the guard. Of course, the members of the faction will be able to take other jobs during this time period, but only if those do not go against the protection of Trolls Bane. Meaning that while the Grovestriders are allowed to take other jobs, these cannot interfere with their duties that are issued from Trolls Bane.

Grovestrider troops will only be authorized by leading officials in the Grovestriders, the current Governor, Captain of the Guard, and the Magistrate. They are well within their right to refuse an order if it goes against morals or background. If they are to receive keys or equipment from the town treasury, these items will be required to be given back at the termination of the contract.

The following contract constitutes a lease of the estate known as Riverside to Darius Kain , should he agree and follow the terms of the contract below. The estate known as Riverside shall remain a territory of Trolls Bane and any attempt to cede from Trolls Bane will automatically make this contract void. The leaser is permitted to use the property as he wishes as long as he accepts the laws and rule of Trollsbane. The land will only be re-seized by Troll's Bane should the user become inactive or commit a crime of extremely high proportions.

Tax shall be issued at the flat rate of ten silvers for the first dwarven month and be subjected to change after that, at the discretion of the government of Trollsbane. The leaser shall be informed and permitted to appeal should the tax rate be changed. In order to combat inactivity, should the owner go three dwarven months without paying taxes, the land will be returned to Trollsbane, and the lease will be canceled.

Contract between the Town of Trolls Bane and Phibol D'Woise

The following contract guarantees Phibol to be the land holder of Northbridge to Phibol D'Woise, should he agree and follow the terms of the contract below. The land known as Northbridge shall remain a territory of Trolls Bane and any attempt to cede from Trolls Bane will automatically make this contract void. The owner is allowed to do with the land as he wishes as long as they respect and follow the laws of the Town and are not harming nearby territories.

Tax shall be issued at the flat rate of ten silvers for the first dwarven month and be subjected to change after that. In order to combat inactivity, should the owner go three dwarven months without paying taxes, the land will be re-seized by Trolls Bane and the town is then free to do with it what they choose.

At this time the taxes will be waived in exchange for the temporary rental of the old Cromwell house to the Archduchess. When the Archduchess vacates the house the taxes will be reinstated.

They both signify their agreement to these terms and are bound by their signatures below.

Also this technically makes you Baron of Northbridge. You are obligated to attend council meetings of Trolls Bane and swear your loyalty to the town, its people, and its government.

Contract between Trolls Bane and Anon D'Athen

The following contract constitutes a lease of the estate formerly known as West Strand now to be called Athen to Anon D'Athen and Taiah Daekash, should they agree and follow the terms of the contract below. The estate known as Athen shall remain a territory of Trolls Bane and any attempt to cede from Trolls Bane will automatically make this contract void. The leaser is permitted to use the property as he wishes as long as he accepts and follows the laws and rule of Trolls bane. The land will only be re-seized by Troll's Bane should the user become inactive or commit a crime of extremely high proportions.

Tax shall be issued at the flat rate of ten silvers for the first dwarven month and be subjected to change after that, at the discretion of the government of Trolls Bane. The leaser shall be informed and permitted to appeal should the tax rate be changed. In order to combat inactivity, should the owner go two dwarven months without paying taxes, the land will be returned to Trolls Bane, and the lease will be canceled.

Contract between Rain Corulas and Trolls Bane

The following contract constitutes a lease of the estate known as Farmers Union to Rain Corulas, should she agree and follow the terms of the contract below. The estate known as Framers Union shall remain a territory of Trolls Bane and any attempt to cede from Trolls Bane will automatically make this contract void. The leaser is permitted to use the property as she wishes as long as she accepts and follows the laws and rule of Trolls Bane. The land will only be re-seized by Troll's Bane should the user become inactive or commit a crime of extremely high proportions.

Instead of paying a coin tax it is agreed that potions to benefit the Trolls Bane Guard will be provided and not to exceed 40 silver in value per dwarven month and be subjected to change after that, at the discretion of the government of Trolls Bane. In order to combat inactivity, should the owner go two dwarven months without paying taxes, the land will be returned to Trolls Bane, and the lease will be canceled.

it's obvious that your actions root in nothing but fear. The accusations you state againced Nalcaryos von Weißhafen and myself are absurd on such a level, that one has to ask themselves what has addled your brains. The long, intimate contact with the criminal members of the Temple probably haven't done you any good.

Nalcaryos and myself were merely proposing friendly suggestions as to how you could improve your leadership over Trolls Bane, since it's in Varshikar's interest aswell that the government of Trolls' Bane grows more stable and welcoming. Your foul, hostile actions once more proof to the clear-headed population of Gobaith just how devious and deceitful you are. The simple fact that you gave a high ranked position in your government to Verdazar, a known Temple member, shows that your soul is rotting in darkness.

We pray that you will have an epiphany and rid yourself off your comrade- and membership with the dark, highly criminal Temple, before it is too late for the people of Gobaith and especially the citizens of Trolls' Bane.

We will not be threatened and intimidated by your likes. I would ask you kindly to explain to me, what part of 'friendly suggestions' involves cornering the recipient and trapping them against their will with conjured stone walls, then demanding that they hand over rule to yourself? Considering that earlier that very day Nalcaryos was witnessed by many attempting to summon a Black Dragon to Bane any sane man would wonder what possible improvements and prosperity such a person could offer Bane. We have responded with nothing but calm and transparency to the people of Trollsbane and they have been informed of these latest developments.

My promotion to Captain of the Guard speaks only of the dedication in which we have to protecting the town of Bane. Though my past as a Templar is no secret it is common knowledge that we have moved away from such a direction and that the Temple no longer functions. Furthermore it would seem that those members who were once part of the organisation have made new lives for themselves in the dedication of Bane; protecting its citizens and upholding the law. Indeed I would wager that we have come to the aid of Bane, and Gobaith as a whole, many more times than yourself. So it would seem that the tables have turned rather profoundly on the isle. Where those who were once seen as the beacon of light and justice resort to violence and warmongering, whereas those who were once seen as the symbol of darkness have become the defenders of Bane and its people.

I will ask only that you keep your nose and your threats to your own town, and let the people of Bane prosper from Joxia's capable rule.

So glaube ich eher was Herr Weishafen und Herr Berokar uns darlegten. Es ist natürlich jedoch jedem selbst überlassen seinen eigenen Leuten mehr zu glauben. Fakt ist jedoch, dass der Orden, die Träger des Feuers, Banes handeln zwar mit Sorge betrachten, jedoch keinen Grund sehen einen Krieg vom Zaume zu brechen oder anderweitig zu versuchen die Stadt zu erobern.

Unser Feind ist der Tempel und alle Jünger des Unausgesprochem und seiner unheiligen Brut. Jedoch wurde nach unseren letzten Schlachten ein Waffenstillstand mit dem Tempel ausgehandelt und solange wir keine Taten des Tempels gegen uns oder unsere Verbündeten wahrnehmen, sehen wir keinen Grund diesen Waffenstilstand zu brechen.

Wie dem auch sei, das Angebot von den Herren Berokar und Weißhafen steht nach wie vor, Trolls Bane zu helfen, beispielsweise durch Übersetzungen.

To the topic, i wasn't there at the evening in the library, but i tend to trust a high Member of my Order and the Major of Varshikar more than more or less strangers. So i for my part believe what mister Weißhafen and Berokar told us. Anyway it is up to you to believe your own people. But fact is that the Order, the Bearers of the Fire, see Bane's acting with worry, but we see no reason to start a war with the Town or to conquer it on any other way.

Our enemy is the Temple and any other Follower of the uncalled one or his unholy children. But after our last battles we agree with a casefire with the temple, and since we see no acts of the Temple against us or our allied, we will not broke these Casefire.

So you'll forget about the Temple being in existence if you can use their members to take control of the town, but when certain people are in control of the town you dislike, the Temple suddenly exists again and they are members? Instead I'll make a simple statement. The People of Troll's Bane care little for you, or your mages. Sad. The fact that the there is no real relevent information in any posts by Djironymma and his collection of ring-wearers. The only arguement against anything is "Temple member", which, if such low announcements need to be raised, proves there is no backbone to the arguements.

If there was valid points in any Bearer's messages, they would not need to mention the word "Temple". The arguement criteria should sell itself - in other words, improve your persuasive skills and do not rely on defamation.

Meine Beförderung zum Wachenhauptmann spiegelt nur die Hingabe wieder, mit welcher wir die Stadt beschützen müssen. Auch wenn meine Vergangenheit als Templer kein Geheimnis ist, so ist ebenfalls bekannt, dass ich derartigen Wegen den Rücken gekehrt habe, und der Tempel nicht länger agiert. Traurig. Die Tatsache, dass es keine wirklich relevanten Informationen in irgend einem Text von Djironymma und seiner Versammlung von Ringträgern gibt. Das einzige Ardument gegen alles Mögliche ist "Tempelmitglied", was, wenn man schon zu solch schmuzigen Tricks greifen muss, den Argumenten kein bisschen Rückgrad verleiht.

Wenn in auch nur einer der Nachichten der Träger ein einziger gültiger Punkt wäre, müssten sie das Wort "Tempel" garnicht benutzen. Arbeitet lieber an eurer Überredungskunst, statt auf Verleumdungen zurückzugreifen.

Who is asking them about their opinion about Banes gouvernment? Who is asking them about their opinion about Varshikar and the bearers?
Who cares about them? Noone, and everyone gets ingnored. People fear the government more and more, they fear their citys to be overrun.
Villains leave, chosing nature over citys. Seemingly only the rich get to gain influence, that for a peaceful Bane will never be able to exist.
Bane is ruled by money, and the money is gained in the bad times while crafters are suffering.

Do tell, if the people - and I count myself one of these people without more than a gold to my name- do not speak, why must you assume that they cannot, or wont be allowed too? I find it highly unlikely that if we were to go from Baner to Baner, asking their opinion on such matters we would get far, thus why we have such boards. If someone is of such importance, every Baner worth their silver knows to come to these walls. You address people of many crafts yet, many of the people suited well enough to be respected in their craft will, and have spoken now and in the past. Next, you assert that people need money to have a voice. Again, this is a blot which no truth seeps. No one needs money to speak, no one needs money to make their voiced heard.

If you feel that people do not have a voice, this is simply because they do not use it. You are asserting a idea which holds no truth, is it so you can throw doubt on the government of Bane? Or those who dedicate their long hours in their placement? Or perhaps, it's simply because they don't send a dove asking your request on each and every single matter leaving you 'left out'.

All I can say is, speak your mind before speaking bullocks.
