      • “The People of Troll's Bane have always been a defiant race. One who are ambitious, reliant upon themselves, and stead fest in their respective duties. However, it has been a recurrent theme in the tumultuous history of Troll's Bane that causes this defiance to be bred. So Therefore, in order to protect the integrity of future citizens, and to give more balance to the future foundation of our fair town, a document has been drafted and put into place on this day."

                • Article One: The Rights of Citizens and Individuals
  • These are basic rights that all citizens of Troll's Bane have rightfully pledged to them.


1) All citizens of Troll's Bane may own or operate land at the discretion of the Troll's Bane government. Individual persons with no affiliation with the town are exempt from this rule, though some extreme cases are presence and permitted.
2) All citizens of Troll's Bane are permitted to utilize any and all resources and tools within or around Troll's Bane. Individual persons with no affiliation with the town are exempt from this rule.
    • -Tools within Troll's Bane include, but are limited to: workbenches, ovens, anvils, furnaces, and grinders.
      -Resources of Troll's Bane include, but are not limited to: water, trees, fields, fruit, animals, and minerals.
      - All trees within the walls of the Troll's Bane township are excluded from this rule. It is forbidden for anyone other than a town official to cut them down.
      - Any individual may have their right to utilize the tools and resources within Troll's Bane temporarily withdrawn by a member of the Town Guard in a case of repeated misuse.
      - The owner of any privately owned resource or tool within the territories of Troll's Bane may use their property in any reasonable manner, which may include the exclusion of others.
      - The act of littering will be punished with a fine proportional to the crime.
3)The integrity of the person, character, and freedom of a citizen within the territories of Troll's Bane are rights which may not be interfered with.
    • - Unnecessary violence of any form against another's person is forbidden within the territories of Troll's Bane.
      - Combats of any form, including non-lethal duels, are forbidden within the walls of the Troll's Bane township. The only people exempt from this rule are the Town Guard and anyone with specific permission from the government of Troll's Bane.
      - Any individual in possession of a weapon within the territories of Troll's Bane must keep the weapon sheathed and in plain sight.
      - Any individual may have their right to possess a weapon within the territories of Troll's Bane withdrawn by a member of the Town Guard.
      - No individual may threaten another, whether expressly or otherwise.
      - No individual may cause harm to another's reputation by publicly spreading false statements.
      - No individual may hold another against their will and without lawful reason to do so.
      - Offensive magic may not be cast within town

4)All citizens within the territories of Troll's Bane are to be treated with respect and civility.
    • - No individual may be discriminated against on the basis of race.
      - No individual may be discriminated against on the basis of gender.
      - No individual may be subject to unreasonable insult.

5)A citizen's property belongs to the citizen alone. Property rights are granted to all registered citizens within the territories of Troll's Bane.
    • - No individual may knowingly deprive an owner, against their will, of a possession.
      - No individual may enter or remain within a building, when it is against the owner's will for them to do so, and the owner's will is known to the individual.
      - No individual may cause harm to another's property.
6) A citizen of Troll's Bane has the right to a fair trial and a legal representative in the court of law. A individual who has no affiliation to the Town of Troll's Bane has the right to a fair trial and a legal representative in smaller cases. Individuals accused of treason or attempting to topple or overthrow the Government of Troll's Bane will be automatically put to death.
7) All citizens of Troll's Bane have the right and the privilege to serve in a Governmental role in some capacity if they pass several screening tests.
8 ) Individuals from outside settlements captured for crimes committed in Troll's Bane may be exported back to their respective settlements IF the settlement agrees to their own punishment or trial upon the return of the captive. Individuals accused of treason or serious offenses are exempt from this rule.
9) All citizens and individuals within Troll's Bane are free. Slavery is forbidden and will be looked upon as a crime as high as Treason.
10) It is the right and the duty of the citizens to form a citizenry council that will regularly meet with the Governor to discuss issues within the town and lobby for changes.
11) A citizen who owns land within Troll's Bane may not secede from Troll's Bane in any manner, making the land an independent junction. He may not sell the land without the permission of the Government.

                • Article Two: The Role of Government
  • Article Two Section One: These are the obligations, restrictions, and rules that accompany the title of Governor.
*All stipulations against the position of Governor and other positions are instituted upon this day. Current members of the Government are not subjugated to the same guidelines of Clause 1. However, all other guidelines apply.*

1)All citizens of Troll's Bane are eligible for the position of Governor if they fit the following credentials:
  • - They must have served in the role of Magistrate before their rise to Governor. If the Governor and the Magistrate both resigned, are killed, or suddenly disappear the Captain of the Troll's Bane Guard will take over the town.
    - They have have had an extensive background test that removes any doubt of their affiliations with outside forces, or groups that pose as direct threats to the inhabitants of the town and abroad.
    - They must have no affiliations or partnership with any outside civilian groups not created by or pertaining to the role of Governor. Groups that are exempted include: Scribe work, and The Army of Gobaith.
    - They must be a citizen of Troll's Bane for three dwarven months.
2)The title of Governor of Troll's Bane will be passed down upon the Magistrate upon the serving Governor's death, resignation, or sudden departure.
3)The Governor of Troll's Bane is required to hold three citizenry meetings a dwarven month.
4)The Governor of Troll's Bane will keep the Town Treasury within his possession. The Governor of Troll's Bane will receive no set salary. However, they may use the treasury as they wish, with strict documentation on what they use it for. This usage is restricted to simple necessities, such as shelter, food, and clothing. Travel expenses are also include.
5)The Governor of Troll's Bane is the Supreme Commander of all Troll's Bane armed forces. A Governor may declare war in times of dishevel and may command his/her troops into battle as they deem fit.
6) The Governor and more importantly, the Government of Troll's Bane may not be overturned by an aggressive campaign. It is the right of the citizens to try to come to a compromise with the Governor on certain issues. However, an aggressive campaign to kill, murder, and overthrow the Government will be met with a staunch resistance on the Government's part.
  • - It is the duty of the Governor and the Government to retake the Town of Troll's Bane should it be overthrown by outsider forces.
    - It is the duty of the Governor and the Government to refuse to allow bandits, the Temple, or an outsider force from the Mainland to continue to hold dominion over the Town.
    - If these harsh times ever pass, the Government of Troll's Bane has the right to annex land near to Troll's Bane or a suburb in itself to act as a stepping block to retaking the town.

7)The Governor of Troll's Bane may not accept brides or any financial agreements to gain position within town. He may not sell Government positions or titles to citizens of Troll's Bane.
8 )The Governor of Troll's Bane cannot accept brides of outsider forces on a personal level. A Governor may not use the Troll's Bane treasury to pay for the ransom of a sibling or family member. A Governor may not sign coerced documents that give certain individuals leadership of the town or accept randoms that state such, even if it means the death of a loved one.
9)The Governor of Troll's Bane may pay outsider forces for protection and is the supreme voice in external affairs. He cannot, however, annex land without the consent of the citizen base.
10)The Governor of Troll's Bane must act as the public voice of the people of Troll's Bane and make sure that the base is happy, for a divided house cannot stand.
11)The Governor of Troll's Bane is the sole head of the Government of Troll's Bane. Any other Government member who is found to be undermining their rule is subject to be tried for treason and stripped of their respective title/s.
12) The Governor must give the town of Troll's Bane a three dwarven week notice before they wish to resign, as to acclimate the Magistrate to the job and give them the necessary funds and other materials that are necessary to run the town.

  • Article Two Section Two: These are the obligations, restrictions, and rules that accompany the title of Magistrate.

1) The Magistrate is the superior voice in the Legislative branch in Troll's Bane. The Governor is the only person in the Government who may overturn any of their decrees or decisions upon the legal system.
2) Both the Magistrate and the Governor are the only two who may appear as judges in the court of Troll's Bane, unless they are both declared to be too bias.They are also the only two entities that may pardon a criminal of crimes.
3) The Magistrate may declare new laws with the discretion and supervision of the Governor and hand out sentences to the fullest extent of the law.
4) The Magistrate is required to be neutral in all civil and foreign legal affairs. If a defendant feels that this isn't the case, he may request a more neutral judge at the discretion of the Governor.
5) They may banish and jail criminals for as long as the please, as long as the sentences are appropriate for the crimes committed
6) They may carry out executions on criminals who have been declared worthy of such. They may also torture and parade criminals for information pertaining to their crimes or co-conspirators.
7) The Magistrate must be of sound mind, have prior legal background, and be found to be completely free of a criminal record.
8.) The Magistrate is allowed to make trade agreements for the town of Trollsbane, if agreed upon by the acting Governor.
9) The Magistrate may act as a diplomatic representative of Trollsbane, if agreed upon by the acting Governor.
10) The Magistrate may give orders to the town guard, and if it is something extraordinary it should be agreed upon with the guard captain and/or the Governor. The Magistrate assumes the powers of the Governor over the Guard, if the Governor is unable to command.
11) The Magistrate can take command of the town guard in case of an emergency if the captain of the guard is absent, if agreed upon with the acting Governor.

                • Article Three: Suburbs of Troll's Bane
1) The land outside of Troll's Bane makes up and constitutes the areas known as the Suburbs. They are titled by the following: Northbridge, Eastmark, Midlands, Oakwoodshire, Riverside, and Athen.
2) Leasers of the suburbs may change the name of the estate to their liking at the discretion of the Governor.
3) Leasers of the suburbs can be stripped of their rights to the land if they are to break the laws of the town or the contract.
4) New estates may be annexed at the discretion of the neighboring suburbs and the citizen base.
5) Suburbs may not harbor criminals within their lands at any times. If they fail to adhere to this clause, they will be subject to arrest and their rights to the land stripped from them.
6) Members of the respective suburbs may take on any title that they wish. They have the right to make small brigades to protect their lands and keep out outside forces.
7) Leaders of estates may call on the aid of Troll's Bane's armed forces in times of need.
8.) Suburbs have the right to request financial aide from the Town of Troll's Bane.
9) A suburb may not, at any time, attempt to secede from the Town of Troll's Bane.

                • Article Four: Religion in Troll's Bane
1.) The Archbishop of Troll's Bane is the Head and religious representative of Troll's Bane, he has the duty to look after the spiritual welfare of all souls on Gobaith .
a.) The Archbishop enjoys a position as spiritual adviser to the throne of Troll's Bane.
b.)The Archbishop has a duty to combat heresy, error and nonreligious subjects of the island.
2.) All land belonging in some manner to the Archbishop's person shall be known as the Archbishopric.
3.) Within all land belonging temporally or spiritually to the Archbishop he has the authority to decree morally-binding laws on anything which shall be considered a spiritual matter, he shall have the authority to judge and execute punishment for these spiritual crimes within religious courts appointed by himself. These laws may not contradict the rightful laws of any land, nor may he presume to punish crimes unrelated to spiritual matters; within the city walls such laws must be approved by the Governor.
4.) He shall have the power to call to himself a militia for religious purposes only, though this may not be used for aggressive campaigns against Troll's Bane or its allies.
5.) The Archbishop, though being directly in control of the spiritual administration of Gobaith, shall have the power to appoint and delegate others to assist him in his tasks as he sees fit.
6.) So long as the Archbishop does not interfere with the rightful governance of Troll's Bane or its surrounding estates, he shall have peace to go about his own business and be granted protection by that same government.
7.) Only a male over the age of thirty may become Archbishop, women are forbidden from so doing.
8.) The government of Troll's Bane maintains the right to remove the Archbishop from his position, should he break the terms of his agreement.
9.) All lands of this righteous religious movement are territories of Troll's Bane, though under the subordinate and uninterfered governance of the Archbishop, and any attempt to cede this lands from Troll's Bane will result in the termination of this contract.
10.)The Archbishop is under no circumstances, while retaining his episcopal office, to take supreme leadership of the city. He is not to pursue governmental office, nor to incite rebellion so as to have himself placed in governmental office.
11.) This contract may not be terminated, edited, abridged or re-worded without the express written consent of all the signatories, unless one of the parties break the terms of the agreement and in doing so render it null and void.


                • Article Four: Amending this Document
1) A Governor may, in times of social change made amendments to the structure of this contract.
2) A Governor cannot change the words of this document without the consent and knowledge of the citizen base.
3) The Governor of Troll's Bane is the only Governmental official who holds the right to hold or make revisions to the foundation of this document.
4) A Governor found to breaking any of the above clauses will instantly be guilty for an act of treason.

Hopefully, though the years may bring many different seasons, and many different faces, the words that we have agreed to will continue to stand as a testament to freedom and the turmoil of Troll's Bane government behind us.

Laws and Regulations of the Town

I. Petty Crimes

Punishment guidelines for the Town Guard:
  • Fines: Up to 30 silvercoins or the return of the stolen item/items.
    Jail Time: 1 - 4 days.*
    Banishment from the Town Borders and surrounding estates: 1-10 days.
    *3-4 days for every 50 silvers stolen, if not returned.
Habitual offenders will be dealt with accordingly.

  • A. Disturbance
    Anyone who disturbs the calmness and peace in Troll’s Bane by any excessively repeated verbal or physical actions and continues to do so even after official warning, commits a crime in terms of the Law. Guards should note that Citizens should not be implicated for this, barring an extremely strong disturbance to others.

    B. Break in/Trespassing (Private building)
    Whoever breaks into a house of an individual against the will or knowledge of the owner, or refuses to leave when asked to commits a crime against the law.

    C. Thievery*
    Anyone who takes property of someone else while acting against the owners wish or without the owner’s knowledge commits crime in terms of the Law. If the stolen products or materials have become a part of larger entity, have been used for the manufacture/repair of a thing or cannot be reliably or without risking damage to the victim be separated from the possessions of the thief, then the victim may be entitled to be given complete possession of that for which the stolen materials were used for. It should be noted, that only the property of Citizens and Residents will be protected against thievery

    D. Defamation
    Anyone who purposely initiates and spreads wrong claims to harm the public image or another or to gain a personal benefit from doing so commits a crime in terms of the law. The crime is especially grave if it involves unfounded accusations against someone in the government or guard without proper representation. Only citizens, guards and others in position of authority are protected from this type of crime.

    The officials of Troll's Bane and members of the Town Guard may break this law should it be required to do their job. Such as accusing others of crimes. The Governor of Troll's Bane is able to break the level if he deems fit.

    E. Concealment of identity
    Anyone claiming to be another, wearing a suspicious article of clothing (hoods, long cloaks, visored helms), or refusing to remove these articles upon demand from a Governmental official or guard will be at the mercy of the law.

    F. Conspiracy to commit a Crime
    Should a person be caught in the act of planning, attempting or inciting others to break the laws and regulations alone or in a group, he is subject to the exactly same punishment as he would get for doing the crime.

    G. Provocation
    Anyone who constantly and vigorously attempts to incite fighting, provokes or insults someone else by verbal or physical actions commits a crime. To unsheathe a weapon and to try to persuade someone to do illegal actions can be a form of Provocation too.

    H. Speaking Blasphemy
    Anyone who openly spreads word against any of the Gods or Goddesses, or anyone who openly proclaims the Demons as being worthy of worship shall be prosecuted for the speaking of blasphemy. This law is only stands against the open and blatant displays of blasphemy.

    I. Possession of a Jail Key
    Anyone who does not have permission from the Governor or the Guard captain, and who isn't a member of the Town guard is not allowed to possess a jail key. Anyone found to be in the possession of a key is subject to arrest or punishment unless the key is promptly returned.

    J. Dueling within town limits
    Anyone found to be dueling within town limits are subject to punishment. Areas that this law does not pertain to are the fighting arena near the workshop in town.

II. Medium Crimes

Punishment guidelines for the Town Guard:
  • Fines: 50+ silvers, or up to the worth of the stolen item if it cannot be returned.
    Banishment from the Town borders and surrounding estates: 10-40 days
    Jail time: 7-3 dwarven weeks
  • A. Obstruction of Justice
    Anyone perverting or distorting the course of justice, interfering with law-enforcement or preventing the law enforcement from fulfilling their tasks commits a crime under the law.

    B. Resisting Arrest
    Resisting arrest through physical or verbal means is a crime under the law. Trying to prevent the arrest of someone, or sheltering him/her else by the same means is an equal crime under the law.

    C. Claiming false status to Authorities
    Claiming to be a Resident/Citizen when you in fact are not is now a crime under the law. When this false claim is done by person who is accused of a crime, he/she can get double the maximum punishment under the law for the crime.

    D. Giving information to Authorities
    Lying to the authorities is a crime under the law. When the authorities ask you a question, you should answer truthfully. The punishment varies depending on the magnitude of deception.

    E. Robbery
    In cases of thievery where the victim is threatened to be harmed by violence the crime has to be considered as Robbery in terms of the Law. When violence is used the crime has to considered as assault or attempted murder and robbery. It should be noted, that only citizens and residents will be protected against Robbery.

    F. Disobedience
    Everyone who refuses to follow official orders of the Town Guard or the Government, especially refuses imprisonments, bans or other official punishments commits crime in terms of the Law.

    G. Attempted Murder
    Attempted murder is a crime where it can be seen that the perpetrator attempted to murder the individual, or that the victim was sufficiently severely wounded to justify that. Guards should note that Outsiders are protected against attempted murder within the walls of the city.

    H. Kidnapping
    Capturing or holding someone against his will is a crime against the laws. This does not apply to criminals and a guard or other representative of government is never committing a kidnapping. It should be noted, that only Citizens and Residents will be protected against kidnapping.

    I. Threat and duress
    Threatening a citizen or a resident with violence, or trying to force them into doing something against his will is crime against the law. Guards or other representatives of authority can never be charged for this without the approval of the High Judge. Residents are protected against threats or duress only within the walls of Trolls bane.

    J. Assault
    Assault is a crime which involves attacking someone with one’s fists or wounding him to the limbs in non-lethal way (and without cutting off the victim’s limbs). Guards should note that only residents and citizens are protected against an assault.

    K. Heresy
    Anyone found to be a heretic, or one that worships demons and false deities upon Troll's Bane soil are subject to arrest.

    L. Extortion
    Anyone who tries to unlawfully obtain either money, property or services from a person(s), entity, or institution, through coercion is subject to the full extent of the law.

    M. Blackmail
    Anyone who threatens to reveal substantially true information about a person to the public, a family member, or associates unless is a demand is met are committing a crime.

    N. Fraud
    Anyone who forges the signature of another with the intention for personal gain or to damage another individual's repetition commits a crime under Troll's Bane law.
III. Serious Crimes

Punishment guidelines for the Town Guard:

  • Fines: Unlimited
    Banishment from the borders of Trolls Bane and surrounding estates: Unlimited
    Jail time: Unlimited or Execution

  • A. Spying
    Spying for the benefit of other town or organization is a crime under the law. The magnitude of punishment depends on the graveness of the leaks, to which organization/town the spying has been conducted for and the duration of the spying. Always treat the case as category III.III crime until proven otherwise.

    B. Murder
    When a person is irreversibly killed by someone else, and it cannot be determined that this was in self-defense, it is seen as Murder in front of the law. Anyone accused of Murder who doesn’t turn him/herself in immediately becomes an outlaw.
    ((OOC note: Only Perma-deaths can be considered murder))

    C. Treason
    An individual, who alone or in a group, commits any or all of the following acts may be found guilty of treason:
    Conspiring to incite a rebellion.
    Belonging to, associating with, assisting or supporting a group which plans to overthrow the government of Trolls bane or assassinating a person belonging to or working for the government (or planning to do those individually).
    Anyone convicted of spying may also be punished for treason, and vice versa.

    D. Arson and Damaging of property
    Anyone who through fire or any other means, intentionally or unintentionally, damages the property of the town, an individual or a group commits a crime under the law. To encourage caution with fire, even unintentional cases of property damaging will be punished with fines. The minimum fine is 25 silvers but there is no upper limit.

    E. Heresiarch
    Anyone found to be the leader of heretics or one inciting other to heresy shall be subject to arrest. These include leading demon worshiping cults, leading cults that follow false deities, and leading groups that try to pervert the minds of the citizens against the Gods and Goddesses.

    F. Involvement in Organized Crime
    Anyone found to be involved in organized crime (gambling rings, bandit groups, and extortion.. etc.) are subject to the full extent of the law.

Land and Home Ownership laws and regulations

Land outside of the Town of Troll's Bane:

Because the Governor is expected to be sound of mine and patient, any violation of these laws below can stand to annul any contract signed dealing with land ownership. Violations of these following terms are considered similar to violating the general town laws.

I. Any citizen of Bane has the basic right to lease and tend to any land outside of Troll's Bane, should they pay for and agree to a contract signed by the Governor and the citizen himself.
II. Land is taxed based upon the contents of the contract. However, one thing remains the same no matter the stipulated monthly fees. If a leaser goes three dwarven months without paying their monthly taxes, the land will be re-seized by Troll's Bane. Every attempt will be made by the town to contact the leaser to secure the taxes.
III. Leasers of land have few rights in terms of "re-leasing" the land or making sub-leases to other interested parties. Of course, with the consent of the Governor, land and buildings may be rented, but not sold or leased.
IIII. Any violation of the town laws (including those of Land ownership) will be considered serious enough offenses to annul any contract of land ownership.
V. The Government of Troll's Bane has the right to annul any contract of ownership at any time if they are able to give just cause. Those causes would include inactivity, little infrastructure or building, or the contract can be briefly put on hold due to criminal trials for the leaser.
VI. Allegations of Treason will automatically put a hold on any contract signed with the Town of Troll's Bane until the accused is proved not guilty in the court of Troll's Bane.
VII. Any land rented from a leaser will be taxed a maximum of five percent of the fees that are asked of the tenet.
VIII. Any leaser of land outside the Town walls found to be harboring criminals of the Town will automaticly be stripped of their rights to own land.

Land Inside of the Town of Troll's Bane:

I. Any citizen of Bane has the basic right to rent or lease buildings or small plots of land inside Troll's Bane's walls, should they pay for and agree to a contract signed by the Governor and the citizen himself.
II. Any citizen of Bane who rents a house or apartment building must specify how many tenants he expects to live in the dwelling before hand.
III. Tenets of buildings or land within the town laws only have a two month grace period to pay their taxes before the land is re-seized at the discretion of the Government.
IIII. The Government of Troll's Bane has the right to annul any agreement with a citizen based upon just cause. Those causes vary, but are mostly the same to the ones listed above.
V. Allegations of Treason will automatically put a hold on any contract signed with the Town of Troll's Bane until the accused is proved not guilty in the court of Troll's Bane.
VI. Tenants of land within Troll's Bane may not re-rent the land at a higher price, and anyone found doing so will be be stripped of their right to tend to the land.
VII. Any tenant of land inside the Town walls found to be harboring criminals of the Town will automaticly be stripped of their rights to the land or structure

Governmental Mandates and Treaties
  • Treaty with the Knighthood of Gobaith
The Contract between the Knighthood of Gobaith and Troll's Bane

The Knighthood of Gobaith has in the past, served the Town of Troll's Bane through it's darkest hours. Because of this, it comes a time to put it into writing what they've already striven to do since their inception. The Knighthood of Gobaith now have official rights to conduct justice on the borders and territories of Bane. They will be given the right to ban members from the Town and lands outside the walls for up to thirty days, with the prior consent of the Governor of Guard Captain.

They have the right to withdraw their swords in town, if the justification is there. They will be given keys to the jail and be able to hold or jail criminals for a period of two dwarven weeks. Troll's Bane will have the rights to call for the knighthood's services as long as the intentions are right and just. These would include the safety of Troll's Bane against outside influences and if Troll's Bane interferes into outside matters that concern the safety and well being of another settlement.

The Knighthood exhibits free will with this contract. They are allowed to absolve the contract at any time, if they feel that their services are being used wrongly and unjustly.

  • Contract of the Archbishop

1.) The Archbishop of Troll's Bane is the Head and religious representative of Troll's Bane, he has the duty to look after the spiritual welfare of all souls on Gobaith .
a.) The Archbishop enjoys a position as spiritual adviser to the throne of Troll's Bane.
b.)The Archbishop has a duty to combat heresy, error and nonreligious subjects of the island.
2.) All land belonging in some manner to the Archbishop's person shall be known as the Archbishopric.
3.) Within all land belonging temporally or spiritually to the Archbishop he has the authority to decree morally-binding laws on anything which shall be considered a spiritual matter, he shall have the authority to judge and execute punishment for these spiritual crimes within religious courts appointed by himself. These laws may not contradict the rightful laws of any land, nor may he presume to punish crimes unrelated to spiritual matters; within the city walls such laws must be approved by the Governor.
4.) He shall have the power to call to himself a militia for religious purposes only, though this may not be used for aggressive campaigns against Troll's Bane or its allies.
5.) The Archbishop, though being directly in control of the spiritual administration of Gobaith, shall have the power to appoint and delegate others to assist him in his tasks as he sees fit.
6.) So long as the Archbishop does not interfere with the rightful governance of Troll's Bane or its surrounding estates, he shall have peace to go about his own business and be granted protection by that same government.
7.) Only a male over the age of thirty may become Archbishop, women are forbidden from so doing.
8.) The government of Troll's Bane maintains the right to remove the Archbishop from his position, should he break the terms of his agreement.
9.) All lands of this righteous religious movement are territories of Troll's Bane, though under the subordinate and uninterfered governance of the Archbishop, and any attempt to cede this lands from Troll's Bane will result in the termination of this contract.
10.)The Archbishop is under no circumstances, while retaining his episcopal office, to take supreme leadership of the city. He is not to pursue governmental office, nor to incite rebellion so as to have himself placed in governmental office.
11.) This contract may not be terminated, edited, abridged or re-worded without the express written consent of all the signatories, unless one of the parties break the terms of the agreement and in doing so render it null and void.

  • The Troll's Bane Assistance Act

The Troll's Bane Assistance Act:

1.) All citizens of Bane are eligible for the benefits of these reforms, so long as they fit one* of the basic requirements.
a.) An unwed applicant must not be employed within an organization that pays them more than the amount offered by the town.
b.) A wedded applicant who is employed and yet can prove that these funds are insufficient enough to provide for his family.
c.) Must be of sound moral character and have good standing with the Town of Troll's Bane throughout their course through the Welfare system.*
d.) An applicant who has recently been terminated of his duties with any job.
e.) All disabled or elderly individuals who are found to be of honesty are automatically eligible.*
2.) All citizens of Bane who are eligible for Social Welfare will be granted upwards of ten silvers a dwarven month for a maximum of five dwarven months, should they continue to seek employment.
3.) All applicants must actively seek employment with the close guidance and assistance of Troll's Bane. Should they gain employment while under the benefits of this system, they will continue to receive payment until they gain enough money to sustain themselves.
4.) Applicants who are able to read and write legibly will be able to fulfill small positions within the Troll's Bane government writing documents.
5.) Applicants who are not able to find employment by the end of their first dwarven month with a third organization will be given small roles and tasks by the Town of Troll's Bane. These will lead to more income then the Social Welfare provides.
6.) The Government of Troll's Bane holds the right to halt any payment to any citizen should they find reasonable cause that they are exploiting the system for their own personal gain.
7.) All citizens of Bane are eligible to the "Food Bank" and it's contents. This bank will be made up of largely donations and a small portion will be funded by the Government of Bane.
8.) Clothing and garments will be provided for protection from the elements. Shelter in the worst cases will be provided, should it be available.
9.) Free medical attention and proper appointments will be scheduled with all applicants who are children, elderly, or disabled. The extremely ill are also covered.
10.) An applicant who legally occupies property within the towns walls is eligible for one months rent at the expense of Troll's Bane. This privilege however, can only be used once.
11.) All applicants will be treated with utmost respect and these transactions will be done as discreetly as possible.


*These clauses are absolute requirements and cannot be avoided.

  • The Troll's Bane Restoration Act
Troll's Bane Land Restoration Act

Troll's Bane will henceforth supply financial aide to all land owners who apply for such, in the event of a accident involving destruction of one's property by flame, natural causes, or the unfortunate circumstances of war. Each applicant for a loan must meet. but are not limited to the following requirements:

1) They must be a citizen of Troll's Bane and own land.
2) They must be an upstanding individual with a honest and well designed plan to restore the land to it's original form.
3) They must understand that upon signing a document detailing their agreement to a loan, they are bound to the contents of that contract. They must make the proper restoration to their piece of land within the first dwarven month of the loan, or they'll be requested to return the loan upon the day a month has passed, perform the restoration then, or be subject to arrest.
4) Anyone found to be using the money for anything other then the restoration of their land are immediately eligible for a punishment to the fullest extent of the law.

  • The Troll's Bane Advancement Bill

Land Ownership and Advancement bill

Any citizen who owns land in Troll's Bane or it's surrounding territories is eligible to receive governmental funding in exchange for the recipient advancing the land they own by making renovations and properly attending to the land. This “loan” will be repaid back to the town in the format of a higher tax for a brief period of time, depending entirely upon the amount burrowed. The Town will also benefit from this deal because it will advance the quality of building in our fair town and hopefully in turn, usher in a new decade of people settling here.

Ambitious people who wish to start a new business in town or outside it will also be eligible to this new plan as long as they are citizens of Bane.

1) All citizens of Bane who are in good standing with the town and own land may apply for a loan.
2) All citizens who request a loan from the town must have an established blueprint for what they want done and a basic estimate.
3) Citizens who abuse the system for personal gain will be stripped of their right to own land and be subject to arrest.
4) Tax will be raised by ten percent one dwarven month after the loan is issued.
5) Should no infrastructure renovations be undertaken within the dwarven month after the loan has been issued, the Government of Troll's Bane will request a full refund in replacement of the higher tax. The recipient may appeal this action.

Contracts and Documents

  • Contract of Stoneridge

The Contract between the Government of Trolls Bane and the Knighthood of Gobaith

In order to keep relations neutral with Silverbrand and to continue friendly relations with the Knighthood, we've decided to return the Knights the land that was rightfully there own in the first place. Hopefully, through this move and more peaceful relations between the three groups we'll be able to secure a firm and steady position among our now close neighbors.

The castle called Stoneridge in the pass connecting Trolls Bane to Silverbrand shall be solely territory of the Knighthood of Gobaith. The keep and the pass shall be under no authority to the town of Trolls Bane. The pass shall be deemed neutral with safe passage given by the Knighthood of Gobaith. If a group were to attempt a takeover of the castle, in order to preserve the contract, it shall be the duty of Trolls Bane to help the Knighthood protect or retake the castle in order to ensure safe passage through the pass.

If the Government breeches any terms of the agreement or shows hostility towards the Knighthood, it is well in their right to terminate the contract altogether and keep their land. Both parties signify agreement and are bound by their signatures below.

Contract between the Town of Trolls Bane and Phibol

The following contract guarantees ownership of the land known as Northbridge to Phibol, should he agree and follow the terms of the contract below. The land known as Northbridge shall remain a territory of Trolls Bane despite it's new ownership and any attempt to cede from Trolls Bane will automatically make this contract void. The owner is allowed to do with the land as he wishes as long as they respect and follow the laws of the Town and are not harming nearby territories.

Tax shall be issued at the flat rate of ten silvers for the first dwarven month and be subjected to change after that, after the consultation of the active Governor and the owner himself. In order to combat inactivity, should the owner go three dwarven months without paying taxes, the land will be re-seized by Trolls Bane and the town is then free to do with it what they choose.

The leaser is permitted to use the property as he wishes as long as he accepts the laws and rule of Trollsbane. The land will only be re-seized by Troll's Bane should the user become inactive or commit a crime of extremely high proportions.

Tax shall be issued at the flat rate of twenty silvers for the first dwarven month and be subjected to change after that, at the discretion of the government of Trollsbane. The leaser shall be informed and permitted to appeal should the tax rate be changed. In order to combat inactivity, should the owner go three dwarven months without paying taxes, the land will be returned to Trollsbane, and the lease will be canceled.

The Theater or Arena to the east of Bane will be of open access to the Town of Troll's Bane and 10% of the revenue off events that are held there will be given to the town coffers.

  • Contract of The Riverside Grovestriders

Contract between the Town of Troll's Bane and the Riverside Grovestriders

In order to bolster the town's defense forces, the Town has taken the initiative and agreed to hire the Riverside Grovestriders as a mercenary force solely for defense of the town. Pay will mirror that of the Town Guard, depending on rank corresponding to the two ranks of the guard. Of course, the members of the faction will be able to take other jobs during this time period, but only if those do not go against the protection of Trolls Bane. Meaning that while the Grovestriders are allowed to take other jobs, these cannot interfere with their duties that are issued from Trolls Bane.

Grovestrider troops will only be authorized by leading officials in the Grovestriders, the current Governor, Captain of the Guard, and the Magistrate. They are well within their right to refuse an order if it goes against morals or background. If they are to receive keys or equipment from the town treasury, these items will be required to be given back at the termination of the contract.

The following contract constitutes a lease of the estate known as the Cromwell Mansion to Edward Cromwell, should he agree to and follow the terms of the contract below. The estate known as the Cromwell Mansion is recognized as a property of the Cromwell Family, and shall remain a territory of Trolls Bane and any attempt to cede from Trolls Bane will automatically make this contract void. The owner(s) is permitted to use the property as he wishes as long as he accepts the laws and rule of Trollsbane. The Property includes the Mansion House itself and adjacent private yard, extending twelve steps to the north and west from the house wall, up to the southern bank of Faery's tears in the south, and all the way to (and including) the cave entrace in the east of the house. The lands falling within this rectangle are under direct ownership and control of the Cromwell Family, otherwise subject to only the laws and guard of trollsbane, and not to guards or contracts involving any third parties. The Cromwell family, or the persons authorized by them, may guard the property and remove any disturbing or unwanted guests from the property using any amount of force necessary if they refuse to leave peacefully.

Tax shall be issued at the flat rate of 10 silvers for the first dwarven month and be subjected to change after that, at the discretion of the government of Trollsbane, however the increase may not be more than fifty percent in one dwarven month. The owner shall be informed and permitted to appeal should the tax rate be changed. In order to combat inactivity, should the owner go three dwarven months without paying taxes, the land will be returned to Trollsbane, and the ownership will be canceled.

Contract between the town of Troll's Bane and the guild of the Free Scribes of Gobaith

The town of Troll's Bane accepts and confirms the utter political neutrality of the guild „The Free Scibes of Gobaith“.


For a fee of 50 silver coins, to be paid regularly each dwarven month, the Free Scribes of Gobaith agree to finish any job, be it translating or interpreting, given to them by the town of Troll's Bane without asking for any further payment. Furthermore, every registered citizen of Troll's Bane will be granted a discount of 10% on any job done by the Free Scribes of Gobaith.

This contract serves the economical and social benefits of both parties. Therefor, both parties can immediately cancel the contract at any time, should they feel that it is no longer of any use to them.

The contract parties agree on every article of this contract and are bound to fulfill it by their signatures below until the contract is cancelled.

I. Geringe Vergehen

Strafrichtlinie für die Stadtwache:
Geldstrafen: Bis zu 30 Silbermünzen oder die Rückgabe der gestohlenen Güter.
Gefängnisstrafe: 1 – 4 Tage.
Verbannung vom Stadtgebiet und umliegenden Anwesen: 1 – 10 Tage.


Wiederholte Straftaten werden entsprechend geahndet.


A. Störung
Jeder der die Ruhe und den Frieden Trolls Banes durch exzessiv wiederholte verbale oder physische Aktivität stört und auch nach einer offiziellen Verwarnung nicht damit aufhört begeht eine Straftat im Sinne des Gesetzes. Die Stadtwache ist dazu angehalten, Bürger der Stadt hierbei auszuschließen, es sei denn es handelt sich um massive Störung anderer.

B. Einbruch / Hausfriedensbruch (Private Gebäude)
Jeder der in ein Haus oder das Grundstück eines dritten einbricht oder sich gegen den Willen des Besitzers darin aufhält begeht eine Straftat im Sinne des Gesetzes.

C. Diebstahl
Jeder der sich das Eigentum eines Dritten gegen den Willen oder ohne das Wissen des Eigentümers aneignet begeht eine Straftat im Sinne des Gesetzes. Sollten die gestohlenen Güter in irgend einer Art verwendet worden sein, sodass sie nicht mehr in garantierter Unversehrtheit an den Eigentümer zurück gegeben werden können, hat der Bestohlene das Recht das Sachgut einzubehalten, in das die gestohlenen Güter eingearbeitet oder für dessen Herstellung das Diebesgut verwendet wurde.

D. Beleidigung
Jeder der vorsätzlich falsche Informationen verbreitet um dem Ansehen eines Dritten zu schaden oder einen persönlichen Vorteil daraus zu ziehen begeht eine Straftat im Sinne des Gesetzes. Das Verbrechen wiegt besonders schwer, sollte es sich bei den Informationen um haltlose Anschuldigungen gegenüber eines Mitglieds der Regierung oder Stadtwache handeln, die ohne fundierte Grundlage vorgebracht werden. Nur Bürger, Wachen und andere Autoritätspersonen sind von dieser Art des des Verbrechens geschützt.

E. Identitätsverschleierung
Jeder der vorgibt eine andere Person zu sein oder seine Gestalt mit Hilfe von suspekt erscheinenden Kleidungsstücken (Kapuzen, lange Umhänge, Visierhelme) zu verhüllen versucht und sich weigert diese auf Verlangen eines Mitglieds der Regierung oder der Stadtwache abzunehmen begeht eine Straftat im sinne des Gesetzes.

F. Verbrecherisches Komplott
Sollte eine Person oder Gruppe bei der Planung oder des Versuchs einer Straftat erwischt werden oder dabei, wie er/sie versucht andere dazu zu überreden das Gesetz oder Regeln zu brechen, begeht er eine Straftat die mit der Schwere des ursprünglich geplanten Verbrechens behandelt wird.

G. Provokation
Jeder der wiederholt und energisch versucht einen Kampf herauszufordern oder andere durch jegliche Art von physisch oder psychisch offensiver Tätigkeit zu provozieren begeht eine Straftat im Sinne des Gesetzes. Seine Waffe zu ziehen und zu versuchen jemanden zu illegalen Aktivitäten zu überreden kann ebenfalls als Provokation behandelt werden.
H. Blasphemie
Jeder der öffentlich das Wort gegen einen der Götter oder Göttinnen richtet oder öffentlich verkündet, dass irgend ein Dämon der Verehrung würdig ist macht sich des Verbrechens der Blasphemie schuldig. Dieses Gesetz umfasst nur die öffentliche und offensichtliche Verbreitung von Blasphemie.

I. Besitz eines Gefängnisschlüssels
Niemand der nicht die ausdrückliche Erlaubnis des Gouverneurs oder des Captains der Stadtwache hat und der kein Mitglied der Stadtwache ist hat kein Recht dazu, einen Gefängnisschlüssel zu besitzen. Jeder der sich des unrechtmäßigen Besitzes eines Gefängnisschlüssels schuldig macht wird eingesperrt oder bestraft werden, sollte er den Schlüssel nicht sofort aushändigen.

J. Duellieren innerhalb der Stadtmauern
Jeder der bei einem Duell innerhalb der Stadtmauern erwischt wird macht sich einer Straftat schuldig. Einziger ausgenommener Ort innerhalb der Stadtmauern ist die Kampfarena nahe der Werkstatt.


II. Mittelschwere Vergehen

Strafrichtlinie für die Stadtwache:

Geldstrafen: 50 oder mehr Silberstücke oder der Wert des Diebesguts falls es nicht zurückzugeben ist.
Verbannung aus dem Stadtgebiet und umgebender Anwesen: 10 – 40 Tage
Gefängnisstrafe: 7 – 3 Zwergenwochen


A. Behinderung der Gerechtigkeit
Jeder der gegen eine Untersuchung der Regierung arbeitet, diese in irgend einer Art behindert oder sabotiert oder sich in eine Gesetzesvollstreckung einmischt begeht eine Straftat im Sinne des Gesetzes.

B. Widersetzen einer Festnahme
Das Widersetzen gegen eine Festnahme mit verbalen oder physischen Handlungen ist eine Straftat im Sinne des Gesetzes. Das Schützen eines Kriminellen gegen die Festnahme sowie die Beherbergung eines solchen Verbrechers ist eine ebenso schwere Straftat wie das Widersetzen gegen eine Festnahme.

C. Vorspiegelung falscher Tatsachen im Bezug auf die Bürgerschaft
Die falsche Behauptung ein Stadtbürger zu sein ist nun eine Straftat im Sinne des Gesetzes. Falls die betroffene Person einer Straftat beschuldigt wird, kann diese mit bis der doppelten Höchststrafe für ihre Verbrechen bestraft werden.

D. Falschaussage
Ein Mitglied der Regierung vorsätzlich zu belügen ist eine Straftat im Sinne des Gesetzes. Wenn Mitglieder der Regierung euch etwas fragen, solltet ihr wahrheitsgemäß antworten. Die Strafe für dieses Verbrechen variiert je nach Schwere der Falschaussage.

E. Raubüberfall
Bei einem Diebstahl bei welchem das Opfer durch Gewalt bedroht wird, handelt es sich um einen Raubüberfall im Sinne des Gesetzes. Sollte es zu einem gewaltsamen Übergriff auf das Opfer kommen, wird das Verbrechen als tätlicher Angriff oder versuchter Mord mit Raub angesehen. Zu beachten ist, dass nur Bürger und Anwohner durch das Gesetz vor einem Raubüberfall geschützt sind.

F. Widersetzen gegen die Staatsgewalt
Jeder der dem Befehl eines Offiziellen der Regierung oder eines Mitglieds der Stadtwache nicht folge leistet, insbesondere wenn er sich einer gesetzlichen Strafe widersetzt begeht eine Straftat im Sinne des Gesetzes.

G. Versuchter Mord
Man spricht von versuchtem Mord, wenn ersichtlich ist, dass der Angreifer versucht hatte sein Opfer zu töten, da das Opfer beispielsweise beim Angriff sehr schwer verwundet wurde. Die Mitglieder der Stadtwache sollten beachten, dass auch Außenstehende durch das Gesetz auf dem Territorium Trolls Banes von Versuchtem Mord geschützt sind.

H. Entführung
Jemand gegen seinen Willen gefangen zu nehmen oder fest zu halten ist eine Straftat im Sinne des Gesetzes. Dies betrifft keine Kriminellen und eine Stadtwache oder Vertreter der Regierung begehen bei einer Festnahme niemals eine Entführung. Es sollte beachtet werden, dass nur Bürger und Anwohner vor einer Entführung geschützt werden. (Die Entführung eines Bürgers sollte als ein Vergehen III.III behandelt werden.)

I. Bedrohung und Nötigung
Das Bedrohen eines Bürgers oder Anwohners oder der Versuch, diesen gegen seinen Willen zu etwas zu zwingen ist eine Straftat im Sinne des Gesetzes. Eine Stadtwache oder ein Vertreter der Regierung kann niemals ohne die Zustimmung des Hohen Richters diesen Verbrechens schuldig gesprochen werden. Anwohner sind vor Bedrohung und Nötigung nur innerhalb der Stadtmauern Trolls Banes geschützt.

J. Tätlicher Angriff
Mit einem tätlichen Angriff wird ein gewaltsamer Übergriff auf einen Dritten bezeichnet der keine tödlichen Folgen haben kann, etwa der Angriff mit einer Faust oder das Verletzen von Körperteilen (ohne dass diese Körperteile abgetrennt werden). Der Stadtwache sei nahe gelegt, dass nur Bürger und Anwohner vor einem tätlichen Angriff geschützt sind.

K. Ketzerei
Jeder der sich der Ketzerei schuldig macht oder falsche Götter und Dämonen im Territorium Trolls Banes anbetet macht sich einer Straftat schuldig.

I. Versuchte Erpressung
Jeder der versucht sich mit gesetzwidrigen Mitteln dem Geld, Besitz oder der Dienstleistung eines Dritten zu bedienen begeht eine Straftat im Sinne des Gesetzes.

M. Erpressung
Jeder der damit droht wahre Informationen über eine andere Person an die Öffentlichkeit zu tragen obwohl dies zu verhindern ist, begeht eine Straftat im Sinne des Gesetzes.

N. Betrug
Jeder der die Unterschrift eines Dritten fälscht um damit dessen Reputation zu schädigen oder einen persönlichen Vorteil daraus zu ziehen begeht eine Straftat im Sinne des Gesetzes.


III. Schwere Vergehen

Strafrichtlinie für die Stadtwachen:

Geldstrafen: Unbegrenzt
Verbannung vom Stadtgebiet und umliegenden Anwesen: auf unbegrenzte0 Dauer
Gefängnisstrafe: unbegrenzt oder Exekution ((damit ist der permanente Tot eines Charakters gemeint. Wir nehmen die Dinge nun ernst, genau wie die Nordmarker wenn jemand ihr Gesetz bricht. Bitte vermeidet es Supermann zu spielen und habt Spaß! Danke.))

A. Spionage
Spionage für die Vorteile anderer Städte oder Organisationen ist eine Straftat im Sinne des Gesetzes. Das Strafmaß richtet sich nach der Wichtigkeit der weitergegebenen Informationen, des Auftraggebers des Spions und der Dauer des Spionageakts. Dieses Verbrechen wird immer als Straftat der Kategorie III.III behandelt sofern nicht anders bewiesen.

B. Mord
Wenn eine Person eine andere unwiderruflich tötet und nicht bewiesen werden kann, dass in Selbstverteidigung gehandelt wurde, wird dies als Mord im Sinne des Gesetzes behandelt. Jeder der des Mords bezichtigt wird und sich nicht sofort stellt wird zum Vogelfreien erklärt.
((OOC Anmerkung: Nur permanente Tode können als Mord behandelt werden.))

C. Hochverrat
Jede Person oder Gruppierung die eine der folgenden Taten verübt kann sich damit des Verbrechens des Hochverrats schuldig machen:
Die Teilnahme an der Planung einer Rebellion.
Die Zugehörigkeit, Unterstützung oder der Umgang mit einer Person oder Gruppierung die versucht die amtierende Regierung zu stürzen oder ein Mitglied der Regierung zu töten oder Derartiges plant.

D. Brandstiftung und schwere Sachbeschädigung
Jeder der durch Feuer oder irgend eine andere Art vorsätzlich oder ausversehen das Eigentum der Stadt, einer Gruppierung oder einer anderen Person beschädigt oder zerstört begeht eine Straftat im Sinne des Gesetzes. Um die Leute zur Vorsicht im Umgang mit Feuer zu bewegen werden auch versehentliche Beschädigungen von Eigentum mit Geldstrafen geahndet. Die Minimalstrafe beträgt dabei 25 Silber, kennt jedoch keine Obergrenze.

E. Häresie
Jeder der sich als Anführer von Häresiern herausstellt oder sich des Verleiten Anderer zur Häresie schuldig macht wird zum Ziel einer Festnahme.
Dies beinhaltet die Führung von Dämonen verehrenden Kulten die falschen Göttern folgen sowie die Führung von Gruppierungen die versuchen, andere Bürger gegen die Götter und Göttinnen aufzulehnen.

F. Beteiligung an organisiertem Verbrechens
Jeder der sich in organisiertes Verbrechen verwickeln lässt (Spielerringe, Banditengruppen, Erpresser, usw...) begeht eine Straftat im Sinne des Gesetzes und in der schwere der von der Organisation vergangenen Verbrechen.

Gesetze und Regelungen zum Grundstücks- und Hausbesitz

Land außerhalb Trolls Banes:

Da vom Gouverneur erwartet wird geduldig und gesetzestreu zu sein kann jegliche Verletzungen der unten stehenden Gesetze die Annullierung eines Vertrags über Besitztum und/oder Grundstücksrechte rechtfertigen. Die Verletzung dieser Regeln werden ähnlich der Verletzung des regulären Gesetzes der Stadt behandelt.


I. Jedem Bürger Trolls Banes ist es gestattet Land außerhalb Trolls Banes zu pachten und zu verwalten, solange sie einem unterzeichneten Vertrag zwischen dem Gouverneur und dem Bürger selbst zustimmen.

II. Die Besteuerung des Landes basiert auf dem Inhalt des Vertrages. Jedoch geht das Land, egal in welcher weise der Vertrag die Besteuerung reguliert, in den Besitz Trolls Banes zurück, sollte der Pächter die Steuern drei Zwergenmonate lange nicht bezahlt. Die Stadt wird dabei keine Mühen scheuen, den Mieter zu kontaktieren um die Steuern einzutreiben.

III. Der Pächter hat wenige Rechte im Bezug zur erneuten Pacht seines Landes an Dritte. Natürlich kann er mit der Zustimmung des Gouverneurs Grundstück und Gebäude vermieten, nicht jedoch verkaufen oder verpachten.

IV. Jegliche gesetzwidrige Handlungen (auch gegenüber den Regulierungen zum Besitztum) werden als sträflich genug angesehen um sämtliche Verträge zwischen dem Pächter und der Stadt aufzuheben.

V. Die Regierung der Stadt Trolls Bane hat zu jedem Zeitpunkt das Recht einen Vertrag zu annullieren, sollte sie in der Lage dazu sein, rechtmäßige Gründe dafür vorzulegen. Diese Gründe beinhalten beispielsweise Inaktivität oder eine geringe Infrastruktur oder Bebauung. Außerdem kann die Regierung Verträge temporär außer Kraft setzen, beispielsweise wegen gesetzlicher Ermittlungen gegen den Pächter.

VI. Verstrickungen in Hochverrat setzen automatisch sämtliche Verträge zwischen dem Beschuldigten und der Stadt Trolls Bane außer Kraft bis dieser vom Gericht für unschuldig erklärt wird.

VII. Jegliches von einem Pächter gemietetes Land wird mit einem Maximum von fünf Prozent der Miete besteuert.

VIII. Jeder Pächter der bewiesener Maßen Kriminellen Unterschlupf geboten hat verliert automatisch jedes Besitzrecht für sein Land.


Land innerhalb der Stadt Trolls Banes:

I. Jeder Bürger Trolls Banes hat das Recht kleine Grundstücke oder Gebäude innerhalb der Stadtmauern zu pachten oder zu mieten solange sie einem Vertrag zwischen ihnen und dem Gouverneur der Stadt zustimmen.

II. Jeder Bürger der ein Gebäude oder eine Wohnung innerhalb von Trolls Bane mieten oder pachten möchte, muss im Voraus mitteilen, wie viele Untermieter voraussichtlich in dem Gebäude leben werden.

III. Untermieter von Gebäuden oder Land haben nach dem Gesetz grundsätzlich nur zwei Monate Frist um ihre Steuern und Miete zu bezahlen bevor das Land an die Regierung zurückgeht.

IV. Die Regierung von Trolls Bane hat das Recht sämtliche Verträge mit einem Bürger auf Basis rechtlicher Gründe vollständig aufzulösen. Diese Gründe sind unterschiedlich, jedoch größtenteils identisch gegenüber den oben genannten.

V. Verstrickungen in Hochverrat setzen automatisch sämtliche Verträge zwischen dem Beschuldigten und der Stadt Trolls Bane außer Kraft bis dieser vom Gericht für unschuldig erklärt wird.

VI. Die Mieter eines Gebäudes oder Grundstücks haben nicht das Recht, diesen Besitz zu einem höheren Preis selbst weiter zu vermieten und jeder Mieter der dessen für schuldig befunden wird verliert mit sofortiger Wirkung jegliche den Besitz betreffende Rechte.

VII. Jeder Pächter der bewiesener Maßen Kriminellen auf seinem Grundstück innerhalb der Stadtmauern Unterschlupf geboten hat verliert automatisch jedes Besitzrecht für sein Land.

The castle of Kallahorn and the lands immediately surrounding it are returned to the status of official territories of Troll's Bane. The region shall remain known as Eastmark. As the land of Troll's Bane, the area is subject to the complete and absolute ownership, rule, and law of the town and its government.

In return for these concessions, Aeris Shaldra is permitted to occupy the castle for as long as he remains a loyal servant to the town of Troll's Bane. Secondly, Mister Shaldra shall receive the honorary title that accompanies the estate: Count of Eastmark. The Count shall ensure the lands of Eastmark are properly cared for, and will help to uphold the laws and rule of Troll's Bane within the region. Like his estate, he shall be completely bound by the laws and governance of Troll's Bane. Any disputes of significant consequence involving Eastmark shall be resolved by the government of Troll's Bane, with counsel from the Count.

Any crimes committed upon the lands of Troll's Bane should be reported immediately to the Magistrate, who shall then ensure that they are properly investigated and dealt with.

Greetings Citizens,

Due to the current turmoil that engulfs the isle and our fair Town of Trolls Bane, I've decided to enact a few procedures to ensure the safety of our citizens with the close council of the Guard Captain himself, Anon D'Athen. Foremost and most importantly, I've decided it would be best to give our neighbors more freedoms to do what they do best. Hopefully this move will not only bolster the forces that protect our town but also stand to improve relations between the town and the Knighthood. The Knighthood of Gobaith has served the Town of Trolls Bane through some of her darkest hours and will continue to do so under my rule, however long that shall last.

These freedoms will include the ability to ban individuals from the town, should they seek the blessing of myself or the Captain. They will have the freedom to draw swords on those who are breaking the town rules, though of course, this should be the last resort. Essentially, they will have all the same freedoms as a member of the guard as long as they do not abuse the opportunity that has been given to them.

A meeting shall be held shortly for both the citizens and a separate event for the Town Guard. Many things need to be discussed, including my position at the reigns of this town, and the current state of the Town Guard.

Congratulations, you have some how managed to hijack the town completely, under no real authority at all. Already you are giving away land? Who the hellbriar do you think you are? You show up out of nowhere and all of a sudden we should recognize you as a leader... I am afraid if you are to do such a thing you will have to prove yourself, as all you have managed to prove to the citizens and dwellers on the isle thus far, is that you can steal a town when it is at it weakest. Very impressive.

I only hope the people of this town grow a back bone and actually elect a leader. This is just madness.

A short note is scrawled and attached beside the above letter, though it is lightly pinned and likely easily removed.

It would be wise to note that Elijah was given control of Troll's Bane through word of Edric, the former Governor, and has been recognized by other nations as the current political head of the town.

Seeing as Edric was appointed by Salkamar, it would be safe to assume that, after being conquered, Troll's Bane has lost all previous ties to democracy. Therefore, a town leader would be chosen through succession, or through abdication of office to another by the current leader - Not through an election, as is the old way of Troll's Bane.

Aside from this, one would assume that any truly concerned citizen would be thankful for the smooth passing of leadership in such times as these, and would not attempt to cause more trouble by instigating rebellion against the current holder of office. Such would only cause more aggression and possibility for violence against victims whose only crime lies in their attempts to retain organization and peace within Troll's Bane during the current hardships.

Since I am sure Mister Orius is indeed a concerned citizen, and I must have misunderstood his words, I would like to clarify. Thank you, Mister Varrin, for dedicating your time and sanity to the town of Troll's Bane. Surely such not only guaruntees the citizen's assistance in whatever you require, but also grants you nothing but a warm welcome from all who reside there.

As much as I'm swayed to simply send you a dove on this matter, a short explanation of that deal would probably be best served to be announced publicly. Mister Phibol originally and rightfully bought the land under the Prince's leadership before he was killed, leaving the deal without a contract and Phibol out a good number of gold coins. Later, he tried to gain the land once more under Edric's leadership. He paid another hefty amount of coins and then once more due to Edric's death, no contract was made.

I never gave away land. I simply made a legal binding contract for a citizen who had already overpaid for the land and who technically in my eyes, already owned it.

Greetings,

The wall in future days will be reshaped and reformed to better suit the new administration that has taken over. People have expressed a mild interest in returning the town to some form of democracy. As much as it's my every intention to reform the town and create a place for opportunity for our citizens, such a thing will not be possible without a updated and public citizen list. I've gathered a few names in person, but I still need for people who wish their name to be added to any list to contact me. All I need is your name and your intention to be apart of that list.

I've also made a minor change to the name of one of the unfilled governmental positions. I've changed the title of Magistrate to Chancellor, because I think it better represents what I want to see out of whoever fulfills that position. Instead of having judicial powers and minor authorization, the Chancellor will act as the right hand of the Governor.

Also, upon request, the contract formally signed with the Varshikar government has been annulled. The new leaders of Varshikar have no interest in the terms of the deal, so there is little sense in continuing to try to keep it intact.

I fleta Ross, Town guard, was assaulted by Athain, today as well, apparently these robbing halfers call him boss, he kept abusing his magic throwing lightening at me, then paralyzed me along with Jon Cain. If you have any questions ask Jon. Athain, bindus, and Aces words should NOT be trusted

Someone in a guard uniform shakes his head at these last two notes. Grumbling about "..town turmoil... ..weak guards, no pay.. religious perversions.." he quickly moves to his depot and puts a few items in a bag. After filling it with needed essentials he then leaves by the northern gate. "a town run by women..." His footsteps fade into a distant northern direction......

All guards and recruits are to send me notification via dove, along with a brief description of themselves and their combative skills, styles, and needs. Needs include training, equipment, and supplies.
All of the guards who do not respond within one Dwarvin week will be struck from the rosters and need to reapply.
Upon submitting this information, ranking and membership shall be shown in the new Town Guard Postings.
