The thing is, is that jail time really is the only punishment that characters can give other characters. Everything else they absolutely positively must agree to.

Fight fire with fire I say. If they cloud fifteen chars and say you cant kill them, then screw them - they have no right to say no and you should use it as your own right not to listen to that nonsense. And if the gm banned you for clouding a char that clouded 15 chars then something is seriously wrong.
