The membership listed is now updated, all inactive members hereby removed from the rolls. All wishing to be reinstated after now must meet with me personally and we shall discus each on a case by case basis.

On this day, after much deliberation and careful thought, I welcome Altrix Wufgar and Dain Laiden into our roles as the newest recruits. I suspect with their leadership merits and combat skills they shall quickly rise to be full guards. Let us see how such fine men benefit the town.

Your report is duly noted.

I make a request for Hew Keenaxe to seek my counsel for a hearing.
Guards are to escort him to me, or the jail for temporary holding if I am not available.
If he resists, such will be added immediately to his charges.

Estelwen, I request that you bring any witnesses to substantiate your claim.

Anon,

I would like to challenge this report, as I arrived at the scene immediately after it happened, and I have witnesses that say that the opposite happened.. Hew was attempting to arrest the halfling, Bindus, who is a known criminal, and Estelwen attempted to aid Bindus in resisting Hew's arrest.

Also, my witness was unbiased in the situation. He told me that thats just what he saw and that he had no idea what the other witnesses were talking about. On the other hand, at least one of Estelwen's witnesses admitted to be trying to get on Bindus' good side.

Saluting Captain Anon!

It is my duty to report that I have fulfilled your orders and made a complete arrest of Hew Keenaxe promptly. Hew came willingly. I have escorted him to you in the town hall, the second floor of the library. I am holding him in the small reading room and obtained his word of honor to remain. Hew awaits your judgment at a time of your choosing.

Greetings,

I order the immediate release from holding of Corporal Hew Keenaxe.
Please do not order again the arrest of one of our members based on the word of a criminal that is crealy part of Bindus' band. She has interfered in the criminals arrest when myself and Hew Keenaxe have tried arresting him.

In response, I also order the arrest of the elfess Estelwen Caladhiel for aiding a criminal, interfering in the arrest of a criminal, disobedience and suspicion of participation in organized crime.

Be greeted,

I sense a growing presence of internal strife within the town, that if not controlled, could easily win the best of the heart of stability I've tried so bitterly to put in place. Is it not the official stance of all those involved with Troll's Bane to most readily take the word of their close peers, before making brash and inaccurate decisions? I understand there needs to be a certain level of democracy and a level of equality for all citizens, no matter if they serve in the armed forces or not. However, a glowing report that one of your comrades, or fellow allies attacked a supposedly innocent bystander, should not be immediately welcomed with swords drawn and public decrees of induced detained questioning.

Why you ask? This sounds unfair? Because, if the person in question is still on our side (which he most surely would not be if he attacked innocents and was involved in anything short of a just process of lawfulness) he will most readily submit himself for due process of law. Hew Keenaxe is not a dwarf, to the best of my knowledge, to randomly attack innocent people. I believe this claim, especially from someone as dignified and whose opinion I admire in Altrix, that Hew Keenaxe was merely doing his duty.

It's rather unfitting that some people are so quick to believe that their allies have done something wrong and in the process, call for their immediate audience, yet refuse to believe the same about an entity or group who has a closet full of facts pushed against them.

Signed,
Elijah Varrin
Governor of Troll's Bane

I am happy to submit to any questioning, and or arrest. As an innocent person, I do not mind these demands. Also in regards to aiding a criminal, I aided him not, if they are indeed referring to his escape. I did indeed walk with him, but I did not stop them from walking out also, I can not 'aid ' a criminal if I merely walked next to him. I reject these claims, and to Captain Anon in particular, I would not do something so absurd as to jeapordise things which need discussing.
I thank you for your fairness Governor Elijah

Governor, High Inquisitor,

I shall make a more elaborate explanation upon having the chance to meet you each in person, together or separate.
Yes, Elijah, I did request an audience with this dwarf-to question these actions. Notice I did not immediately and without solid evidence order him to jail for a fortnight or permanent exile.

Broktan,
I commend you for your quick response and likewise your idea to ask Hew to remain on his honour.

Captain Anon D'Athen

Post Scribitum
For the sake of Elijah's long sought for stability, and the people's trust, I request that my orders are not countermanded on the town board before seeking my counsel in areas that are mine to handle, such as the incarceration of supposed criminals.

After a hearing from both parties, the interviewing of witnesses, and discussion with another member of the Guard,
I hereby sentence the elfess Estelwen Caladiel to a fine of fifty silvers, to be deposited into the town treasury upon my next meeting with the Governor, and a banishment from Trollsbane's territories for forty Dwarvin days.

I'd like to report a crime. A halfling named Bindus attacked me, trying to rob me, and failed.

That said, he's a dangerous cove, and I suggest folk keep an eye out for him. He's big for a halfling, and a skilled warrior.

I would like to draw the attention of the town leadership to the elf, Avalyon. He attacked me needlessly as I was already leaving at his request. He called me back within the town of Troll's Bane and used offensive magic in a manner that should be beneath the dignity of a mage of his standing.

A meeting of the guard will be held on the fourth of Irmas (Sunday, December 19th at 18:30 GMT). We will meet on the second floor of the library. All guards are expected to come. All citizens with concerns about the guard or ones that simply express an interest to join are welcome to come and ask questions.

I welcome the dwarfess Paulua as our newest recruit. She already has decent training with the blade and seems to be a valuable asset to Troll's Bane. I would like to take this opportunity to remind citizens and recruits alike that no recruit can take the law into their hands but can report it to myself or another guard. All guards who collect fines will be compensated by receiving a portion of it. Recruits that bring law breakers to attention of the guards will be as well. I hope this will serve as an incentive for the guards to be active as well as a deterrent to criminals.

Captain,

On this day, 15 Irmas , late afternoon, I have fined 10 silver and increased the ban 30 more days on Leva Beliu. She violated her original ban and refused to leave town. She then resisted arrest. I finally needed to use force in which she was seriously injured. I have given her until sundown of the 16 of Irmas to leave town. this is so she may recover from her wounds and leave in safety.
I also have fined Darian Estiel 10 silver for interfering with the apprehension of Leva. He has paid his fine and it has been deposited in the jail depot.

Hew Keenaxe

A small note written a flowing handwriting is placed on the wall.

I believe there has been a misunderstanding. Amnesty was given to to all for the day of the festival. Perhaps it was simply a mistake of time keeping or a conversation that delayed her over long. I would ask the ban not be increased and the fines returned to the people. Why spoil such a fine gesture of good will to the town with such a action that could be a simple mistake? I ask for your understanding and compassion in the matter and that it be resolved quickly. Thank you.

The festival took place on the 14 Irmas. She was just entering town on the 15 Irmas.

The amnesty was so those that attended the festival had time to sober up and be ready for safe travel home. Not for someone just entering town in the late afternoon of the next day, who is banned from being there.

In any case these are the new crimes she is guilty of.

Resisting Arrest
Resisting arrest through physical or verbal means is a crime under the law. Trying to prevent the arrest of someone, or sheltering him/her else by the same means is an equal crime under the law.

Disobedience
Everyone who refuses to follow official orders of the Town Guard or the Government, especially refuses imprisonments, bans or other official punishments commits crime in terms of the Law.

These are considered medium crimes.

Medium Crimes

Punishment guidelines for the Town Guard:

Fines: 50+ silvers, or up to the worth of the stolen item if it cannot be returned.
Banishment from the Town borders and surrounding estates: 10-40 days
Jail time: 7-3 dwarven weeks

Leva was fined 10 silver and banned 30 days. Considering her history, she got off easy.

On the 16 Irmas, around 9:00 am I found the town of Trollsbane to have near all its trees cut. As I investigated I saw a fire burning on a rooftop. I then went out the south gate and found fires burning against it. I found the outer wall door open and fires burning in there. I then circled the town finding fires burning at the east gate. Continuing around the walls I came upon Erester in an area on the north east corner of the outer walls. The trees freshly cut and Erester with a hatchet in his hands. I asked him to surrender the hatchet to me. He refused. I then attempted to tie him up and take the hatchet and he attacked me with a dagger, cutting the rope. Erester then still refusing to surrender the hatchet tried to flee. I pursued him and knocked him to the ground by force of sword. He still refused to give over the hatchet and tried to flee again. I knocked him down once more. Still refusing to co-operate, I struck him again injuring him badly and took the hatchet and the rest of his possessions. At the cross I returned his belongings minus the hatchet which is now in the jail depot as evidence. I then escorted Erester outside the east gate and let him free to go.

I have brought these charges against Erester

Medium Crimes

Fines: 50+ silvers, or up to the worth of the stolen item if it cannot be returned.
Banishment from the Town borders and surrounding estates: 10-40 days

Disobedience
Everyone who refuses to follow official orders of the Town Guard or the Government, especially refuses imprisonments, bans or other official punishments commits crime in terms of the Law.

Serious Crimes

Punishment guidelines for the Town Guard:

Fines: Unlimited
Banishment from the borders of Trolls Bane and surrounding estates: Unlimited
Jail time: Unlimited or Execution ((meaning Perma Death. We're taking things seriously now, just like the Nordmarkers do when one breaks their laws. Please avoid being superman and have fun! Thanks everyone.))

Arson and Damaging of property
Anyone who through fire or any other means, intentionally or unintentionally, damages the property of the town, an individual or a group commits a crime under the law. To encourage caution with fire, even unintentional cases of property damaging will be punished with fines. The minimum fine is 25 silvers but there is no upper limit.

I request an audience with the Magistrate Kar'armak to hear this case.

At this time, Erester is free. However he is still to serve a one week ban from trollsbane that was given him earlier in the morning by Lord Inquisitor Kar'armak for interfering in Town guard business.

Erester is required to make himself available for questioning at the Magistrates convenience.

Town guard,
Hew Keenaxe

Greetings,
The ban on Erester shall remain to just 1 week, despite the recent incursion in the town, just because this institution does not deem him as a danger for the citizens of Trolls Bane, nor to this town. However, if he is to break this ban one more time, the measures taken will be much harsher.
Before the ban expires, Erester is required to seek an audience with myself, the Magistrate, to respond to the accusation of Arson.

-----------------------------------------------------------------------------------------------

To all guards,
I remind you that because of the recent destruction of the Jail, there is no other option but to apply the Martial Law towards all those that are banned from this city, if they are found within and refuse to leave peacefully. Same treatment shall receive as well those that are found within the town on more repeated occasions, completely ignoring the ban.
Meeting the guard's request to peacefully leave the city, with violence, shall also lead to the confiscation of their armor, weapons and any carried items.

The orc named Slug'Gnar is banned from town for the period of 1 month for attacks on Skull'fed, the Army smith and his adopted daughter Anaya. He can appeal this ban in front of myself, the magistrate, for a reduction of the punishment, if seen fit.

Anaya has been fined with the sum of 10 silvers for the attack on Slug'Gnar and not stopping the first time she was asked to stop.

Darian Estiel has been fined 5 silver for failing to disarm when ask.
Fine has been dropped for his sacrifices in helping with the mummies and elementals.

Taylor Windslasher is banned from entering town with a demonic axe in his possession unless the governor or Magistrate grant him permission to do so.

A panther found its way into Trolls Bane yesterday. It looked to be gnawing on the remains of a human leg. If anyone knows of anyone being attacked and loosing limb and/or life please leave a note here. I want to thank Sir Dantagon and Sir Jonathan for their help in hunting the cat down and killing it. Whisper and Oxiana were also helpful. None suffered any serious injury, though Sir Jon did get treated at the hospital for non fatal wounds from the panther attacking him. It is not certain if this was one of the escaped panthers or some other that found its way here.

To whom ever it may concern,

50 silvers was taken from me due to an incident that happened. Others have been fined 10 silvers or less for the same crimes, and some have even had their money refunded in lieu of helping in dangerous situations. As I also helped in a dangerous situaation with the governor a while ago, the Governor said that my money would be returned. Yet it still has not. Please contact me as soon as possible as I would be very grateful to have it returned to me after waiting such a long time.

Be greeted,

Broktan has been banished from the town walls for 20 dwarven days for his assault on the newest recruit Kaidan Firestone. His position in the guard will be reaccessed upon the end of the banishment. Because of the relative inactivity of my administration in recent weeks, all reports of crimes can be delivered straight to me. Any reports of crimes committed by the guard or an ally of Troll's Bane will be treated with the utmost importance, for how are you to defend a people when you're the criminal who pillages?

Thank you,
