i don't know if i can solve this problem completely but i can reduce it with the next update... the problem is if much characters are at the same place.

If character A moves he needs the position of all the other characters which are visible for him.

all the characters around need the new position of the character which is moved

an example

40 characters are around 1 is moving so this 1 needs the position of the other 39 character after he has moved (maybe this is not necessary but the current server works so, we can reduce that maybe in the future)

the other 39 needs the new position of the moved character

so we have to send 2x39 characters

now we add 10 persons who are moving

you see what i mean?
