Land and Home Ownership laws and regulations

Land outside of the Town of Troll's Bane:

Because the Governor is expected to be sound of mine and patient, any violation of these laws below can stand to annul any contract signed dealing with land ownership. Violations of these following terms are considered similar to violating the general town laws.

I. Any citizen of Bane has the basic right to lease and tend to any land outside of Troll's Bane, should they pay for and agree to a contract signed by the Governor and the citizen himself.
II. Land is taxed based upon the contents of the contract. However, one thing remains the same no matter the stipulated monthly fees. If a leaser goes three dwarven months without paying their monthly taxes, the land will be re-seized by Troll's Bane. Every attempt will be made by the town to contact the leaser to secure the taxes.
III. Leasers of land have few rights in terms of "re-leasing" the land or making sub-leases to other interested parties. Of course, with the consent of the Governor, land and buildings may be rented, but not sold or leased.
IIII. Any violation of the town laws (including those of Land ownership) will be considered serious enough offenses to annul any contract of land ownership.
V. The Government of Troll's Bane has the right to annul any contract of ownership at any time if they are able to give just cause. Those causes would include inactivity, little infrastructure or building, or the contract can be briefly put on hold due to criminal trials for the leaser.
VI. Allegations of Treason will automatically put a hold on any contract signed with the Town of Troll's Bane until the accused is proved not guilty in the court of Troll's Bane.
VII. Any land rented from a leaser will be taxed a maximum of five percent of the fees that are asked of the tenet.
VIII. Any leaser of land outside the Town walls found to be harboring criminals of the Town will automaticly be stripped of their rights to own land.

Land Inside of the Town of Troll's Bane:

I. Any citizen of Bane has the basic right to rent or lease buildings or small plots of land inside Troll's Bane's walls, should they pay for and agree to a contract signed by the Governor and the citizen himself.
II. Any citizen of Bane who rents a house or apartment building must specify how many tenants he expects to live in the dwelling before hand.
III. Tenets of buildings or land within the town laws only have a two month grace period to pay their taxes before the land is re-seized at the discretion of the Government.
IIII. The Government of Troll's Bane has the right to annul any agreement with a citizen based upon just cause. Those causes vary, but are mostly the same to the ones listed above.
V. Allegations of Treason will automatically put a hold on any contract signed with the Town of Troll's Bane until the accused is proved not guilty in the court of Troll's Bane.
VI. Tenants of land within Troll's Bane may not re-rent the land at a higher price, and anyone found doing so will be be stripped of their right to tend to the land.
VII. Any tenant of land inside the Town walls found to be harboring criminals of the Town will automaticly be stripped of their rights to the land or structure.
Official Announcement concerning the digging of Treasure Maps within Troll's Bane territory

I would like to inform the public that it will no longer be permitted to dig untouched treasures on Troll's Bane soil. Naturally, because of the sudden occurrences of defenders that sometimes spring with the opening of treasure, several complaints have been filed to me. These dangers are a threat to the people of Troll's Bane who do not understand how to wield a weapon. However, there is a common ground that I'm willing to achieve.

Anyone who wishes to unearth treasure on Bane soil must seek the permission of myself or a town guard, who then must accompany them on the voyage. The guard will get five percent of the earnings, and the town will get the other five. So in total, the town will receive a maximum of ten percent of the total earnings, due mainly to the fact that the treasure was found in our lands.

If treasure is to be found under or near someone's estate or land, the ten percent will go directly towards them. Should the town guards have to intervene because the treasure hunters were unable to defeat the defenders on their own, and the defenders are subsequently incapacitated, all treasure will go towards the guards and the town of Troll's Bane.

Elijah Varrin

    Contract of Stoneridge
The Contract between the Government of Trolls Bane and the Knighthood of Gobaith

In order to keep relations neutral with Silverbrand and to continue friendly relations with the Knighthood, we've decided to return the Knights the land that was rightfully there own in the first place. Hopefully, through this move and more peaceful relations between the three groups we'll be able to secure a firm and steady position among our now close neighbors.

The castle called Stoneridge in the pass connecting Trolls Bane to Silverbrand shall be solely territory of the Knighthood of Gobaith. The keep and the pass shall be under no authority to the town of Trolls Bane. The pass shall be deemed neutral with safe passage given by the Knighthood of Gobaith. If a group were to attempt a takeover of the castle, in order to preserve the contract, it shall be the duty of Trolls Bane to help the Knighthood protect or retake the castle in order to ensure safe passage through the pass.

If the Government breeches any terms of the agreement or shows hostility towards the Knighthood, it is well in their right to terminate the contract altogether and keep their land. Both parties signify agreement and are bound by their signatures below.

Contract between the Town of Troll's Bane and the Riverside Grovestriders

In order to bolster the town's defense forces, the Town has taken the initiative and agreed to hire the Riverside Grovestriders as a mercenary force solely for defense of the town. Pay will mirror that of the Town Guard, depending on rank corresponding to the two ranks of the guard. Of course, the members of the faction will be able to take other jobs during this time period, but only if those do not go against the protection of Trolls Bane. Meaning that while the Grovestriders are allowed to take other jobs, these cannot interfere with their duties that are issued from Trolls Bane.

Grovestrider troops will only be authorized by leading officials in the Grovestriders, the current Governor, Captain of the Guard, and the Magistrate. They are well within their right to refuse an order if it goes against morals or background. If they are to receive keys or equipment from the town treasury, these items will be required to be given back at the termination of the contract.

5. The integrity of the person, character, and freedom of an individual within the territories of Troll's Bane are rights which may not be interfered with.
I am charging Magnus Magnol with 2 violations of statute #5. Firstly, He used unnecessary violence against me by throwing molotov cocktails at me in Trollsbane by the workshop. The explosions he caused have also greatly damaged town property while creating a public disturbance. Secondly, he bound me against my will with a rope and dragged me around.

A rather portly halfling approaches the board, reads over it, and begins to laugh uncontrollably. Wiping a tear from his eye, he scribbles a quick note upon a piece of parchment, and pins it beneath the most recent posting.
Regarding the charges laid against the human, Magnus Magnol, by the elfess, Seori:

I implore the Court to have Magnus Magnol absolved of all guilt on the grounds of hilarity.

Should he require legal representation, I offer my services.

No town property was damaged, his aim was flawless and the explosions were far enough away from buildings such that nothing was even slightly singed (other than the elfess in question).

I request that, should Magnus be punished, Seori should also be punished on grounds of huge public disturbance, death threats, provocation, slander and misrepresentation. The guards have been overlooking this for a very long time, so Magnus practiced vigilantism. Due to the nature of the provocation, I feel it was only a matter of time before someone snapped, and the unlucky person was Magnus. I think he deserves our sympathy under the circumstances.

Elijah Varrin, Governor and (acting) Magistrate
Should Magnus be charged in this matter, I Orioli, will pay his fine personally.
I have endured many times the public insults and ridicule that Seori inflicts on people she disagrees with. I hereby bear full witness to her public disturbance of the peace and calm of Troll's Bane.
I further charge her with issuing untold insults and public defamation toward myself. I also desire that she be charged for her crimes. So that those of us she frequently targets, and others who are forced to hear her incessant rantings may again live in peace, at our own township and home.
My agreement is with the defense of Magnus Magnol and the service he has afforded Troll's Bane by his well executed and well deserved action.
Orioli Shaldra

violations of these statues of the laws of Troll's Bane were committed incessantly by Seori:
- No individual may cause harm to another's reputation by publicly spreading false statements.
6. All individuals within the territories of Troll's Bane are to be treated with respect and civility.
- No individual may be subject to unreasonable insult.

Habitual offenders will be dealt with accordingly.

D. Defamation

Be greeted,

As much as I wish to become irate and make random and wild statements to all parties involved, I only wish to state that these matters are best served to be sent to an official privately. If that becomes the habit and the case in the future, we'll have less material such as these, arguing and littering our boards. Even if I believe the allegations of harassment, I can only tell you what the law stipulates.

It's the town guard's duty to take care of such things. No one has the right to attack another unless it's self defense. And no, someone harassing you doesn't warrant physical action. If the two parties involved will turn their heads a degree and look over the "Troll's Bane Assistance Act", you'll see something that will soften the blow of the small fine I'm giving to each of you, Seori and Magnus.

Think of them as donations, for they both will go directly towards supporting this cause. I think your best bet in the future is to avoid each other.

feel i should mention that though i do find her ways abit odd Seori had just as much right to speak her oppinions as any one else... with that any thing else she has done other than "speaking" should be punished.. however in light that i know she can be rather adimant and does not knoe when to cease i do not find fault with magnus' actions. " no means no" it the future if you hand her some coins with a amile.. she might just go away for a while.. she does do good works with the new comers.. i have seen it my self.

P.S.
i make this comment as a citizen not a guard.

Forcing Magnus to donate to that sham charity is a cruelly ironic punishment.

I'd like to report that two masked bandits, a Human and an Elf, attacked an elven guest during her performance at the Talent show. I do not know if she was the intended target, but the proficient use of Gynk Fires could have killed anyone there.

They were well-stocked and trained. They coordinated their attacks with foresight and planning. They were only drawn away by the victim fleeing the area.

We are trying to remedy the situation, but until then, could a Guard at least attend public events such as this in the future?

Thank you,

Be greeted for a third time today,

Do not expect the Town Guard of Troll's Bane to send you guards to protect your events unless you ask them. Considering the fact that I've spoken closely with Shandariel on the matter, I hardly see your argument. The same bandits that attacked her today, attacked me and her on an earlier occasion in Vanima. These bandits are apart of the same group you've openly stated to me that you've paid off.

Don't be mad at the town for not sending you guards. Be mad at the people who aren't doing what you paid them to do.

Governor,

This time you have insulted my intelligence and openly discussed matters spoken in confidence. I am sorry I trusted you to keep secrets safe.

Yes, I have made arrangements for the Bandits not to attack me or any member of the "Chamber", but only because we were afraid of something like this. Yes, they have betrayed that arrangement and are therefore not to be trusted ever again. No money ever changed hands. The great 'protectors' of Gobaith have failed to put these bandits in their place. What are we, simple craftsmen to do? I do not regret trying to protect my members when you cannot. Now, we'll have to scurry and hide. The cat is out of the 'bag' and we must now hide from shadows. Thank you very much for ruining a solution to our problem by openly discussing it.

I am very disappointed in you Governor. I thought you were different, like the Viceroy before you, but I see now that you are not. The Viceroy did what he had to do. I respected and admired him. However, we have Trollsbane politics as usual again. Betrayal, Incompetence and Weakness. I have lost my respect for you. Do not expect me to confide in you ever again.

I can see now that we are leaders of different sorts. I do what it takes to help and protect the people despite 'obstacles' in my way. You're different. You've done more to 'hinder' me than anyone else has. I have had to beg, plead and grovel at your feet to accomplish what I could, and still have not recieved what I have sought. Protection, understanding and help. It seems I am alone.

We'll manage on our own, it seems to be what you desire most.

Very disappointed,

i see two things happened here
and both sides have a good point..

bernie is trying to protect his people.. but Elijah has few men to work with.. the town guard is small.. i understand this well because i run a mercenary group also with few members who are all present at one time .. if we send a few guards to help bernie we weaken the town... and if we fail to protec bernie we weaken out reputations.. what do we do??

then there is the talk of paying for safety paying those who threaten you to be safe from them... this.. i find is not doing what you can to protect your people it is more like you are placing them in danger. trying to hide behind money... not to offend it is just what i can see from where i stand.. hiding from shadows is what you were doing either way..

i understand how you feel about carpenters being in danger.. i am also a worker and i am not the best with a weapon.. and i have been robbed a fair many times my self.. i will attend the functions of bernie's as i can.. and i will ask that my grovestriders also try to help as they are able..

however i must say that the town must be kept safe aswell.. when you live out side the range of the guards.. you face the unpredictabilities.. this is not a statement of no one cares.. but your request that the town provide guards from it's small force is a bit hard to accomplish and so i agree with Elijah, if you need guards for your event please do ask them. i dont think many would turn you down no one likes bullies. but Elijah has the whole town as well to think of. As for Edric.. he ran from his responsibilities. there is no right and wrong choice there is only reward verses consequence. that is life.

either way Edric would be gone.. and now Elijah has taken up the mantle. i wish that every one remember he is doing his best to try to please every one. this is quite a task and a very taxing one. i sat wand watched every one run Joxia out of her position i will not stand by idly and watch it happen to another leader who is simply trying to do something good.

Darius Kain Lieutenant of the Town Guard of Trollsbane. I am loyal to this town and i shall not watch it simply fall into ruin.

Be greeted Bernie,

From the day that I arrived on this island, I have been as fair and kind as possible to the inhabitants that I have met. I have tried my hardest to become friends with all those who call this island home. I've even tried my hardest to make you my friend, but your power hungry ways continue to get in the way of that becoming a possibility. I think that some people have taken my fairness and kindness the wrong way and labeled me as soft. That ends now. I will not stand idle as someone tries to pull me from the horse and take the seat, when I'm truly trying my hardest to rebuild this town.

Before I continue, I only wish to state what I'm about to say is only for the best of the people of Troll's Bane and may sound harsh at times. If you do not believe that is the customary actions of a Governor, then by all means state that. But you'll find that I'm not the ordinary stereotypical template that you find normally gracing the role of leader. I wish to clear one important detail out of the way before I continue. I have no need for the title of Governor, nor do I wish the power that comes along with it. I'd be much more happier with a simple meal, a simple roof, and a simple life. But must of all, I wish a happy and prosperous Troll's Bane. I only wish the title of Governor, because I believe I am capable of making this wish a reality.

And when that wish of mine becomes hindered by the actions and ideas of one being, I must do my part to stop them. You openly stated to me that you had "paid" off the bandits, Mister Bottoms. Your apparent shame in the matter only goes to prove this. As for the solution to your guild's problem, I believe that starts at the top. You have a conflict of interest, with the farmer's union and now your attempt to make a laughable attempt at a village.

So take this as an official cease and desist notice from the Government of Bane. I will not sell you a position in the Troll's Bane Government as you've tried many times before. I will not give you a noble title and any benefits that you wish to come with it. The Noble system was a failure in the end and only belittled the great many citizens of this town. I'm not going to bring back a dreaded system because you are a power hungry fool, who only seems to have his best interests at heart.

I'm not going to give you another suburb so you can continue to build your "village" and the undermining ways that seem to come with it. I'm not going to allow you to bully the other suburb leasers as though you are the leader of the Troll's Bane territory. I'm not going to sit idle as you continue to give random credit that should be going towards the maintenance of your guild to my citizens in an attempt to debt them. I'm not going to sit idle while you continue to try to undermine me and my rule. I'm not going to sit idle as you continue to comment on every decision I make. I'm not going to sit idle as you pay off enemies of the town. I'm not going to allow you to bully any of my citizens or suburb owners.

I'm not going to allow my opinion to be swayed next time I am given a report that you have tried to have me assassinated, claiming you "would make a better governor." I'm not going to sit idle while you claim I am not doing my job by not sending you guards. You knew quite well that those bandits were the ones that you paid off. What reaction do you think you'd receive from me when you openly tried to state that the guards were weak and that I wasn't fulfilling my job by not sending guards to your useless event? Was I supposed to say, "Ah.. it won't happen again"?

Or was I supposed to tell the truth? That you used a situation that should have never occurred, considering you paid them off, to make me look like a fool? You let the "cat out of the bag" by trying to belittle my guards and undermine my rule. Do not blame me for your foolishness. I've heard Edric's speech to me on you. The way you used to propose to him thousands of worthless ideas that only stood to benefit yourself, and not the town. He told me before he died that I shouldn't ever accept any of your ideas.

Now I know that he was telling me the truth, if only I would have saw it sooner. I've spoken closely with a majority of my citizens, the suburb owners, and many people outside of Troll's Bane. A great majority of these people have proposed one idea to me that seems to resonate in all their minds: terminate your ownership of the Midlands and banish you from town. I will not do this, because I am a kind person.

I can see if I was a power hungry fool who wasn't active in leading the town. I can see if my laws were not just. I can see if everyone in town absolutely despised me. And if I was inactive. That isn't the case, I'm honestly trying my best to rebuild this town. However, you are on a thin line. Attempt to undermine me once more and I can assure you, it will be the last time.

And please, that includes any more arguments on this board. I don't believe Troll's Bane's "weak" guards would like to wake up in the morning to find your senseless arguments claiming you've been wronged by a "faulty and worthless Governor".

With best wishes,
Elijah Varrin

A simple parchment is pinned to the board small enough it doesn't cover any other postings.

All members of the town guard are welcome to meet, spar, or simply explore Athen, formerly called West Strand.

Be greeted,

Due to the constant threat of bandit attacks and the other evils that seem to plague the isle since my arrival here, I still believe it's a necessary expenditure to not only fully equip the guard, but boost it's ranks. Because of this, I'm offering a 15 silver bonus to all new recruits who wish to sign up. Of course, all necessary applicants must show that they are worthy of the title and they must then do their duty. Also, if you are still awaiting pay, a dove will find me.

The Troll's Bane jail is currently under reconstruction. It should be fixed within the next dwarven day.

After careful consideration of the state of the Guard. The ranking officials of the Guard came to the conclusion that it was time to add a new rank.

Captain Anon D'Athen has been promoted to Field Marshal and Lieutenant Sirith Rymn has been promoted to Captain.

The significance of the switch is that the Field Marshal is now considered the leader of the Guards. The job of the Captain is to be acting leader during the Field Marshal's absence. If the Captain makes changes that the Field Marshal does not agree with the Field Marshal can remove the changes. Any order the Captain gives can be overridden by the Field Marshal. We decided to put this into play because Anon has not been around as often as he would like to and the Guard needs some form of leadership so as to let it thrive and grow.

I would also like to announce that in approximately 12 dwarven days Captain Rymn will be holding a guard meeting in the Troll's Bane Tavern. This meeting will take place at two times so as to try and get more people to show up. (( Monday 12 PM CST/ 8 PM GMT and 9 PM CST/ (Tuesday) 5 AM GMT ))

If you cannot make it to either meetings please send a dove.

At these meetings we will try and cover a number of different topics and after much conversation with all of the guards a decision as to what will happen with the guard regarding meetings, training, housing, equipment, possible promotions and many more topics of interest will be made. I urge you all to show up.

Thank you.

(Typing on an iPhone. Sorry for the brevity.)

Greetings,

Apparently there are rumors floating around that I have promoted myself to Captain. In this note I would like to put these rumors to an end.

Anon, Elijah, Darius, and I all came together to decide on what was to be done about the guard. In short, we felt that there was too much of a lack of activity. To remedy this situation we decided to put the new ranking system in order. The first person we turned to to take the rank of Captain was Darius. However, he respectfully declined the offer. It eventually came down to either me or Orteg. I was given the title of Captain and Orteg the title of Guardian of Troll's Bane. This was all decided amongst the leaders of the town. In no way did I promote myself.

If you have any problems with this please send a dove to me directly.

Thank you,
Sirith Rymn

Be greeted,

Almost two dwarven months into my administration and still the Town Guard is a pot of confusion. From it's leadership down to it's very pay, I've yet to fully comprehend the basics of rebuilding it. The only blame of this can be placed upon me. I wish to receive doves from those who have not gotten paid yet, and how much the town owes them for their duties.

After I'm able to issue the money needed for all our guards, I'll sit a similar date each dwarven month, as I did with taxes, to ensure your pay on time every dwarven month.

Please forgive me,
Elijah Varrin
