GUIDE TO TROLLS BANE

Many citizens and new visitors have been asking questions recently, mostly regarding what merchants trade within our town, the locations of various merchants and buildings, the owners of property, and the stance Trollsbane has with other towns. So I will compile a useful gathering of information, which will be added to and edited as I go, to answer many of these questions for you.

ECONOMY

Since the benevolent administration has every intention to make its citizens prosper, the city has decided upon a policy where it makes purchases from the citizens in order to allow the tax money to be in the direct benefit of the citizens. The equipments will be then either used for the projects of the city, or sold to other citizens or nobles at subsided prices. The transactions will be handled by the Trollsbane Procurement Office, headed by the Chancellor.

CONTRACT OF ALLIANCE

CAELUM AND TROLLS BANE HEREBY ENTER INTO AN ALLIANCE

Neither Caelum nor Trolls Bane will attack each other,nor shall a citizen of Caelum or Trolls Bane attack a figure of authority in either establishment.

Additionally Caelum and Trolls Bane will defend each other in times of urgency.

Citizens of Trolls Bane designated as honorary citizens will receive all benefits of citizenship of Caelum except for the vote, provided they uphold the laws of Caelum.

Citizens of Caelum designated as honorary citizens will receive all benefits of citizenship of Trolls Bane except for the vote, provided they uphold the laws of Trolls Bane.

This contract only has affect providing that William Elderberry is in charge of Caelum and Joxia Doral is in charge of Trolls Bane.

It comes a time to re-orchestrate the deal previously made with the group known as the Grovestriders. Most of the ideals and customs of the contract below mirror that of the old agreement made under Lord Cromwell's rule.

Pay will not change. Mercenaries deemed "First Rate" will continue to be given 20 silver coins monthly if they are employed. The "Second rate" troops will be continue to be paid half that sum. The status of "Most Preferred Employer" will still stand, meaning that while the Grovestriders are allowed to take other jobs, these cannot interfere with their duties that are issued from Trolls Bane.

Grovestrider troops will only be authorized by leading officials in the Grovestriders, the current Archduchess (Joxia Doral), Captain of the Guard (Julius Rothman), and Chancellor (Verdazar Ivinius). The Archduke or someone who is given the duty pays the group a large lump sum monthly, beginning on the first of Adras, to be distributed among the active members. Any keys, equipment, or other items bestowed upon their members are to be given back at the termination of this Contract.

The Grovestrider's focus is mainly on aiding the Town Guard in the protection of the town, though any number of duties within reason will be given unto them if deemed necessary.

Contract of Trolls Bane and Jens Feldrus

It is of service that Trolls Bane wishes to place the wood work benches at the workshop indoors for the health safety and well being of the crafters. This contract will detail how and what agreements are agreed to.

When the structure is built A small extra room will be added at th e expense of Trolls Bane to accommodate the all ready existing benches to be moved. This room will be be public access at all times and should not be blocked under any circumstances.

In an act of good will Trolls Bane will pay for half the cost a depot to be placed there for the convenience of the crafters, and it must be accessable.

Any and all materials need for this extra expendeture will be provided by Trolls Bane.

Under this contract should the structure be abandoned it will belong to Trolls Bane. If the current owner should decide to sell Trolls Bane gets the first option to purchase. If Trolls Bane decides to pass then any future owner ia also obligated to allow the access to for the crafters as that room is town property.

Agreements will be upheld by both parties,the following rules must be upheld.

1.) Bane will provide all expenses for the building of the extra room and the moving of the workbenches to the workroom.

2.) Bane shall provide half the cost of the Depot as such
it will be placed for public access.

3.) The workbenches and Depot are to be accessable to the public at all times.

4.) should the house be placed up for sale it is to be offered for sale to Trolls Bane before public notice.

5.) If sold to another party a contract may need to be reformed. until then all contract agreements must be upheld.

Should owner of the building break agreed contractual obligations the structure and property may be siezed at Trolls Bane's discretion.

CONTRACT OF ALLIANCE


This is a formal contract between the Knights of Gobiath and the Archduchy of Trollsbane regarding the protection of Trollsbane by the knights. The knight's primary purpose will be the protection of any citizen of trollsbane, the protection of the visitors to Trollsbane who are not causing trouble, and the property of Trollsbane, in that order of priority. The knights are to act as their own guard unit, answering only to the Elder Knights, who in turn work with the Archduchess in control of the unit.

All knights have a code of honor by which they conduct their lives, they are not subject to any order, nor action, that will cause them to break this code. A knight has the full right to uphold his own honor, and that of the knighthood, above any and all duties sworn elsewhere. Pages will be expected to listen to the advice of the guard, but are not to be held accountable if the orders go against their moral code, or they do not think the act to uphold their honor, and they refuse to obey the order. Any punishment from any action taken while upholding this honor shall come from the agreed upon choice of the Elder knights and current Archduke only. Furthermore, the knighthood will be given right to put to vote whether to terminate the contract at anytime, as will the council of nobles.

In cases regarding members hired as both guardsmen and who are with the knights shall be paid as guards, shall be held to their obligations as a guard, or face the punishment of a guard doing said action

In regards to pay, equipment, and rankings in the field, the members of the knighthood are to be seen as the following:
Pages will be seen as Recruits in regards to all authority, pay and equipment
Squires will be seen as Guards in regards to all authority, pay, and equipment
Knights will be seen as Lieutenants in regards to all authority, pay and equipment

The Peace Treaty between the Archduchy of Trollsbane and the Kingdom of Silverbrand

This treaty is written in order to end the conflict between the Sovereign nations of Trollsbane and Silverbrand, as well as to settle any past or present grievances and to ensure a peaceful future coexistence. The Treaty is binding for both nations.

Paragraphs of the Treaty:

§1 - Peace
This Peace Treaty brings the hostilities between Silverbrand and Trollsbane to an immediate end. Both Nations pledge to cease attacks, provocations and hostile behavior towards each other. The causes for the conflict are forgotten and forgiven, as both nations begin to strive for a peaceful coexistence and cooperation. No criminal charges or punishments are pursued against individuals of either settlement for actions relating to the war. Lord of Midlands averts Silverbrand for the duration of one year, starting on 10th of Adras 27.

§2 - Tavern
As a compensation for the declaration of war, Silverbrand yields the control of the Tavern which previously was the sovereign territory of Silverbrand and hands it over to Trollsbane. Hence forthwith, the Tavern and the connected premises become the property of Trollsbane for all intents and purposes and fall under the Trollsbane law. Furthermore Silverbrand delivers 500 stone bricks and 500 wooden boards for the repair of the tavern and one gold coin to buy new furniture and keys. One of the tavern rooms is chosen for Silverbrand's use to serve as their diplomatic office.

§3 - Borders
The two Nations also make the use of this negotiation opportunity to settle all past border disagreements between Silverbrand and Trollsbane, for the sake of a more peaceful future. Thus, it is agreed from this moment on that the North-South road to the west from Silverbrand serves as the divider between the neutral buffer zone and the Territory of Trollsbane. The road itself and everything east of it until the lands of Silverbrand are considered neutral, while all land to the west from the edge of the road belong to Trollsbane. A map of the border adjustment is attached to the Treaty. ((PICTURE))

Epilogue

After the treaty has been signed, both parties pledge to try and forget any past grudges or grievances and focus preserving the newly founded friendship and peace between the two Nations. Even though both Rulers understand that the process of repairing the damaged relationship shall not be an easy one, they agree that the normalization of relationships is the best way of achieving this as soon as possible. Thus, after the Treaty is signed, the two Sovereign Nations shall begin negotiating over a Trade Agreement.

May the future of both Nations be more prosperous and peaceful.

LANDS OF TROLLS BANE
LAND AND OWNERSHIP

For new property, it can be sold to those who wish to build homes or other structures. If you want to buy land within Trollsbane's jurasdiction you can do so by either:
A. Making a direct up-front payment for the land.
B. Payments in a plan to be worked out with the selling party

Only Citizens can build housing structures within Trollsbane, or nearby. Service buildings are open for all if they have the money and materials. Buildings can be sold to anyone, but auctions can only be won by citizens, and auctions can only be held by the town.

Property within Trollsbane--
Owners are formally recognized within the parchment discussing the town and the happenings inside town (this parchment). Owners have the right to do as they want in their own land/buildings as long as it follows the laws and guidelines of Trollsbane. It would also be helpful for owners to keep records of their ownership.

The lands surrounding Trollsbane are into two districts and seven boroughs, each borough headed by its own Noble-title holder. Trollsbane itself shall remain as neutral ground, under the direct administration of his highness, the Archduke of Trollsbane and the Chancellor of Trollsbane. The archduke cannot give up territories or change the borders of the boroughs without the consent of the council of nobles.

III. Right to grant building permits for citizens
IV. Right to tax foreigners with buildings or estates within the Borough
V. Right to train, maintain and equip his own militia or guard to keep order within the land. The noble lord may act as the captain of the group, but the authority of him and his group only exists within the borders of the borough. Furthermore, the troops shall be subjected to the command of the Archduke when so requested.
VI. Duty of overseeing that the laws of Trollsbane and the Edicts of the Archduke are obeyed
VII. Responsibility for the development of the Borough

The Archduchess is here to create laws and coordinate the town. Advising the other officials. She has the power to coordinate votes and events of the town. Current Governmental positions

Purpose of the guard

The guard is created to uphold the laws of the land. They must protect those within the wall, firstly and foremost.

Purpose of the Magistrate

The magistrate is here to interepret laws and spearhead trials. He/She will decipher disputes over the language of the laws. As well, she will work with the Archduchess to draft new laws.

The Administration

The administration takes care of the City, and is made up of the highest civilian and military functionaries. They are responsible for the day to day operations of the city, as well as the strategic decisions involving law, foreign policy, economy and military. The Administration is lead by the Archduke of Trollsbane.

Archduke

The Archduke is the head of the city. He oversees all other lower functionaries and is the highest decision-maker within the realm. He is the primus inter pares within the council of nobles, and the Captain of the Guard and the Chancellor are directly responsible to him. This makes him the supreme authority in civilian, legal, foreign and military matters.

-The sovereign of the town (assumes the duties of the governor)
-Heads the noble council (who decide upon the noble matters)
-Elected by the Nobles and other people with voting rights, from amongst the title-holding nobles for a set period of time.
-Supreme legal authority within all lands of Trollsbane, surpassing the authority of the noblemen even on their own lands in legal matters.
-Settles legal disputes between nobles.
-Handles complaints, requests and appeals from nobles directly.
-Term of the archduke is two dwarven months long

Chancellor

The Chancellor acts as the right hand of the Archduke. As the Captain manages the military aspects, the chancellor is responsible for the civilian administration. The chancellor is the head of the Trollsbane Procurement Office (TPO), which is the city monopoly purchasing authority, handling the entire volume of purchases from the citizens . He also acts as stand-in for the governor, and functions as a link between him and the citizens.

Duties:
- The chancellor can give orders to the town guard, and if it is something extraordinary it should be agreed upon with the guard captain and/or the Archduke. The chancellor assumes the powers of the Archduke over the Guard, if the Archduke is unable to command.
- The chancellor can take command of the town guard in case of an emergency if the captain of the guard is absent, if agreed upon with the Archduke.
- The chancellor can issue a warrant on any commoner that has committed a crime according to the town laws.
- The chancellor heads the Trollsbane Procurement Office, responsible for the purchases of the town. The purchase decisions are made in conjunction with the Archduke, but the chancellor takes care of the physical transactions and announcements.
-The chancellor may be authorized by the Archduke to act as his replacement.
- The chancellor is allowed to make trade agreements for the town of Trollsbane, if agreed upon by the Archduke.
- The chancellor may act as a diplomatic representative of Trollsbane, if agreed upon by the Archduke.

Captain of the Guard

The captain is the man responsible for the recruitment, training, organization and leading of the town guard and military aspects of the city, excluding the procurement of equipment. He leads the guardsmen by his example and is responsible to the Archduke, and if so decided, to the Chancellor.

-Is responsible for the safety of the town
-Commands, trains, organizes and heads the recruitment of the guard

High Judge

The high judge oversees the punishment of criminals within the Trollsbane territory, and he is the second most senior interpreter of law and judicial matters after the Archduke of Trollsbane

-Sentences criminals captured by the guard according to the law of Trollsbane
-Handles appeals and complaints from the citizens

-May act as a diplomatic envoy under the authority of the Archduke

Social Order

The most drastic change shall be restructuring of the social hierarchy. The politics of Trollsbane shall finally take a giant leap away from the “sign your name here” political participation and the power of nobodies, which favors masses of new citizens over the old ones. From this moment on, political influence requires becoming a stakeholder in the Arch-duchy itself. Those citizens who are raised above others shall take care of the lands and provide a long-term approach to the decision making of the town, all in the sake of common good. This does not diminish the rights of a normal citizen in any other regard than with the right to vote, and enables him to focus solely on the improvement of his own life and prosperity, under an administration which is keen to support that.

Citizens form the backbone of the society, and benefit from the protection of Trollsbane laws, the right to sell goods to the Trollsbane Procurement Office, the right to own land and buildings without paying taxes. They have right to complain to the high judge if they feel mistreated by the guard. They are free and encouraged to work and prosper within the land of Trollsbane, free of any administrative burden.

Nobles (Title-holding Lords)

The title-holding nobles are lords of the land, who provide long-term leadership and continuous governance for the town. They are the lords of their respective boroughs, elect the Archduke, act as high judges within their own borough and have only authority second to the Archduke and his representatives within their domain. They always enjoy elevated legal protection and the presumption of innocence. Nobles do not have to complain to the High Judge, but may take their appeals and complaints directly to the Archduke.

Nobles (Spouses, Children* and Relatives* of Lords)

The nobles are the immediate family members of the title-holding lord, including their legal spouse, legitimate children with the spouse, who do not have any voting rights. The spouses are allowed to use the corresponding feminine title, matching their husbands rank (such as Baroness, Countess or Duchess). Their rights, legal protection and power within the spouse/parent’s domain are regulated by the spouse/parent. They do not have to complain to the high judge, but may take their complaints straight to the Archduke.

Nobles without title

The spouse, the children with the spouse, and two other direct relatives are eligible to the status of Noble. This may give the persons additional benefits along with those enjoyed by citizens of Trollsbane.

Archbishop

The Archbishop is the administrator of the Archbishopric, selected by the priests of his flock. He is in charge of the daily matters within the archbishopric and wields the highest authority on that land, with the right to sanction and ban criminals and blasphemers from the Archbishopric. He has the same powers within the Archbishopric as a nobleman within his borough. If he is a citizen of Trollsbane, then he has a single vote in the elections of the Archduke (though, he is barred from being a candidate), as the representative of Divine affairs. However, the amount of his votes cannot be increased, nor does he bear any connection to the council of Nobles or have any influence there. His vote is thus never counted as one of the total votes in the Council of Nobles votes, nor is he considered a nobleman in this context. However, the position of the Archbishop should be considered as prestigious as the position of Noble.

Titles and Peerage

The Land-holders are also granted a title along with the land. The tile costs 50 silvers. In order to discourage stagnation and make the titles more influential, the land-holders are given the opportunity to increase their titles and thus influence. This however, necessitates the creation of the Peerage of Trollsbane and been a citizen of Trolls Bane for 6 dwarven months.

Titles

I.) Baron - 1 vote – Barons are chosen and appointed by the Archduke. The Title costs 50 silvers. No Prerequisites. One must have been noted having a commitment to the betterment of Trolls Bane and Gobaith. Must gain one man at arms to help patrol his area and the main of Trolls Bane (Man at arms should also be a citizen of Trolls Bane)

Ia.) Archbishop – 1 vote in the Archduke elections, chosen by the monks and priests of the Archduchy. He may cast a vote only if he is a citizen of Trollsbane. Cannot become, or be candidate for the position of Archduke.

II.) Count - 2 votes – To become a count, one must have been a baron for three dwarven months and Baron for three months (1 dwarven month). The title costs 50 silvers. keep 2 Men-at -Arms and gain at least 5 citzens ti his/her borough.

III.) Duke - 3 votes – Duke must have been a count for six dwarven months and must have a residence within his borough. The title costs 75 silvers. Keep three Men-at-Arms and gain at least 10 citizens to his/her borough.

Benefits of titles:

Each level of title gives the title-holder an additional vote. This means that a duke has three times the votes
of a baron in the election of the Archduke. In addition, in all meetings of the Noble council, the holders of
the most prestigious titles shall be given the right to speak first. Those with the most junior titles will voice
their opinions last.

Gaining a title

The new titles, as well as vacant old ones are filled by the best suited applicant under the consideration and judgement of the Archduke of Trollsbane. He alone makes the decision and determines the necessary qualifications of the applicant. The applicant however must be a citizen of Trollsbane. Any dual citizens are explicitly banned from becoming nobles. The titles cannot be combined nor can the territories be merged.

Losing the Title

Upon bestowing a title of Baron on an individual, the Archduke may use his judgement to revoke the title for any reason during the first thirty dwarven days. This is known as the trial period, and it is used to determine the suitability of the candidate, his actions and behavior. The candidate is entitled to no refund if the title is revoked because of his misbehaviour. Secessionist actions enable the Archduke to revoke the noble of his title, but an accusation of treason requires the consent of the Noble Council before the title can be revoked (the accused nobleman cannot vote). The title holder may also voluntarily give up the title entirely, or give it up for the benefit of his spouse or legitimate, biological child. The title-holder may not give the title to anyone else, and in the case where the title-holder relinquishes the title entirely, the vacant title will be filled by the Archduke. A noble who takes dual citizenship will lose the title if he does not relinquish the citizenship of any non-Trollsbane town, tribe, clan or city when requested to do so by the Archduke. Archduke who violates his duties towards the council of nobles

Inactivity

The noble may temporarily make his spouse the Steward of the Borough, which shields the noble against title revocation for inactivity. However, each dwarven month under a steward requires an administrative fee of 15 silvers and the stewardship must be announced beforehand to the Archduke. Unannounced absence of over two dwarven months gives the governor a unilateral right to revoke the nobleman’s title without any compensation. An absence of one month allows the governor to bring the case of inactivity before the council of Nobles, which may then choose to revoke the title.

Succession

Should a title-holder pass away, the title shall pass on to his [1] legal spouse, or [2] eldest legitimate child or grandchild. The Council of Nobles may hold vote regarding the acceptance of the claim made by an illegitimate child, provided that the claim is backed by sufficient proof of relation. The legality of marriages, and children and relatives must be properly marked down to the Trollsbane census book for determination of the next legal heir on the line. Stewards may inherit the land if the Archduke agrees to it (and the current title-holder gives up his claim on the title), and should be treated as preferred applicants. All other forms of succession are banned, though other relatives may be accepted as the new title-holders through the normal process of filling vacant positions.

New title-holders

When the ruler of a borough changes, either through succession or revocation of title, there are certain matters which take place depending on the situation. The widow or widower of the deceased title-holder inherits the title with the full rank the previous holder enjoyed within the peerage of Trollsbane. The descendants of the previous title-holder will experience demotion of one rank. Other new title-holders will experience demotion to the rank of Baron. The title-holders however have the normal right to increase their rank as usual.


Council of Nobles

All the title-holding nobles become members of the Trollsbane Council of Nobles immediately upon granted the land and title. The council elects the Archduke from amongst its members, handles the revocation of titles from inactive nobles, the acceptance of relatives into the nobility and may also assist the governor in solving disputes between noblemen.

The council of nobles constraints the Archdukes executive power in following ways:
The Archduke may not, under the pain of losing his position, change the internal borders of the countries or give up of any Trollsbane territory without the consent of the nobles involved and the consent of the council of nobles.The consent will come through a vote, which requires the support of more than half of the votes to succeed.

If the Archduke accuses a nobleman of Treason, then the council of Nobles (except during the first thirty days, during which the Archduke has the right to revoke the title for any reason) shall hold a vote to remove the Nobleman's title after the Archduke has presented evidence to the council. This vote requires four three quarters of the votes to be successful, with the accused nobleman being forbidden from taking part in the proceedings. If the vote fails, the Archduke must retract his accusation and apologise for tarnishing the Nobleman's honour.

If the Archduke violates his duties towards the council, or makes decisions which are not within his power, the council may vote to remove the Archduke from power. This vote requires four fifths of all votes and two thirds of all noblemen to succeed, with the Archduke not having the right to vote. In the event of a no-confidence vote, the refusal by the Archduke to step down is considered a treason against the Archduchy and all nobles.

Basic Law

Trollsbane has a Magistrate/High Judge to deal with issues between citizens, and by
criminals of any sort. The various happenings in Trollsbane regarding law can be found below:

Judicial Happenings in Trollsbane

-- Banning and Protection--
Trollsbane will not harbor individuals who commit crimes in other towns. We will generally
not hold them in jail either. Further procedure on this will need to be determined by treaties.

Any wanted criminal or banned individual is NOT protected by the law. If a criminal is assaulted in town, it will not be tried

-- Murder and Assault--
Murder and Assault is described as the physical harm of another, perhaps even causing death,
for no legitimate reason. Verbal provocation is NOT considered a legitimate reason to strike
another individual. Self-Defense is when one individual feels their safety, and/or the
safety of others is in danger, and they act, and that will not be prosecuted. First case of
this will recieve a few weeks in jail. Continued problems will be a possible permanent jailing.

-- Theft--
Stealing of property, or borrowing and then refusing to return. First time cases are handled
lightly, depending on the amount stolen, and further cases will recieve longer jail time
and/or bigger fines. Returning the property and paying a fine will be a good step towards limiting any jail time.

-- Kidnap--
Taking someone without their permission and holding them, usually for money, or some other
gain. If someone does this to a Trollsbane citizen, or do it inside of the town, they will
be searched for and punished, regardless of where they come from. This is taken seriously
and punishments for it are about the same as Murder and Assault.

-- Escaping Arrest / Escaping Prison--
If someone is suspected of a crime, they are expected to cooperate. If they refuse they are
just adding more problems for themselves. Escaping prison means the individuals prison time
and fine will be doubled. If they escape yet another time, it will be tripled.

-- Harassment--
Harassment and general misconduct go against keeping order within the town. Small or first
time offenses will be dealt with lightly, a very short ban from town or a fine, unless the
person wishes to make a bigger deal of it. Once the ban or fine is done, they can enter town again as normal.

-- Offensive Magic and Dueling--
Magic can be used for defense of the town. Aggressive magic for any other reason is banned,
because magic can be quite unpredictable, meaning it could cause unintended consequences to
others. Dueling IS permitted in town as long as it is within a certain distance from a building and road (5 paces).

-- Concealed Clothing--
Anyone wearing clothing that conceals almost or all of their person will be stopped, or
perhaps even struck. Furthermore, if someone refuses to show themselves or give their
identity, it will be considered a crime, and hostile action, and will be dealt with as such.

-- Defense and Objection--
Anyone being held for a crime can write out their own defense to be presented to the
Magistrate, or publicly if they so wish. They can also ask witnesses to speak for them, and
use documents, if it proves their innocence.

For new property, it can be sold to those who wish to build homes or other structures. If
you want to buy land within Trollsbane's jurasdiction you can do so by either:
A. Making a direct up-front payment for the land.
B. Payments in a plan to be worked out with the selling party
Only Citizens can build housing structures within Trollsbane, or nearby. Service buildings
are open for all if they have the money and materials. Buildings can be sold to anyone, but
auctions can only be won by citizens, and auctions can only be held by the town.

Property within Trollsbane--
Owners are formally recognized within the parchment discussing the town and the happenings
inside town (this parchment). Owners have the right to do as they want in their own
land/buildings as long as it follows the laws and guidelines of Trollsbane. It would also be
helpful for owners to keep records of their ownership.
Failure to produce proof of ownership can lead to reclaim of property by the town.

Laws upheld by the Town Guard

I. Minor Offenses

Punishment guidelines for the Guard:

Fines: up to 15 silvers or returning of the stolen item. Further repercussions for repeat

offenders.
Jail Time: 1 - 4 days.
Banishment from the Town Borders and surrounding estates: 1-10 days, repeat offenders could see more time.

A. Thievery
Everyone who takes property of someone else while acting against the owners wish or without
the owner’s knowledge commits crime in terms of the Law. If the stolen products or materials
have become a part of larger entity, have been used for the manufacture/repair of a thing or
cannot be reliably or without risking damage to the victim be separated from the possessions
of the thief, then the victim may be entitled to be given complete possession of that for
which the stolen materials were used for. It should be noted, that only the property of
Citizens and Residents will be protected against thievery.

B. Break in/Trespassing (Private building)
Whoever breaks into a house of an individual against the will or knowledge of the owner, or
refuses to leave when asked to commits a crime against the law.

C. Disturbance
Everyone who disturbs the calmness and peace in Troll’s Bane by any excessively repeated
verbal or physical actions and continues to do so even after official warning, commits crime
in terms of the Law. Guards should note that Citizens should not be implicated for this,
barring an extremely strong disturbance to others.

D. Assault
Assault is a crime which involves attacking someone with one’s fists or wounding him to the
limbs in non-lethal way (and without cutting off the victim’s limbs). Guards should note
that only residents and citizens are protected against an assault.

E. Defamation
Everyone who purposely designs and spreads wrong claims to harm someone else or to have own
benefit from doing so commits crime in terms of the law. The crime is especially grave if it
involves unfounded accusing someone in the government or guard without proper representation
for committing a crime. Only citizens, guards and others in position of authority are
protected against this type of crime.

F. Conspiracy to commit a Crime
Conspiring to commit a crime is now a crime in itself under the law. Should a person be
caught in the act of planning, attempting or inciting others to break the laws and
regulations alone or in a group, he is subject to the exactly same punishment as he would
get for doing the crime. (Treat as category III.I-III.III crime depending on the crimes)

G. Concealment of identity
Anyone claiming to be another, wearing a suspicious article of clothing (hoods, long cloaks,
visored helms), or refusing to remove these articles upon demand from a Governmental
official or guard will be at the mercy of the law.

H. Provocation
Anyone who constantly and vigorously importunes, provokes or insults someone else by verbal
or physical actions commits crime. To unsheathe a weapon and to try to inveigle someone to
do illegal actions can be a form of Provocation too.

I.Due to some safety concerns about some potions being sold than have been or could be harmful to citizens all those selling potions within the city must be part of a druidic group such as the Free Druids or the Druids of the Forest.

II. Medium Offenses

Punishment guidelines for the Guard:

Fines: 10-25+ silvers, or up to the worth of the stolen item if it cannot be returned.
Banishment from the Town borders and surrounding estates: 10+ days
Jail time: 7+ days

A. Claiming false status to Authorities
Claiming to be a Resident/Citizen when you in fact are not is now a crime under the law.
When this false claim is done by person who is accused of a crime, he/she can get double the
maximum punishment under the law for the crime.

B. Giving false information to Authorities
Lying to the authorities is a crime under the law. When the authorities ask you a question,
you should answer truthfully. The punishment varies depending on the magnitude of deception.

C. Obstruction of Justice
Anyone perverting or distorting the course of justice, interfering with law-enforcement or
preventing the law enforcement from fulfilling their tasks commits a crime under the law.

D. Resisting Arrest
Resisting arrest through physical or verbal means is a crime under the law. Trying to
prevent the arrest of someone, or sheltering him/her else by the same means is an equal crime under the law.

E. Disobedience
Everyone who refuses to follow official orders of the Town Guard or the Government,
especially refuses imprisonments, bans or other official punishments commits crime in terms of the Law.

F. Robbery
In cases of thievery where the victim is threatened to be harmed by violence the crime has
to be considered as Robbery in terms of the Law. When violence is used the crime has to
considered as assault or attempted murder and robbery. It should be noted, that only
citizens and residents will be protected against Robbery.

G. Threat and duress
Threatening a citizen or a resident with violence, or trying to force them into doing
something against his will is crime against the law. Guards or other representatives of
authority can never be charged for this without the approval of the High Judge. Residents
are protected against threats or duress only within the walls of Trolls bane.

H. Kidnapping
Capturing or holding someone against his will is a crime against the laws. This does not
apply to criminals and a guard or other representative of government is never committing a
kidnapping. It should be noted, that only Citizens and Residents will be protected against
kidnapping. (Kidnapping of a citizen should be treated as III.III crime)

I. Attempted Murder
Attempted murder is a crime where it can be seen that the perpetrator attempted to murder
the individual, or that the victim was sufficiently severely wounded to justify that. Guards
should note that Outsiders are protected against attempted murder within the walls of the city.

J.II) J- Unnecessary Violence

* The use of Unnecessary Violence against any person, Citizen or Otherwise is completely and entirely forbidden.
* Unnecessary Violence is defined as the use of force for reasons other then preventing the escape of a criminal, suspect or person under question, Or the use of Violence in Defense of another Person, or one's self.
* It should be noted that any Guard who does not follow this law shall be suspended for a period of 3 dwarven days upon first offense, A suspension until re-education upon second offense, and an Indefinite suspension upon the third offense.

III. Serious Offenses

Punishment guidelines for the Guard:

Fines: 25-50+ Silvers
Banishment from the borders of Trolls Bane and surrounding estates: Unlimited
Jail time: 20+ days

A. Spying
Spying for the benefit of other town or organization is a crime under the law. The magnitude
of punishment depends on the graveness of the leaks, to which organization/town the spying
has been conducted for and the duration of the spying. Always treat the case as category III crime until proven otherwise.

B. Murder
When a person is irreversibly killed by someone else, and it cannot be determined that this
was in self-defence, it is seen as Murder in front of the law. ((OOC: Only Perma-deaths can be murder))
Anyone accused of Murder who doesn’t turn him/herself in immediately becomes an outlaw.

C. Arson and Damaging of property
Anyone who through fire or any other means, intentionally or unintentionally, damages the
property of the town, an individual or a group commits a crime under the law. To encourage
caution with fire, even unintentional cases of property damaging will be punished with
fines. The minimum fine is 25 silvers but there is no upper limit.

D. High Treason
An individual, who alone or in a group, commits any or all of the following acts may be found guilty of treason:
* Inciting a rebellion.
* Belonging to, associating with, assisting or supporting a group which plans to overthrow
the government of Trolls bane or assassinating a person belonging to or working for the
government (or planning to do those individually).
* Anyone convicted of spying may also be punished for treason, and vice versa.
Revocation of citizenship, branding as outlaw, confiscation of property, extreme fines, a
long period of hard labour or death by hanging may be given as punishments for treason,
depending on the seriousness of the person’s guilt. All punishments for treason are handed
personally by the Governor, or by the captain of the guard, should the governor be absent.

-- Changing/Editing Laws/Procedure--
Changes can be made here at any time either by request of the people or by officials of the town.

Town Laws and Charter

Ban and Jailing
When one law is broken, the perpetrator will be warned. After the warning, the corresponding
punishment of the law will be enacted.

Trials

Trials will exist for contreversial issues (such as claims by a 'victim'). A magistrate will
coordinate the trial giving the claims on the board. The public will be able to give their
advice and interest in each claim. And he will decide guilt or innocense.

Abuse and Attacks
Forms of excessive verbal abuse without much purpose but to provoke will have a 3 day ban.
As well, forms of violence and assault will issue a 3 day ban.

Thievery
Those caught stealing will be asked to give back the item and banned for three days. If one
is claimed to be a thief, a trial will be held.

Anyone destroying tools will be banned for three days.

Repeated Offense

A person being found to keep breaking the laws will be jailed for a time suited fit.

If they continue to repeat offenses, they will be banned until they can prove that they will stop breaking the laws.

Power of Impeachment

When an official or subordinate is found not to be doing their job, or even breaking a law, a citizen may bring up a statement. The statement should list why he/she feels the official has done wrong and will enact a vote. The vote CAN strip the powers of the official if the official is blatantly disregarding their duties or breaking the laws.

Other statements such as contreversial laws or actions can be used to display social distress. If there is enough, the action or law will be dealt with accordingly.

# Citizens that are apart of Boroughs may now vote.
# Votes are tallied by the leader of the Borough and made public, a neutral member of the Town will be assigned to either Borough to ensure the correct total of votes from either Borough.
# At the end of the voting period, the votes will be tallied together and the member of the nobles who garners the most citizenry votes will gain 3 electoral votes in the elections. These votes count just the same as any noble's votes.
Forestry Law
~ Rules concerning the cutting and planting of trees ~

§1) Within the town walls of Troll’s Bane the planting and cutting of trees is forbidden.
§2) Outside the town walls, on the territory of Troll’s Bane, it is not allowed to cut or plant trees in distance of ten feet from the town walls. Planting trees close to paths is not allowed as well. Cutting trees close to paths is forbidden due to the safety reasons.
§3) Regarding the previous two paragraphs, everyone is allowed to make forestry on the Territory of Troll’s Bane.
§4) The official forester of Troll’s Bane is not limited by the Paragraphes 1 and 2. He – and only the forester – is allowed to plant and cut trees within the town walls. The forester’s main responsibility is to keep the paths of the town free from too many trees close to the paths.

Citizen Law
~ List of Rights and Duties of citizens ~

§1) Citizenship

a) Every upright person who is not member/citizen of another town and who is not wanted due to any criminal actions is able to become citizen of Troll’s Bane. Age, race and denomination (except heresy) of the person are irrelevant for gaining citizenship.
b) The person has to ask the Governor for citizenship; by absence one of his/her deputies. The person has to swear the following Citizen Oath before becoming citizen of Troll’s Bane:

Upon the Five, I swear I will give my loyalty
to the Town of Troll’s Bane, its Citizens and its Government;
I promise to serve for the good of the town and its citizens,
to dignify the laws and to meet my civic duty.

c) It can be applied for citizenship by writing a message to the Governor of Troll's Bane, too. You have to state in your message that you are not be citizen/member of another town and that you are not wanted for any crime in any part of Gobiath. Furthermore, you have to quote the Citizen Oath. Finally, you need to sign your message with your full name and title to apply for citizenship.
d) A person looses citizenship by repeated criminal actions or by betraying the town Troll’s Bane, especially by any try of putsch. Citizenship is also lost if one did not make use of his right to vote since three elections. Furthermore the Governor or his/her deputy always is allowed to withdraw citizenship of any citizen. Citizens always are allowed to resign their citizenship and thus relieved from the Citizen Oath by informing the Governor or his/her deputy.
e) There is no fee for citizenship at all.

§2) Civic Duties

a) Every citizen pledges oneself to regard and stick to the Town Laws. Every citizen pledges oneself to respect the elected government and its deputies and to follow its decisions, within the framework of the Town Laws.
b) Every citizen pledges oneself to act for the good of the town Troll’s Bane and to support the town with advice and action in 2times when needed, as far as it is wanted by the government and its deputies.
c) Every citizen pledges oneself to respect the other citizens of the town Troll’s Bane and to aspire to good of the citizens of Troll’s Bane in all conscience.

§3) Civil Rights

a) Citizenship allows every citizen who is at least 14 years old to participate at elections in Troll’s Bane, either as candidate or voter.
b) Citizenship allows every citizen to rent property in terms of land and/or buildings within the borders of the territory of Troll’s Bane tax-free; non-citizens have to pay a tax for that, the amount depending on the size of the property.
c) Citizenship allows every citizen the right for adequate aid, welfare and protection by the town, by the government, its deputies and by the citizens of Troll’s Bane.
d) Citizenship allows every citizens the right to aspire to trials in the framework of the Town Laws and to use make use of jurisdiction for clarifying private disagreements and conflicts with citizens and non-citizens.
e) Citizenship allows every single citizen the right to ask the government and its deputies for permission to cut trees within the Town itself.

The Militia

The Militia is a defensive branch made up of common citizens. Each able-bodied Citizen who is not in the Guard will have to be part of the Militia. The Militia is only called to arms in the case when the Town comes under attack (or during some other emergency). The government recognizes the fact that not every person is able to fight in defence of the town, which is why those people will be given the chance to serve in the non-violent roles which support the Guard and the Militia. Training and most equipment will be provided as well as rations

Once again, the service is compulsory and failure to do so may lead to the loss of Citizenship.

The members of the Militia are not entitled to pay, barring some unexpected situations. If a person who is in the Militia is trusted with some equipment in order to make it possible for him/her to perform his/hers duties, the said equipment cannot be sold, traded or given away under any circumstances and must be properly taken care of all times.

Only cripples, pregnant women and women with children under the age of ten (who are present in the town) are excluded from the service. The exclusion must be obtained with a separate application.

In the case of Emergency, the city of Trollsbane reserves the right to make any and all non-citizens who are present to serve in the militia temporarily.

May I request some color coding for the laws. Preferably color coated due to severity if possible. This would drastically help find offenses quicker. I hope you are able to do so.

Details

Date:
The first official Market Day and Town Meeting of the Doral Administration is set for the 6th of Elos when the sun is highest in the sky.

Location:
The event will be held within Trollsbane Proper and all traders are requested to set up stalls within and around Eliza's shop and the Market Square.

Schedule:
((18:00 GMT)) Traders are encouraged to set up stalls and prepare commodities for trading to give adequate time for transactions to take place prior to the town meeting.
((20:00 GMT)) Trading will be paused briefly in order for a public town meeting to be held. All citizens are welcome to attend to suggest improvements, air complaints and raise questions with the Doral Administration.
((21:00+ GMT)) After the meeting is adjourned Trading will resume with the Trollsbane Procurement Office (TPO) opening for business.


Additional Information

Market Stalls:
Any person that is permitted within the town is permitted, and indeed, encouraged to trade within the town and with its citizens and administration. Trade between citizens of other nations is free and encouraged to continue. The TPO is currently looking into opportunities for semi-permanent and permanent market stall opportunities for citizens and other traders alike. In order to avoid theft and unnessesary loss citizens are advised to keep a close hold of commodities being traded. ((Keep your belt space free for items you are advertising so people can use the 'Lookat' function to get a rough idea of what you sell Smile )) However all are free to display items on the floor close to their person at their own discretion. It should however be noted that display space should be limited to a couple of paces. ((i.e. The adjacent squares))

Town Meeting:
In addition to the Noble Meeting which is free and open for any citizen to attend. A Town Meeting will be held on each market day where the specific needs of the citizens and townspeople are addressed. This is the people's forum to speak their peice, suggest improvements to the town and pose questions to the administration. The aim of this meeting is so that the administration can garner a clearer picture of the needs and desires of the people which it is built to serve.

The Trollsbane Procurement Office:
The TPO is the official purchasing body of Trollsbane and is headed by Chancellor Verdazar. The TPO will be looking to purchase a large quantity of building materials from citizens in preparation for a number of expansion projects. Sales from and to citizens of Trollsbane will receive a 10% bonus/discount on the total transaction however this offer applies ONLY to citizens of Trollsbane. Citizens of other nations are still free to trade with the TPO however will sustain no penalities or bonuses in the transaction. Heads of state are encouraged to enter into Trade Pacts with the TPO in order to ensure a prosperous trade between settlements that suits the needs of the island as a whole.

Entertainment:
Any entertainers wishing to perform at the market must first recieve permission to do so from either the Chancellor or Archduchess. All are encouraged to apply and those chosen to perform will receive payment for their services.

Security:

A bounty of 25 silver is offered for the elfess Phoenix who leads the The Society of the Free for her attack and attempted murder of Artimer Fault


A bounty of 10 silver is offered for the elf Sarien Oakleaf also a part of this Society for helping Phoenix to escape arrest and then himself escaping jail somehow.

Phoenix is especially dangerous...Sarien's skill is not known

Because of trouble in the past in matter of building projects of the Trolls Bane districts and their members, i would like to see an addition in your lists of citizens.

Please make additons in your lists about who of your citizens is member of what district. In alternative to this you also can devide your lists in:
  • Citizens of Trolls Bane City:
    • A
    • B
  • Citizens of West Strand:
  • Citizens of Eastmark:
  • ...
I really need such list to end the chaotic situation with all the dual-memberships, which are not noticed anywhere.

Dear Government of trolls bane, dear folks!

After being jailed for about 60 days, I met Archduchess Joxia Doral today and asked her for reasons why I got jailed. She said, she "believed" I commited a crime. When I asked which crime I should have commited, and what her proves are, she said she had no proves, she "just believes".

In my jailtime, I was robbed by a guard called "Dugham". After he stole my stuff, he slamed me to the ground and hit me in the face several times.
I have a whitness for that.
When I asked Joxia, if she allready searched for that power abuing guard, having a jailkey, she said Julius Rothman gave the jailkeys to the guards.
I asked her today if she talked to Julius, which guards got a key from him, she said she didnt talk to him about it and she has no intrests in finding that guard.


For those incidents, I demand a kind of compensation.
1. I want the archduke and the nobles to find the guard having access to the jailhouse, get my stuff back and punish the power abusing guard.

2. I demand some financial comensation for the time I was in jail, couldnt work and do my buisnesses. Plus it shall be a compensation for the physical pain, the guard did to me. I demand 5 Silvercoins for each day. In the sum 3 Goldcoins.

3. An offcial excuse from Trolls Bane government, that they jailed me being not guilty, on this townboard.


I hope the government will act soon to get my reputation revived.

TRIAL PROCEDURE IN TROLLS BANE

A PERSON ON TRIAL IS PRESUMED GUILTY AND IT IS THIER SOLE PURPOSE TO PROVE THEY ARE INNOCENT

ANYONE WHO WISHES TO SPEAK ON BEHALF OF OR AGAINST THE ACCUSED IS WELCOME TO DO SO

1. PRETRIAL

A. Whenever a trial is conducted it is done in the jail to prevent prisoner escape.
B. The accused mayrequest other nobles to be present. This shall be decided based on the severity of the crime(s). (Low - not needed - High - mandatory)
C. The High Judge may request other nobles to be present at the trial.

2. IN - TRIAL

A. The Magistrate will read the charges to the accused.
B. 1) The accused is given 15 (dwarven) minutes to defend him/her self against any and all charges.
~ 2) If the accused is violent, aggressive, threatening, or insubordinate he/she waives the right to defend themslves.
~ 3)Any person waiving their right to defense is automatically found guilty.
C. The accuser has 20 (dwarven) minutes to counter the accused defense.
D. Five (dwarven) minutes are given to the judge to debate the statements of both.
E. Guilt or innocense is decided by the judge.

3. PUNISHMENT

A. Other nobles may always recommend punishment by voting; the final decisionrests with the judge.
B. The punishment should be based on Trolls Bane laws as they are written.
C. A death sentence (only in very serious offenses) is to be carried out within 3 (dwarven) days.

4. AFTERTRIAL

A. The result nof guilt or innocense should be posted on the Trolls Bane board.
B. The convict may ask for one appeal to the High Judge if he/she feels they have new evidence.

Of course I will try to show, that I never did anything against our laws.
But it s nearly impossible to find the one who wrote the parchment you arrested me for.
I dont have such "believes" like you have. So I wont be able to find the one who hung up the parchment. But I wll try my best.
In my eyes, my wantings for compensation are very fair, and I hope you will fullfill them soon.

I recommend to all to avoid it unless you have things in the depot as the fallen timber and charred remnants are hazardous, until repairs can be made.

TROLLS BANE HAS ENTERED INTO A CONTRACT WITH THE CRIMSON KNIGHTS

CONTRACT OF ALLIANCE

THE CRIMSON KNIGHTS AND TROLLS BANE HEREBY ENTER INTO AN ALLIANCE

Neither the Crimson Knights nor Trolls Bane will attack each other,nor shall a citizen of the Crimson Knights or Trolls Bane attack a figure of authority in either establishment.

Additionally the Crimson Knights and Trolls Bane will defend each other in times of urgency and the Crimson Knights have the right to deal with matters within the knighthood in such a way as they see fit within the town of Trolls Bane.

Members of the Crimson Knights are also allowed authority to help with duties of the town guard and can enforce the laws and make arrests within the jurisdiction of Trolls Bane.

This contract only has affect providing that Fayne Rothman is in charge of the Crimson Knights and Joxia Doral is in charge of Trolls Bane. Either party may choose to nullify this contract at any time for any reason.
