In order to prevent chaos and confusion on this main village board not every publication will be announced here and I ask you to use the internal board for requests if possible.

Laws
(Changes in Blue)

The Hamlet of Greenbriar is and will remain both open and welcoming to all races and nations without prejudice. The safety of each individual in Greenbriar is of equal priority regardless of allegiance. By that token, anyone crossing into Greenbriar agrees by their mere presence to honor and be subject to the below-written stipulations without exception.

Unless otherwise stated these rules relate only to the territory of Greenbriar. For a clear presentation only the masculine form was used, but of course every person has to obey these laws.

Crimes
§1. Criminal fugitives.
In the instance criminals wanted by other towns arrive on the territory of Greenbriar they may ask for political asylum there from the Town Council. Asylum will commonly be granted in cases of persecution, genocide, poverty or national conflict as well as other reasons determined solely by the Town Council.
A hearing will be convened and asylum status determined. If granted asylum, they must remain on the territory of Greenbriar to receive protection. Once they have left this territory protection status is lost.
If not granted asylum status, the fugitives will be asked to leave the territory.

§2. Murder
Murder is not tolerated and will be punished.
If any person is murdered in Greenbriar or a citizen is murdered anywhere else, a bounty will be posted for his capture.
Once the murderer is captured, then a trial is to be called. The Town Council will convene for the alleged attacker to be given a fair hearing to plead his/her case. The determination of the Town Council is final. The penalty of murder is hanging until the murderer is dead.

§3. Theft
Theft is not tolerated and will be punished.
The maximum penalty of theft is banning from Greenbriar.
If caught red handed by an official, the thief may be immediately banned.
If a thief feels he is falsely accused, he may request a hearing from the Town Council, who’s determination is final.

§4. Fights, Intimidation and other misconducts
These behaviors are not tolerated and will be punished.
If an official witnesses this crime personally, the offending party may be asked to leave the territory of Greenbriar for the day. If they do not, the Town Council may apply further consequences as deemed necessary.
Repeated occurrences will receive harsher punishment as determined by the Town Council.
§4.1 Any assault and battery is strictly forbidden unless it is a nonlethal duel consented by both sides which takes place outside town limits.
§ 4.2 If an offender offers resistance to the officials’ orders he may be banned immediately from the territory of Greenbriar.
§ 4.3 Arson
Arson is strictly forbidden and will be punished severely. For detailed explanation for fire treatment see page 26.



§5. Magic
§5.1 Offensive Magic is not tolerated and will be punished.
If an official witnesses this crime personally, the offending party may be asked to leave the territory of Greenbriar for the day. If they do not, the Town Council may apply further consequences as deemed necessary.
Repeated occurrences will receive harsher punishment as determined by the Town Council.
§5.2 For duels see §4.1
§5.3 Defensive Magic such as shield, healing, etc. are allowed as long as it does not interfere with other’s freedoms as determined by the Town Council.
§5.4 The use of Portals within town limits is hereby banned. No one shall use a portal, either coming or going inside the town limits.

§ 6 Sedition
§ 6.1 Any crimes or conspiratorial actions commited with the purpose of inhibiting the function of the government of Greenbriar, or changing government policy will be considered acts of Sedition.
§ 6.2 Punishments will be determined solely by the Town Council members based on the graveness of the offense.

§7 Incitement
Any incitements to any crimes listed here are strictly forbidden. The agitator may be equally punished as the enforcing person.

§8 Treason
§8.1 Any crimes or conspiratorial actions committed with the purpose of aiding or abetting the enemies of Greenbriar with the intent of harming its land, property or citizenry, will be consider acts of Treason.
§8.2 The Town Council will convene for the alleged traitor to be given a fair hearing to plead his/her case. The determination of the Town Council is final. The penalty of Guilt is Hanging until the traitor is dead.

§9. Legal Process
§9.1 Hearings
Hearings may be requested by anyone involved in an incident. Hearings are conducted in the "Briarpatch" Tavern or may be conducted on site at the discretion of the Town Council members present. Hearings will begin when Town Council members, victim and suspect is present. The mayor or his designee will officiate and one at a time, the arguments will be discussed.

§ 9.2 Town Council
The Town Council consists of a Mayor – Officiator, a Deputy Mayor and and up to 4 Aldermen as available. The Town Council reserves the right to convene a hearing with whatever members are available at the time. If the Mayor is not available, the Deputy Mayor will stand in, or an Alderman may serve as a designee to officiate the hearing, if the Mayor and Deputy mayor are away.

§ 9.3 Suspect & Victim Rights
Both parties are entitled to a speedy hearing. Whichever Town Council members are present may immediately conduct a hearing or post a time in the near future to hold one.
Upon request, both parties are entitled to postpone the time of the hearing to gather witnesses, solicitors and evidence.
Both parties are entitled to get an attorney each to represent and assist them in the hearing.
No additional evidence, testimony or witnesses may be presented once the hearing concludes.

§ 9.4 Non-appearance
If suspect fails to show up to the agreed date, a bounty shall be posted for their capture. Additional punishments may be added to the determination of the hearing.

§ 9.5 Determination
The Available Town Council members will judge, discuss amongst themselves and vote on a determination which consists of Innocence or Guilt, as well as the punishment. The determination of the Town Council members is final. No appeal is allowed.

§9.6 Ban
A ban from the territory of Greenbriar may be permanent or temporal. The convict has to leave Greenbriar on a direct way. If he does not or if he returns during the ban he will be outlawed. He won´t be under the protection of Greenbriar´s laws anymore and can be killed on sight.

Resources
§ 10 Lumberjacking
Lumberjacking on the territory of Greenbriar is permitted with the following restrictions:
Harvest Conifer trees only from the forest edge. The forest Interior must remain undisturbed for Fairies, Druids and other stewards of the forest.
If a tree dies, two must either be immediately replanted, or the Town Forester must be notified. A donation of the corresponding tree seeds (fir seedling, apple or cherry) is expected.
Abuse of these simple requests will result in a ban from Greenbriar.

§ 11 Farming
Farming is permitted anywhere in the public fields of Greenbriar. Greenbriar operates under communal farming. The farmlands in the town are for public use.

§ 12 Livestock
§ 12.1 There shall be no killing of any animals within town, not already set up by the Tailoring Guild in areas for that purpose. All animals are considered safe here, rabbits, sheep, cows, pigs, deer, etc.
§ 12.2 There will be no killing of animals or trees in the inner woods.

§ 13 Other Crafts
All other crafts are permitted on the territory of Greenbriar, free of charge or limitation.

Administration
§ 14 Citizenship
§ 14.1 Regular Citizenship
To become a citizen of Greenbriar you will need to inform the Town Council of your request by Dove, and make regular appearances in Greenbriar.
As a citizen you get the following benefits
*Right to vote in Greenbriar
*Right to hold position on the Town Council
*Right to own property on the territory of Greenbriar
*Right to participate as a member of the Greenbriar Militia or Town Guard or the Government
*Protection of the Hamlet of Greenbriar on her territory
§ 14.1.1 Citizens must report to a town official in person at least once a year, to be considered an active registered citizen. All those who fail to do this, will be considered 'inactive' and shall be removed from the citizen list.

§ 14.2 Dual Citizenship
To become a dual citizen, anyone may apply or be rewarded regardless of place of citizenship by the Town Council. Various reasons, such as defending Greenbriar in times of need, may apply constant assistance and goodwill toward Greenbriar and its citizenry, and other benefits to Greenbriar as determined by the Town Council.
As a dual citizen you get the following benefits
*Right to participate as a member of the Greenbriar Militia or Town Guard or the Government
*Protection of the Hamlet of Greenbriar on her territory
§ 14.2.1 Dual-Citizens must report to a town official in person at least once a year, to be considered an active registerd citizen. All those who fail to do this, will be considered 'inactive' and shall be removed from the Dual-citizen list.

§ 14.3 Honorary Citizenship
An Honorary citizen, is conferred solely as determined by the Town Council for exceptional leadership and service regardless of place of citizenship.
As an honorary citizen you get the following benefits
*Protection of the Hamlet of Greenbriar on her territory
*Preferential honors and dignitary treatment on the territory of Greenbriar

§ 15 Taxes
There are no taxes in Greenbriar of any kind. Town funds are raised through economic enterprises by the Town or through private donations, the exception to this is the Teleporter tax.

§ 16 Property Ownership
Citizens may own property on the territory of Greenbriar. They may rent to ‘tenants’ who purchase the right to live on the property.
Non-citizens may not own property on the territory of Greenbriar. Such property, if found, will be seized by the Hamlet of Greenbriar for administration.
In the case of absentee owners or abandoned buildings, the Town Council will seize and administrate them on behalf of the Hamlet of Greenbriar until new owners or tenants are acquired through public auction.

§ 17 Elections / Votes
Unless otherwise stated all elections and votes require a relative majority. Only active registered citizens have a say.

§ 17.1 Elections for the Mayor and up to 5 Aldermen shall be conducted every three years on the 5th of Zhas.
Elections are to be administered and counted by three volunteer citizens or dual citizens.

§ 17.2 Vote of Confidence (Impeachment)
Any citizen may ask for a "Vote of Confidence" of the citizenry concerning any official of the Government of Greenbriar. This 'Vote' must happen as soon as posible and last for one month. At such time, if the vote is negative toward the official, the official must resign. Shortly after it a new election for the vacant position must be held.
§ 17.2.1 An impeachment requires an absolute majority.

§ 18 Government
§ 18.1 Offices - The Government of the Hamlet of Greenbriar owns and administrates the Property described as "Central House" ((Greenbriar #1)) to be used for the public welfare as well as 3 feet surrounding the building including the Depots, maintained for public use. It will serve such functions as Town Hall, Public Dormitory, Common Shelter in times of danger and other public activities as needed. It may not be privately leased or sold, or locked except in times of danger.
It is free for every single person, but non-citizens have to leave it if asked by citizens; except in times of danger.

§ 18.2 Mayor
The Mayor is part of the town council and the executer of its will. He has the power to take any and all steps necessary to defend Greenbriar and its citizens, enforce laws, officiate in Hearings, appoint the Deputy Mayor, decide tie votes, negotiate treaties and other duties as required. His powers are limited and may be amended by the Aldermen.

§ 18.3 Deputy Mayor and Aldermen
There are up to five Aldermen, one of which is appointed by the Mayor, as a Deputy Mayor, to act on his behalf, and up to four other Alderman at the same time which are also part of the Town Council. They may create, amend and delete laws, be designated to officiate a hearing, may judge as part of a hearing, enforce laws, discuss and vote on town policy and limit or amend the Mayor’s duties and rights.

§ 18.4 Treasurer
A trustworthy individual may be appointed by the Town Council to serve as guardian and administrator of the treasury of Greenbriar. The treasurer also serves as auctioneer of public auctions, collector of revenues and conveyor of licenses. He must report regularly to the Town Council.

§ 18.5 Forester and other officers as needed
The Town Council may appoint any and all officer required to perform tasks for the Hamlet of Greenbriar and its citizenry. Their duties shall be given verbally and overseen by the Town Council.

§ 19 The Hamlet of Greenbriar's Town Guard
The Town Guard is to enforce the laws, apprehend criminals and maintain the peace.

§ 19.1 The Town Guard shall be commanded by a Captain of the Town Guard, an appointed position and answerable to the Town Council. This is a paid position of 200 coppers per month. The Captain of the Twon Guard also serves as Captain of a regular Militia Regiment, (the 1st Regiment- 1st Platoon)

§ 19.2 The Captain of the Twon Guard shall be assisted by at least three Deputies, appointed by the Captain of the Town Guard to assist in his duties. the number of deputies to be needed will be determined by the town council. These are also paid positions of 150 coppers per month. The deputies will be members of the 1st Platoon - 1st Regiment.

§ 19.3 Any citizen or guest in Greenbriar can report misconducts of any member of the Town Guard to the Town Council to initiate legal proceedings against this person.

§ 20 The Hamlet of Greenbriar's Militia
The Militia shall be composed of three Regiments, each commanded by an appointed General, who is answerable to the Town Council. The General shall also be responsible for training, promotions, and command.

§ 20.1 Each Regiment shall be composed of three Platoons, Individually named, each commanded by a Captain who is answerable to the General of his Regiment.

§ 20.2 Each Captain shall also be assisted by a Sergeant who will assist in the battlefield command of Troops.

§ 20.3 Formation of Regiments is based on loyalty and experience. The First Regiment shall be composed of Citizens of the Hamlet and will be considered 'Regulars'. The Second Regiment shall be composed of Dual Citizens and will be considered 'Reserves'. The Third Regiment shall be composed of Dual Citizens, Mercenaries, conscripts and others and will also be considered 'Reserves'.

§ 20.4 Any citizen or guest in Greenbriar can report misconducts of any member of the Militia to the Town Council to initiate legal proceedings against this person.

Der Weiler Greenbriar ist und wird offen sein und unvoreingenommen alle Rassen und Nationalitäten willkommen heißen. Die Sicherheit jedes Individuums in Greenbriar ist gleichwertig und unabhängig von dessen Zugehörigkeit. Somit stimmen all jene, die durch Greenbriar streifen, mit ihrer bloßen Anwesenheit zu, die nun folgenden Vereinbarungen in Ehre zu halten und ihnen ergeben zu sein.

Soweit nicht ausdrücklich anders vermerkt beziehen sich diese Regeln nur auf das Hoheitsgebiet von Greenbriar. Aus Gründen der Übersicht wurde nur die männliche Form verwendet, natürlich müssen diese Gesetze von allen Personen eingehalten werden.

Verbrechen
§ 1 Kriminelle Flüchtlinge
Wenn Kriminelle, die von anderen Städten gesucht werden, auf dem Hoheitsgebiet von Greenbriar ankommen, so können diese politisches Asyl dort beim Stadtrat beantragen. Asyl wird gewöhnlich in Fällen von Verfolgung, Völkermord, Armut oder nationalen Konflikten, sowie anderen ausschließlich vom Stadtrat festgelegten Gründen gewährt.
Eine Anhörung wird abgehalten und der Asyl Status festgelegt. Wenn Asyl gewährt wird, müssen die betreffenden Personen im Hoheitsgebiet von Greenbriar bleiben um Schutz zu empfangen. Wenn sie einmal das Hoheitsgebiet verlassen haben, verfällt der Schutz Status.
Wenn kein Asyl Status gewährt wird, so werden die Flüchtlinge aufgefordert, das Hoheitsgebiet zu verlassen.

§ 2 Mord
Mord kann nicht toleriert werden und muss bestraft werden.
Wenn irgendeine Person auf dem Hoheitsgebiet von Greenbriar oder ein Bürger an einem anderen Ort ermordet wird, so wird ein Kopfgeld auf die Gefangennahme des Mörders ausgesetzt.
Sobald der Mörder in Gefangenschaft ist, muss ein Verfahren eingeleitet werden. Der Stadtrat wird zusammenkommen, um dem angeblichen Mörder eine faire Verhandlung zu seiner Verteidigung zu geben. Das Urteil des Stadtrates ist endgültig. Die Strafe für Mord ist Tod durch den Strang.

§ 3 Diebstahl
Diebstahl kann nicht toleriert werden und muss bestraft werden.
Die Höchststrafe für Diebstahl ist eine Verbannung von Greenbriar.
Wenn der Dieb von einem Beamten auf frischer Tat ertappt wird, kann er sofort verbannt werden.
Wenn ein Dieb denkt, zu Unrecht beschuldigt worden zu sein, kann er eine Verhandlung beim Stadtrat verlangen, dessen Urteil endgültig ist.

§ 4 Kämpfe, Einschüchterungen und andere Verfehlungen
Dieses Verhalten kann nicht toleriert werden und muss bestraft werden.
Wenn ein Beamter diese Verbrechen beobachtet, können die straffällig gewordenen Personen aufgefordert werden, das Hoheitsgebiet von Greenbriar zu verlassen. Wenn sie dies nicht tun, so kann der Stadtrat weitere rechtliche Schritte einleiten, wie er es für notwendig erachtet.
Wiederholte Vorfälle werden eine härtere, durch den Stadtrat bestimmte Bestrafung mit sich ziehen.
§ 4.1 Jegliche Gewaltanwendung und Körperverletzung ist strikt untersagt, außer es handelt sich um ein nicht tödliches Duell, zu welchem beide Seiten zustimmen und welches außerhalb der Stadtgrenzen stattfindet.
§ 4.2 Wenn ein Straftäter gegen die Anweisungen von Beamten Widerstand leistet, so kann er sofort verbannt werden.
§ 4.3 Brandstiftung
Brandstiftung ist streng verboten und wird schwer bestraft. Für eine genaue Beschreibung zur Feuerhandhabung siehe Seite 26.


§ 5 Magie
§ 5.1 Offensive Magie kann nicht toleriert werden und muss bestraft werden.
Wenn ein Beamter dieses Verbrechen beobachtet, können die straffällig gewordenen Personen aufgefordert werden, das Hoheitsgebiet von Greenbriar zu verlassen. Wenn sie dies nicht tun, so kann der Stadtrat weitere rechtliche Schritte einleiten, wie er es für notwendig erachtet.
Wiederholte Vorfälle werden eine härtere, durch den Stadtrat bestimmte Bestrafung mit sich ziehen.
§ 5.2 Für Duelle siehe § 4.1
§ 5.3 Defensive Magie wie Schilder, Heilung usw. sind erlaubt, solange sie nicht die Freiheit anderer in einem Maße einschränken, wie es der Stadtrat festlegt.
§ 5.4 Das Benutzen von Portalen innerhalb der Stadtgrenzen ist hiermit verboten. Niemand soll ein Portal, weder beim Kommen noch beim Gehen, innerhalb der Stadtgrenzen benutzen.

§ 6. Aufruhr
§ 6.1 Jegliche Straftaten oder verschwörerische Taten, welche zu dem Zweck begangen wurden, um die Funktion der Regierung von Greenbriar zu hemmen oder deren Politik zu ändern wird als Aufruhr angesehen.
§ 6.2 Bestrafungen werden einzig von den Ratsmitgliedern bestimmt, abhängig davon wie schwerwiegend die Tat war.

§ 7 Aufhetzung
Jegliche Aufhetzung oder Anstiftung zu allen hier aufgelisteten Straftaten ist strikt untersagt. Dem Anstifter kann dasselbe Strafmaß auferlegt werden wie der ausführenden Person.

§ 8 Verrat
§ 8.1 Jegliche Straftaten oder verschwörerische Taten, welche zu dem Zweck begangen wurden, Greenbriars Feinde zu unterstützen oder ihnen zu helfen, Greenbriars Land, Eigentum oder Bevölkerung zu schaden, wird als Verrat angesehen.
§ 8.2 Der Stadtrat wird zusammenkommen, um dem angeblichen Verräter eine faire Verhandlung zu seiner Verteidigung zu geben. Das Urteil des Stadtrates ist endgültig. Die Strafe für Verrat ist Tod durch den Strang.

§ 9 Rechtsweg
§ 9.1 Verhandlungen / Anhörungen
Verhandlungen und Anhörungen können von jedem Beteiligten in einem Vorfall erbeten werden. Sie werden in der „Briarpatch“ Taverne abgehalten oder auch nach Gutdünken der anwesenden Ratsmitglieder vor Ort. Sie beginnen, sobald die Ratsmitglieder, das Opfer und der Verdächtige anwesend sind. Der Bürgermeister oder ein Bevollmächtigter wird als Vorsitzender fungieren und die Argumente werden eines nach dem anderen besprochen.

§ 9.2 Gemeinderat
Der Gemeinderat besteht aus einem Bürgermeister (Vorsitzender), einem Abgeordneten Bürgermeister und bis zu 4 verfügbare Gemeinderatsmitglieder. Der Gemeinderat behält sich das Recht vor zusammenzukommen, zu einer Versammlung mit beliebigen Mitgliedern die zu der Zeit verfügbar sind. Wenn der Bürgermeister nicht anwesend ist, so kann der stellvertretende Bürgermeister oder ein Ratsmitglied als Bevollmächtigter dienen und den Vorsitz übernehmen.

§ 9.3 Rechte von Opfern und Verdächtigen
Beide Seiten haben das Recht auf eine zügige Abwicklung. Jedes anwesende Ratsmitglied kann sofort eine Verhandlung oder Anhörung leiten oder einen Termin für die nahe Zukunft festlegen.
Auf Anfrage können beide Seiten den Zeitpunkt verschieben, um Zeugen, Anwälte und Beweise zu beschaffen.
Beide Seiten haben das Recht sich einen Anwalt zu nehmen, um sie vor dem Stadtrat zu vertreten und ihnen zu helfen.
Es werden keine zusätzlichen Beweise, Aussagen oder Zeugen zugelassen, sobald die Verhandlung oder Anhörung beendet ist.

§ 9.4 Nicht-Erscheinen
Wenn der Verdächtige nicht zu dem vereinbarten Zeitpunkt erscheint, soll ein Kopfgeld auf seine Ergreifung ausgesetzt werden. Zusätzlich kann das Urteil verschärft werden.

§ 9.5 Urteil
Die verfügbaren Ratsmitglieder werden richten, sich beraten und über ein Urteil abstimmen, welches aus Schuld oder Unschuld als auch der Bestrafung besteht. Das Urteil der Ratsmitglieder ist endgültig. Berufung wird nicht zugelassen.

§ 9.6 Verbannung
Eine Verbannung vom Hoheitsgebiet von Greenbriar kann permanent oder zeitlich begrenzt sein. Der Verurteilte muss auf direktem Wege Greenbriar verlassen. Tut er dies nicht oder kehrt er während der Verbannung zurück, wird er für vogelfrei erklärt. Er steht von da an nicht mehr unter dem Schutz der Gesetze von Greenbriar und darf bei Kontakt getötet werden.

Ressourcen
§ 10 Holzfällen
Holzfällen auf dem Hoheitsgebiet von Greenbriar ist unter den folgenden Einschränkungen zugelassen:
Nadelbäume dürfen nur am Waldrand gefällt werden. Das Waldesinnere muss für Feen, Druiden und andere Freunde des Waldes ungestört bleiben.
Wenn ein Baum abstirbt, müssen entweder sofort zwei neue gepflanzt werden oder der Förster muss informiert werden. Eine Spende der entsprechenden Samen wird erwartet (Tannensetzling, Apfel oder Kirschen).
Missbrauch dieser einfachen Regeln wird eine Verbannung von Greenbriar zur Folge haben.

§ 11 Ackerbau
Ackerbau ist auf allen öffentlichen Feldern von Greenbriar erlaubt. In Greenbriar herrscht gemeinschaftlicher Ackerbau. Die Äcker in der Stadt sind für die öffentliche Nutzung bestimmt.

§ 12 Nutztiere
§ 12.1 Innerhalb der Stadt soll es keine Tötung von jeglichen Tieren geben, welche nicht von der Schneider Gilde in einem abgetrennten Bereich für ihre Bestimmung aufgestellt wurden. Alle Tiere sind als geschützt zu erachten, Hasen, Schafe, Kühe, Schweine, Hirsche usw.
§ 12.2 Es soll keine Tötung von Tieren im Innern der Wälder geben.

§ 13 Andere Handwerke
Alle anderen Handwerke sind auf dem Hoheitsgebiet von Greenbriar erlaubt, kostenlos und unbegrenzt.

Verwaltung
§ 14 Bürgerschaft
§ 14.1 Normale Bürgerschaft
Wenn Ihr ein Bürger Greenbriars werden wollt, müsst Ihr den Stadtrat über Euer Ersuchen per Taube benachrichtigen und regelmäßig in Greenbriar zu gegen sein.
Als ein Bürger erhaltet Ihr folgende Vorteile
*Wahlrecht in Greenbriar
*Recht ein Amt im Stadtrat zu bekleiden
*Recht Grundbesitz auf dem Hoheitsgebiet von Greenbriar zu erwerben
*Recht als Mitglied der Bürgerwehr, Stadtwache oder Regierung von Greenbriar mitzuwirken
*Schutz durch den Weiler Greenbriar auf seinem Hoheitsgebiet


§ 14.1.1 Bürger müssen sich bei einem Beamten persönlich mindestens einmal im Jahr melden, um als aktiver registrierter Bürger zu gelten. All jene, die dies nicht schaffen, werden als „inaktiv“ angesehen und sollen von der Bürgerliste entfernt werden.

§ 14.2 Doppelbürgerschaft
Um Doppelbürgerschaft zu bekommen, kann jeder unabhängig der anderen Bürgerschaften beim Stadtrat dies erbitten oder von ihm als Auszeichnung ernannt werden. Diverse Gründe, wie die Verteidigung Greenbriars in Notzeiten, können beständige Unterstützung und Wohlwollen gegenüber Greenbriar und seinen Bürgern und andere vom Stadtrat bestimmte Gefallen benötigen.
Als ein Doppelbürger habt Ihr folgende Vorteile
* Recht als Mitglied der Bürgerwehr, Polizei oder Regierung von Greenbriar mitzuwirken
*Schutz durch den Weiler Greenbriar auf seinem Hoheitsgebiet

*Bevorzugte Ehrung und würdevolle Behandlung auf dem Hoheitsgebiet von Greenbriar

§ 15 Steuern
Es gibt keine Steuern in Greenbriar. Stadtkapital wird durch Wirtschaftsunternehmen durch die Stadt oder durch private Spenden erhoben, die Ausnahme dazu bildet die Teleporter Steuer.


§ 16 Eigentumsrecht
Bürger können Grundbesitz auf dem Hoheitsgebiet von Greenbriar erwerben. Sie dürfen es an Pächter vermieten, die für das Recht bezahlen, auf dem Grundbesitz zu wohnen.
Nicht-Bürger dürfen kein Land auf dem Hoheitsgebiet von Greenbriar besitzen. Wenn ein solches Grundstück gefunden wird, so wird es vom Weiler Greenbriar beschlagnahmt und der Verwaltung übergeben.
Im Fall von abwesenden Besitzern oder verlassenen Gebäuden, wird der Stadtrat diese beschlagnahmen und im Auftrag des Weilers Greenbriar verwalten, bis neue Besitzer oder Pächter durch eine öffentliche Auktion ermittelt wurden.

§ 17 Wahlen / Abstimmungen
Soweit nicht ausdrücklich anders vermerkt benötigen alle Wahlen und Abstimmungen eine relative Mehrheit. Nur aktive registrierte Bürger haben eine Stimme.

§ 17.1 Wahlen für den Bürgermeister und die Ratsmitglieder sollen alle drei Jahre am 5. Zhas abgehalten werden.
Die Wahlen sollen von drei freiwilligen Bürgern oder Doppelbürgern verwaltet und ausgezählt werden.

§ 17.2 Vertrauensvotum (Amtsenthebung)
Jeder Bürger kann ein Vertrauensvotum der Bürgerschaft gegen jeden Beamten der Regierung von Greenbriar verlangen. Diese Abstimmung muss so schnell wie möglich stattfinden und einen Monat dauern. Nach dieser Zeit muss der Beamte, falls das Votum negativ für ihn ausfiel, zurücktreten. Kurz darauf muss eine Wahl für die offene Stelle abgehalten werden.
§ 17.2.1 Eine Amtsenthebung benötigt eine absolute Mehrheit.

§ 18 Regierung
§ 18.1 Niederlassungen – Die Regierung des Weilers Greenbriar besitzt und verwaltet sowohl das Eigentum beschrieben als „Haupthaus“ ((Greenbriar #1)) für das öffentliche Wohlergehen, als auch das Grundstück 3 Fuß um das Gebäude einschließlich den Depots, welche für den öffentliche Gebrauch unterhalten werden.
Das Haupthaus kann als Rathaus, Schlafsaal, gemeinschaftlicher Schutzraum in gefährlichen Zeiten und für anderen öffentlichen Tätigkeiten wenn nötig dienen. Es darf nicht privat vermietet oder verkauft werden, nur in Notzeiten darf es abgeschlossen werden.
Es steht jeder Person zur Verfügung, jedoch müssen Nicht-Bürger es verlassen, wenn sie von Bürgern dazu aufgefordert werden; außer in Notzeiten.

§ 18.2 Bürgermeister
Der Bürgermeister ist Teil des Stadtrates und der Vollstrecker dessen Willens. Er hat die Macht alle notwendigen Schritte einzuleiten, um Greenbriar und seine Bürger zu verteidigen, Gesetze durchzusetzen, den Vorsitz in Anhörungen und Verhandlungen zu führen, einen Bevollmächtigten Abgeordeneten Bürgermeister zu ernennen, unentschiedene Abstimmungen zu entscheiden, Verträge auszuhandeln und alle anderen erforderlichen Pflichten zu übernehmen. Seine Macht ist begrenzt und kann von den Ratsmitgliedern geändert werden.

§ 18.3 Abgeordneter Bürgermeister und Gemeinderatsmitglieder
Es gibt bis zu fünf Gemeinderatsmitglieder, von denen eines vom Bürgermeister als ein Abgeordneter Bürgermeister ernannt werden kann, um in seinem Interesse zu handeln, und bis zu vier andere Gemeinderatsmitglieder, die auch ein Teil des Gemeinderats sind. Sie können Gesetze erlassen, abändern oder streichen, ernannt werden Verhandlungen oder Anhörungen zu leiten und hierbei auch Urteile fällen, Gesetze durchsetzen, über die Stadtpolitik und deren Richtlinien diskutieren und abstimmen und die Pflichten und Rechte des Bürgermeisters einzuschränken oder abzuändern.

§ 18.4 Schatzmeister
Ein vertrauenswürdiges Individuum kann vom Stadtrat ernannt werden, als Hüter und Verwalter der Schatzkammer von Greenbriar zu dienen. Der Schatzmeister fungiert auch bei öffentlichen Versteigerungen als Auktionator, sammelt Einkommen ein und überträgt Lizenzen. Er muss sich regelmäßig beim Stadtrat melden.

§ 18.5 Förster und andere benötigte Beamte
Der Stadtrat kann alle Beamten, die erforderlich sind um Aufgaben für den Weiler Greenbriar und dessen Bürgerschaft zu verrichten, ernennen. Ihre Pflichten sollen mündlich erteilt und vom Stadtrat überwacht werden.

§ 19 Die Stadtwache des Weilers Greenbriar
Die Stadtwache soll Gesetze durchsetzen, Kriminelle festnehmen und den Frieden bewahren.

§ 19.1 Die Stadtwache soll von einem Kapitän von Greenbriar geleitet werden, ein ernanntes Amt und gegenüber dem Stadtrat verantwortlich. Dies ist eine bezahlte Position von 200 Kupferlingen pro Monat. Der Kapitän der Stadtwache dient auch als Kapitäns eines regulären Bürgerwehrregimentes.

§ 19.2 Der Kapitän der Stadtwache wird von mindestens drei Wachmännern /Frauen , ernannt vom Kapitän der Stadtwache unterstützt, ihm bei seinen Aufgaben zu helfen. Die Zahl von erforderlichem Wachleuten wird durch den Gemeinderat entschlossen. Dieses sind auch bezahlte Positionen von zur Zeit 150 Kupfer pro Monat. Als Wachmann ist man automatisch Teil des Regiments.

§ 19.3 Jeder Bürger oder Gast in Greenbriar kann Amtsvergehen jedes Mitgliedes der Stadtwache dem Gemeinderat melden, um ein Verfahren gegen diese Person einzuleiten.

§ 20 Die Bürgerwehr des Weilers Greenbriar
Die Bürgerwehr soll aus drei Regimentern bestehen, jedes von einem ernannten General befehligt, der gegenüber dem Stadtrat verantwortlich ist. Der General soll auch für Training, Beförderungen und Befehle verantwortlich sein.

§ 20.1 Jedes Regiment soll aus drei individuell genannten Platoons bestehen, jedes von einem Captain befehligt, der gegenüber dem Stadtrat verantwortlich ist.

§ 20.2 Jeder Captain soll auch von einem Sergeant unterstützt werden, welcher auf dem Schlachtfeld beim Befehligen der Truppen behilflich hist.

§ 20.3 Aufstellung der Regimenter gründet auf Loyalität und Erfahrung. Das erste Regiment soll aus Bürgern des Weilers bestehen und wird als „regulär“ betrachtet. Das zweite Regiment soll aus Doppelbürgern bestehen und wird als „Reserve“ betrachtet. Das dritte Regiment soll aus Doppelbürgern, Söldnern, Eingezogenen und anderen bestehen und wird auch als „Reserve“ betrachtet.

§ 20.4 Jeder Bürger und Gast in Greenbriar kann Verfehlungen von Mitgliedern der Bürgerwehr dem Stadtrat melden, um ein Verfahren gegen diese Person einzuleiten.

The Council would like to now ask for your nominations and vote for our third councilman position. You may nominate yourself. The nominee must be a citizen of either Hamlet of Greeenbriar or the Settlement of Caelum.

As the County Council operates by majority vote this person must be able to be impartial, fair and representing the common citizen. The third Councilman is to provide an unbiased viewpoint, favoring neither of the two other councilmen, but the common good of the people.

We are happy to announce the addition of three citizens to the Hamlet of Greenbriar: Nanik, Franz Strohblum and Bogan Bjolfrson! The speak both the old and new languages and are very excellent individuals. Welcome!

We would also like to announce the addition yesterday of a shrine to the goddess Oldra ((Cross)), the patron of Farmers. Her shrine is located just north of the hedges at the entrance to town. Her much needed aid will be required in the dark days to come, when many warriors will need her aid and sustinence.

We also have a new sign at the entrance to town, with the inscription "Welcome to Green Briar", greeting the many visitors we have had of late. Keep up the good work!

I woke this morning to find a letter of resignation from Alexander as Sheriff. He said he had personal matters to attend to. I would like to thank him for his service and wish him well.

We have this day signed an accord with the noble land of Varshikar, a mutual defence treaty. May war never plague these shores!

Mutual Defence Treaty

This treaty is made to ensure the safety and prosperity of Varshikar and The County of Briar.
Both Varshikar and Briar County agree to assist each other in times of invasion. This will include the provision of forces, supplies (where available), arms and armour (where available) and refuge.

Each will put their fighting forces at the others disposal to aid against threats to the others security or to defend their territory against direct threats in times of conflict.
Supplies will include food, clothing and other basic essentials where they are available.
Arms and armor will be supplied to replace losses or to improve defense capability where they are available.
Refuge will be available at all times.

This treaty is signed as a lifelong agreement between Varshikar and the County of Briar.

Friends,

I have been rescued by Liles and am now recovering from my ordeal at home. Aside from losing a finger, I am recovering. The carpenter I have hired has just finished installing some new locks, and we hired a new Sheriff to make patrols. The men that came last night, seem to have gone now and I am happy to say that Greenbriar is secured again.

This whole encounter has made me realize just how precarious peace is, that once it's obtained, you have to remain strong to keep it. We may not have the largest militia, best weapons or largest town, but we have many friends. I thank you all for your concern and assistance during this.

I should be ready to resume business within a day or so. Just don't ask me to do anything too complicated for a while, OK? I used to do several things with ten fingers, but will now have to compensate for one of them. What's really strange is that it 'feels' like it's still there when I can see that it is not. Strange.

I would like to happily announce the addition of two new citizens to the Hamlet: Annouka (Halfling) and Halvdan (Dwarf). They have been in Greenbriar several weeks now and both speak the old language. They are good people and freindly. Welcome!

I would also like to announce the hiring of a new Sheriff to keep the peace here, Bogan Bjolfrson. He speaks the old language and I urge you all to welcome him to his new position as he helps us stay safe. Lets also try to hire a few deputies to help him out, alright?

We have also modified the Militia formation for the County after a discussion with Caelum. The Militia's will be contributed by the member cities, wearing their own uniforms, armor and flags, yet fight together in case of conflict. So we will be in control of arming, training and manning our Militia as Caelum will do for theirs. Together it will be an impressive force to aid our allies and keep the peace here.

Commodore Morgenstern sails for our Hamlet, but as there is only one ship so far, he says he will protect the County shores as a whole. He also would also like the town council to discuss the idea of building another ship. I told him we will wait a while to see if we can fill our Militia first, then may have men to spare him.

I'd like to welcome the Smith brothers to the Hamlet. They are Mark, John, Paul and Ringo. They have traveled Gobiath and are looking for a place to settle. They are veterans of war, and will also volunteer for part of our Militia to keep us safe. Welcome!

I'd also like to thank Tjalf for his service in my absence. That's exactly why we have aldermen, so no 'one' person is necessary to operate the Hamlet. We have a good system here.

I have removed 'Grant Rothman, Kevin Lightdot and followers" from our list of enemies. I have realized that Hate must end, and redemption given a chance. I believe Grant was doing what he thought best to save his father. The methods may have been misguided, and I wish it hadn't happened to me, but let's forgive and hope that he changes his ways. He has repented of his deed against me, and I forgive him.

He has the potential to be a force for good. He was a good friend to many of us. Let not one mistake scar an otherwise good reputation.

Dear Hagen,

I sincerely wish your uncle Tjalf well, and pray for his recovery. Tjalf Kornson is an exemplary example of a selfless, caring servant of the people. He was always available to lend a hand, help translate with the old language, and offer aid and service to those new to Greenbriar. He was always there, as a rock of a man, acting thoughtfully with long earned wisdom to help those around him. I will pray for his recovery, for the loss of such a man would be missed by all.

Dearest Citizens,

The new town "Occulte Nocturnalis" operated by the Temple of Bjolmer has claimed and aligned itself with the Hellbriar and Negros, our current enemy, and taken what is officially "Briar County" illegally.

We have been neutral in the past with the Temple of Bjolmer, believing this to be Former Governor Rothman's war, and the Temple has restrained itself in attacking Greenbriar as a result. However this new alignment with our enemy Negros changes things.

We need to discuss this as a community. A physical meeting is too dangerous, I would not ask that, so please post your comments here or by dove.

Shall we:
1) Declare war upon them immediately and seek allies to reclaim what is rightfully ours?

2) Stay Neutral and accept their claim, giving up on South Briar?

3) Accept them as a new city and ask they join the County?

Please comment on this, as action of some sort must be taken one way or the other. We will not be the only ones concerned about this joining of the Temple, which we have been neutral with and Negros' Hellbriar, which is our enemy. We must make a decision on our stance on this when other nations begin to express their views.

dear Dusty,

i write this from my sickbed, (which i hope to leave in the next days)

the volcano and occasionly apearing undeads are one thing.
a official claim to part of our territioy is another case.

1) do we have the manpower, to vence them now? i think not.
so if we officially declare war on them now it will be only an excuse for the dark forces to assault us further.
(see the declaration of war the dwarves made, without being prepared)
i thought, that our existing laws allready ban those undead and followers of the evil.
so we can fight them in our own territory, without giving their leaders a "reason" to attack.

2) my stance: never give in to the bad guys, less you want them to come again.

3) i dont see the advantage. or did they made an offer, to compensate us for our loss of territory?

my number 4) - muster the avaiable fonds, and build a wall without gate from shore to shore. a few paces north of the entrance of the vulcano. than the place should be useless to the dark forces. (i could give a mere 5 silvers, times are bad)

you are right, the time for neutral standing is over.
(now i am content, that i trained some young fighters, they are nearly fit, to form part of the militia. some of them allready are able, to teach most of the robbers some good behaviour. most of them are relatives of mine.)

i welcome your step, to come to an understanding with the bloodsculhorde.
(although i have to talk with their leader about a question of honor, concerning one my nephews.)

Friends,

I have done my best to get Briar County prepared for this, but I am afraid that by ourselves we are too few to stage a war. If we were to choose option 1, the rest of Gobiath surely would help, but I am afraid we could not live in safety in Greenbriar until the foe is defeated. We would have to leave our homes for now and seek refuge elsewhere.

Yet, if we do not stand up to this evil, we doom ourselves to being 'supporters' of it by the rest of Gobiath. We become a part of it, even if we insist on neutrality, option 2, even more so option 3. If the County wishes to embrace the new city, I will not oppose. I even have a few friends that have become aligned with this new city simply because they are not welcome in Trollsbane anymore. They are not evil, but the chaos that has existed since Governor Rothman's invasion of Silverbrand has created wars within wars, and parties that were kept in check, are now vying for power, causing those that oppose them to do things they ordinarily wouldn't.

That is the cost....that is the price. The fallout from TrollsBane's chaos has fallen on our shores, and we must deal with it. Alone if need be.

This is why I have put this before you all. We must decide together, how our future will be. I fear this isn't an easy answer.

I don't think that this new town should be treaten with hostility.. Even if they wrongfully claimed the land, still we have no right to see them as fowes, at least until they prove to bring harm to our land. If you simplly don't like them, then take the advice of building a wall and bann them from entering the town.
Please consider this, because again i say that we have no right to see them as enemys until they prove to be so.
